POSITION PAPER

Committee: World Trade Organization (WTO)

Agenda: Reforming International Monetary Systems with a Special Emphasis on Regulation of International Trade

and Intellectual Property Rights

Country: Syrian Arab Republic

Delegate: Akshay Singh Kanawat, Ryan International School Padmavati

The Syrian Arab Republic recognizes the gravity and complexity of the challenges we face in these domains, particularly
considering the unique circumstances and specific concerns that our nation brings to the table.

1. Reforming International Monetary Systems

Syria acknowledges the importance of international monetary systems in promoting economic stability and sustainable
development across the globe. However, it is crucial to recognize the disparities and imbalances that hinder the
economic growth and social progress of developing nations, including Syria. Therefore, we propose the following: (A)
Enhanced Technical Assistance: Developing nations often face significant hurdles when navigating international
monetary systems. Syria calls for increased technical assistance and capacity-building programs that focus on enhancing
the capabilities of these countries. By providing comprehensive support, we can facilitate their effective participation in
global trade and ensure that no nation is left behind. (B) Debt Relief and Financial Assistance: The burden of external
debt significantly constrains the ability of developing nations to invest in their own development. Syria urges the
international community to consider mechanisms for debt relief, debt restructuring, and financial assistance to ensure
the economic stability and well-being of nations affected by conflicts, including Syria. (C) Inclusive Decision-Making: The
current international monetary systems often exclude the voices and perspectives of developing nations, particularly
those grappling with internal conflicts. Syria advocates for more inclusive decision-making processes within international
financial institutions to ensure that the concerns and needs of all member states are adequately represented and
considered.

2. Regulation of International Trade

Syria recognizes that international trade is a vital engine of economic growth and prosperity. However, it is crucial to
address the challenges and inequities that hinder the full participation of developing nations, such as Syria, in the global
trading system. We propose the following measures: (A)Fair Trade Practices: Syria calls for the promotion of fair trade
practices that ensure a level playing field for all nations, regardless of their economic status. Unfair trade barriers, such
as subsidies, tariffs, and non-tariff barriers, must be addressed to foster an environment of equal opportunities and
sustainable development. (B)Special and Differential Treatment: Developing nations, particularly those affected by
conflicts or natural disasters, require special and differential treatment to overcome their unique challenges. Syria urges
the international community to provide preferential trade terms, technical assistance, and capacity-building programs
tailored to the specific needs of these nations. (C) Sustainable Development: Syria underscores the importance of
integrating sustainable development practices into international trade. We must prioritize environmentally friendly trade
policies, promote the transfer of clean technologies, and foster partnerships that promote the conservation of natural
resources and the mitigation of climate change. 3. Intellectual Property Rights

Syria recognizes the significance of intellectual property rights in fostering innovation, creativity, and economic growth.
However, the protection of intellectual property should not hinder the access to essential goods and services. Syria
recommends the following: (A) Balanced Protection: Syria advocates for a balanced approach that upholds intellectual
property rights while ensuring access to essential goods, such as life-saving medicines. We must strike a delicate
equilibrium that rewards innovation and creativity while safeguarding the right to health and the well-being of all
individuals. (B) Technology Transfer: Syria emphasizes the importance of technology transfer, particularly to developing
nations, as a means to foster innovation and bridge the technological divide. We call for enhanced cooperation,
knowledge sharing, and capacity-building programs to facilitate the transfer of technology in a manner that respects
intellectual property rights and promotes sustainable.

In conclusion, the delegation of Syria believes that the agenda at hand, is of paramount importance to nations
recovering from conflict, such as Syria. It is imperative to recognize the unique challenges faced by these nations and
ensure that reform efforts are inclusive, responsive, and sensitive to their specific needs. In the spirit of collective
responsibility, Syria stands ready to collaborate with all member states, international organizations, and stakeholders to
achieve meaningful reform in international monetary systems. Together, we can foster a more inclusive, equitable, and
sustainable global economic order, where the rights and aspirations of all nations are respected and supported.
