A. Technical Approach
1. GENERAL
This submission is to provide technical proposal aerial photogrammetry and LIDAR in Tangka South
Sulawesi Province using UAV (Unmanned Air Vehicle) Technology. The Photogrammetry provides very
fast information together with 12 Megapixel resolution photography. Lidar survey provides very fast
information about 3D coordinates in X, Y, and Z with high accuracy.
The topography and photography allow the exact position of the area of interest to be, such as
earthworks quantity and minimizing social disruption (as features on the ground can be seen
accurately in the photography).
An example of output from the Lidar survey is shown below:
We believe that the LIDAR survey data is adequate for topography mapping of project with a high
precision data on each point.
2. SCOPE OF WORK
1. Preparing and building one unit of local drone to be tested for photogrammetry acquisition with
DJI Phantom
1.1. For the proposed work, photogrammetry acquisition, PGI shall assemble a DJI Phantom. The
type deemed suitable for the works given the relatively vast area needed to cover (for small
area)
1.2. Specification of the drone, related equipment and software as follows (there is possible
changes in the parts brand due to availability of parts, but the specification will be generally
in comparison with the list below:
2. Conducting photogrammetry technology with DJI Phantom implementation for mapping site
which consist of the following tasks:
2.1. Acquiring aerial photo which contain 2D coordinates (X and Y) covering the project site to be
determined by client. The total area of required survey amounts to be processed and also
placement and installment GCP (Ground Control Point). The number of GCP depending on
survey area.
2.2. Process raw aerial photo into orthophoto for the project site area and supply digitization
shape files of object which captured in aerial photo. And also with approximately horizontal
accuracy 2x vertical accuracy.
2.3. All data to be supplied in UTM coordinates using WGS84 as a datum with SRGI 2013 as a
reference system, unless specified differently by Client.
3. Preparing one unit of multicopter drone for topography mapping equipped with LIDAR mapper
3.1. For the proposed work, mapping of project site, PGI shall prepare a multicopter drone. The
type deemed suitable for the works given the area that needed to be covered.
3.2. Specification of the drone and LIDAR mapper, related equipment and software as follows
(there are possible changes in the parts brand due to availability of parts, but the
specification will be generally in comparison with the list below:
4.1. Acquiring LIDAR data point clouds which contain 3D coordinates (X, Y, and Z) covering the
project site. The total area of required survey amounts to be processed.
4.2. Process the LIDAR point clouds data for the project site area and supply ASCII files of X, Y, Z
coordinates for all classified ground (DTM) with approximately vertical accuracy 10-15 cm
and horizontal accuracy 2x of vertical accuracy.
4.3. Process and supply Digital Terrain Model (DTM) from ground class and generate DTM to
contour. Contour lines would be supplied with contour interval 0.5 m in 1:1,000 scale.
4.4. All data to be supplied in UTM coordinates using WGS84 as a datum with SRGI 2013 as a
reference system, unless specified differently by Client.
3. PERMIT
Mobilization requirements for UAV LIDAR and Photogrammetry would require air cargo for M600
Battery from Jakarta to the nearest airport one or two days prior to crew mobilization. Crew and
equipment such as M600 UAV, Geodetic GPS, and necessary accessories for the project will be
mobilized on the same day, total luggage estimated around 50 kg excluding personal luggage for
each crew member.
Our personnel will include one Project Manager, one UAV Pilot, one Pilot Assistance, and two
Surveyors.
5. TRANSPORTATION ACQUISITION
Typical transportation required at the location of the project would be minimum Toyota Innova and
motorcycles for surveyors to transport around the project area, and if project location is inaccessible
by regular vehicle, a 4x4 vehicle and trail motorcycle will be required.
a. UAV Photogrammetry
These following are procedures for photogrammetry execution divided into the following
stages:
b. Flight Stage
i. DJI Phantom can be directly flown in accordance with the planning of flight
path (altitude depends on resolution which want to reach)
ii. Monitor the altitude and always inform the field coordinator
iii. If there is an obstacle that can be dangerous in the flight path, immediately
cancel the flight mission
c. After-Flight Stage
i. After landing, PGI will check and make back-up data such as raw aerial photo
ii. Repeat the procedure from pre-flight stage before beginning the next flight.
The following flight parameters will be utilized for the data capture.
▪ Flying Height – 70 – 100 m above ground
▪ Drone Speed – 6-10 m/s
▪ Horizontal Accuracy – 10 – 30 cm using GCP & > 1 m without GCP
▪ Ground Sample Distance (GSD) – 5 – 15 cm/pixel depending on flight altitude
▪ Flight Overlap – 80%
▪ Flight Sidelap – 60%
b. UAV LIDAR
These following are procedures for LIDAR execution divided into stages.
a. Pre-Flight Stage
PGI will prepare the DJI M600 equipment which will be attached with LIDAR and set
up the flight plan using data mapper software.
PGI will prepare the GNSS receiver, attach LIDAR transmitter to GNSS receiver tripod.
This transmitter will send signal from GNSS to LIDAR receiver and connect it to
Topcon receiver utility (TRU) software.
PGI will measure the distance between the AHRS and the GPS antenna (level arm).
Level arm must be set from reference point of the LIDAR which was set on the left
forward screw.
PGI will perform the preliminary survey using DJI phantom 3 to estimate the secure
area from any obstacle that can endanger the flight plan.
PGI activate LIDAR and transmitter. Assure the LED has blinked with 3-1-3
combination.
b. Flight Stage
PGI will perform the flight and need to initialize inertial measurement unit (IMU) after
take-off. An IMU is used to determine the attitude of the aircraft as the sensor is
taking measurements. These are recorded in degrees to an extremely high accuracy in
all three dimensions as roll, pitch and yaw - the vertical and horizontal movements of
the aircraft in flight. From these two datasets, the laser beams exit geometry is
calculated relative to the Earth's surface coordinates to a very high accuracy
c. After-Flight Stage
After landing, PGI will check and make back-up data such as trajectory and point
cloud from LIDAR USB storage.
Repeat the procedure from pre-flight stage before beginning the next flight.
a. Photogrammetry
Photo Alignment, DEM Builder, GCP Correction, Ortho-mosaic using Photogrammetry software
such as Agisoft Photoscan Pro.
b. LIDAR Adjustment
Terra Match Module from Bentley Microstation is used for point-cloud adjustment. Each strip
will have to be adjusted in order to achieve minimum difference between point clouds from
each strip (Dz).
c. LIDAR Classification
LIDAR classification is done using Terrascan Module from Bentley Microstation, below is an
example of the ground classification.
d. LIDAR Elevation QC
After point cloud adjustment and ground point cloud classification. The result will then be
compared with the ground test point to check the quality of data.
e. Contour Processing
Timing schedule will be agreed upon before contract award and will depend on current work load
and weather. Processed data would be delivered on progressive basis approximately 30 days after
completion of data capture.
7. MAPPING DELIVERABLES
The following will constitute the standard deliverables for the project:
▪ Ortho-rectified and geo-referenced RGB color digital mosaic image of the surveyed area. The
image will have a ground pixel size on average less than 10 cm and will be delivered as digital
ECW and TIFF files.
▪ Report covering details of data capture, survey datum, achieved accuracy (comparison with
the Photogrammetry DTM and the measured ground points), GPS control stations, and output
results.
DSM (Digital Surface Model), which describes the 3D model 'surface area' mapping in digital
format, in ASCII or GeoTIFF format
RAW LIDAR data Las format and Raw Aerial Photo JPEG format
LAS files containing classified point clouds containing 3D coordinates (X, Y, Z)
ASCII or GeoTIFF format files containing easting, northing, and elevation coordinates of
classified ground strikes, defining the Digital Terrain Model (DTM).
Contour Line Map in DXF, DWG, or SHP format (0.5-meter interval), generated from the ASCII
DTM.
