1 GENERAL PRINCIPLES

1.1 This JKR Building Information Modelling (BIM) Requirements forms part of the
Contract.

1.2 The purpose of this JKR BIM Requirements is to define the minimum requirements
for the use of BIM in the project and shall include the generation of information rich-
model, model revision, visualization and analysis, and collaborative use of BIM
throughout the project duration as defined in the document.

1.3 This JKR BIM Requirements does not effectuate or require a restructuring of a
contractual relationships or shifting of risks of the Contractor. Nothing in these
requirements shall relieve the Contractor from its obligation, nor diminish the role of
the Contractor as the person responsible for and in charge of the design,
construction, completion, supervision and maintenance of the project.

1.4 Unless otherwise agreed in the BIM Project Execution Plan (BPEP), the dimensional
tolerances provided in the Government’s Technical Requirements shall apply to
dimensions in a model.

1.5 The BIM models are not intended to provide the Level of Development (LOD)
needed to extract precise object and material quantities, unless this is required and
agreed in the BPEP.

1.6 None of the documents in this JKR BIM Requirements shall be used by the
Contractor for any purpose other than this Contract.

1.7 The Contractor shall provide everything necessary for the proper execution of BIM
until its completion according to the true intent and meaning of the Contract taken
together whether the same may or may not be particularly shown or described
provided the same can be reasonably inferred therefrom.

1.8 The Appendices to this Contract; including but not limited to Government’s
Requirements, Contractor’s Proposal, BIM models and any drawings, documents
produced from the models; are to be taken as mutually explanatory of one another,
but in the event of any discrepancy and ambiguity the same shall be explained by
the P.D. to the Contractor who shall rectify the discrepancy at his own cost and
expense.

1.9 If there remain ambiguities or discrepancies between the Government’s


Requirements and the Contractor’s Proposal, the Government’s Requirements shall
prevail without adjustment of the Contract Sum. Provided that if in the opinion of the
P.D, the Contractor’s Proposal is better than the Government’s Requirements in
term of BIM modeling requirements, the Contractor’s Proposal shall prevail.

1.10 Any ambiguity or discrepancy within the Government’s Requirements shall be


explained and resolved by the P.D. who shall thereupon issue appropriate
instructions to the Contractor.

1.11 Where there is a discrepancy within the Contractor’s Proposals or drawings


produced from the model, the Contractor shall inform the P.D. in writing of his
proposed amendment to remove the discrepancy and (subject always to compliance
with Statutory Requirements), the P.D. shall decide on the discrepant items or
otherwise may accept the Contractor’s proposed amendment and the Contractor
shall be obliged to comply with the decision or acceptance by the P.D. without cost
to the Government.

1.12 The Government gives no warranty in any manner or whatsoever for any information
provided by the Government in the Contract as to their accuracy or sufficiency or as
to how the same shall be interpreted and the Government shall not be liable if such
information is inaccurate or insufficient. The Contractor shall not be relieved from
his obligations to ensure that such information is accurate and sufficient for the
purpose of this Contract.

2 BIM PROJECT REQUIREMENTS

2.1 SCOPE OF WORKS RELATED TO BIM

The Description of the Scope of Works Related to BIM in the project are as per Appendix
A1 attached.

2.2 BIM OBJECTIVES

2.2.1 The principal objective of incorporating BIM is to improve the quality of project
delivery and the exchange of information between the relevant stake holders.
BIM project requirements shall include modelling, visualization, analysis and
documentation of the building design and shall assist in validating the scope
and cost of the project. This requires cooperation among the Contractor’s
project team, JKR’s project team and client. The use of BIM in this project shall
involve the processes of creating information-rich BIM models, analysis and
production of design documents from the models. The generated models and
analysis results shall be used to support the decision making process required
for the project.

2.2.2 The BIM processes shall be used for the design which include but not limited
to architectural, structural, civil, mechanical and electrical works, and specialty
equipment. During the design development phase, BIM shall be used to
develop and establish the basis of design in accordance with JKR BIM
Requirements and Government’s Technical Requirements. The BIM
objectives for this Project are as per described in Appendix A2.

2.3 BIM DELIVERABLES

2.3.1 The Contractor shall coordinate and prepare the BIM Deliverables as indicated
in the Appendix A3. The typical BIM elements to be provided in the BIM
models shall be in accordance with the Government’s Technical
Requirements, JKR BIM Requirements, ‘Garis Panduan BIM JKR’ and
‘Piawaian BIM JKR’, unless otherwise specified in the BPEP and subject to
the P.D.’s acceptance.

2.3.2 The model shall include all geometry, physical characteristics, materials,
coding, tagging, graphic, specifications and product data needed to describe
the design and construction works, and the as-built for the works done. All
drawings, schedules, simulations and services required for assessment,
review, analysis and construction shall be extracted from this model.

2.3.3 BIM Deliverables shall be produced, updated, submitted and shared in


accordance to the requirements as specified in this JKR BIM Requirements.

2.3.4 The Contractor shall be liable for any electronic file corruption or unintended
amendment, modification or alteration of data available in the BIM deliverables
during the transmission and/or submission process. The Contractor shall
ensure that the BIM deliverables are protected from any threat during
transmission via folders/devices/web/internet by providing comprehensive
maintenance, routine scanning and back-up programs throughout the contract
period until the issuance of Certificate of Practical Completion, all at the
expenses of the Contractor. The maintenance shall include all necessary
periodic servicing and renewal of licenses, fees and charges for the usage of
the BIM deliverables.

2.4 PLATFORM AND SOFTWARE

2.4.1 The BIM platform used in JKR is Autodesk and the software used are as
shown in Table 1:

2.4.2 All BIM model shall be developed with the most current version of JKR BIM
Project and Family Template, ‘Garis Panduan BIM JKR’ and ‘Piawaian BIM
JKR’ and shall be compatible with the current version of the BIM application
currently in used by JKR. In addition, all models shall be provided to P.D. as
per latest version of software as stated in Table 1.

2.4.3 The Contractor shall be responsible to organize and update the BIM models
to the latest version of the platform used, from time to time, all at the expenses
of the Contractor.

2.5 ACCESS TO ELECTRONIC AND DIGITAL FILES

The P.D shall have non-limited rights to access all the electronic and digital files
including BIM model, analysis reports and the associated data (including drawings)
stored and shared in the BIM data centre at any time for the purpose of inspection,
monitoring of the works and administration of the contract as and when required from
the commencement of the contract until the issuance of the Certificate of Practical
Completion. The P.D. may extend the authorization of accessibility to his
representatives and project team, as and when required throughout the contract
period at his own discretion.

2.6 BIM PROJECT EXECUTION PLAN (BPEP)

2.6.1 The Contractor shall submit an outline of BIM Project Execution Plan (BPEP)
in his proposal for tender bidding purpose. The successful Contractor then
shall update the BPEP based on the acceptance from the P.D.

2.6.2 The contents of BPEP shall include the followings:

a) Project information;

b) List of BIM personnel;

c) Project’s BIM objectives;

d) BIM deliverables;

e) Roles and responsibilities;

f) BIM work process;

g) BIM information exchanges;

h) BIM data requirements;

i) Collaboration and coordination procedures;

j) Quality control;

k) Technological infrastructure needs; and

l) Model structure.

2.6.3 The Contractor shall update the contents of the BPEP progressively. For
monitoring purpose, the Contractor shall submit the updated BPEP
progressively to the P.D., each at the stages of 10%, 25%, 50%, 75% and
100% project physical progress. Nevertheless, the Contractor shall also able
to provide the updated BPEP at any construction progress stages whenever
required by the P.D.

2.6.4 The acceptance by the P.D. of such plan shall not relieve the Contractor of
any of his obligations under the Contract. The Contractor shall update and
revise the said BPEP during the progress of the work when necessary in order
to comply with the contract, all to the acceptance of the P.D.

2.6.5 The Contractor shall maintain records of development of all the BIM model in
each project phase according to their respective purposes.

2.6.6 In the event of any disagreement on the terms or modifications to the BPEP,
the Contractor must seek for the P.D.’s acceptance and such decision by the
P.D. shall be final and conclusive.

2.6.7 The BPEP shall be considered as a living document and the Contractor shall
continually develop and refine the document as required throughout the
project lifecycle to ensure the project remains on schedule and meets the
Government’s Requirements.

2.6.8 The Contractor shall at his own cost provide all access, assistance and
facilities to enable the P.D.’s Representative to verify the implementation of
the BPEP and adherence thereto.

2.7 BIM MANAGER, BIM COORDINATOR AND BIM MODELER

2.7.1 The Contractor must ensure that his project team (design and supervision)
have the competency, capability and capacity to execute BIM works and
deliver the task of BIM Manager, BIM Coordinator and BIM Modeler for this
project. These roles shall be undertaken by existing members in the project
team such as project manager, project engineer, site engineer, designer and
design checker; provided always, they have the relevant competencies and
experiences. The roles and responsibilities of the BIM Manager, BIM
Coordinator and BIM Modeler are as shown in Table 2.

2.8 MODEL QUALITY

The model quality shall include but not limited to:

a) Components with accurate geometry, function, type, coding, specification,


material, graphic and associated parameters according to LOD requirements;

b) Materials with coding, specification, graphic and rendered properties according


to LOD requirements;

c) An efficient, consistent and accurate modeling practice with acceptable related


warnings: e.g. eliminate object overlap, incorrect close wall intersections, etc;

d) Parametric models and components with dimension accuracy according to


design intent, analysis and construction;

e) Models with correct application of material and functionality;

f) The use of correct component classification for modeling: e.g. the use of furniture
category object for a table;

g) The maintenance of parametric linkages within the model at all times to enable
automatic generation of all plans, sections, elevations, custom details and
schedules as well as 3D views. Documentation of the models shall not happen
outside of the BIM software;

h) The use of appropriate and interoperable viewing, checking, and output file
formats such as dwfx, nwd, etc.,

i) The use of model checking tools (e.g. Navisworks Manage) to confirm the validity
and accuracy of files/models and adherence to design requirement/needs
statement; and

j) If the exact equipment specification is not available for tender submission


purposes, the equipment shall be modeled to form its overall height, length, width
and depth, in accordance to design specified in the Government’s Technical
Requirements (LOD 200).

3 MODEL DEVELOPMENT PHASE AND BIM DELIVERABLES

3.1 GENERAL REQUIREMENTS

3.1.1 The Contractor shall provide BIM models created with LOD required for each
project phases specified in this JKR BIM Requirements. The models shall be
embodied with proper object information and parametric relationship in
accordance with good engineering practice.

3.1.2 The model development shall be classified in accordance with the project
development stages. The list of parameter names required to determine the
LOD are as per Appendix C1, C2, C3, C4, C5 and C6.

3.1.3 The model submitted shall be in manageable order by using project browser,
naming convention and project template according to ‘Garis Panduan BIM
JKR’ and ‘Piawaian BIM JKR’. All the above requirements must be managed
accordingly by using Project Browser in Revit. Similarly, these requirements
shall also be satisfied by using toolspace for Civil Model in AutoCAD Civil 3D.

3.1.4 Unless otherwise stated in this JKR BIM Requirements, any existing building
or structure that interfaces with the project shall be modelled as massing
model(s) to address the potential interferences at the areas of interface during
the project.

3.1.5 The Contractor must ensure that each model’s developed always adhere to
the Sistem Kod Aset Tak Alih (SKATA) and Garis Panduan Pengumpulan &
Pelabelan Aset Tak Alih Kerajaan (PeDATA). This includes naming
convention for building’s code, building’s level code, space area code and
component’s object code

3.1.6 All components in the model shall be tagged and labelled according to the
design component including but not limited to zoning and looping.

3.1.7 All floor areas, schedules of material and schedules of quantity shall be
extracted directly from the model to support cost estimation. These schedules
generated will be used solely as a guide for cost estimation. Any quantity or
figure produced in the Contractor's Proposal for any system or portion of work
shall be taken as purely indicative only. No claims shall be entertained on any
discrepancy in quantities and/or work items.

3.1.8 Unless otherwise specified, the Contractor shall refer to Appendix C1, C2, C3,
C4, C5 and C6 which indicate the parameter names required for LOD 300 to
LOD 500 for all the model elements and components used. Component
schedules shall be generated from the model to indicate all the symbols,
description and quantities for every element. However, any additional
parameter name and/or component family required by the Government in
order to suit the accepted design, shall be developed and added by the
Contractor and shall not be treated as variation to the contract.

3.1.9 The development of the BIM models required for this project must be
confirmed by using ‘Declaration Form of Conformity Requirements Of The BIM
Deliverables’ (Appendix B1, B2, B3, B4 and B5). The Contractor is required to
complete the checklist as listed in the Appendix B1, B2, B3, B4 and B5. The
Contractor shall submit all the BIM models including all the necessary
checklist forms as required together with their proposal.

3.2 TENDER PROPOSAL PHASE

3.2.1 Design Model


The Contractor shall develop architectural, structural, mechanical, electrical
and civil works models (also known as Design Model) for tender bidding
purpose. The development of the models shall be in accordance to
`Declaration Forms of BIM Deliverable Requirements Conformity’ as per
Appendix B1, B2, B3, B4 and B5. The Level of Development of components
shall not less than LOD 300 (refer Appendix C1, C2, C3, C4, C5 and C6).

All detailed design drawings submitted shall be generated from the model and
printed complete with approved parameter names for tittle block.

The BIM Deliverables for use in tender proposal phase are as follows:

3.2.1.1 Architectural Model

i) Model Requirements

The Contractor shall model the following architectural elements as per


described in Architectural Needs Statement to a level that defines
the design intent and accurately represents the detailed design
solution. The family component should be organised according to

category, function, material, size, finishes, external and internal
function and other properties where applicable. Architectural elements
are to be modeled for within architectural discipline and
interdisciplinary coordination (details as per Appendix C1 and C2):

• Area Plan (zoning of building programme)

• Site plan inclusive the followings to be modeled using toposurface


tools

a) Road;

b) Ancillary buildings in massing model (LOD 200);

c) Parking lot;

d) Entrance;

e) Perimeter fencing;

f) BOMBA and local authority requirement fixtures;

g) Sport utilities area;

h) Furnished model with 2D lines for drainage lines, culvert, road


arrows, road dimensions, road bend radius, setting out,
engineering wall, manhole, egress and ingress; and

i) Site plan to be modeled using separate file from building model.

• Roof

a) Appropriate structural members needed to complete the


architectural model;

b) Roof covering and cladding;

c) Insulation, fascia board, gutter and rainwater down pipe;

d) Roof, slab and ceiling slopes, if needed;

e) Soffits and openings;

f) Insulations, ceiling systems and slabs; and

g) Roof accessories.

• Floor

a) Appropriate structural members needed to complete the
architectural model;

b) Finishes in layers;

c) Water proofing system;

d) Insulation;

e) Floor accessories;

f) Floor slope symbol;

g) Internal or external indication; and

a) Specialty equipment (e.g. medical equipment); and

b) Mechanical, electrical and plumbing items that require


architectural space (e.g. water tanks, switchboards, lifts, etc.),
finishes selection and fixtures (e.g. lighting fixtures) for 3D
visualization.

All drawing shall be generated from the model. The Contractor shall
also provide the following drawings in CAD format and linked (CAD
link) to a different Revit file:

• Site plan;

• Landscape plan;

• Door and windows detailing;

• Ceiling jointing detailing;

• Steps and staircase including risers, threads and railing detailing;

• Walls detailing;

• Gutter detailing;

• Built-In Furniture detailing;

• Furniture detailing; and

• Miscellaneous item.

The Contractor is required to generate all related schedules from the


models as described in the Architectural Needs Statement including
but not limited to sheet list, view list, schedule of space / area
conformance, component and material codes, legends, tagging and
key room finishes.

shall be modeled separately according to levels.

ii) Spatial Requirements Analysis

The Contractor is required to validate space planning in accordance to


Schedule of Accommodations (SOA) and Architectural Needs
Statement using Massing, Area Plan and Room object. The validation
of spaces shall comprise but not limited to the followings:

• Zoning by classified group functions;

• Area by departments, levels and blocks;

• Norm floor area;

• Total nett area;

• Total circulation;

• Total services area;

• Total gross floor area;

• Capacity;

• Adequacy of proposed area;

• Room finishes;

• Ceiling height;

• Air conditioning and ventilation provision; and

• Percentage ratio of functional and non-functional area (e.g. clinical


area and non-clinical area).

3.2.1.2 Structural Model


Model the following structural elements as described in Structural
Works Needs Statement and as per designed to a level that defines
the design intent and accurately represents the detailed design
solution as per described below. Structural elements are to be
modeled for within structural discipline and interdisciplinary
coordination (details as per Appendix C3).

• Beam;

• Slab;

• Column;

• Load Bearing Wall;

• Staircase;

• Ramp;

• Foundations such as shallow foundation and deep foundation. The


model shall include Column Service Load information;

• Roof trusses system;

• Stiffener; and

• Other structural components (e.g. bracing, trenches, plinth, gutter,


topping).

Vertical continuous elements such as walls, columns and staircase


shall be modeled separately according to levels.

Detailed drawings including key plan and detailing shall be generated


from the model. However, the following details are not required to be
modeled but shall be incorporated/linked (CADlink) into the model for
references.

• Concrete reinforcement details (rebar);

• Connection details of structural members; and

• Base plates, clip hangers, fixing etc.

The following details and information whichever appropriate shall be


included in the model.

• Design criteria such as material properties and design


characteristic; and

• Design Standards / Code of Practices.

3.2.1.3 Civil Works Model
Model the following Civil Works element as described in Civil Works
Needs Statement and as per designed to a level that defines the
design intent and accurately represents the detailed design solution.
Civil Works Model shall consist of but not limited to the following:

• Earthworks
• Internal Road System
• Drainage System
• External Water Reticulation System
• Sewerage System

All layout and detail drawings in relation to Civil Works design shall be
generated from the Civil Works Model.

The Contractor is required to produce reports generated from the Civil


Works Model where applicable which consist but not limited to the
followings:

• Site Analysis Report comprised of elevation, slope and water flow


analysis;

• Cut and Fill Volume Report; and

• Quantity take-off Report.

3.2.1.4 Mechanical System Model


Model the following mechanical elements as per described in
Mechanical Needs Statement to a level that defines the design intent
and accurately represents the detailed design solution. Mechanical
elements are to be modeled for within mechanical discipline and
interdisciplinary coordination (details as per Appendix C4).

The Contractor shall carry out coordination work with relevant parties
in accordance with good engineering practice. These elements shall
include (where applicable) but not limited to:

• Air Conditioning and Mechanical Ventilation Systems;

• Lifts, Dumbwaiters and Escalators System;

• Medical Gases Pipeline Systems;

• Fire Protection Systems;

• Sterilizers and Associated Equipment;

• Boilers, Calorifiers and Steam/Hot Water Reticulation System;

• Building Supervisory System;

• Pneumatic Tube System;

• Cold and Hot Room And Associated Equipment;

• Laboratory Equipment;

• Dental Chair System;

• Mortuary System;

• Kitchen Equipment;

• Liquid Petroleum Gas/Natural Gas;

• Internal Cold Water Plumbing;

• Internal Sanitary and Waste Water System;

• Other mechanical equipment/system;

• Conduit and trunking to be modeled for coordination with others (if


applicable); and

• Generated layout all mechanical system.

All components shall be modeled to the actual outside face dimension.


Any component smaller than 15mm in size or diameter is not required
to be modeled unless they are specifically needed to resolve a
particular coordination issue.

The Contractor may use the model to conduct/simulate analysis as


stated in the Mechanical Needs Statement.

A schematic diagram of the overall system shall be generated from the


model to show clearly the key features and their functions, relative
locations in the building, lots, sizes, capacities and other essential
information including but not limited to the air distribution design

arrangement in the case of air-conditioning and mechanical ventilation
systems.

A colour scheme shall be established to clearly distinguish the various


parts of a system and the different systems from one another.

All components under mechanical systems shall be tagged


accordingly to indicate the design intent where applicable. These
include but not limited to ducts, air terminals and pipes.

The model developed shall be viewable according to the division of


mechanical services as per described in Mechanical Needs
Statement. The model must also can be further viewed down
according to the systems provided under each mechanical services.

3.2.1.5 Electrical System Model


Model the following electrical elements under the electrical services as
per described in Electrical Needs Statement to a level that defines
the design intent and accurately represents the detailed design
solution. Electrical elements are to be modeled for within electrical
discipline and interdisciplinary coordination (details as per Appendix
C5). These electrical elements include but not limited to:

• Medium voltage system;

• Low voltage system;

• Extra low voltage system;

• Information and communication technology system;

• Medical Equipment under Electrical Scope; and

• Other electrical services.

All components shall be modeled to the actual outside face dimension.


Any component smaller than 20mm in size is not required to be
modeled unless they are specifically needed to resolve a particular
coordination issue.

Conduits of 20mm or greater in size and all cable trays and trunking
are required to be modeled.

Electrical wiring circuit configuration shall be modeled to indicate the
actual design.

All components under electrical systems shall be tagged accordingly


to indicate the designed circuit numbering and labelling where
applicable. These include but not limited to circuit numbering for
lighting, socket outlet, isolators and fans; and labelling for distribution
boards, sub switchboard and main switchboards.

Electrical component schedules shall be generated from the model to


indicate all the symbols, descriptions and quantities.

The model developed shall be viewable according to the division of


electrical services as per described in Electrical Needs Statement. The
model must also can be further viewed down according to the systems
provided under each electrical services.

A colour scheme shall be established to clearly distinguish the various


systems such as telecommunication system and normal essential and
uninterruptible supply system. The colour coding shall be as per JKR
electrical specification.

3.2.1.6 Mechanical and Electrical Components in Relation to External


M&E Services
For the purpose of modeling the external M&E components in relation
to M&E services (e.g. road crossing pipe, pipe sleeves, manholes), the
Contractor shall fulfil the followings:

• To produce model for external mechanical and electrical


components at minimum of LOD 300;

• To produce massing model of any specified location/area of the


building(s) involved at minimum of LOD 200; and

• The components modeled shall include, but not limited to, all
connectors for the mechanical and electrical components at
minimum of LOD 300.

3.2.2 Tender Drawings


The Contractor shall submit the drawings as specified in the Government’s
Technical Requirements. Submitted drawings including specifications, building

component and material coding shall be generated from the models. All
information needed for Tender Drawings shall be graphically and
alphanumerically included in and derived from the model only.

Soft copies of Construction Drawings shall be produced in .dwfx and .dwg


format complete with time stamp. The printed version of the Tender Drawings
as required by the contract shall be produced from these soft copies.

3.2.3 Sample of As-Built Model


The Contractor is required to submit one (1) sample of proposed As-Built
Model (not less than LOD 500), which shall include Architectural, Civil Works,
Structural, Mechanical and Electrical Model to match requirements as
specified in the Appendix C1, C2, C3, C4, C5 and C6 in all respects for tender
bidding purpose. The sample of As-Built Model(s) which had been approved
and accepted during the tender evaluation will be issued as the standard of
comparison for the As-Built Model to be created and handed over to the
Government. Requirements for the sample As-Built Model are all as per
Appendix C1, C2, C3, C4, C5 and C6.

3.3 DETAILED DESIGN PHASE

Detailed design phase shall involve the followings:

3.3.1 Clash Analysis


Clash Analysis shall be carried out prior to the commencement of construction
phase to identify interferences of building components within each discipline
and among disciplines. Clashes need to be resolved upfront to reduce conflicts
that may have cost implication and cause delay in project completion.

Throughout the modeling process, any design conflict or clash or interference


shall be identified and properly documented. There shall be no clash between
the components to ensure that the design intent is met.

Clashes in the model are categorized into two (2) types:

• Hard Clash - Two (2) components or elements occupy the same space;
and

• Soft Clash - Components or elements having insufficient spatial/geometric


tolerance or buffer.

The Contractor shall fulfil the followings:

• Carry out Clash Analysis on Architectural, Structural, Mechanical, Electrical


and Civil Works model including but not limited to the example of checklist
as per Appendix D1;

• The Clash Analysis Reports shall be submitted for reference as and when
requested by the P.D.; and

• Every clash identified in Clash Analysis Reports must be resolved before


construction works begin on site. No claims for extra cost shall be
entertained for any essential part of the clash resolution in order to suit the
accepted design.

3.3.2 Design Coordination


The Contractor shall carry out design coordination to check on the integrity of
all the detailed Design Model. The aim of the design coordination is to resolve
discrepancies in drawing details and design documentation, lack of design
information and constructability issues before the commencement of works on
site. The Contractor shall fulfil the followings:

• Carry out visual demonstration on the coordinated detailed Design Models


such as walkthroughs, sectioning, measures and mark-ups upon stake
holders request in Technical and Site Meeting throughout the whole project
duration; and

• The Design Coordination Reports shall be submitted for reference as and


when requested by the P.D.

3.3.3 Coordinated Model


Coordinated Model is the BIM deliverable at detailed design phase.

The Contractor shall submit Coordinated Model consists of the combination of


the completed final design and clash-free Architectural, Structural, Mechanical
and Electrical models before the commencement of the works on site. This
Coordinated Model shall be ready to be used as a Construction Model.

3.4 CONSTRUCTION PHASE

The successful Contractor shall continue to develop, maintain and update the
Architectural, Structural, Civil Works, Mechanical and Electrical Models (also known
as Construction Models) progressively during construction period. All information

needed for Construction Documents shall be graphically or alphanumerically
included in and derived from these models only. The components Level of
Development shall be not less than LOD 400 in which the models will include details
such as final size, shape, material and orientation used for construction and
fabrication purposes (Refer Appendix C1, C2, C3, C4 and C5).

The BIM Deliverables for use in the construction phase are as follows:

3.4.1 Construction Models


Construction Models are BIM deliverables at construction phase.

The Contractor shall develop Construction Models complete with approved


fabrication and assembly details where applicable or useful for construction
works. The models shall reflect the latest technical requirements approved by
the P.D. The Construction Models shall be used for construction simulation,
site coordination and construction administration documents e.g. RFIs,
Directives and Variation Orders (VO).

The Contractor shall update these models progressively to include any change
that may occur during construction.

For monitoring purpose, the Contractor shall mandatorily submit the


progressively updated models to the P.D., each at the stages of 10%, 25%,
50%, 75% and 100% project physical progress.

Nevertheless, the Contractor shall also able to provide the updated models at
any construction progress stage whenever required by the P.D. The final
submission of the models shall lead to the production of the project As-Built
Models.

3.4.2 Clash Analysis


In the event where design/work changes occurred during construction phase
upon P.D.’s instructions and require coordination to be done, the Contractor
shall carry out Clash Analysis for that particular part(s) involved, all in
accordance to Clause 3.3.1.

3.4.3 Design Coordination


In the event where design/work changes occurred during construction phase
upon P.D.’s instructions and require coordination to be done, the Contractor

shall carry out Design Coordination for that particular part(s) involved, all in
accordance to Clause 3.3.2.

3.4.4 Construction Drawings


The Contractor shall submit the drawings as specified in the Government’s
Technical Requirements. Submitted drawings including specifications, building
component and material coding shall be generated from the models. All
information needed for Construction Drawings shall be graphically and
alphanumerically included in and derived from the model only.

Soft copies of Construction Drawings shall be produced in .dwfx and .dwg


format complete with time stamp. The printed version of the Construction
Drawings as required by the contract shall be produced from these soft copies.

3.4.5 Construction Simulation Model


Construction Simulation Model is a BIM deliverable at construction phase.

The Contractor shall carry out Construction Simulation as a reference to verify


work programme in terms of the sequencing of actual construction works.

The Contractor shall fulfil the followings:

• The Construction Simulation Model shall be submitted in .nwf/.nwd format


and be used as a work programme verification tool during work programme
acceptance meeting; and

• Construction Simulation Video shall be submitted for reference as and


when requested by the P.D.

3.5 CLOSE-OUT PHASE

The BIM Deliverables at the close-out phase are as follows:

3.5.1 As-Built Models


The Contractor shall generate As-Built Models from the final updated
Construction Models and shall represent the actual assembly of the project.
The components are at LOD 500 (Refer Appendix C1, C2, C3, C4, C5 and C6).

The Contractor shall update and link the As-Built Models with equipment and
asset information. It shall be the Contractor’s responsibility to acquire and
integrate the data into the said models. The As-Built Models shall be handed
over to the P.D. once the project is completed.

3.5.2 As-Built Drawings
The Contractor shall produce the As-Built Drawings generated from the As-
Built Models as specified in the Contract.

Soft copies of As-Built Drawings shall be submitted in .pdf, .dwfx and .dwg
formats.

The printed version of the As-Built Drawings as required by the contract shall
be produced from these soft copies.

4 OWNERSHIP, RIGHTS OF DATA AND INTELLECTUAL PROPERY RIGHTS

4.1 All BIM Deliverables including but not limited to design, models, components,
templates, drawings, reports and all other relevant documents including other
electronic and digital files pertaining to this Contract shall be the absolute property
of the Government and not to be utilised or retained by the Contractor for any
purpose without the permission of the Government. The Government may make use
of these deliverables at its own discretion.

4.2 The Government shall reserve its right to grant its appointed agents, permission to
use all BIM Deliverables for the purpose of this Contract and subsequent operation
and maintenance of the works at its own discretion.

4.3 Any intellectual property rights arising out of all BIM Deliverables used for or
incorporated in the works shall vest in and become the sole property of the
Government, free and clear of all liens, claims and encumbrances. The Contractor
shall not during or at any time after completion of the works or after the expiry or
termination of this Contract, in any way, question or dispute the ownership of the
Government.

4.4 The Contractor shall grant to the Government free from all royalties, fees and other
charges, all licenses in respect of intellectual property rights now or hereafter owned
or controlled by the Contractor or in respect of which the Contractor has or will have
the rights to grant licenses of all BIM Deliverables developed or used for or
incorporated in the works or any part thereof.

4.5 All royalties or other sums payable in respect of all BIM Deliverables that which are
subject to copyright and use in the works shall be deemed to have been included in
the Contract Sum.
