(a) 25% extra is allowed for the works located within the interior Agency / Tribal limits, i.e. for the
works located within & upto16 KMs from any all weather route inside Agency / Tribal (b) 40% extra
is allowed for the works located within the interior Agency / Tribal limits, i.e. for the works located
beyond 16 KMs from any all weather route inside Agency / Tribal. NOTE:- (1) No extra percentage

8) The above rates shall be adopted for estimate purposes for construction of ELSR for a finished work
including 2 coats of whether proof emulsion painting for external surfaces, lettering, all required
fixtures, pipes, bends, valves etc., for pipe connections but excluding cost of pipes, bends and valves as
per departmental designs and drawings.
9) The above rates are applicable for wind pressures up to 250 kg / Sq m . For decrease in wind pressure
the rate has to be decreased by 5% per every 100kg/Sqm. If the ELSR / OHSR are to be designed for
seismic forces also, cost shall be arrived by working out detailed quantities based on the designs.
10) (a)For tribal/Agency / Rural area, the above rates as arrived up to shall be increased by 10%.
(b) An additional increase of 7.50% shall be allowed for OHSRs/ELSRs located in agency areas over the
above rates for RWS Department works.
11) If the ELSR is to be designed for seismic forces also, cost shall be arrived by working out detailed
quantities based on the design & difference to be paid extra.
12) If the ELSR is to be designed for seismic forces a) The above rates are applied up to Zone-II earth
quake. b) For Zone-III earth quake the above rates are to be increased by 15 %.
13) The rate is arrived with the Cement rate of Rs.3672/- per MT & Steel rates (Fe 500) of Rs.39000/-
per MT approved by the BoCE for the month of February 2020.
(II) Fixtures include :
a) RCC or Aluminium ladder inside 0.60 m wide.
b) Spiral staircase on the outside shall be provided up to 200KL. Above 200KL capacity dog legged
staircase shall be provided with staircase flight width of 1.0mts and landing width of 1.20mts with S.S
railing up to 1.0 height.
g) The ladder shall be with M.S ladder and Verticals with HDPE of 10kg/Sqcm shall be provided for single
column OHSRs only.
l). D.I swan neck ventilators shall be provided in top dome and slab.

The quantities given here on those upon which the lumpsum tender cost of the work is based but they are subject to alterations, ommissions, deductions or

PREPARATION OF ESTIMATES:-
1 The date of inspection should be noted in the estimate by the authority according Technical
sanction as per G.O.Ms. No: 402 PWD (Y) Department Dated: 14-05-1973.
2 The estimate should contain the following documents invariably,
Design calculations has to be worked out based on population and the design parameters of
2.1 different components.
2.2 The details of population General, SC, ST and prospective, ultimate demands to be worked out at
1% growth rate.
2.3 For Augmentation or improvements of the SVS Scheme all the existing components to be
indicated and additional requirements to be worked out.
All estimates should have flow diagrams, distribution net work plan, and drawing of each
2.4 component where ever necessary.
2.5 Hydraulic statement/ Eponet/ Economies size of pumping main is be enclosed for pipe lines
where ever necessary.
Loading, unloading and stacking charges have to be deducted from the rate for conveyance of
4 earth in the data as per Govt. Memo. 34975/ Irrgn. III/ 94-2 I&CAD Dept., Dated: 06-07-1994 and
Govt. Memo No: 34975/ Irrgn. III/ 99-4, Dated: 27-12-1995.
The "Head of Account" with full details of Major Head, Minor Head, Sub-head, Sub detailed head
5 etc., to which the expenditure on account of the estimate is to be charged is to be indicated in
the technical sanction of the estimate.
In respect of items for which the rates are not covered in the SSRs, or for the materials, they are
to be adopted based on the rates approved by the competent authority for such items or as per
6 the Rate Contracts concluded by the authorities concerned (for materials) or as per the rates
approved by the District Administration (for drilling of bores/ for cost of pipes etc.,) but the basis
for such provisions as mentioned above is to be mentioned in data of estimates.
Adopt machinery excavation rate for excavation the pipe line trenches in all Project and Scheme
works. Where ever machinery can`t work a certificate must be furnished indicating the length
7 and reaches and their additional payments for manual work can be given. Necessary LS provision
for difference can be made in the estimate as per Circular Memo No: AEE12/ RWS (P)-III/ GNT/
Gen/ 02 Dated: 18-11-2002 of the Chief Engineer, RWS (PR), Hyderabad.
While preparing the estimates to allow 2/3 rd depth to be excavated by the machinery and
balance 1/3 rd depth to be excavated by manual even though the quantity is more than 1000 cum
8 as per Circular Memo No: RWS (Plg)/ T-sec/ Rates/ 2005 Dated: 18-08-2006 of the Engineer-in-
Chief, PR, Hyderabad.
A Revised Estimate/ Work shop is necessary where there is variation compared to the original
estimate, even if it be by way or reduction in the quantities/ by way of substantial variations or in
9 the value of the estimate, etc., because the said +/- variation have to be explained in the revised
estimate/ completion report as the case may be, by the competent authority as per paras 214
and 215 of A.P.P.W, approval for the deviations met with may be obtained from the competent
authority.
Specification report should be clearly indicate the necesity of the provisions made in the estimate
10 and reasons for any deviations proposed.
Date of recording of measurements is not being in some cases by the recording officer (AE/ AEE),
11 below his signature, signature without date is not valid.
Only Metric systems of measurements shall be recorded (Since usage of FPS was dispensed with
13 long back). Mentioning in feet, gallons etc., is dispensed.
All the lines (normally 16/ 17 lines) in a page in M Book shall be used or filled in with the
measurements (on Left Hand Side of page only) and if any lines have to be necessarily left
14 unfilled, then a diagonal line shall be drawn below the signature of the Recording Officer, so as to
ensure check isertion of any measurements below the signature of the Recording Officer.
Where measurements are to be recorded based on levels (e.g., Earth work), the measurements in
such cases shall be recorded in M Books with reference to the levls recorded in L.F. Books through
15 Cross Section sheets and after computation in the calculation statements. Where the
measurements are based on level, L.F. Books, C.S. Book and calculation statements shall
invariably be sent to PAO`s office along with M Book and Bill.
Where measurements are based on trip sheets for transportation of hours of usage for pumping
16 with diesel pump etc., based on DLR sheets. Such trip sheets/ DLR sheets to be signed by
competent authorities to be enclosed with M Book.
In the case of clearence of light jungle (Where pre-measurements are recorded), a certificate to
the effect that `the light jungle has been cleared, removed, burnt and thrown out side the site of
17 work` shuld be recorded on the right page of the pre-measurements after its removal and duly
verified by the Deputy Executive Engineer under his signature.
In the case of scrub jungle (Where pre-measurements are recorded), a certificate to the effect
18 that `the scrub jungle has been cleared, removed, burnt and thrown out side the site of work and
it has no saleable value` shuld be recorded on the right page of the pre-measurements after its
removal and duly verified by the Deputy Executive Engineer under his signature.
In the case of clearence of heavy jungle (Where pre-measurements are recorded), after carrying
out its clearence, a certificate to the effect that `the wood/ other materials have been taken to 7
19 F accounts for the month of _________________ (with details of quantity so taken) shuld be
recorded on the right page of the pre-measurements and duly verified by the DyEE/ EE and
auction to be conducted for such items subsequently.
20 In case of Bore well, the yield should be recorded by AE/ AEE and certified by the Deputy
Executive Engineer.
In case of pump sets, the make, model, Sl. No., Head and duty of Pump as per the Label to be
21 recorded in the M Book. The test certificate should be given as per the Yield on ducted and yield
observed, and to be verified by the Deputy Executive Engineer.
All the item recorded should be visible as on the date of recording and should be Measurable.
22 The items to be dispersed/ refilled/ laid with concrete only after check measurement by the
competent authority.
The items recorded should be as per the measurement done in the field and as in the serial of
23 measurement done. No bulk quantities to be recorded with intermittent calculation on separate
paper.
24 All the items visible at one particular site can be measured at one page and only after closing the
recordings at particular work spot, measurement at second or other site to be recorded.
Pre-measurements for Hard rock should be recorded and after their removal, the quantities of
the removed HR should be recorded by stacks duly deducting voids as prescribed allowances
25 towards compaction, swell factor, etc., with due comparision for allowing payment for the correct
(net) quantity. The rock should be taken in to account for re-use.
If the rock is not use full for any construction purpose and if not stocked, Necessary certificate to
25.1.1 that effect has to be made in right side of the M Book as the rock blasted and removed is found
not use full for reuse for any construction purpose and hence not stacked and the certificte has to
be verified and signed by the Deputy Executive Engineer.
Where variation in classification of soils exceeds +/- 10% the instructions issued in Govt. Memo.
26 No: 1970-K2/72-11, PWD (PW) Dept., 04-07-1974 should be followed and they are briefly
indicated below.
(i) Classification should be check measured by the Executive Engineer in all cases,
(ii) Executive Engineer can approve classification up to +/- 10% in a bay,
(iii) If the variation exceeds +/- 10% in a bay, the classification should be verified by the
Superintending Engineer.
As the rate in the agreement is normally for finished item of the work, care should be taken that
the measurements are recorded only after that item of work is completed for the finished item of
27 work, e.g., in the case of cement involved item of work like concrete laying, it should be ensured
that the requisite curing period is over by the date of recording measurements for that finished
item of the work.
Quantities of trial pits are to be deducted from Earth work quantity, where necessary, and M
28 Books concerned should be made available for checking the same.
Where supply of metal/ gravel and spreading of metal/ gravel are provided distinctly as two
separate items in Schedule `A` of the Agreement, the supplied quantities and spread quantities
29 shall be duly compared (with deduction of due allowances) and it should be ensured that the
payment for the spread quatity, in no case, is in excess of the supplied quantity.
If over all measurements are recorded, deductions towards previously executed/ paid quantities
30 should be shown in detail, to ensure that there is no overlapping of the measurements in excess
payments.
Contra nothing indicating Page No. and M Book No. in which all previous part bills are recorded
31 shall be indicated in red ink on top of Abstract of Bill of the current bill. Similarly, reference to
Page No. and M Book No. in which the current bill is recorded should be noted in red ink on top of
all previous part bills.
Theoretical requirement of materials like cement, steel, shall be furnished for every bill in the M
32 Book, whereever necessary along with details of recovery from the bill. A copy of the same shall
also be enclosed to the bill form for different rates of materials.
32.1 Over - lapping and chairs in steel measurements shall not be allowed for payment.
Overall statement showing details of theoretical consumption of seigniorage materials along with
the seigniorage charges involved at the rates prescribed shall be worked out and recorded in

every bill in the M Book for effecting recovery from the bill. A copy of the same shall also be
enclosed to the bill form, duly signed by the Deputy Executive Engineer.
Overall statement showing details of recoveries towards hire charges for any departmental
machinery lent as per the rates concluded in the machinery supplemental agreement/ Main
34 Agreement, for the number of hours/ days/ months use duly recording log extract (relevant part
only) etc., shall be recorded for every bill in the M Book and a copy of the same shall also be
enclosed to the bill form, duly signed by the Deputy Executive Engineer.
35 The abstract bill should contain all the items in the same serial order in which they appear in the
agreement, irrespective of whether the items is covered for payment in the current bill or not.
Break-up of original estimate/ agreement quantities and of excess/ supplemental quantities shall
36 be exhibited separately.
37 The bill to be inevitably contain with value of total work done previous bill made and since last
measurement value.
The part bill submitted should contain quantities for all the componenets completed to the stage
38 of work by the date of presenting the bill. Next bill can contain the items recorded beyond the
date of previous bill submitting date. No back date recordings are allowed.
As set registers to be maintained at Sub Division/ Mandal level for each Mandal. While
39 submitting the final bill of any work details of the Assets created should be noted in the "Assets
Register" and to be uploaded in Water Soft.
Maintenance Registers to be maintained at Mandal/ Sub Division level for each mandal and while
40 submitting final bills of any maintenance work, the details of work to be noted in corresponding
PWS Scheme/ MPWS Scheme/ HP/ Direct Pump.
CHECK MEASUREMENT:-
41 Deputy Executive Engineer shall check measure every item costing more than Rs. 500/-
Executive Engineer shall invariably check measure all works costing Rs. 5.00 lakhs and above
42 covering all the major items not less than 30% of total expenditure incurred.
The Superintendng Engineer shall invariably check measure all works costing Rs. 50.00 lakhs and

above at 1/3rd, 2/3rd stage of the work and before final measurements.
Road works costing more than Rs. 10.00 lakhs in all the departments, the Superintending
44 Engineer shall accord metal spreading permission and for works costing up to Rs. 10.00 lakhs, the
Executive Engineer shall accord metal spreading permission.
The check measuring officer shall put his initials on the left side of the `particulars` column in
45 token of his having check measured that line.
It is observed that items like `Test checked`, `verified` are being used by the check measuring
officers to denote check measurement. But these terms are not identified in the APPW `A` code
46 and therefore they shall not be used. Only the corrct term `check measuring` may be used while
recording the check measurements by the Check measuring Officer.
47 Where date of measurement and check-measurement is same, check-measurement are not done
simultaneously shuld be recorded by the Check-measuring Officer at relevant page in M Book.
INSURANCE:-
Works are not being insured, in spite of specific instructions issued by the Government. That all
works shall be got insured soon after conclusion of agreement to safeguard the interest of the
Government. In the event of occurrence of damages to the work and copy of Insurance Policy
48 (attested) shall be enclosed to the bill (first bill). Dispensing with insurance cover for all works of
Engineering department with effect from 05-03-2014 vide G.O.Ms.No: 5 Dated: 05-03-2014 of
Finance (Works&Projects-F7) Department.
The start date up to the end of date of completion plus defect liability period and two years for
48.1 original works or as specified in the agreement extension of time is granted by competent
authority, the insurance should cover such extended period as well as the defect liability period
beyond the extended period.
48.2.1 The Agreement condition celarly stipulates payment for the same under Part-II,
48.2.2 Original stamped receipt towards payments of premier is enclosed (along with a Xerox copy of
Insurance policy duly attested) to the bill duly.
The bill is preferred under Part-II, along with the regular bill for work done and included in the

memo of payments for work done bill.
48.2.4 The amount payable is not more than that provided in the Agreement/ Estimate.
Quality Control check has become mandatory now and the quality control certificate issued by
49 the Quality Control authority concerned shall be enclosed to bills (both part bills and final bills)
and the fact having enclosed the same shall be certified in the M Book and bill form.
50 For Intermediate bills (Part bills) (Only appropriate and applicable certificates are to be
furnished):
50.1 The work is in progress,
The work has been carried out satisfactorily as per the drawings, designs and terms and
50.2 conditions of the agreement,
The Contractor/ agency hs engaged technical personnel/ key personnel, viz., Sri. _______
50.4 (Technical qualifications to be indicated at the end of each name) as Technical Agents (as in the
agreement) throughout the period of execution of the course of execution of the work.
The extension of time is granted up to ________ (date) with necessary liquidated damages/ fine

50.5 of which Rs. ________ was recovered up to previous bill and the balance of Rs. _________ is now

The work has been completed by ________ (date) in all respects in accordance with the

51.5 The Revised Estimate/ Completion report is approved by the competent authority duly covering
all the deviations,

52.1 For Final Bills:- The Contractor shall furnish `Release and Discharge` Certificate as under (under
the signature of the contractor/ agency),
Release and Discharge Certificate:- "I do here by release and discharge from any and all claims
from any/ all claims and demands whatsoever for all matters arising out of or/ and in Connection
with the contract under this Agreement, Agreement No: __________ Dated: ________ of the SE/
EE ________.
The Signature of the Contractor/ Agency or authorized agent/ power of Attorney - Holder shall be
affixed in the M Books for each set of measurement (With the seal of the Company/ Firm) with
52.2 the endorsements `I accept the Measurements` / `Accepted the measurements` similarly,
signatures shall also be obtained in LF Books, CS Booklets, Calculation statements, which are
treated as adjuncts to M Books.

If Technical agents as prescribed are not employed the recoverey towards non-employment of

58 The Technical Agents target to be employed by the Contractor are as follow for estimate cost of
Rs. 0.50 lakhs to Rs. 1.00 lakh : One ITI Certificate Holder (Civil)
Rs. 1.00 lakhs to Rs. 5.00 lakh : One Diploma Holder (Civil)
Rs. 5.00 lakhs to Rs. 15.00 lakh : One Graduate Engineer or Two Diploma Holders (Civil)
Rs. 15.00 lakh to Rs. 50.00 lakh : One Graduate Engineer and One Diploma Holder (Civil)
Above Rs. 50.00 lakh : Two Graduate Engineers or as specified in the Agreement.
The over leaf page of M Book/ Right Hand Side of 1st Page of M Book should be noted with all
59 the details of work such as Administration sanction, Agreement Number and Date, Agreement
target date, Contractor name, Contract value EMD, FSD paid etc.,
