INTERIM GUIDELINES ON THE UTILIZATION OF


2021 SPED PROGRAM SUPPORT FUND

1. Relative to Memorandum from Office of Undersecretary of Curriculum and


Instruction (OUCI) No. 314 s. 2021, through the Bureau of Learning Delivery
(BLD), this office issues this Interim Guidelines on the Utilization of Program
Support Funds for Special Education (SPED) for FY 2021.

2. These interim guidelines are in lieu of the upcoming DepEd Order on the Utilization
of the SPED Program support fund. It shall guide concerned DepEd officials, to
ensure effective and efficient utilization of the SPED Program support fund (SPED-
PSF).

3. The recipient schools (Enclosure 1) shall submit to the Schools Division


Superintendent their respective Annual Implementation Plan (AIP) which contain
activities for the SPED Program for approval based on the eligible items of
expenditures. The RO-Policy Planning and Research Division (PPRD) in
coordination with the Regional Supervisor in-charge of SPED Program shall
endorse the SDO-approved physical and financial plan and the list of recipient
schools to the RO-Finance Division for the release of PSF. Moreover, the Schools
Division Office of General Trias City shall also receive a PSF based on the schools
with SPED Program to be used to augment the expenses related to a) monitoring
and evaluation of SPED Program in respective schools, b) attendance and conduct
of training on inclusive and special education program, and c) Advocacy Program
for SPED/Inclusive Education Program, and d) other expenses related to the
implementation of the SPED Program.

4. It is hereby requested that all schools including non-recipients of SPED PSF must
update their records of Learners with Disability (with Medical Diagnosis) and
Learners with Manifestations of Difficulty and submit it to Division SPED
Coordinator for consolidation via e-mail at maria.nietes@deped.gov.ph on or before
October 28, 2021. The template is in Enclosure 2.

5. The PSF of the schools shall be used, among others, to provide support to the
educational services of LWDs in public elementary and secondary schools with
SPED program through the:

a) Formal assessment or rehabilitation of LWDs by Medical or Allied Medical


specialists;
b) Acquisition of specialized materials devices and equipment that are intended
for Instructional Purposes of Learners with Disability/Difficulty instructional
purposes provided that the amount do not exceed Php 15,000;
c) Attendance of SPED Teachers and receiving teachers and other concerned
school personnel in specialized trainings on inclusive and special education
conducted by NEAP accredited service providers.
d) Immersion of LWDs to different work industry for possible employment and
their participation to sports, academic and co-curricular activities towards
holistic development; and
e) Communication expenses of SPED implementers subject to reimbursement
and/or liquidation and existing DepEd Policy on communication expense.

6. Kindly refer to Memorandum OUCI No. 314 s. 2021 found in Enclosure 3 for
reference.

7. Immediate and widest dissemination of this Memorandum is earnestly desired.
