1. GENERAL
1.1. Introduction
This design criteria document is to define the Electrical Basis of Design for Vung Ang Ⅱ Thermal
Power Plant project to be located at Ha Tinh City, Vietnam.

The electrical system and equipment to be covered in this document shall include items related to power
generation for the main plant as well as their auxiliary system. The ratings and capacities to be
considered in this report for various systems shall be generally based on information / data furnished by
manufacturers and in house data bank for similar units. Detailed engineering work shall be carried out
in accordance with basic concepts developed in this design criteria and the same shall be considered as
the basis for drawing the detail equipment specification.

An overview of the electrical auxiliary power distribution system is shown in the Electrical Key Single
Line Diagram. (DWG No. VA2-YU02-P0ZEN-145001).

1.2. Environmental Condition


The following parameters shall be used for the equipment performance:
a. Average ambient temperature 24.7ºC
b. Average highest month temperature 30.5ºC
c. Average lowest month temperature 18.1ºC
d. Absolutely highest temperature(May) 40.5ºC
e. Absolutely lowest temperature(December) 6 ºC
f. Average relative humidity 83%
g. Attitude : 1,000m
h. The creepage distance : 31mm/kV
(For bushing for 500kV HV equipment-CB/CT/CVT/DS/ES/SA, GSUT, UAT in outdoor area
Post insulator and other outdoor equipment)
All electrical components, including selection of the component design, provision for ventilation, air-
conditioning etc., shall be designed to operate at an ambient air temperature of 50ºC for outdoor
installation and an ambient temperature of 40ºC for indoor installation.

1.3. Noise Level


Near field;
The noise level at various areas in the plant equipment shall not exceed 85 dBA at a distance of one
point 5 (1.5) meter from the plant, machine or enclosure outline. And, 90 dB(A), at 1m distance from
any multiple sources or its acoustical enclosure and 1.5 m above ground level or personnel platforms
Far field;
70 dB(A) at 1 m outside from the Site boundary fence) and 1.2 m above the ground level
Central control Room;
55 dB(A), when averaged over equally spaced measuring points at a distance of 1 m from the equipment
and 1.2 m above the ground level. F

1.4. Code and Standards


All works, equipment, materials and systems will be designed, manufactured and/or constructed in
accordance with the latest issue of the relevant international codes, standards and applicable Vietnamese
standards. If not specified otherwise elsewhere the electrical equipment and design will comply with
IEC standards.

1.5. Electrical Source


The plant voltage levels for the power distribution system including generation, auxiliary power,
controls, transmission and start-up power will be designed as stated below and nominal system
frequency will be 50 Hz. Power station and system voltages shall be selected from IEC 60038 and shall
conform to the existing voltages currently used by the power grid. In addition, all Plant shall be capable
of operating over the range ±10% of the nominal voltage.

1.7. Total Harmonic Distortion


The harmonic content of the power supply is in accordance with IEC 61000-2-4, Class 2. The harmonic
content caused by the equipment may not exceed the requirements of IEC 61000-2-2, for LV Variable
Speed Drives and IEC 61000-2-12, for MV Variable Speed Drives (if required).
The maximum total harmonic distortion(THD) in every connection point in normal operating conditions
will fulfill the following;

1.8. Frequency Variation

The frequency of the Grid System will be nominally 50 Hz. In normal operation mode, electricity
system frequency may fluctuate within ± 0.2 Hz compared with nominal frequency. Minimum time to
maintain operation of power plants connected to the transmission grid in proportion to frequency bands
of the electricity system is specified as following:

1.9. Engineering Units


The international system of Units (SI) will be used and all materials, fittings, components,
items of plant and equipment supplied for incorporation in the works will be standardized
accordingly. SI units will be used in all correspondence, documentation, calculations,
drawings, measurements etc. If reference has to be made to non-standard items, the SI units
will be quoted followed by the non-standard units in brackets.

1.10. Symbol and Language


In general, electrical symbols and identification for single line diagram will be based on IEC, KKS
(Kraftwerk Kennzeichen System). All drawings, documents, information, correspondence, test
procedures/reports, manuals and such like items will in English unless otherwise specified.

1.11. Design Temperature


All electrical components, including selection of the component design, provision for ventilation, air-
conditioning etc., will be designed to operate at an ambient air temperature of 50°C for outdoor
installation and an ambient temperature of 40°C for indoor installation.

1.13. Scope
The scope of the electrical power distribution system is to provide necessary electrical equipment for
delivering the generated power and energy to EVN’s grid though a 500kV Air Insulated Switchyard,
auxiliary power for mechanical and electrical equipment, and provides adequate protective and control
features.
The electrical system will include follows :
- 500kV AIS Switchyard facililties (Extension to the existing Switchyard)
- 500kV Overhead line ACSR from GSUT to gantry tower at 500kV Switchyard
- Generator complete with all auxiliary systems
- Generator Step-up Transformers (GSUT)
- Isolated Phase Busducts (IPB)
- Generator Circuit Breakers (GCB)
- Unit Auxiliary Transformers (UAT)
- LV Transformers
- MV and LV Switchgears and Motor Control Centres
- Direct Current (DC) systems including batteries and Uninterrupted Power Supply (UPS) systems
- Emergency Diesel Generator Facilities (EDG)
- All electrical protection equipment and systems
- All tariff and operational metering equipment
- All necessary motors
- All cables, cable support and termination and identification systems

2. ELECTRICAL SYSTEM
2.1. General
The electrical plant configuration shall be designed with a view to ensure the reliability of the plant’s
service in all units of operation and of the export of generated electrical power. All components shall be
new and of an approved reliable design that shall facilitate maintenance and repair.
The equipment shall be suitable for operation at the elevation and under the design ambient air
temperatures at the site.
Electrical equipment shall be selected so that types and ratings are in line with mass-produced electrical
equipment, to be purchased easily at the free market, with long-term secured spare parts availability.
Electrical equipment shall be installed in filtered, ventilated buildings wherever possible. Equipment
called for outdoor installation shall be properly protected from harmful effects of environmental
conditions by providing sunshade, suitable enclosure or any suitable means if required.
Installation of electrical equipment in the gas or dust hazardous area shall be avoided as far as
practicable. However, in such a case that the installation of electrical equipment is inevitably required,
this electrical equipment shall be of an explosion-proof type that is adequate for the area classified
according to the applicable IEC standard.

2.2. Main Power System


2.2.1. General
The main power system will consist of equipment and connections to evacuate power from each
generator terminals to the 500kV AIS (Air Insulated Switchgear) and the power will be distributed from
the 500kV AIS to the Grid.
The major equipment related to the power evacuation system for the generating units will be as
follows :
- Two (2) sets of Turbine Generators
- Two (2) sets of Generator Circuit Breakers
- Two (2) sets of Generator Step-Up Transformers
- Two (2) sets of Isolated Phase Bus Ducts

2.2.2. Sizing Criteria

The generator distribution system consisting of generators, generator step-up transformers, isolated
phase bus ducts, generator circuit breakers and 500 kV Switchyard will be designed with sufficient
capacity to carry maximum facility output.

2.3. Auxiliary Power System


The auxiliary power system will consist of equipment and connections to provide auxiliary power for
the operation of the power plant. An auxiliary power distribution for each unit will be as shown in the
Electrical Key Single Line Diagram (DWG No. VA2-YU02-P0ZEN-145001).
Each unit auxiliary transformer (UAT) high voltage side winding will be connected to the
corresponding isolated phase bus duct (IPB) between the generator circuit breaker (GCB) and the
generator step-up transformer (GSUT). The secondary and tertiary winding of each unit auxiliary
transformers (UAT) will be rated voltage at 11.5 kV and will be connected via cable to a line-up of 11
kV switchgears. The auxiliary power for plant will be distributed from the 11 kV switchgears.
Under normal plant operating conditions, the Turbine Generator will directly deliver auxiliary power to
the UAT. If one (1) UAT of any Unit fails, this Unit will be able to restart and be operated by the
electrical supply from the remaining healthy three (3) UATs of both Units. This Unit will be able to
achieve at least 40% rated output power
The major equipment related to the auxiliary power system will be as follows:

2.4. Emergency Power System

In case of total loss of auxiliary power, or in situations when the utility system is out of service,
emergency diesel generator set and DC and UPS supply with batteries will provide for safe shut down,
maintenance of essential services and to enable an immediate restart of the Unit upon restoration of
external auxiliary power supply to the Plant.
Upon loss of aux power and emergency supply from emergency diesel generator set, then essential plant
services will be maintained by standby DC and/or UPS system.
Emergency diesel generator system will provide essential electrical AC supply to station auxiliaries to
ensure the safe shut-down during shut down both units simultaneously.(for example, the steam turbines
to turning gear operation)
Essential loads will be segregated from non-essential loads within the respective motor control centres.

3. DESCRIPTION OF ELECTRICAL EQUIPMENT AND SYSTEM


3.1. 500kV AIS(AIR INSULATED SUBSTATION)
3.1.1. General
The outdoor 500kV AIS switchyard is arranged in one and half configuration with 2 diameter. Each
diameter is consisted of 3 circuit breakers. This is a highly reliable electric connection configuration,
ensuring a continuous power supply when any circuit breaker needs to be repaired.
The 500kV side of switchyard shall have 4 feeder lines.

a. Two (2) incoming connected to the generator step-up transformers of VA II Power Plant
b. Four (2) outgoings for connection to the overhead lines
The general structure of the 500kV AISsystem can be taken from single line diagram (DWG No. VA2-
YU02-P0AB-140003 _SINGLE LINE DIAGRAM - 500KV AIS).

Supervision/control, monitoring and information systems, and complete substation equipment and
systems shall comply with EVN system control concepts and procedures and shall be subject to the
approval of EVN as per Vietnam Grid Code.
Each switch bay shall have a local control cubicle. These shall accommodate all equipment for the local
control and supervision of the switch bay.
The switch bay shall be consisted of following components:
a. 500kV AIS including CTs, PTs, isolators, earth switches, instrumentation safety and monitoring.
b. Control panel and Protection Panel include SCADA panels, communication panels , workstations
other related equipment
c. Provision for interfacing with remote control system like DCS, SCADA, Telecommunication
for control, monitoring and metering.

The 500kV AIS shall be selected on the basis of rated current, nominal system voltage, design ambient
air temperature, fault current and voltage variation as indicated under design parameters.

3.1.2. Main Electrical Equipment

3.1.3. Control and Monitoring


Supervision/control, monitoring and information systems shall comply with EVN's system control
concepts and list of signal and procedures shall be subject to the approval of EVN per the Grid Code.
The necessary data and information to be exchanged between the Facility and NLDC via the 500kV
switchyard and SCADA/EMS systems of the NLDC through the OPGW based on the IEC 60870-5-
104 protocol (for DCS).
Through the communication lines, the Gateway of Vung Ang II TPP allows the implementation of
SCADA functions for the 500kV switchyard from the National Load Dispatch.The protection relay
panels shall be installed in the AIS control room and interfaced with plant protection system to ensure
the plant safety operation.

Communication Protocol for SCADA system shall be in accordance with IEC 60870-5-101 for 500kV
AIS and IEC 60870-5-104 for Vung Ang 2 TPP based on SCADA agreement with EVN/NLDC. F

3.2. Generator Step Up Transformer (GSUT)


3.2.1. General
Each turbine generator will be connected to a generator step up transformer to increase the voltage of
the output from the generator terminals to the transmission voltage. The GSUT is two-winding, oil-
filled, where the voltage will be stepped up from the generator level up to the transmission level of 500
kV. The HV terminals of the GSUT are connected to the 500kV switchyard by overhead ACSR
conductors strung from the power facility to 500kV substation.

3.2.2. Design Requirements


One (1) three-phase generator step-up transformer will be provided for each Unit. It will be placed in
the transformer yard on a rail for easy transportation. The transformer will include the on-load tap
changer of ±12 × 0.833% on HV side with Automatic Voltage Regulation (AVR), and the tap changer
will be able to adopt both manual and automatic operation mode by operator’s choice.
The MVA power rating of the transformer will be calculated to be capable of handling the maximum
generator output (at rated power factor 0.85) with the deduction of auxiliaries load and with the
temperature rise not exceeding limits given in IEC 60076.
There shall be 4 × 50% oil pumps for the generator step-up transformer. Each transformer shall have
adequate number of cooling fans. The fans shall be divided into two groups. Each group shall have one
standby cooling fan as a backup. If all oil pumps (4 numbers) are out of services, the transformer shall
still be able to maintain 80% capacity by ONAF. If all cooling fans are out of services as well, the
transformer shall still be able to maintain 60% load by ONAN
The transformer will be operated with the HV neutral directly earthed. The HV winding insulation will
be of non - uniform type. The fire wall will be provided according to NFPA 850.

3.3. Unit Auxiliary Transformer (UAT)

3.3.1. General
The unit auxiliary transformer will provide the main auxiliary power supply to the unit MV switchgear.
The UAT will be electrically connected to a branch of IPB between the generator circuit breaker and the
generator transformer. Each Unit will have two (2) UATs of three-phase three-winding transformer
capable of supplying its associated Unit loads, and the station auxiliary load for both Units.

3.3.2. Design Requirements


The two (2) UAT will be provided and it will three phase, three winding, oil immersed with
ONAN/ONAF cooling.
A load of 1MW will be included into the rating of each UAT for the use by Owner’s ash pond facilities.
There is no isolation switch between the UAT and GSUT, therefore the operation to isolate any UAT
will be manually by disconnecting the terminals of the UAT.
For safety of personnel and to reduce over voltages to ground, particular power system neutral
connections will be grounded through a neutral earthing resistor installed in a dedicated cabinet.
The fire wall will be provided according to NFPA 850.

3.4. Low Voltage Transformer


3.4.1. General
The low voltage (LV) transformers will serve to transform the auxiliary supply medium voltage
auxiliary to LV suitable to supply the LV consumers. LV transformers are connected to 400V
switchgears.

3.4.2. Design Requirements

LV transformers will be of indoor type, three-phase, two (2) winding cast resin dry type with AN
cooling system. Dry type transformer will be enclosed in sheet steel enclosure of at least IP 21 degree of
protection.
The high voltage rating is usually specified to be equal to the nominal voltage of the medium voltage
bus. The low voltage rating is specified to be equal to a nominal low voltage (420V) approximately 5%
above the voltage rating of the low voltage motors (400V).
The MV cables will be connected directly to the transformer MV terminals, the LV windings will be
connected to the busbar of the LV switchboard via flexible connectors. And the transformers are
adjacent to the LV switchboards.
LV transformer will be equipped with off circuit taps of ±2 x 2.5% on HV side.
Winding temperature measurements and alarm signals will be transferred to the DCS, so that the
transformers can be monitored from the control room.

3.5. Isolated Phase Bus duct (IPB)


3.5.1. General

The isolated phase bus duct system will be used to evacuate the electrical power from each generator.
IPB will form the interconnection between the generator, generator circuit breaker and generator step up
transformer. And the tee-off connections will be provided to feed the unit auxiliary transformers and
excitation transformer.

3.5.2. Design Requirements

The IPB will be outdoors and enclosed type with weather-proof dust-proof housing to degree of
protection of IP 55. It will be naturally cooling type.
The rated continuous current of the main section will be calculated to match the generator output
current at power factor 0.85 and generator voltage at 95% rated value.
The temperature during rated continuous current flow will not exceed the limits given in ANSI C37.23,
105°C for main conductor, bus connections and 80°C for enclosure.

The main section will be designed to withstand for a period of one (1) second, the thermal and
mechanical effects of an external metallic three-phase short-circuit on the generator transformer or
generator terminals, within normal voltage range.
IPB will be supplied with the amount of clean and dry air from instrument air system and to ensure that
the IPB can work under positive pressure condition, and IPB Instrument Air pressure will be motoring
by DCS.

3.6. Generator Circuit Breaker (GCB)


3.6.1. General

The generator will be connected to the generator step-up transformer via generator circuit breaker to the
500kV system. The generator circuit breaker will be used for normal service open & close operation for
synchronization.

3.6.2. Design Requirements


The generator circuit breaker will be the three-single pole, sulphur hexafluoride (SF6) insulated type.
The GCB will be integrated in the Isolated Phase Bus duct between the tee-off to the unit auxiliary
transformer and the generator. The rated continuous current and rated voltage will be coordinated with
the IPB rating.
A high integrity interlocking scheme consist of electrical and mechanical interlocking will be provided
to minimize the risk of human error faults such as operating equipment by mistake, or gaining access to
equipment which is still live. The scheme will cover the operation of all generator circuit breaker,
disconnectors and earthing switches and other potential source of electrical supplies. The scheme will
be coordinated with the Plant and Substation interlocking scheme as necessary.
The circuit breaker unit will be equipped with all necessary auxiliary equipment for remote control from
distributed control system (DCS) of circuit breaker, disconnector and earthing switches. The circuit
breaker will be provided with one (1) close coil and with two (2) trip coils. The circuit breaker will be
equipped with local operating panel (for back-up operation) with position indicators. Circuit breaker
unit’s alarms will be connected to the DCS of Plant.
The generator circuit breaker will be equipped with the following main equipment :
- SF6 gas type circuit breaker
- Disconnecting switch at generator transformer side
- Earthing switch at generator transformer side and generator side
- Voltage transformer at generator transformer side and generator side
- Current transformer at generator transformer side and generator side, if necessary
- Surge arrester / Surge capacitor

3.7. Medium Voltage Switchgear

3.7.1. General
The Medium Voltage (MV) 11 kV switchgears will be fed by the Unit auxiliary transformers and
distribute power to the MV motors and LV transformers.

3.7.2. Design Requirements


MV switchgear will be of metal enclosed type equipped with withdrawable circuit breakers and it will
be suitably housed inside air-conditioned switchgear room.
MV switchgear will be vacuum circuit breakers and fuse contactor will not be used.
Under normal operation, MV switchgear will be supplied from the generator through the UAT. The bus
section circuit breaker will be in normally open position.

Rated symmetrical short-circuit level of 11kV switchgears is 40kA(*)/1sec limited((*); this value will be
finalized as per system study result). This system shall be resistance earthed to limit the ground fault
current to 300Amp for 10sec at UAT’s LV winding.
The UAT capacity will be designed to be capable to supplying the auxiliary power the other unit for
40% output, so the power feeding system MV switchgear will be as follows;
- MV switchgear for Unit loads : Will be provided with two (2) infeeds and one (1) bus coupler with
manual transfer function
- MV switchgear for Common loads : Will be provided with two (2) infeeds and one (1) bus coupler
with auto/manual transfer function by HSBT(High Speed Bus Transfer) system.

MV system will be configured as a high resistance earthed network via a NGR connected to the neutral
of the UAT. Integral earthing switches with fault making capacity will be provided for all incoming and
outgoing circuits. Each cubicle will be provided with an interior lamp and space heater.
Each MV switchgear group will have one (1) empty panel as spare. It is not required to equip each spare
cubicle with a breaker and protection relays but the cubicle will include the rails and racking
mechanism etc. such that a breaker can be added later if/when required. Any protection can be added
later if/when the cubicle is used and at that time the relays can be installed. The cubicle will be designed
so that protection can be added later (new relays can be added by cut-outs on the door at that time).
Each circuit will have local and remote control capability. The remote control will be through the DCS.

The control compartment is located in the front and at the top of the switchgear panel with the
protection relays, indication and control facilities accessible (visible) with the door closed.
All equipment will be routine and type tested according to IEC standards. The type tests will not be
repeated if type test certificates of identical or similar equipment are available.

3.8. Low Voltage Switchgear and Motor Control Center


3.8.1. General
The low voltage (LV) power will be obtained from the plant medium voltage system and LV
transformers. Each transformer will feed a line-up of 400V LV switchgear and will be sized to carry the
entire load of the line-up. The 400V LV switchgear will supply power to motors rated up to 200 kW,
LV auxiliaries and also motor control centres.

3.8.2. Design Requirements


The LV switchgear will be suitably housed inside air-conditioned room.

The short circuit time duration for LV switchgear will be 50kA(*)/1sec limited((*); this value will be
finalized as per system study result).

Power feeding system of LV switchgear, motor control center (MCC) and sub- distribution boards will
be as follows :
- LV Switchgear for Unit loads : Will be provided with one (1) infeed
- LV Switchgear for Common loads : Will be provided with two (2) infeeds and one (1) bus coupler
with auto/manual transfer function
- LV MCC : Will be provided with one (1) infeed
- Distribution panel : Will be provided with one (1) infeed

In case of LV system for ash disposal area will be of single incoming configuration due to single power
supply by the Owner.
Each LV switchgear group will have one (1) spare feeder for different rating of outgoing feeder and
each LV MCC group will have ten (10) percent of spare feeder.
All equipment will be routine and type tested according to IEC standards. The type tests will not be
repeated if type test certificates of identical or similar equipment are available.
The closing and tripping devices and the closing, tripping and indication supply voltage(s) will be 220V
DC for the 400V switchgear and Motor Control Centre circuits, 110V AC for Motor Control Centre
contactor closing circuits can be used also if required.
The forms of internal separation for LV switchgear and MCC will be Form 3b and Form 1 will apply to
Distribution panels.

3.9. DC and UPS System

3.9.1. Design Requirements for DC system


The DC System will be provided for the power plant critical DC loads, UPS system, all DC drives,
emergency DC lighting such as each unit and common serives auxiliaries.
Two (2) 220V DC unit distribution boards with tie breaker between each distribution board will be fed

by two (2) 100% battery charger and one (1) 100% lead acid battery.
The mean ambient air temperature surrounding the batteries shall be maintained in the range 20 – 25 °C
by means of air conditioning. Adequate ventilation shall be provided for the removal of hydrogen

Battery
The battery will be of the valve regulated lead-acid type mounted in multi-tier stands and
accommodated in a room. The battery will support the DC and UPS loads for one (1) hour.
The battery size will be calculated in accordance with IEEE 485 IEEE Recommended Practice for
sizing Lead-Acid Batteries for Stationary Applications.
The connections between cells will be made using standard pre-manufactured interconnecting cables or
bars, and the connection between batteries and distribution board will be made using power cables and
via fuse boxes arranged outside the battery room.

Battery Charger
The charger will be of the thyristor controlled automatic constant voltage type with current limit
facilities. The whole of the charging equipment and static inverter will be contained in a naturally or
forced ventilated cubicle.
Charger output voltage and output current will be displayed at the front of the equipment together with
operating mode selector and status indication.

Distribution board
The distribution board will be of the fixed type. The distribution panel will incorporate fuse switches or
miniature circuit breaker for outgoing circuits, double pole isolators for the incoming supply from the
battery and moulded case circuit breaker for battery charger incoming supply.

3.9.2. Design Requirements for UPS system


The uninterruptible power supply (UPS) system will be provided per unit to supply to the emergency
AC loads such as critical loads for each unit and common serives auxiliaries.
Two (2) 400/230V AC unit distribution board with tie breaker between each distribution board will be
fed by two (2) 100% static inverter and two (2) isolation transformer.
The plant will be provided with a dual UPS consisting of two (2) inverters fed from the 220 V DC
System. The system will also include static and manual by-passes and auxiliary equipment for each
UPS. In case of inverter failure, an alternative 400V AC source will provide power to the ac panel board
via AVR and the static transfer switch.
Inverter units will be static type consisting of SCR / IGBT. The inverter unit will be provided with
automatic voltage regulator to regulate the output voltage to ±1% for variations of input voltage and
load current of 0 to 100%. Provision will also be made to manually vary the output voltage. The output
frequency will be maintained within 50 Hz ±1% under all conditions of loading. Necessary filters will
be provided to make the output wave shape sinusoidal and the distortion will not exceed 5% under the
most unfavourable condition under full load or no-load and whatever be the power factor.

3.10. Control and Protection of Electrical System

The electrical systems will be designed to facilitate remote control and monitoring facilities of the
electrical system through DCS operator’s workstation in the CCR. The DCS will be suitably interfaced
with the electrical system using hard wiring or communication to allow remote control/monitoring

3.10.2. Electrical Protection System


The protection of equipment against abnormal system conditions, adequate protective devices should be
installed in respective Switchgears in switchgear room and control and relay panels in electronic control
room. A group of such protective devices should be utilized to protect the equipment under abnormal
conditions arising in the electrical system.
Numerical multifunction relays should be provided with integrated protection, continuous measurement
and monitoring functions. Features such as self-diagnosis and analog recording, sequence of event
recording, time stampings should be available with the relay. The relay has provision for local off line
programming, measurements, extracting and viewing of events, etc.
The accuracy class of current transformer for protection shall be 5P20 or PX, as described in IEC 61869,
and the accuracy class of protection voltage transformers shall be 3P respectively, as described in IEC
61869. The rated current of protection relays shall be suitable for connection to current transformers
with 1A or 5A secondary as required.

The protection system from generator to generator step-up transformer and UAT shall be arranged to
provide two independent, high performance and reliable systems with separately monitored DC supplies,
separate CT / VT cores, separate cables & trip / hand reset lock out relays to obtain 100% redundancy.
Associated trip relays of these two redundant systems shall be separate, having sufficient number of

3.11. Emergency Diesel Generator (EDG)

3.11.1. General
Emergency diesel generator (EDG) sets will be provided for emergency supplies for the safe shut-down
of the Plant. EDG will be automatically started up and connected to provide essential loads, in the event
of total power failure.

3.11.2. Design Requirements

One (1) set of EDG for both unit will be provided for emergency safety shut-down of both units and
their auxiliary equipment.
The capacity of EDG set will be suitably sized for catering loads for safe shut-down of plant and 100% F
of emergency station auxiliary loads in the event of total black out.
Following start up, all other circuit breakers that supply the essential loads will automatically open. The
circuit breaker associated with the emergency generator will then be switched automatically so that it
can supply the essential loads without operator action. Following the restoration of the normal supply, it
will be manually changed over to the normal source of power supply. The EDG set will be controlled
either automatically on loss of AC supplies or manually from the local control panel. It may also be
controlled from the central control room via the DCS.
Each emergency diesel generator will be capable of operating in parallel with the main Plant supplies
for load testing and the contractor will provide synchronization facilities in appropriate locations for
both EDG testing and re-synchronization to the normal supply.
EDG will be provided with auto main failure (AMF) panel and it will comprise of AVR, protection &
metering equipment, indicating instruments and start / stop interlocking hardware.

The capacity of the emergency diesel generator Shall design with a margin of 10% for the maximum
calculated EDG load power among case 1, 2, and 3 as below.
Case1; Total load demand of all the essential load equipment omponents under Normal/Rated operation.
Case2; Maximum load demand in starting motor which have the maximum starting load.
Case3; Momentary Maximum load demand at any case.

3.12. Motor and Motor Protection


The motors, unless otherwise specified, will be squirrel cage induction motors suitable for direct on-line
starting having power factor compatible with good motor design in accordance with the specified
standards. The efficiency of all motors will be classified and tested to a level of at least IE2 according to
IEC60034-30-1:2014.
The voltage level for AC motor rating will be as follows:
- Below 0.2 kW 230V, single phase
- From 0.2 kW up to including 200 kW 400V, 3 phase
- Above 200 kW 11kV, 3 phase
(For fire fighting motors for all rating : 400V, 3phase)

Motors as per rating will be controlled and protected as followings;


- MV motors rating 1000kW and above : Vacuum circuit breaker and motor protection relay with
differential function
- MV motors below 1000kW : Vacuum circuit breaker and motor protection relay without differential
function
- LV motors above 90kW : Air circuit breaker with motor protection relay
- LV motors between 50kW and 90kW : MCCB and Motor starter with overload and earth protection
- LV motors below 50kW : MCCB and Motor starter with overload protection

MV and LV motors will have class F insulation with temperature rise limited to class B.
Motors of rating 30kW and above will be provided with space heaters, rated for 230V, 1ph, 50Hz.
Current transformers for differential protection for motors rating 1,000kW and above will be provided
with three (3) differential current transformers mounted over the neutral leads within the enclosure.

3.13. Generator
3.13.1. General
The generators shall be hydrogen-cooled type or air-cooled type, cylindrical rotor type of 50 Hz three
phase synchronous generator. Heat shall be transferred by heat exchangers from the hydrogen system to
the closed cooling water system.
The generator high voltage terminal casing shall be constructed for connection to isolated phase busduct
(IPB) type of bus system. The stator and rotor winding insulation materials shall be of class F.
The rating shall be based on class B temperature rises. The rating shall be based on class B temperature
rises as specified in IEC 60034-1.

3.13.2. Design Criteria


The generator and its auxiliaries shall conform to IEC-60034 and other relevant standards. The
generator and its excitation system shall have capability of matching the declared boiler maximum
continuous rating (BMCR) or VWO rating in all range of Site conditions. It shall be ensured that when
the generator is working at this capability and secondary cooling water temperature is at its designed
value, no part of the generator shall attain a temperature in excess of the temperature limit specified for
class B insulation as per IEC 60034. A generator capability curve shall be provided showing the
generator MW/MVAR operating limits at rated hydrogen pressure and temperature.

(a) Generators windings shall be double star connected with all phase and neutral terminals
brought out. The neutral of the generator shall be earthed through a grounding transformer,
the secondary of which is loaded with a resistor. The core design shall permit the flow of
earth current of at least 15 amperes for one second without any core damage.
(b) The generator shall be capable of delivering continuously its rated power at rated power factor
with voltage variations within ± 5% of the rated value and frequency variation is from ± 2% of
rated value of 50 Hz with the temperature rise not exceeding class B limits. It shall still be
capable of delivering the rated power when the voltage variation does not exceed 5% and the
frequency variation is from -5% to +3%.
(c) The generator shall be capable of operating continuously under unbalance load as per IEC
60034-1. It shall be capable of withstanding during any transient unsymmetrical short circuit
condition a negative sequence current (I2) expressed in per unit of rated current for a duration
of t seconds such that the value of I22 x t shall comply to IEC 60034-1. It shall be capable of
withstanding 3-phase short circuit at its terminals when operating at rated MVA and power
factor with 5% over voltage.
(d) For voltage wave form, the telephone interference factor (TIF) shall be within the limit
specified in IEC 60034-1.
(e) The generator shall be capable of withstanding the electrical, mechanical and thermal stresses
developed during fast re-closing of high voltage line, transmission line switching, faults, out
of step operation, out of phase synchronism and worst-case short circuit fault at generator
terminal etc.
(f) Generator coolers shall be designed such that the maximum temperature rise is not exceeding
Class B limits. The coolers shall be so designed that due to outage of one section, the
generator can still carry 80% of the rated load continuously without exceeding the temperature
limit specified for class F insulation.

3.14. Installation and Field Equipment


3.14.1. General
All installation materials and accessories will be selected to be resistant to heat and corrosion. The
overall standard of installation will be according to requirements of the process industry.

3.14.2. Cable Installations


MV power cables will be XLPE Insulated Power Cables of 6/10(12) kV voltage grade. They will be
manufactured in accordance with IEC60502, having stranded annealed copper or aluminum conductor,
XLPE insulated, screened, PVC inner sheathed, fire retardant low smoke (FRLS) overall PVC sheathed
type. Armoured MV power cable will be applied in case of direct buried installation. Armour material
will be galvanized steel for multi-core cables and aluminum for single-core cables.
LV power cables will be XLPE insulated cables manufactured in accordance with IEC60502, having
stranded annealed copper or aluminum conductor, XLPE insulated, PVC sheathed, extruded FRLS PVC
outer sheath, 0.6/1 kV voltage grade. The minimum cross section of LV cables will be 2.5 mm2. if
aluminum conductor will used, the minimum cross section of LV aluminum cables will be 6 mm2.
Control cables will have stranded annealed copper conductor, PVC insulated, PVC sheathed, FRLS, and
PVC sheathed type, 0.6/1 kV voltage grade. The minimum cross section of Control cable will be 1.5

mm2. Instrumentation cables will be of multi-pairs 500V grade, 1.0 mm2 rigid copper conductor, PVC
insulated, FRLS, and PVC sheathed type.
Fire resisting cable tested to the test temperature in IEC 60331 shall be used for following essential
circuits considering necessary to safely shut down the plant, emergency communication and audible
alarm circuits as belows :
- ST lubricating oil pump motor
- Turning gear motor
- Main Incoming Power Cable for Fire Alarm System
(Main Alarm Control Panel, Local Alarm Control Panel)
Cables will be installed either on cable trays or racking in ducts/conduits made of hot dipped galvanized
type, corrugated HDPE or PVC type fixed to steelwork or laid in concrete trenches or underground duct
banks.
For indoor locations, cables will be installed on cable tray, cable ladder, in cable conduit or in purpose
designed cable trenches.
For outdoor locations, cables will be installed in cable conduit, cable trenches or duct banks.

The MV power cables will be mounted on cable trays in one (1) layer stretched parallel or to be laid in
trefoil.
The LV power cables (single core) will be mounted on cable trays in one (1) layer stretched parallel or
to be laid in trefoil.
The LV power cables (multi core) will be mounted on cable trays in multi-layer stretched parallel.
Cable separation between bottom and bottom of trays will be at least 300 mm for access purposes and
the cable will be separated as below group :
- Power Cables > 1 kV (Ladder type cable tray)
- Power Cables < 1 kV (Ladder type cable tray)
- Control Cables (Ladder type cable tray)
- Instrument and Communication Cables include fire alarm / detection cables (Perforated or Solid
bottom type cable tray)

NOTE;
Please note that it may not always be possible to follow the above core color identification for cables in
panel internal wiring of vendor packages. In that case, end of each conductor shall be color coded using
shrinkable tube near to each termination. The banding shall be of a type which can only be removed by
destruction.

3.14.3. Cable Tray


Power and control cable trays will be ladder type and all instrumentation cable trays will be perforated
or solid bottom type. And cable trays will be hot dipped galvanized type.

Cable trays will be securely fastened to supporting steelwork and will be adequately supported to
prevent sagging.

Cable tray covers will be furnished and installed on cable trays for Coal Handling System. And cable
trays in following areas will be covered for top-tray (top layer) only :
- where cable trays for instrument cable
- where cable trays installed in outdoor area
- where cables on tray pass under or adjacent to pipe containing fluids (other than water)
- in areas which are subjected to fire hazards (i.e. rubbish accumulation, oil/grease areas, chemical
areas)
- where materials could accumulate onto cables in such quantities to cause a de-rating or chemical
attack of the cable (e.g. coal dust, ash etc.)
The height of cable tray will be 100mm or 150mm and standard cable tray widths used will be 150m,
300m, 450m and 600mm.

Cable trays arranged one (1) above the other will have a minimum separation from bottom to bottom of
cable tray as per cable classification is as below :
- J(L1) : Analogue Signals and Communication Signals
- C(L2) : Control Cable, CT & PT Cables (for AC/DC)
- L(L3) : Low Voltage AC/DC Power Cables below 1000V
- M(L4) : Medium Voltage AC Power Cables above 1000V
Bottom layer of Cable Tray Group is M(L4). And the other cable tray layer will be installed upside of
M(L4) in sequential.
Based on the above mentioned category, the cables will be separated as follows :

3.14.4. Earthing and Lightning protection system


The design and analysis of the earthing system will be in accordance with IEEE Standard 80 and/or 142.
All step and touch potentials within and around the Power Station perimeter will comply with these
requirements. The earth resistance shall be calculated less than 0.5 ohm in accordance with the
IEEE80.(For most transmission and other large substations, the ground resistance is usually about
one(1) ohm or less). The grid conductors shall be laid above a maximum value of 800 mm underground.
Soil resistivity test will be carried out, followed by earthing calculation and design study.
The station earthing grid consisting of bare copper cables buried beneath grade will be furnished to limit
step and touch potentials to safe values under all fault conditions.
Bare copper risers will be furnished for all electrical underground ducts and equipment, and for
connections to the grounding systems within buildings.
Each building will be provided with earthing system connected to the station earthing grid. Connections
are to be made to metallic tanks, equipment, cable trays, and exposed metal structures which might be
subject to earth fault currents. Perimeter steel column will be connected to the grounding grid.
All switchgears, motor control centres and control cabinets will be furnished with a ground bus. The
ground bus in switchgears, MCC’s will be connected to the earthing system with one (1) or two (2)
copper ground cable at each end, tied to the building steel or a ground pad set in the floor. The ground
bus in control cabinets will be connected to the earthing system.
Bare stranded copper cables will be buried directly in the soil under all foundations and metal structures
in the steam turbine generator areas, transformer yard areas and the switchgear and transition facility.
The conductors will be arranged as a rectangular grid with all intersections connected by exothermic
weld material consisting of copper and aluminum.
The location, number, and depth of ground rods welded exothermically to the earthing grid will be
consistent with soil resistivity and subsurface properties of the site.
Bare stranded copper conductor and/or green/yellow coloured PVC insulated ground conductor will be
exothermically welded to the buried ground grid and connected to above ground metallic equipment and
structures which might be subject to earth fault currents. Structure and equipment connections will be
made by mechanical connections. All connection points above ground will be made by bolting or
compression connection.

An earthing system will be installed to support the DCS/PLC and coordinated control systems for the
steam turbine-generators in accordance with the manufacturer's recommendations.
The lightning protection system for the plant will be in accordance with NFPA 780.
A complete lightning protection system will be furnished for all exposed buildings, metal tanks, towers,
chimneys, and structures.
All buildings will be provided with lightning protection based on rotating sphere method.

3.14.5. Lighting and small power system


Lighting and small power systems will be provided for the operation and maintenance of the whole
Plant. This will include distribution boards, lighting fittings, lamps, socket outlets, switches, welding
sockets, fan and air-conditioner unit power supplies etc., and all necessary cabling.
The distribution panels (non-process, such as HVAC, Lighting & small power) will be provided with
one (1) infeed.

Lighting System
The lighting system for the site will enable the identification and safe operation of the Plant and
movement of personnel. The lighting system will comply with IEC standards in addition to all statutory
and local authority regulations and requirements. Fluorescent lighting fixture wiill apply the LED type. F

The following basic illumination system will be included :


- Normal AC lighting system
- Emergency AC lighting system fed by EDG (at critical area of the plant)
- Emergency DC lighting system fed by station battery (at CCR and EDG area)
- Escape lighting & emergency exit signs fed by self-contained battery pack (for entrances, staircases,
landings, control rooms except CCR)

Lighting in hazardous locations will be specifically designed for use in those areas. Light fittings and
installations in hazardous areas will comply with the relevant international standards for hazardous
areas. Roadway lighting and lighting in exposed positions will be controlled by photoelectric switches.
The circuitry will prevent inadvertent switching, due to electro-magnetic interference from lightning or
other causes. Lighting in other locations will be controlled by switches.
The lighting fixture for outdoor area such as ESP, ASH, Coal handling, etc will be applied industrial
type with water proof grade above.

The lighting illuminations will be designed in accordance with current international and Vietnamese
standards and will meet following requirements :

Small Power System


230 V single-phase socket outlets will be provided in plant areas etc., for the operation and maintenance
of the power station. Socket outlets will be located on building columns generally.
230 V switched socket outlets will be provided in offices and similar areas, where standard mains
voltage equipment is normally used. In office areas, general purpose outlets will be located on each wall.
Three-phase switched socket outlets (400 V, 63 A, 4-pole) for welding supplies will be installed in
strategic locations on an approximate 50m grid through the plant/maintenance buildings.

Cabling and Wiring


The wiring for lighting and small power systems installed between distribution boards and final
connections will be Single core 450/750V Halogen Free Flame-Retardant Polyolefin Insulated
Wire(HFIX) and will be installed in the hot dip galvanized steel or PVC conduits for protecting
mechanical damage. And the multi core power cables will be used for all outdoor lighting. F

3.14.6. Cathodic Protection


Cathodic protection system will be provided as necessary to protect below ground piping, tanks and
structures from galvanic corrosion. Cathodic protection equipment will be applied in accordance with

resistance and chemical characteristics of the soil. The cathodic protection system will be mainly of the
impressed current type.

3.14.7. Communication System


Telephone and LAN system
The IP based telephone system for the site will comprise of main distribution frame, cabling network
including underground ducts, joint boxes, external and internal cabling, telephone/data sockets,
telephone handsets.

Project owner will provide external telephone lines up to Junction box in communication room of
Central Control Building. Further cabling and integration into IP-PABX is in scope of Contractor.
The office LAN system will be complete with servers, communications, networks, cabling and
infrastructure to provide for and support a system of personal computers (PC) for the staff.

Public Address System


The equipment will be of the latest design technology. It will be to the highest quality giving clear
intelligible output regardless of the location, through use of appropriate loudspeakers and their
positioning. The equipment will be modular to allow flexibility for system reconfiguration or extension.
The equipment will include an operator’s desk microphone and zone selection unit.
The system will include flashing beacons with loudspeakers or horns in areas of high ambient noise.

Walkie-talkie System
Ten (10) sets of multiple channels (minimum of 8 channels) heavy duty commercial grade walkie-
talkies approved by the Government Entity will be provided for the Plant. The walkie-talkie system will
be capable of operating independently of all other communication systems. The battery charging
equipment will be included. The walkie-talkie system will operate at UHF band with frequency
modulation (FM). The Walkie-Talkie system will obtain license from the Government entity for the
owner to operate.

3.14.8. CCTV(Closed Circuit Television System)

Closed circuit television system (CCTV) shall be provided for security purpose and operational purpose.

The security-purpose complete Closed Circuit Television system (CCTV) will be installed in the main
guard house and the camera will be installed at fence area which is accessible easily from outside at
interval of about 90m, access road and entry gate area for surveillance and monitoring of the Plant.

The operational-purpose CCTV shall monitor the operational area such as burner area, turbine hall, coal
unloading jetty, stacking of coal in coal yard, coal transfer tower, sea water FGD, water treatment plant,
transformers, switchyard and other machineries and equipment. This set of CCTV shall be installed in
the CCR.
