1. Scope

This Procedure is intended to specify the requirements of packing, marking and handling of the items for
VUNG ANG 2 THERMAL POWER PLANT PROJECT.

2. Purpose

The purpose of this instruction is to provide the method of packing, marking and handling to protect from any
corrosion, contamination, physical damage or any effect which could lower the quality or cause deteriorate during
shipment, handling and storage.

3. Reference Document

3.1. The Contract Specification


3.2. ISPM 15(International Standards for Phytosanitary Measures)

4. Preservation

4.1. The inspection for paint shall be performed before packing the items.

4.2. All surfaces of products shall be cleaned free of oil, rust and contaminant before packing.

4.3. Sufficient amount of the grease shall be applied to all of threaded areas.

4.4. All machined surfaces shall be applied Tectyl 506 or equivalents to prevent rust.

4.5. The bagged V.C.I(Volatile Corrosion Inhibitor) in the net shape bad shall be hung or powdered V.C.I shall be scattered
inside of the Carbon Steel Tank, Vessel, Drum, Heat Exchanger, Tube and Pipe Spool, etc. which the inside of the
product has no protection from painting or corrosion inhibitor after finishing cleaning inspection. The amount of V.C.I is
min. 30g/㎥.
(Insertion of V.C.I can be excluded in which the product is filled with Nitrogen.)

4.6. After assembling the man-way, attach a sticker giving information about the quantity of V.C.I used in the tank at a
visible spot near the man-way cover.

4.7. For inside of carbon steel pipe V.C.I shall be applied, and for inside of stainless steel pipe desiccant(Min. 300g/㎥) shall
be applied.

4.8. Remove all V.C.I before installation(or construction) and replace the new V.C.I every 6 months if the storage period
goes over than 6 months.

4.9. Bagged desiccants will be put inside of the boxes to protect from corrosion during shipment and temporary storage
before erection. The amount of desiccant is min. 300g/㎥.
(Desiccant can’t contact with products directly.)

※ Caution : Desiccant should be applied inside of the barrier(Vinyl, V.C.I Film, Al-Foil, etc.) that covering the product,
and no material that includes moisture as wood shall be placed inside of barrier.

4.10. Desiccant bags must be removed before installation at sites.

5. Packing

5.1. Classification of Packing Forms

5.1.1. Water Proof Box


Water Proof Boxes shall be sealed completely and be applied to products that need water proofing, rust-prevention
and products that damage prevention from vibration, shock and pressure of weight is required. And accessories and
small parts shall be packed in this packing form.

5.1.2. Open Crate


Open Crates shall be applied to products and parts that are resistant to rain, dust, sunshine, vibration, pressure and
shock. And these forms shall be applied to products that need external check during the transportation.

5.1.3. Skid
Skids shall be applied to products that are strong enough to endure water, sunshine and damage due to contact or
shock when handling products directly.

5.1.4. Bundle
Bundles shall be applied to products that are simple and strong enough to endure damages due to contact or shock
when loading or unloading.

5.1.5. Moisture Proof Box


Moisture Proof Boxes shall be sealed completely and be applied to products that need water proofing, moisture
proofing, rust-prevention and products that damage prevention from vibration, shock and pressure of weight is
required. And electric panels and spare parts shall be packed in this packing form.

☞ Bagged desiccants shall be put inside of the Al-foil. The amount of desiccant is over 300g/㎥.

5.1.6. Pallet
Pallets shall be applied to products such as thin plates or pipes that are not strong enough to protect products by
simple skids or bundles during the transportation and storage which can effect deformation of product. And special
cares are needed to prevent damage when stacking the product.

5.1.7. Steel Frame


Steel frame shall be applied to products such as stack, duct, module, CE, DE, Coal burner and casing etc. that are
easily damaged due to big size and heavy weight. Special care is needed to prevent damage in product’s shape with
multistage loading.

5.1.8. Drum
Drum shall be applied to products such as cable that are thin and long length.

5.1.9. Container
Container packing shall be applied to products that need water proofing and damage prevention from shock and
pressure. Usually, shipping container will be used for this packing type, and these packing types shall be used
before installation at site.

5.2. General

5.2.1. The size of Knots must not exceed 1/3th the width of timbers.

5.2.2. The wood packing materials used in packing or shipment for Export PJT must be either heat treated or be fumigated
according to ISPM-15.(the wood packing materials for country that are not requested to apply ISPM-15 can be excluded)
- Heat treatment with minimum56℃ in core temperature for more than 30 minutes.
- Fumigation with MB(Methyl Bromide) gas treatment.

5.2.3. The plywood that satisfies standard/semi-waterproof/1st grade in KS F3101 should be used.
In case of imported plywood, plywood that satisfies BB/CC grade in IHPA or equivalent level should be used.
[The thickness of plywood shall satisfy standard(±4%) of KS, and 9T plywood can be allowed not less than 8.5T,
12T plywood can be allowed not less than 11.5T]

5.2.4. All wood shall not have the direct contact with products. The product surfaces directly contacting wood should be
protected by placing a cushioning material(Toilon or Rubber pad). However, rubber pads shall not contact with products
directly.

5.2.5. All packing materials should maintain its function even if those materials are stored for maximum 12 months at outdoors.
(However, in case of packing for product that required storage of less than 12 months, packing material which
maintain its function during storage period can be applied.

5.2.6. Products shall be packed separately to stack according to their weight and bulk.

5.2.7. The Tags shall be attached to each products to make field identification easy, and the tags shall be adhered firmly to
prevent being detached easily during handling and transportation.

5.2.8. Stainless steel materials and equipment shall be packed separately from carbon steel materials.

5.2.9. Small loose items and spare parts shall be packed separately.

5.2.10. Small loose items(all items under 1m) shall be packed in boxes.

5.2.11. The Products shall be properly blocked and braced to prevent damage during transportation, handling and storage.

5.2.12. The fixing wood shall be fixed to avoid separating

5.2.13. In case of fixing product with Steel bands, the pad(plastic, Toilon, Film, etc.) shall be applied to prevent the direct
contact from the product.

5.2.14. The rubber pad, plastic guard, etc. shall be placed between Cord Strap and the sharp part of product in order to protect
from damage.

5.2.15. To prevent damage of painted surfaces due to direct contact between products, cushioning materials shall be put between
the products and be fixed.

5.2.16. Thin products which have risk of deformation caused by direct contact with handling equipment(Wire, Fork, etc.) shall
be packed in wooden boxes or steel frame.

5.2.17. The specification of tent used for the top of wooden box or covering products shall be applied as follow.
- Specification : PE Tarpaulin(Min. 200g/㎡), PVC Tarpaulin(Min. 500g/㎡), Allowable range : -5%
- Caution: unit area of tent in circulation on the market is 1.8 ㎡(Min. 360g/1.8 ㎡)

5.2.18. Products with galvanizing shall be required to have protection with tent or vinyl according to its shape and packing type.
- Skid/Bundle/Pallet : All sides(including bottom side) covering with tent is required for the product with shape that
water could be stagnating
(However, covering with tent shall not be applied for the product with shape that water could not be stagnating.)
- Wooden Box : All sides(including bottom side) covering of product with vinyl is required inside of the box.

5.2.19. In case of wooden box, pallet, skid and so on, timber and timber shall be assembled with bolts or nail, and timber which
are more than 90x90mm shall be assembled with bolts according to below table.

2) In case of skid, Min. 12mm bolts shall be applied for assembly between the timbers(more than 90x90mm) normally.
(But, Min. 16mm bolts shall be applied for timbers which are more than 150x150mm)

5.2.20. The flanged/non-flanged opening parts of product, pipe, tube, etc. shall be covered with plastic cap or plywood, and
sealed using adhesive tape that are low in halogen and sulfur.
1) Flanged opening
- The flange faces shall be covered with plywood that have the minimum thickness of 9mm or steel cover, and 3 mm
rubber gasket or Toilon shall be inserted in order to seal. The quantity of bolts shall be at least 4 points
- Additionally, flanged opening part(including pipe part) shall be covered with vinyl and tent, and sealed using adhesive
tape. However, in case of flange faces is covered with steel plate or product is packed in wooden box, covering with
vinyl and tent can be excluded.
2) Non-flanged opening
- The non-flanged openings shall be covered with plywood or plastic cap or plastic sheet, and sealed using adhesive tape.
In case of using plywood or plastic sheet, opening part should be sealed as much as possible with vinyl.

5.2.21. One copy of packing list shall be put in the vinyl bag and be attached by using steel covers to the outside of packages.
(In case of box, on copy of packing list shall be put in the box if additional required.)

5.2.22. In case of transportation with dry container, the timber direction of rubbing strip of box/pallet/skid shall be applied in the
same direction as the longitudinal direction of the container.

5.2.23. Products(Paint/Thinner, Battery, etc.) which are classified as dangerous goods should be packed according to the related
international regulation such as IMDG Code(International Maritime Dangerous Goods Code), TI(Technical Instructions
for the safe transport of dangerous goods by air) and so on.

5.3. General requirements for Moisture Proof Box, Water Proof Box and Open Crate

5.3.1. All boxes should be designed according to‘AppendixⅠ, Ⅱ’of this document.

5.3.2. In case of wooden boxes, all the products shall be covered fully with barrier(Vinyl, V.C.I Film, Al-Foil, etc.) to make the
most of the prevention of the product from the moisture that could be flowed into from the outside and could be created
inside of the box.

5.3.3. If lots of products are piled up in the boxes, products should be fixed tightly with plywood or wood pieces to prevent
physical damage from rolling caused by moving or transportation.

5.3.4. The empty space caused by unevenness of products in the boxes should be filled up with wood pieces in order to prevent
the breakage caused by stacking during ocean transportation.

5.3.5. All boxes shall be packed which is able to pile up with several layers in the holds of vessels when shipping or
transportation.

5.3.6. All wooden boxes for export shall be tightly wrapped and fastened with steel straps or cord straps according to below a
table. (For the domestic box, this clause shall be applied to the project with additional request from customer.)

5.3.7. The wooden boxes shall be covered with tent(PE Tarpaulin) to prevent from weather effects such as rain during
transportation and storage.
Only with specific need, PVC Tarpaulin shall be applied.
※ Process : After assembling top plate of box, install a corner protector at upper corner, and its top should be covered
with vinyl and tent. And the edge of tent’s hem shall be fixed with webbing belt.

5.4. General requirements for Skid, Bundle and Pallet

5.4.1. For product packed in wooden skid or bundle, the timber which can have at least 120 mm of the minimum distance
between bottom of product and ground shall be used for packing. However, for products are handled only by crane, the
timber which can have at least 90 mm can be used.
※ For boiler pressure part(Header, Tube, Panel), the minimum thickness of lower timber shall be
150 mm or more.

5.4.2. The distance between wooden skids shall maintain the regular interval to make loading easy while shipment.

5.4.3. In case of wooden skids the timber for skid shall be fixed tightly to the products with bolts, wire ropes, etc. to prevent
escaping of timber during transportation and handling.

5.4.4. The interval between bolts for fixing wooden skid and products should be maintained at least 30 cm or more.

5.4.5. The minimum size of the bolts is 12 mm, but 16 mm bolts should be applied if the weight of packing is more than 10 ton
or height of packing is more than 1m.

5.4.6. Products that are packed in group with more than 2 shall not exceed 1.5 m in height and 15 ton in weight.

5.4.7. The timber should be installed within at least 500mm from the both edges of products.

5.4.8. When products are packed in bundle by multi-stacking, struts(role of skid) between products shall be aligned vertically
and be tightened with bolts entirely to prevent separation. For products that can be moved during the shipping or
handling, each stage shall be fixed with Cord Strap or Steel band, and struts should be applied between each stages.
When assembling, coated(galvanized or equivalent) bolts, nuts and washer shall be used and surface of the bolts shall be
protected by using the rubber hose, etc..

5.4.9. The bolts used in upper part of wooden skid/bundle/pallet shall be fastened after grooving to avoid interference during
transportation or shipment. However, in case of local transportation or not stacking during storage, wood grooving can
be excluded.

5.4.10. In case of packing in bundle or pallet, the interval between Cord straps or Steel bands should be below 2 m.

5.4.11. Check if there is no loosen bolts, cord strap, steel band due to the wood drying after packing completion and before
shipment. All bolts and nuts should be fastened tightly.

5.4.12. All products shall be packed properly with timber, plywood and rubber pad, etc. to prevent damage caused by direct
contact with handling equipment during handling.
(Especially, handling points of products as Vessel, Tank, Big bore pipe, etc. packed in skid shall be protected with timber,
rubber pad, plastic, etc.)

5.4.13. Products packed in the Skid/Bundle/Pallet which are vulnerable to weather effects or dust during transportation and
storage shall be covered with tent to prevent.

5.4.14. Stainless steel products(non-painted) which are vulnerable to seawater or water contaminants shall be covered with tent
when packed in the Skid/Bundle/Pallet.
Caution : Direct contact with packing materials that includes chlorine contents(PVC Tarpaulin, etc.) shall be avoided.

5.4.15. Products(PVC Pipe, etc.) which are vulnerable to ultraviolet rays shall be covered with tent when packed in the
Skid/Bundle/Pallet.

5.4.16. Products that are covered by tents shall be tied firmly by P.E ropes, cord strap, etc. to avoid being torn during
transportation. And the rubber pad, Plastic Form, additional Tent, etc. shall be placed between tent and sharp part of
product in order to protect tent from damage.

5.4.17. Sling point of Products weighed more than 3 Ton packed in pallet shall be protected with the wire cover lower. The
specification for wire cover lower refer to the specification of the wooden box(Appendix.Ⅱ).

5.4.18. The pallet exceeding 1 tons will be designed according to ‘table 1, 3, 4’ of ‘Appendix II’ in this document.

5.5. General requirements for Steel Frame

5.5.1. In case of steel framed skid, uneven parts should be covered or leveled with nylon ropes or plywood before covering it
with tents in order to prevent product’s damages caused by rain water pools on tent’s top during transportation and
storage at sites. And extra lifting lugs for handling should be installed to prevent damages of tents or products caused by
wire ropes when handling products.

5.6. Packing for Steam Drum

5.6.1. Internal materials(applied short term rust prevented) which are loose part should be packed in the moisture proof packing,
and timbers and packing materials which contain moisture shall not be packed together in the moisture proof packing.

5.7. Packing for Steel Structure

5.7.1. The timbers should be installed at every interval of 1.5 ~ 2 m.(Column : Max. 3 m).

5.7.2. Apply the plywood (min. 9 mm) to the bottom of the base plate such as columns to prevent damage.

5.7.3. Add the plastic guards to the contacting surface between metal and metal, and then execute the banding work.

5.7.4. Pack the members including brackets at both ends in separated packing horizontally, and complement product using the
struts.

5.7.5. Big sized members and small sized members shall be packed separately. If they are packed together, pack them stably
with members having small difference in the size and tighten with Cord Straps or Steel Band.

5.7.6. In case of pipe braces, gusset plates that are delivered as assembled form shall be disassembled and packed separately in
boxes for efficiency of packing. In this case, marking of member’s number and lists of member should be written
thoroughly.

5.8. Packing for items of Condenser

5.8.1. The opened part of Shell & Hotwell shall be covered with plywood, and then upper part of them shall be covered with
plastic sheets in order to protect from the foreign materials entering to inside of products. The Toilon shall be placed
between tube sheet faces and plywood for protection to prevent damages when packing Shell.

5.8.2. The upper aspect of the Extended Neck and Transition shall be covered with plastic sheets in order to protect from the
foreign materials entering to inside of products.

5.8.3. Items of Condenser(Miscellaneous components such as spray pipe, pad, plate & coupling etc,) shall be transported safely
by choosing the most reasonable type among the boxes, bundles and skids according to their shape and specification.

5.9. Packing for Air & Gas Duct

5.9.1. Panel type ducts shall be packed in pallet. However, products which is assembled and supplied as assembly type or steel
structure such as beam can be packed in the skid.

5.10. Packing for Coal Burner

5.10.1. Coal burner & O.F.A shall be packed in steel shipping frame which is able to pile up with several layer in hold of vessel,
when shipping for transportation.

5.11. Packing for Auxiliary

5.11.1. Susceptible parts such as gauges shall be wrapped in vinyl and Toilon to prevent damage.

5.11.2. Motors and valves shall be wrapped in polyethylene film and fixed with tapes.

5.11.3. Systems packed in skid type shall be covered with plastic sheets or shrink wrap film in order to protect from the foreign
materials entering to inside.

6. Marking

6.1. All packages shall have clear shipping mark. The size of letters shall be normally 2.5 cm or bigger. If impossible, the
letter size will be determined by size of packages. The shipping mark is as follows.

In case of coating, coating paper shall have enough space(Min. 1 cm) for stapling that the staple does not go through the
paper.

6.3. The appropriate instruction for handling, transportation and storage shall be marked on outside of the package using
stencil.

6.4. Care marks should be marked using a red-waterproofing stencil. If the background color is black or dark color, the
contrasting color for marks shall be applied.

6.5. The content of shipping marks should be recorded accurately in order to avoid the difficulty of identifying material at the
site(INV.NO, PKG NO, DIMENSION, PKG Q’TY etc.).

6.6. When the shipping marks are manufactured with plywood, management items should be recorded with black oil-based
pen or paint.

6.7. When using the coating films, four edges of the shipping marks shall be fixed with tapes after being punched by a stapler.
If necessary, its top can be fixed with tapes additionally.

6.8. When skids are fixed with cord straps or steel bands, shipping mark can be fixed with cord straps or steel bands used.

6.9. If it’s hard to attach the coating films to products such as steel structures, a sticker should be used and four edges of the
shipping marks shall be fixed with tapes.

6.10. Stencil or sticker shall be used for marking of care marks and warning marks.

6.11. Lifting points shall be marked clearly on all Items.

6.12. C.O.G(Center of Gravity) mark shall be marked clearly on all items and outside of packing.
- The weight of product is less than 20 Ton : 2 Point(Front/Back side for handling)
- The weight of product is more than 20 Ton : 4 Point
- For the product which C.O.G is not center : 4 Point(regardless of weight)

7. Shipping

7.1. General

7.1.1. Every handling tools or equipment shall be checked for their capability before using.

7.1.2. The experienced or trained person should be assigned to the working that need special handling or lifting equipment.

7.1.3. Handling shall be performed at prescribed location.

7.2. Handling

7.2.1. Followings shall be considered when handling with devices and equipment.
1) Product’s characteristics such as size, weight and center of gravity.
2) Handling types such as lifting, turning and positioning.

7.2.2. Handling shall be performed carefully to prevent damage of machined surfaces, deletion of identification and distortion
of products.

7.2.3. The length of wire depends on size of product, and the angels between wires can’t exceed 60° generally.
