ACCOMPLISHMENT REPORT
Guidelines on the Counseling and Referral System of Learners for
School Year 2O2O-2O21

I. INTRODUCTION
COVID-19 pandemic has brought about a sense of fear and anxiety around the globe.
This phenomenon brings significant stress everyone’s day-to-day lives. During this difficult time,
it's important to continue looking after not just our physical but also mental health especially to
children. Because of growing concerns related to the impact of COVID-19 on the mental health
of vulnerable groups there is an urgent need to address mental health burden on students.

Considering the current situation, Linga Elementary School conducted School Learning Action
Cell (SLAC) last April 23, 2021 about the Guidelines on Counseling and Referral System of
Learners.

As stipulated in DepEd Order (DO) No. 058, s. 2O21, the Department of Education (DepEd)
issues Guidelines on Counseling and Referral System of Learners for S.Y. 2020-2021. In
response to the mental health concerns of learners as stipulates in Republic Act 11036 or the
Mental Health Law, this institutionalizes the guidelines and procedures that will aid public
schools in addressing the mental health concerns of our learners.

In this regard, topics about the said guidelines were discussed by the Resource Speaker and our
School Guidance Counselor, Mrs. Maria Marilyn P. Montejo during the SLAC.
