SIGNED AT BELGRADE NOVEMBER 13, 1918.1
MilitaryConventionRegulatingthe Conditionsunder whichthe
Signed betweentheAllies and Austria-Hungary,
Armistice,
is to be Appliedin Hungary.
1. The Hungarian Governmentwill withdraw all troops north
of a line drawn throughthe upper valley of the Szamos, Bistritz,
Maros-Vasarhely,the river Maros to its junction with the Theiss,
Maria-Theresiopel,Baja, Fiinfkirchen(these places not being occu-
pied by Hungarian troops), course of the Drave, until it coincides
with the frontierof Slavonia-Croatia.
The evacuationto be carried out in eight days, the Allies to be en-

titled to occupy the evacuated territoryon the conditionslaid down


by the general commanderin chief of the Allied Armies. Civil ad-
ministrationwill remainin the hands of the Government.
In actual fact only the police and gendarmeriewill be retainedin
the evacuated zone, being indispensableto the maintenanceof order,
and also such men as are requiredto insure the safetyof the railways.
2. Demobilization of Hungarian naval and militaryforces. An
exceptionwill be made in the case of six infantrydivisions and two
cavalry divisions,required for the maintenanceof internalorder and
in the case of small sectionsof police mentionedin paragraph 1.
3. The Allies to have the rightof occupyingall places and strategic
points, which may be permanentlyfixedby the general commander
ill chief of the Allied armies.
The Allied troops to be allowed to pass throughor to remain in
any part of Hungary.
The Allies to have permanentrightof use, for militarypurposes,
of all rolling stockand shippingbelongingto the State or to private
individuals residentin Hungary, also of all draft animals.
4. The rolling stock and railway staffusually employed in the
occupied territorywill remain (see paragraph 1), and a reserve of
2,000 wagons and 100 locomotives(normal gauge), and 600 wagons
and 50 locomotives(narrow gauge), will also be handed over within
the month to the general commanderin chief. These will be for
the use of the allied troops and to compensatefor the deficiencyof
material fromSerbia due to the war. Some portion of this material
could be levied fromAustria. The figuresare approximate.
5. The ships and crews, usually employed in the service of the
occupied territorywill remain, in addition to monitorswill be sur-
rendered to the Allies immediatelyat Belgrade. The rest of the
Danube flotillawill be assembled in one of the Danube ports, to be
appointed later by the general commanderin chief,and will be dis-
armed there. A levy of 10 passengervessels,10 tugs, and 60 lighters
will be made on this flotilla as soon as possible for the use of the
allied troops,to compensatefor the deficiencyof material fromSer-
bia due to the war. The figuresare approximate.
6. Within 15 days a detachmentof 3,000 men fromthe railway
technicaltroops are to be placed at the disposal of the general com-
mander in chief,supplied with the material necessaryto repair the
Serbian railways. These figuresare approximate.

7. Within15 days a detachmentof sappers of the telegraphbranch


are to be placed at the disposal of the general commanderin chief
provided with material necessary for establishing telegraphic and
telephonecommunicationswith Serbia.
8. Within one month,25,000 horses are to be placed at the dis-
posal of the general commanderin chief, togetherwith such trans-
port material as he may deem necessary. These figures are ap-
proximate.
9. Arms and war material to be depositedat places appointed by
the general commanderin chief. A portion of this material will
be levied for the purpose of supplyingunits to be placed under the
orders of the general commanderin chief.
10. Immediate liberation of all allied prisoners of war and in-
terned civilians,who will be collected at places convenientfor their
dispatch by rail. They will there receive directionsas to time and
place of repatriation,according to the orders issued by the general
commanderin chief. Hungarian prisonersof war to be provisionally
retained.
11. A delay of 15 days is granted for the passage of German
troops through Hungary and their quartering meanwhile, dating
from the signing of the armistice by General Diaz (November 4,
3 p.m.). Postal and telegraphiccommunicationwith Germanywill
only be permittedunder the military control of the Allies. The
Hungarian Governmentundertakesto allow no militarytelegraphic
communicationwith Germany.
12. Hungary will facilitatethe supplying of the allied troops of
occupation; requisitionswill be allowed on conditionthat they are
not arbitraryand that they are paid for at currentrates.
13. The situation of all Austro-Hungarianmines in the Danube
and the Black Sea must be communicatedimmediatelyto the general
commanderin chief. Further, the Hungarian Governmentunder-
takes to stop the passage of all floatingmines sown in the Danube
upstreamfromthe Hungarian and Austrian frontierand to remove
all those actually in Hungarian waters.
14. The Hungarian postal service, telegraphs, telephones, and
railways will be placed under allied control.
15. An allied representativewill be attached to the Hungarian
ministryof supplies in order to safeguard allied interests.
16. Hungary is under an obligationto cease all relationswithGer-

many and stringentlyto forbid the passage of German troops to


Roumania.
17. The Allies shall not interferewith the internal administra-
tion of affairsin Hungary.
18. HostilitiesbetweenHungary and the Allies are at an end.
Two copies made November13, 1918, at 11.15 p.m., at Belgrade.

BULGARIA ARMISTICE CONVENTION, SEPTEMBER 29, 1918.1

Military Convention Regulating the Conditions of Suspension of


Hostilities Between the Allied Powers and Bulgaria.
(1) Immediate evacuation of the territoriesstill occupied by Bul-
garians in Greece and Serbia; no cattle, cereals, or provisionsto be
exported from such territories,which must be left undamaged; the
Bulgarian civil administrationwill continueto functionin the parts
of Bulgaria actually occupied by the Allies.
(2) Immediatedemobilizationof the entireBulgarian Army,with
the exception of a fightingforce comprising3 divisions of 16 bat-
talions each, 4 regimentsof cavalry, which will be employed,2 di-
visions for the defense of the east frontierof Bulgaria, and of the
Dobrudja and 1 divisionfor guardingthe railways.
(3) Surrender at points designatedby the high commandof the
armies of the east of arms, munitions,and militaryvehicles belong-
ing to the elementsdemobilized,which will be stored by the Bul-
garian authoritiesand under the control of the Allies. The horses
also will be handed over to the Allies.
(4) Restitutionto Greece of the material of the Fourth Greek
Army Corps, taken fromthe Greek Army at the occupation of east-
ern Macedonia, in so far that it has not been sent to Germany.
