Developing Software for Better Representation of AQI Including
Trends of Different Parameters
1. Background
Air quality management plans should be based on knowledge of sources,
appropriate air quality standards, accurate air quality data, and effective
incentives and enforcement policies. At this backdrop, real-time measurements
of ambient level pollutants systems were established at 8 most populous cities
(Namely, Dhaka, Narayangonj, Gazipur, Chittagong, Rajshahi, Khulna, Barisal
and Sylhet) of Bangladesh. The data generated will be used to define the nature
and severity of pollution in the cities; identify pollution trends in the country;
and develop air models and emission inventories. The program encompasses
operation of the sampling and monitoring network, and quality assurance
activities to ensure the quality of the data collected and disseminated by the
CASE project.
CASE project monitors the criteria pollutants such as carbon monoxide,
nitrogen dioxide, ozone, sulfur dioxide, PM10 and PM2.5. Monitoring is
performed to demonstrate attainment or non-attainment of national ambient air
quality standards to assess the trends of air pollution levels.
The main objective of the Bangladesh AQM network is to provide reliable
information to the authorities and to the public about the air quality in most
populous cities of Bangladesh.
Monitoring data from network stations are transferred to a central data centre
at the Department of Environment office in Dhaka. Quality controlled data are
then stored in the final database for further analysis, reporting, presentations
and future use.
2. Objectives
As of now the air quality data generated in the 11 continuous air monitoring
stations (CAMS) are archived in the central data station and monthly reports on
air quality are prepared. The reports are hosted in the CASE website
(www.case-moef.gov.bd) regularly for public consumption. Furthermore, the
CASE project developed an Air Quality Index (AQI) system based on the air
quality monitoring data from 11 CAMS for public release so that general mass
can understand easily the level of pollution at different populous cities of
Bangladesh. Recently, Ministry of Environment and Forests approved six
categories AQI system for release.

6. Oversight
The services will be overseen by the Project Director, PIU, DOE Component,
Clean Air and Sustainable Environment. Comments will also be sought from the
DoE and the World Bank staff. All outputs to be submitted to the CASE, PD
who will share the same with the relevant stakeholders.
i. Inception report: This report will explain how the assignment will be
undertaken and is to be submitted by end of week 2 or earlier
ii. Development software module for calculating air quality index (AQI) and
trends of other AQ parameters based on the data retrieved at the central
data station from 11 CAMS
iii. Design dynamic graphical display of AQI and related parameters on CASE
website and finally incorporate it to DOE website (multiple options need to
be developed and one will be finalized upon discussion).
v. Final report: This report will describe overall activity under taken including
softer coding.
