I. Introduction (Time Frame: 30 mins.)
From the previous lesson you have learned new things in preparation of nail cleaning and trimming. I hope you enjoyed
the given task last week.
The pictures below show the different types of nail polish being introduced and sold in the market. As a wise consumer or
nail technician, what do you think are the factors that you can consider in choosing nail products?

In this lesson, you will learn how nail products are being regulated and the proper ways of applying nail products according
to manufacturer’s recommendation.
D. Development (Time Frame: 1 hr. and 30 mins.)
If you notice, the manufacturers recommended products have specification. Nail products for both home and salon use
are regulated by the Food and Drug Administration. Under the Federal Food, Drug, and Cosmetic Act (FD&C Act), these
products are generally regulated as cosmetics [FD&C Act, section 201.

By law, nail products sold must be safe for consumers when used according to directions on the label, or in the usual or
customary way (see Key Legal Concepts: Interstate Commerce, Adulteration and Misbranding). Many nail products contain
potentially harmful ingredients, but are allowed on the market because they are safe when used as directed. For example,
some nail ingredients are harmful when swallowed, but not when used on the nails, because the nail is a barrier, which prevents
absorption.

Consumers should read labels of nail products carefully and follow any warnings. Some can easily catch fire if exposed to the
flame of the pilot light of a stove, a lit cigarette, or other heat source, such as the heating element of a curling iron. Nail products
can also be dangerous if they get in the eyes. Infections and allergic reactions can occur with some nail products. Make sure
to have good ventilation when you use nail products.

The Cosmetic Ingredient Review (CIR) Expert Panel is an independent, industry-funded panel of medical and toxicology
experts that meets quarterly to conduct safety assessments of cosmetic ingredients and publishes its findings in peer-review
journals. FDA participates in the CIR in a non-voting capacity. FDA takes the results of CIR reviews into consideration when
evaluating safety, but the results of FDA safety assessments may differ from those of CIR.

Some Common Nail Product Ingredients


1. Toluene. This clear, colorless liquid occurs naturally in crude oil. It’s also a common ingredient in nail polish and fingernail
glue. Inhaling high levels of this substance in a short period can produce light-headedness, dizziness or drowsiness. Yet
significant exposures can also damage the nervous system as well as irritate eyes, throat and lungs.
2. Formaldehyde. This substance is used in nail polish and nail hardener. Studies indicate it can cause cancer. It can also
irritate the eyes, skin and throat, inducing coughing, allergic reactions, asthma-like attacks or difficulty breathing.
3. Dibutyl Phthalate. This substance is often used to make plastics softer and more flexible, and small amounts are used in
nail polish and polish hardener.
4. Methacrylate Compounds. Ethyl methacrylate (EMA) is the main substance in artificial fingernails. The substance can
be problematic for both nail technicians and customers, causing allergies, asthma and dermatitis.
