and Ways to Prevent it

Abstrack

The COVID-19 pandemic is a catastrophic disaster for all inhabitants of the earth.
The sudden emergence of the COVID-19 health crisis has disrupted almost all
organizations in the world. However, all aspects of human life must continue to
advance without exception. Many countries have decided to close schools, colleges
and universities, including Indonesia. Governments around the world and the
Indonesian government must make the difficult decision to close schools to reduce
contact with people, thereby saving lives, or to keep schools open to protect
workers' lives in order to maintain economic sustainability. The Covid-19 pandemic
has two effects on the sustainability of education. The first is the short-term impact
of many urban and rural Indonesian households. To overcome the Covid-19
pandemic, precautions need to be taken.

1. INTRODUCTION

The Covid-19 pandemic is currently a global health threat. Confirmed cases


and the death rate are quite high. January 30 In 2020, the World Health Organization
declared the Covid-19 outbreak a public health emergency of international concern
because of the high risk, especially countries with weak health care systems,

detected infecting 52,177,708 and 1,286 deaths. Of the 063 people, Indonesia has
457,735 people infected, recovered 385,094 people and 15,037 people died. Data
from several provinces in Indonesia shows that there were three more deaths, first
in northern Java where 3,982 people died, and secondly around 2,428 people there
died from the Corona Virus or Covid-19 in Jakarta, the capital of Indonesia. The
third Javanese died around 1950. For comparison, from 24 provinces.

The risks posed by the Covid-19 pandemic affect not only health but also
all types of life. Apart from the economic, transportation and agricultural sectors,
the Covid-19 pandemic also had a major impact on the education sector. The impact
of the spread of Covid-19 has now begun to enter the education sector. It is hoped
that educational institutions will not carry out activities as usual which are expected
to reduce the spread of Covid-19.

The World Health Organization (WHO) and the Indonesian government


have issued appeals to work at home and maintain distance from people. However,
for many people, the concept of WFH can be very challenging, especially for
workers with children or workers who do not have sufficient facilities to work from
home. This new thing will also add to the pressure, one of which is the lack of
facilities needed. For example, some workers have computers in their offices and
work at home without laptops, or they have laptops but have poor Internet
connection. This can cause stress.

Low quality human resources cannot lead education to a higher level,


therefore education plays an important role in the process of improving the quality
of human resources. As technology advances, humans will interact with technology
either deliberately or unintentionally. Education is an important means of
improving the overall quality of human resources to ensure the sustainable
development of the country. Through education, all aspects of life are developed
through the learning process. It should be explained that various problems in the
learning process are stable so that learning conditions can be created in accordance
with the objectives to be achieved. In accordance with the objectives of national
education which are determined by SK No.1. 20 of 2003 concerning the National

Education System: Conscious and planned education is to create an atmosphere of


learning and the learning process, so that students can actively develop their
potential to have spiritual strength, control, personality, and intelligence that is
religious, has noble character. and the skills they need, communities, states and
states. This is in line with the opinion of Covid-19.

Teaching is done online. The scale of this process has never been measured
and tested because it never happened, and inevitably because of the very limited
information technology infrastructure, the density of the school population in
remote villages is high. Student evaluations are conducted online, and there is a lot
of trial and error in the system which is unpredictable, and many evaluations have
been canceled a lot. The second is long-term impact. The long-term impact of
education is an aspect of justice, as well as increasing inequality among these
communities. The goal of education is a combination of educational goals, namely
to develop the best of individual abilities and truly human social goals. These goals
can play their part. Citizens in various walks of life and society. The development
of science and technology has brought changes to almost all aspects of life. From
time to time, education continues to experience infrastructure and curriculum
developments.

The Ministry of Education and Culture under the leadership of Minister


Nadiem Makarim echoed the enthusiasm for increasing student productivity in
order to increase job opportunities after graduation, but with the sudden outbreak
of Covid-19, education in the World Indonesia needs to take a path. which can help
with school conditions in an emergency. Schools need to force themselves to use
online media. However, the use of technology is not without problems, there are
many types of problems that hinder the effectiveness of the application of online
learning methods, including: 1. Limited mastery of information technology by
teachers and students The situation of teachers in PT Indonesia do not fully
understand technology, its use can be seen from teachers who were born before the
1980's. The limitations of information technology limit the use of online media. By
understanding the practicality of technology, students' situations are almost the

same as those of teachers. Inadequate facilities and infrastructure Technical support


equipment is clearly very expensive. Currently, many teachers in Indonesia are in
a bad financial situation. The welfare of teachers and students has prevented them
from fully enjoying the information technology facilities and infrastructure which
was badly needed by the Covid-19 disaster. Internet access is restricted. The internet
network across the country is unbalanced. Not all educational institutions, including
primary and secondary schools, can use the Internet. Even with the existence of the
Internet, online media still cannot fulfill this condition.

Lack of budget preparation is also a contributing factor to constraints,


because the welfare of teachers and students is still far from expectations. When
they use their internet quota to fulfill their online needs and media needs, they
obviously can't afford it. When the Minister of Education and Culture encourages
productivity to move forward, there is a dilemma in the use of online media, but on
the other hand, the financial capabilities and abilities of teachers and students have
not developed in the same direction. The state has not played a full role in meeting
these financial needs.

2. DISCUSSION
A. Changes from face-to-face learning to online learning

Since the Covid-19 outbreak in Indonesia, the government has made


many efforts to reduce its spread. One of them is minimizing physical
contact by promoting social distancing movements that can spread the
corona virus from one person to another. The application of physical
distancing has caused countries to change their behavior across the country.
Changes in behavior patterns are not limited to social aspects, but also occur
in the field of education, including the learning process in universities and
colleges. The need for a social distancing movement and the existence of a
family policy requires teachers to design courses that can be studied by
students in their respective homes. To stop the spread of Covid19, WHO
recommends stopping activities that can cause crowds.

B. Student Losses in the Assessment Process


When schools or colleges are closed, it will have a fundamental
negative impact on students. Under normal circumstances, students have to
take a lot of exams, but due to the impact of Covid-19, these exams have
now suddenly been canceled or have been postponed. The internal school
evaluation may not be too urgent, but for students' families, information
about the evaluation is very important. Some people believe that the loss of
student assessment information is important for the survival of students'
future. For example, a student who is able to master many skills this year
but has not received an assessment this year should this year have an impact
on treatment in the coming year. For students, another example is that many
foreign universities are replacing traditional examinations with online tools.
For lecturers and students, this is a new condition. In contrast to ordinary
measurements, there may be measurement errors in student assessments.
C. Strategic Steps and Solutions for Indonesian Education
Responding to the impact of Covid-19 in the education sector, all
stakeholders must work together, seen from government policy and its
implementation in the field, this condition cannot be separated. Some things
that all education stakeholders must do are: 1). The role of government is
very important and fundamental. The budget allocation stipulated in
Presidential Instruction Number 4 of 2020 must be implemented
immediately. These directives include adjusting the focus of activities,
budget reallocation, and accelerating the procurement of goods and services
for Covid-19. 2). As the main educators of the family, parents must carry
out their duties. Even so, school teacher assistance should be made available
to all students. This must open up the vision and responsibilities of parents,
and return children's education to the efforts of parents in educating
thoughts, attitudes and knowledge. 3). Online teacher learning steps must
be carried out as efficiently as possible. Teachers will not do assignments
for students when they are at home. If necessary, the teacher can provide
students with home-based teaching ideas. The teacher is not only positioned

as a transfer of knowledge, but still prioritizes ingngarso sung tulada


(ingngarso sung tulada), ingmadyamangunkarsa and tut wurihandayani
sung by Ingngarso. 4) Schools as educational providers must be ready to
encourage all changes related to student education. Behavioral education
must be a solid foothold in technological development and the acceleration
of information circulation. It is true that the education plan implemented by
the school must be communicated to students, especially through online
media, but the school must still pay attention to the ethics of the educational
institution. It is emphasized that students learn at home, so it must be
controlled properly so that teachers who teach through sensitive media must
maintain stability and vigilance when teaching, this is what students must
understand.
D. Education Solution during Pandemic
Behind these problems and complaints, there are also issues of
sharing wisdom from Indonesian educators, where students and teachers can
master technology to support this online learning. Disturbing this highly
advanced technology also requires students and teachers to have skills in
their respective fields. The technical mastery and learning of students and
teachers vary widely, and this is a challenge in itself. Through the work from
home (WFH) policy, they agreed to force and accelerate their need to master
digital learning technology.
Using suggestions from various distance learning trials, these
suggestions can be used as an online intermediary for other learning
methods, e-learning, application zoom, Google classes, YouTube and any
social media. These facilities are best used as a medium for conducting
study classes. Through the use of online media can not guide the ability to
use. More and more teachers and students can control access to technology.
Once educators can master various online learning methods, it will generate
more information about the learning method and there is never an idea of a
way to go. For example, the teacher makes creative video content as
material.

In this case the teacher will be more convincing because they are the
participants. Students are very interested in the material provided by the
teacher through creative videos. Participants can definitely understand the
teacher's explanation through the creative video material that is produced
sequentially. Likewise, by using this home learning model, students will not
be bored when taking online courses.
The use of technology in completing student work can also allow
students to be creative to develop the knowledge they already have. Through
the teacher's multiple learning method, they can create creative learning
products that can develop their thinking through their own analysis without
having to deviate from the themes previously put forward by the teacher.
The existence of Demicovid-19 also provides another lesson. Studying at
home can make it easier for people to immediately monitor or pay attention
to their learning progress. I personally find it easier to instruct and supervise
learning at home. This will lead to closer communication and lead to an
intimate relationship between the child and the parents.
3. CONCLUSION
The family learning policy in educational institutions will clearly
cause major losses, such as student learning, cessation of evaluation,
cancellation of evaluations, job opportunities after graduating from
education, and cancellation of general qualification evaluation for
professional selection. How should the Indonesian government do its best
for this speech? As schools continue their learning activities, they need
resources to rebuild lost learning, and they must be recovered quickly and
accurately through the government budget allocated for education.
Bureaucratic education must be cut immediately to deal with the impact of
Covid-19 in the education sector. An important policy that the Minister of
Education and Culture must implement is to continue assessing learning,
not eliminating assessments, because assessment factors are important for
students. Therefore, it is better policy to postpone assessments than to skip
school internal assessments. For new graduates, policies should support

recent graduates (graduates) to enter the job market in order to avoid long-
term unemployment. The Ministry of Education must coordinate with
relevant ministers in order to reopen and refresh labor-intensive
