Background

The 230,000 barrels per day capacity refinery is part of the government's plans to develop the Duqm area, in which a port and associated
facilities are being built. 65% of crude feedstock for the refinery will be from Kuwait, while the remaining 35% will be supplied by the
Sultanate. The project is done by OQ8 joint venture. Natural gas for the utilities necessary to operate the plant will be supplied via a
pipeline that Oman Gas Company (OGC) is laying from Saih Nihayda in central Oman to the Duqm SEZ. Central Utilities Company (CUC)
will develop and operate Seawater Intake facilities associated to the refinery. Duqm Petroleum Terminal Company (DPTC) will build a
Liquid Jetty to handle ships bringing in crude for processing, and carrying refined fuels and petrochemicals for export markets.

May 2023 98.1% of the Duqm refinery project is complete. The overall commissioning progress exceeds 66%.

Apr 2023 The project has reached a completion rate of 97.5% with all support units in the refinery already operational.

Apr 2023 The trial operation for the crude oil distillation unit at the refinery has begun. This step paves the way for
operational readiness for all the refinery units. The commercial operation is expected by the end of 2023.

Mar 2023 SANKYU Saudi Arabia has been awarded a contract to provide operation support and logistic services for the
refinery.

Mar 2023 The trial operation is anticipated to begin soon. The refinery is expected to to reach its full production by the
end of 2023.

Dec 2022 Programmes to achieve operational readiness have been launched.

Nov 2019 Works on the project are progressing at a brisk pace and DRPIC have so far completed 40.9% of the project.
8,569 tons of structural steel have been erected and over 122,811 m3 of concrete has been poured.

Sep 2019 More than 27% of the project has been completed. DRPIC will conduct a test run by the end of 2021.

Jul 2019 13% of the construction works have been completed.

Mar 2019 Construction works on all the 3 packages have started.

Dec 2018 The client has announced the financial closure of the project.

Nov 2018 A $4.61 billion multi-source financing has been signed for the project. The facilities are provided by 29 financial
institutions from 13 countries and 3 Export Credit Agencies have provided insurance and guarantees (cover).

Oct 2018 Wood secures a multi million dollar contract to provide 2 Terrace Wall double-fired delayed coker heaters at
the refinery. The contract, to be delivered by Wood’s process and technology specialists based in NJ, is due to
be completed in Q1-2020.

Sep 2018 The detailed design for the 3 packages is underway. Construction will begin before the end of the year.
Negotiations between CCC the JV of Petrofac and Samsung Engineering Company over the construction
contract is also underway.

Aug 2018 Over 70% of funding for the project is from international markets with the marketing is done by one of the
Kuwaiti banks. Contracts have been signed for all logistics services associated with the project through KIPC.

Jun 2018 A notice to proceed (NTP) to the contractors of the three EPC packages formally issued. Contractors will
allocate resources to complete detailed engineering design work at their home offices where they will be joined
by staff from Duqm Refinery.

May 2018 Though the announcement of the groundbreaking, construction work is not expected to begin before October.
The process of obtaining approvals for the construction stage from the governmental authorities is underway
and is expected to complete in 5 months.

May 2018 The joint venture partners, OOC and Kuwait Petroleum International (KPI), are preparing the groundwork for
the development of the petrochemical complex. An award for the design of the petrochemical complex is
expected to be announced in the coming months.

May 2018 McDermott International has completed its merger with Chicago Bridge & Iron Company (CB&I). CB&I is now
known as McDermott.

Apr 2018 The groundbreaking ceremony for the refinery project is scheduled for 26 April. The project will be completed in
42 months (Sep 2022).

Feb 2018 DRPIC announces the official signing of the EPC contract with Samsung Engineering and Petrofac for
Package 2, and the signing of $750 m contract with the JV of Saipem and CB&I for Package 3. The JV of
Daewoo and TR signs the EPC1 contract with DRPIC.

Dec 2017 Given its advantageous proximity to the site of the refinery project, Oman Drydock Company (ODC) is keenly
exploring opportunities to offer its fabrication and steelworks services to contractors preparing to launch work
on the Refinery project.

Oct 2017 Wood Group has completed the acquisition of Amec Foster Wheeler. The company is now known as Wood.

Oct 2017 The JV partners of DRPIC announces the delay of the financial closure of the project to May 2018.

Jul 2017 The name of the selected EPC contractors for all the packages will be revealed by 19 or 20 July and financial
close is expected to be reached by November.

Jun 2017 The awards of the EPC contracts for package 1 and package 2 are not expected before the end of September
due to the project financing difficulties.

May 2017 The preferred bidder for the EPC contract for Packages 1 and 2 are selected. The award of the contracts,
expected by late May, is pending KPI's final investment decision.

Apr 2017 Oman Oil Company and Kuwait Petroleum International signs a 50/50 joint venture to develop the Duqm

Oman failed to reach an agreement with IPIC.

Oct 2016 DRPIC invites groups to bid for PMC contract to manage the EPC contractors. The groups include: - Amec

Sep 2016 Evaluation of the technical bids is ongoing. The financial bids are due to be opened by Q4-2016, while an

Oct 2015 DRPIC announces a list of the pre-qualified contractors for two main packages of the refinery project. The first
package includes the Main Process Units, while the second package includes the construction of the Offsites
and utilities.

Sep 2015 Completion of the FEED study is pushed back to late 2015 (from April 2015).

May 2015 DRPIC has completed the prequalification process for the EPC contract. A list of the prequalified contractors
will be announced by the end of May. The EPC-ITB will likely be released by the end of 2015.

May 2015 Galfar Engineering & Contracting has been awarded the site preparation work contract. Works on the contract
will start by mid 2015 and finish in mid-2016.

Mar 2015 DRPIC has received prequalification documents for the EPC contract.

Feb 2015 The deadline to submit the pre-qualification documents has been pushed back to 12 March.

Feb 2015 DRPIC has invited firms to prequalify for the EPC contract. Prequalification documents are due on 15
February.

Jan 2015 The winning contractor for the site preparation package has been selected. The award will take place in
February. Works on the FEED is scheduled to be completed by late April.

Nov 2014 SEZAD signed a preliminary usufruct agreement with DRPIC that allows it access and use of the location
selected for the project to carry out field studies, preparatory and clearance works.

Nov 2014 The bids for the site preparation work package have been submitted and DRPIC has shortlisted the preferred
bidders. Questionnaire process was ongoing. The contract will be awarded in early 2015.

Aug 2014 DRPIC has floated a tender for site preparation work. Site preparation work is expected to start in Q1-2015 and
complete during Q1-2016.

Jun 2014 The prequalifying process for the EPC contract is expected to start by Q3-2014. The ITB for the EPC contract
will be floated in Q2-2015 with a contract award expected in Q2-2016. Commissioning of the plant is scheduled
by the end of 2018.

Jun 2014 DRPIC is expected to appoint a civil contractor to prepare the construction site for the refinery by Q1-2015,
with completion slated in 12 months thereafter.

Jun 2014 Allen & Overy is appointed as legal advisor for the project while Credit Agricole-CIB is appointed as financial
advisor.

Mar 2014 The FEED contract was awarded to Foster Wheeler (UK).

Dec 2013 The evaluation of the technical and financial bids for the FEED contract was at the final stage.

Nov 2013 The financial bids for the FEED contract were under evaluation. The bids for the Process Technology were
also under evaluation. The project completion date was pushed back to Q4-18.

Jul 2013 The consultancy works for a detailed design of the oil refinery is being carried out.

Sep 2012 Shaw Group sold its energy and chemical (E&C) division to French Technip for $300 million.

Aug 2012 Shaw group was awarded the PMC contract.

Jul 2012 The PMC contract has been awarded. The PMC contract will be officially signed by 8 August 2012. The FEED-
ITB will be issued by the end of 2012. The EPC-ITB will be issued in Q3 2013.

May 2012 The PMC contract is expected to be awarded by the end of May 2012.

Mar 2012 The PMC-ITB for the refinery was issued.

Sep 2011 It is understood that the feasibility study has been completed and waiting for approval from the authorities then
they will tender for the FEED contract.

Jul 2010 KBC Advanced Technologies Inc is conducting a feasibility for the project. The study will be conducted into 2
phases, a market study on demand for fuel and petrochemical products, and a technical and commercial study
on the feasibility of a new refinery.

Oct 2009 State-owned Oman Oil Company (OOC) and Abu Dhabi\'s International Petroleum Investment Co. (IPIC) have
signed a cooperation agreement to study the feasibility of building a refinery and petrochemicals complex.

Nov 2008 The project was put on hold due to financial reasons.

Feb 2008 The client is in advanced stage of negotiations with two potential foreign partners on the project. The project
has been stalled because of rising EPC costs.

Oct 2007 The feasibility study has been complete and is with the Council of Ministers for approval.

7 November 2016 - Oman Oil Company expects to sign a memorandum of understanding with Kuwait Petroleum Corporation (KPC) for a
partnership at Duqm refinery on 9 November.

1 February 2017 - A 50:50 equity joint venture agreement between Oman Oil Company and Kuwait Petroleum International for building
Duqm refinery will be finalised soon. Financial closure is expected by the middle of 2017. 60% of the project finance arrangement will be
equity and 40% will be project finance. The debt will be mostly from international banks and from export credit agencies.

16 March 2017 - DRPC hires Credit Agricole to advise on fundraising for the refinery project. Credit Agricole will help DRPIC raising a loan
of more than $2 b.

10 April 2017 - Oman Oil Company and Kuwait Petroleum International signs a 50/50 joint venture to develop the Duqm Refinery. The
refinery will be 35% financed by the two partners with the remainder, $5b, to be raised from local and international banks. DRPIC is aiming
at reaching a financial closure by the end of 2017.

15 August 2017- Capital expenditure of Duqm Refinery is scaled down to $5.65 billion. The decline in project cost could be due to a fall in
EPC values, following undercutting by competing bidders in the aftermath of the slackness in oil prices and softening of the project contract
market.

28 Jan 2018 - The project now is estimated to cost $8 b.

Kuwait Petroleum International is considering financing its share of the project, $4 b, with 50% debt and 50% equity. The company will start
talks with international and Kuwaiti banks for $2-billion loans to finance the refinery. International lenders are expected to contribute to $1 b
of the loan while the other part of the loan, $1 b, is to come from Kuwaiti financing institutes.

3 Nov 2018 - DRPIC announces the signing of the $4.61 billion multi-sourced project financing. The financing facilities are provided by 29
financial institutions from 13 countries comprise of seven agreements that include:

2 Jan 2019 - The Arab Petroleum Investments Corporation (APICORP) has announced a $100 m investment as part of a consortium of
international and regional banks to finance the construction of the refinery, $50m through sharia-compliant and $50 m through conventional
tranche.
