6. What Special work is done by the assessee?

1. Migration of MSETCL business applications from on-premise out-of-


warranty and out-of-support environment to Cloud based
infrastructure
2. Implementation of Online MSETCL Reward declaration scheme through
SAP system for fair and transparent method of identifying winners and
runners-up
3. Go-live of Single Window portal for RE Grid connectivity

6.1 Why does it call special work? How is it different from regular work

1. The SAP and non-SAP business application were running on outdated


and out of support hardware and software. The systems were in critical
and vulnerable conditions and hence upgrades were also a challenge.
2. Previous the award declaration was done in offline mode by collecting
data. Hence there was need to have authentic system based data for
calculating the final score.
3. In legacy based system, the Grid connectivity was issued by physical
submission and verification of documents. Hence it was difficult to track
the application status.
6.2 How was the special work done

1. Systems were thoroughly studied, the appropriate components to be


migrated and upgraded were identified and the migration work order
by processing the proposals as per MSETCL terms and conditions were
processed. The migration of all business applications which included
SAP ECC, Enterprise portal, SRM e-tendering, allied applications & non-
SAP applications of Internal audit, eTicketing, ezyLog, Grid connectivity
was carried out to the cloud infrastructure.
2. The availability of the data in the SAP system was analysed & provision
to capture the remaining data was done so that all required data for
score calculation was available in the system.
SAP ABAP development was then carried out in PS and PM modules to
generate the score.
3. The processes and workflow involved in GC was studied and the
mapping of these processed in the online mode was worked out along
with STU functional team. This application was then developed in
the .NET for capturing all the data and the approval process as per the
hierarchy involved.

6.3 What cost has been incurred to carry out special work?

All the work done has been by in-house MSETCL IT teams; hence no extra cost has been incurred to
carry out the special work.

6.4 What is the benefit of special work done for the organization?

1. The performance of the online applications was considerably improved


and stabilised due to the migration to cloud based infrastructure. The
upgrades for the databases and systems involved further contributed to
the enhanced performance. The migration to latest up-to-date
infrastructure and software ensured the cyber security safety and
stability of MSETCL business environment.
2. Online implementation of MSETCL reward scheme in SAP ensured fair
and transparent processes for calculating the scores for the awardees
and nearly impossible scope for intervention.
3. All GC related applications can now be submitted online, the status of
the applications can be tracked both by MSETCL as well the developers
thereby ensuring fair and transparent process. Also the payment mode
has been integrated in the system through Payment Gateway thereby an
e-Signatures have been incorporated for approvals.

6.5 What challenges were there? How were those faced by the assessee?

1. The actual migration involved extensive activities for each the


environments viz. development, quality and preproduction. The SAP
environments had to be ensured for IBM support to address any issues
in the migration period. Testing plans were finalised with the functional
team and ERP champions as well and the MSETCL & SAP teams were
mobilised to carry out this activity by carrying out rigorous testing.
MSETCL faced the major sizing hurdle for the SRM system provisioning
which was overcome after extensive efforts under the leadership and
guidance of CE (ACIP) without any financial implications on MSETCL.
The Go-live for the SAP environment was finally achieved on November
14, 2022.
The non-SAP cloud environment as available in November 2022 and the
applications were migrated to the Azure cloud starting with Grid
connectivity, ezyLog, Internal audit and eTicketing.
2. The MSETCL rewards scheme winners announcement was to be made
on MSETCL Foundation day on 06.06.2022 and the work was assigned
towards April end. The development had to completed and moved to
production well before the Foundation day to ensure that the scores
were calculated and the winners intimated accordingly. The
development was carried out on expedited basis extending beyond
office hours and on holidays involving teamwork with functional team
to incorporate the logic involved in the calculations. The development
was completed and delivered well in advance thereby meeting the
company goals.
3. The identification of the workflow processes was and thereafter the
development along with the Mahadiscom and MEDA team called for a
collaborative effort in working towards the Go-live. The process
refinement was done in extensive dialogues with all the stake holders.

6.6 How the special work would give sustainable benefits to the organisation in the long run?

1. Migration to the cloud environments made MSETCL business


applications safe, secure, flexible and scalable thereby facilitating
upgrading to enhanced versions and functionality. The migration also
implied conformation to DIT norms and moving towards cloud
infrastructure for all applications.
2 & 3. The online developments ensure a fair and transparent process for
all stakeholders which allows for applications status to be viewed and
tracked online.
