Tangerang City. If later the facilities built are not in their city/regency but are still reachable, the city/regency government is open to sending
waste to this facility.

3. However, there are some common obstacle to implementing the cooperation such as:
• No land availability, especially in the cities that have high population density. While in the regencies, areas might be available, but the
vastness of the area might make the transport process more difficult.
• Most of the available land is still unusable state so land preparation or even road construction is required which incur large capital costs in
the calculations
• Most of the Government wants 100% waste management rate without burdening the regional budget. However, a 100% waste management
rate is not possible without tipping fee from the government.
• If any regional budget is involved whether it is in the form of tipping fee or usage of the government’s fleets or human resources, a tender
must be held for the project to move forward. Tender in Indonesia is a long process, it can take 3-4 years before the plant can operate.

Conclusion
4. This project is only the initial stage to select potential areas and support the establishment of a Material Recovery Facility (MRF). The
implementation of the Integrated Waste Management Facility requires a long stage because it requires careful consideration from
stakeholders. To carry out the cooperation, the governments suggested that the private sector to do the following:
• 100% waste management rate that will not burden the regional budget and the current operational system.
• Further intensive meetings with the related agencies in the government to discuss the cooperation model that complies to the regulations
• Feasibility Study to identify the real condition on-site and a more in-depth analysis, to propose a system that gives the best fit for the on-
site condition
• A detailed proposal that already include the financial plan, technological detail of the system, and detailed cooperation scheme
• Send official letter to Mayor/Regent containing administrative requirements:
a. Request for Cooperation Letter
b. Feasibility Study Result
c. Proposal
d. Memorandum of Understanding Draft
e. Cooperation Agreement Draft

Recommendation
1. For the first phase, it is better to focus on the area where the government can provide land, whether it is to be leased, or bought.

2. Create a cooperation scheme where the land preparation is imposed to the government. If it is not possible, then additional budget for land
preparation needs to be calculated

3. Developing a system where no regional budget is required for the plant to be running. The financial calculation in the current 35% waste
management rate system need to be assured, and the exact system used need to be explained. Since there will be residue that needs to be
handled by the cities/regencies, an appealing offer needs to be added so that they will not think of it as too much of a burden.
4. Avoiding tender can be done in two ways:
• Creating a cooperation agreement through Regional Cooperation with Third Parties (KSDPK), that is shorter in the contract duration, i.e., 5
years, with no regional budget is involved in the agreement
• Assuring the government that the offer is the only one that can provide a running system, e.g., by first developing a pilot plant that is running
and sustainable.
5. Based on the study, the shortlisted area that are recommended to be prioritized in approaching are as follows:
1) Bekasi City
2) DKI Jakarta
3) Bogor City
4) Sumedang Regency
5) Serang City
The list is decided based on the waste generation, land availability, high interest of the local government, strategic location, and municipal
solid waste service level. Even though Garut Regency and Sukabumi Regency are listed as “High Interest with Land Availability”, they are not
recommended to be pursued because the waste generated in the area is still too low, i.e., 100 and 50 tpd, respectively. They can be
approached in the future if Waste4Change and Freepoint Eco-Systems are willing to increase the serviced area, e.g., by providing collection
services.
