Terms of Reference

for
Developing Software for Better Representation of AQI Including
Trends of Different Parameters

1. Background
Air quality management plans should be based on knowledge of sources,
appropriate air quality standards, accurate air quality data, and effective
incentives and enforcement policies. At this backdrop, real-time measurements
of ambient level pollutants systems were established at 8 most populous cities
(Namely, Dhaka, Narayangonj, Gazipur, Chittagong, Rajshahi, Khulna, Barisal
and Sylhet) of Bangladesh. The data generated will be used to define the nature
and severity of pollution in the cities; identify pollution trends in the country;
and develop air models and emission inventories. The program encompasses
operation of the sampling and monitoring network, and quality assurance
activities to ensure the quality of the data collected and disseminated by the
CASE project.
CASE project monitors the criteria pollutants such as carbon monoxide,
nitrogen dioxide, ozone, sulfur dioxide, PM10 and PM2.5.  Monitoring is
performed to demonstrate attainment or non-attainment of national ambient air
quality standards to assess the trends of air pollution levels. 
The main objective of the Bangladesh AQM network is to provide reliable
information to the authorities and to the public about the air quality in most
populous cities of Bangladesh.
Monitoring data from network stations are transferred to a central data centre
at the Department of Environment office in Dhaka. Quality controlled data are
then stored in the final database for further analysis, reporting, presentations
and future use.

2. Objectives

As of now the air quality data generated in the 11 continuous air monitoring
stations (CAMS) are archived in the central data station and monthly reports on
air quality are prepared. The reports are hosted in the CASE website
(www.case-moef.gov.bd) regularly for public consumption. Furthermore, the
CASE project developed an Air Quality Index (AQI) system based on the air
quality monitoring data from 11 CAMS for public release so that general mass
can understand easily the level of pollution at different populous cities of
Bangladesh. Recently, Ministry of Environment and Forests approved six
categories AQI system for release.
For better representation of the AQI and related air quality data, the objective of
the work will include:

 Developing an automated (hourly basis) data processing software module for


calculating AQI based on the air quality data including trends of different AQ
parameters retrieved from 11 CAMS and stored in SQL database at the central
data station located at DoE, Dhaka.
 Development of interface software for web based dynamic displaying of AQI and
other air pollutants for 11 CAMS
 Finally, incorporating with existing CASE as well as with the DoE Websites for
disseminating the air quality data including AQI for 11 CAMS
Implementation of hourly Air Quality Index (AQI) release along with other air quality
monitoring data would be a great success of the project in making people better aware
of the seriousness of the air pollution problem.

3. Basic features are:


i. Multi tasking software - no data is lost during polling from central data
server
ii. Multi-tasking software allows user interaction without interrupting data
collection
iii. Data collected to be stored in a Microsoft database; MS-SQL, or any suitable
database
iv. Connection with Analytical Software environmental data management
system via network, secured internet TCP/IP protocols;
v. Robust programming system to analyze all collected data. The raw data
collected should go through automated data screen process based on certain
pre-defined criteria.
vi. Calculations for basic statistics of the AQ data collected in different CAMS
vii. Calculations of Air Quality Index (AQI) utilizing based on USEPA formalism
where Bangladesh National Ambient Air Quality Standard (BNAAQS), break
points and gradations. Details mathematical formula and relavant
information will be provided.
viii. Dynamic display of instantaneous values of Air Quality Index (AQI), or any
calculation
ix. Automatic data re-transfer in case of data transfer failure
x. Continuous internet service for 2 Years

4. Detail Scope of Service/ Detail Technical Specifications

i. Data collection and data merging capability from CSV documents.


ii. Provide a central database from collecting data from discrete environmental
software of all the offices.
iii. Provide a robust programming system to analysis of all collecting data.
iv. Provide all types logical and informative diagram based on collecting data.
v. The software will fit a set of data to unimodal, bimodal, or trimodal
distribution functions, based on running software in environmental office.
For lognormal distributions, the geometric mean and geometric standard
deviation for each mode are provided in tabular form.
vi. The software features will be a variety of graph settings to view and adjust
individual size distributions and the composite fit. Once merged, data can be
“windowed” to adjust the goodness of fit and display the statistics of each
mode. Graphical and tabular data can be printed, copied to the clipboard,
and saved.
vii. Provide strong front end web based output with high visual graphical
interface. Various types graph and chart of air pollution level will be added
with graphical interface.
viii. Provide live scrolling data view like as news sticker in news channel.
ix. Provide interactive mapping system to show air pollution situation using
google map api technology.
x. Provide details view of data from map like as well as graph chart.
xi. Provide ajax search technology for finding data more efficiently. Ensure
advance search technology with various keywords .
xii. Provide cron job technology for auto updating central database from third
party databases hourly basis.
xiii. Provide a strong RestFull Api system for using data as a graphical display in
third party websites so that all DEO office can display output using their
website.
xiv. Maintain and ensure database backup in coordination to central merging
database system.
xv. Ensure security of data from being hacked and garbage collection.
xvi. Provide garbage collecting plugin for central database as lot of data will be
collected from different DOE office based software database.
xvii. Provide maintenance of this system and generate report of data cluster and
merging technology.
xviii. Provide training to operate this software system.
xix. Develop web based documentation as well as offline manual guide to use
this software.
xx. The scripting language of the apps will be PHP and database will be mySQL
xxi. 2 Years duration uninterrupted internet service for 11 CAMS at different
locations in Bangladesh. Internet service may be broadband or WiMax, but
must be continuous for two years duration.
5. Eligibility of Firm

i. Minimum 05 Years Experience in ICT Business in Bangladesh


ii. Must be ISO 9001:2015 Certified Company. And must have 05 years practical
experience of developing web-based solution
iii. Must have at least one Government level MIS Web Application development
experience which is running nationwide.
iv. Minimum 05 Web Based MIS Solution with government/semi government or
autonomous development experience is required
v. An applicant may associate with other consultants to fulfill or enhance their
qualification. Multiple companies having technical and legal competency for
delivering the service can apply jointly but they must have legal agreement
among them where one company needs to be lead company.

5.1. Team composition and qualifications

The proposed service requires key professionals with experience in Expertise in


mySQL technologies and relevant web designing software. The consulting team
must be able to demonstrate appropriate skill mix and depth of experience to
cover all areas of the proposed activity, including incorporation of other
specialized skill sets where required. The firm requires minimum 5 years
excellent record in developing web enable software and got pool of key
professional.
The consulting team shall be led by a Team Leader with at least 10 years of
experience in ICT field. Experience in working with Multinational Company or
Government funded or donor funded projects dealing with large ERP will be
treated as additional qualifications for the Team Leader.

The Bidder must have:


 Qualified IT professionals with following experience;

 Experience of building and operating nationwide data network which


runs multiple applications.

 Experience of working with large Information Technology


Infrastructure and operations.
 Experience of implementing standard ERP system for large
corporation.

 Experience of Implementation of ICT security system and security


audit.

 Experience of developing website which involves multi stake holders’


management and nationwide operation.

 Post graduate Diploma in Information Technology (or related


discipline) or Masters in Computer Application/ Computer Science &
Engineering/ Electronics and Communication Engineering or related
subject.

 Must have adequate experience in PHP, mySQL and database design.

 International professional certification like Certified Information


Technology Manager (CITM), Microsoft Certified Professional (MCP),
Cisco Certified Network Associates (CCNA), ITIL Certification in IT
Service Management will be added advantage.

 After sales services facilities to satisfy warranty and after sales service

 Proven track record of supplying and maintaining similar multi-


tasking software to Govt. and/or Autonomous organization

5. Time Frame

4 Months from ……, 2015

6. Oversight

The services will be overseen by the Project Director, PIU, DOE Component,
Clean Air and Sustainable Environment. Comments will also be sought from the
DoE and the World Bank staff. All outputs to be submitted to the CASE, PD
who will share the same with the relevant stakeholders.

7. Output and Reporting

i. Inception report: This report will explain how the assignment will be
undertaken and is to be submitted by end of week 2 or earlier

ii. Development software module for calculating air quality index (AQI) and
trends of other AQ parameters based on the data retrieved at the central
data station from 11 CAMS
iii. Design dynamic graphical display of AQI and related parameters on CASE
website and finally incorporate it to DOE website (multiple options need to
be developed and one will be finalized upon discussion).

iv. Develop manual including detail calculation procedures

v. Final report: This report will describe overall activity under taken including
softer coding.

8. Payment Schedule

Payments to the Consultant will be made on a schedule to be based on the


submission of acceptable deliverables along with invoices in line with approved
timelines of activities.

i. 20% on signing of contract


ii. 20% upon acceptance of system study report and system design &
planning report
iii. 40% upon reports on the development of software module and dynamic
graphical design of the promised web application
iv. 20% on acceptance final report including deliver of the application,
incorporation and necessary training.

9. Tender Security Amount:

4 Lakh BDT
