INTRODUCTION

The National Learning Camp (NLC) is one of the


learning recovery strategies aligned with the
MATATAG Agenda to provide transformative,
concrete, and targeted reforms to further
improve the country’s education system.
RATIONALE

The National Learning Camp (NLC) Assessment


will be administered to all Grades 7 and 8
learners for School Year 2022-2023 in all public
schools across country. The study on the
effectiveness of the learning intervention will be
based on the test administration results (Pre-test
and Post-test).
OBJECTIVES

In preparation for the NLC Assessment, all Regional Offices


(ROs) / Schools Division Offices (SDOs) / Schools shall:

1. identify the testing centers based on the technical


specifications provided by Bureau of Education
Assessment (BEA), and
2. provide the list of testing centers per region/SDO, and
3. prepare the scheme of test administration.

TEST ADMINISTRATION
● NLC Assessment is an online computer-based
assessment which consists of pre- and post-test
assessment.
● The testing window for the Pre-test is from June 21 to
July 7, 2023 to Grades 7 and 8 learners (SY
2022-2023).
● Post-test will be conducted in August 2023 to Grades
8 and 9 learners (SY 2023-2024).
SCHEDULE OF TEST ADMINISTRATION
● Total time allotment for one batch of test takers is two hours and ten
minutes.

a. All available testing centers in all Schools Division Offices
(SDOs) shall be identified by the Division Testing Coordinators
(DTCs).
b. The DTCs shall submit the list to the Regional Testing
Coordinators (RTCs) and RTCs shall accomplish the List of
testing centers with computer laboratory for their
respective region.
c. The accomplished list of testing centers shall be submitted
by RTCs to BEA through the Google Form.

TESTING CENTER REQUIREMENTS

a. With an uninterrupted power supply, preferably with a


standby power generator
b. With computer laboratories that can accommodate 20-40
learners per room
c. With 20-40 functional desktops/laptops per computer lab
d. With at least 50 mbps dedicated internet connection
Note: All available working desktop/laptop units must be utilized.
TESTING CENTER REQUIREMENTS
e. Preferably, the computer laboratories to be used as testing rooms
are in a quiet and unpopulated area in the school and with a
nearby restroom for student use. These should be conducive for the
testing activity (e.g., spacious, well-lighted, and ventilated)
f. In case the computer laboratory cannot accommodate 40
computers and learners, 2 adjacent rooms may be used as testing
rooms.
g. One room shall serve as a holding area for the test takers to prepare
them before entering the testing rooms. One teacher/support staff
should be stationed in the room.
TECHNICAL SPECIFICATIONS OF
DESKTOP/LAPTOP COMPUTER UNITS
a. With keyboard and mouse
b. With at least two (2) GB RAM, 30 GB hard disk, an Intel
processor or its equivalent.
c. Internet-ready
d. With a disabled Anti-virus program, and Windows
auto-update
e. With installed and working Safe Exam Browser (SEB)
f. With Windows 8 or 10 Operating System
Note: The SEB installer and configuration will be provided by BEA.

MICROSOFT 365
● All Grade 7 and 8 learners have been issued Microsoft
365 learner accounts, and added into their respective
administrative units based on the Learner Information
System as of April 30, 2023.
PROCESS FOR UPDATING OF MISSING
LEARNER ACCOUNTS
MICROSOFT 365
● School ICT coordinators will identify learner accounts that are
not accessible using their admin console
(mystaff.microsoft.com) and coordinate with their respective
Division IT Officers.
● Division IT Officers will be provided a link to a shared Excel
spreadsheet where they will place information on learners who
are not in the Admin console of their respective schools.
PROCESS FOR UPDATING OF MISSING
LEARNER ACCOUNTS
● The following information are required to facilitate the updating:
○ School ID – indicate the ID of the school where the learner
is currently enrolled
○ Grade level – indicate the grade level of the learner
○ First name – provide the given name of the learner
○ Last name – provide the surname of the learner
○ Learner Reference Number – provide the 12-digit LRN of
the learner
PROCESS FOR UPDATING OF MISSING
LEARNER ACCOUNTS
● The Information and Communications Technology Service
(ICTS) will update the learner’s Microsoft 365 account based
on the information in the spreadsheet as of the first day of the
week and update the sheet at the end of each week. The ICTS
will indicate if the account has been moved to the admin
console of the School ICT coordinator.
PROCESS FOR UPDATING OF MISSING
LEARNER ACCOUNTS
● The Division ITO informs the respective School ICT coordinator
that the requested account is moved to the school’s admin
console.
● Once the learner’s account is in the school’s admin console,
the School ICT coordinator will provide the credentials to the
respective learner requiring a new password.
PROCESS FOR USER SUPPORT DURING
THE EXAMINATION PERIOD
● The DITOs will be provided with a shared sheet for raising
accounts that require password reset during the exam period.
● The User Support Division will then process these requests
and will be shared in the same sheet.
