circular. Except where the contrary applies, appointments made will be in terms of the Conditions of
Services applicable within the eThekwini Municipality.

Job Purpose:
Facilitate the provision of a professional, strategic, and specialized services designed to add value and improve
the Cluster’s operations, strategy, mandate and help accomplish set objectives as well as ensure effective
coordination and control over the executive commitments of the Cluster and to enforce improved
implementation and management of processes throughout the Cluster.
Key Responsibility Areas:
•Manage and oversee the development, implementation, and maintenance of the Cluster executive commitments
Strategy and Compliance Plan.
•Manage operations within the Office of the DCM.
•Forward planning, strategic alignment, defining strategic and functional objectives of the Cluster’s intent and
deliveries.
•Manage Cluster’s overall high-level administrative functions.
•Manage, direct and guide programmes and projects.
•Interact internally and externally disseminating professional information with recommendations, solutions, and
alternatives.
•Identifies with the clusters strategic objectives and aligns departmental key performance areas to support the
execution of plans and programmes.
•Manages and controls outcomes associated with utilization, productivity, and performance of personnel within
the section.
•Co-ordinates the finalization of the capital and operating budget for the cluster and guides the DCM in the
approval and control of expenditure against the budget.
•Provide input into the development policy and procedures to provide direction on critical issues relating to
employment conditions of service delivery dictates.
•Adhering to Batho Pele principles.
•Manage and administer internal and external Youth Programmes and initiatives.
•Disseminates strategic and functional information on the immediate, short, and long-term plans and current
applications and constraints.
•Co-ordinates specific administrative and reporting requirements associated with the key performance and
results indicators of the functionality.

•Relevant tertiary Degree (NQF level 7).

Job Purpose:
To provide a specialised financial auditing professional consulting service by providing a reliable, value added
and independent technical auditing assurance function for eThekwini Municipality over the effectiveness of
controls mitigating current and evolving high risks and in so doing enhance the controls of the organisation with
specific reference to Treasury and financial operations.
Key Responsibility Areas:
•Implements audit programmes and projects, focussing on financial / technical / Treasury activities.
•Provide specialist financial auditing input for positive contribution to clean audit mandate and compliance with
the standards.
•Contributes specialist financial auditing requirements in implementing financial auditing projects aligned with
the combined assurance audit programme.
•Disseminates functional and operational information on the immediate, short- and long-term objectives and
current applications and constraints.
•Provides specialist financial auditing contribution to the administrative and reporting requirements associated
with the key performance and result indicators of the financial auditing remit.
•Contributes to knowledge management and document control systems (continuity and business recovery

•Relevant B. Degree in Financial / Accounting / Auditing, plus three (3) years articles. IIASA-IAT and GIA will
service as an alternative to the three (3) years articles.
•Valid motor vehicle driver’s license (Code B).

•Relevant post graduate qualification. CTA or Honours in Accounting. CIA / CA would be an advantage.

Job Purpose:
To monitor and control the activities within natural areas, Metropolitan Open Space, and municipal nature
reserves of the EThekwini Municipal area.
Key Responsibility Areas:
•Organises and leads field patrols, locates, and remove trapping devices.
•Investigate signs of unauthorised harvesting and/or poaching, unauthorised entry and vagrancy/illegal
habitation, damage to perimeter fencing and presence of feral/problem/domestic animals.
•Enforces applicable Acts, legislation, by-laws, regulations, and policies, attending legal proceedings as
required.
•Utilises and maintains a variety of tools, machinery, and equipment such as firearms, trapping devices, hand
tools, brush cutting machinery, chemical sprayers, firefighting equipment etc.
•Inspects and undertakes minor repairs to infrastructure such as fencing, bridges and walking trails.
•Addresses minor complaints and queries posed by the members of the community and general public, referring
complex issues to the Supervisor.
•Maintains up-to-date working knowledge in the field of nature conservation.
•Ensures the health and safety of staff and the general public.
Essential Requirements:
•Appropriate level of secondary education. Field Ranger Training Certificate.
•Peace Officer Certificate.
•Firearm Competence Certificate.
•Valid motor vehicle drivers’ licence (Code B or EB).
•18 Months relevant experience.
Preferred Requirements:
•24 Months relevant experience.
Special Conditions:
May be required to work in all weather conditions. May be required to use a firearm and ammunition. May be
required to work overtime/irregular hours. May be required to act in the capacity of surrounding posts. Posts of
Field Ranger are interchangeable within the Department.
Physical Requirements:
Must be physically fit and be able to perform the strenuous requirements of the post e.g., walking long
distances, carrying equipment over natural terrain.

Job Purpose:

•Prepares for the day’s work.
•Maintains allocated small plants and equipment in a clean, functional, and safe conditions.
•Maintains public land, facilities, and infrastructure with natural and DM.O.S. S areas.
•Performs Arboriculture, watercourse maintenance and habitat rehabilitation specific to Natural Reserve/
Aquatic areas and D.M.O.S.S area.
•Clearing of Alien invasive species and indigenous bush encroachment in terrestrial and aquatic habitats.

•Undertakes the construction and maintenance of facilities.

within the eThekwini Municipal area.
•Provides input into the development of Community Development Policy for the Municipality.
•Provides input during the establishment of Community Development Programmes or Projects at local level by
facilitating the establishment process of the development programmes or projects.
•Implements identified projects from business plan.
•Provides reports on the performance of programmes or projects in order for the Regional Coordinator to
monitor progress.
•Updating the Regional Co-ordinator in terms of agreed plans.
Essential Requirements:
•Matric/Grade 12.
•Valid motor vehicle driver’s license.
•12 Months relevant experience.
Preferred Requirements:
•Matric/Grade 12 plus relevant certificate accredited by SAQA.
•18 Month’s experience working with diverse groups and active involvement in community initiatives.

SENIOR COMMUNITY MOBILISER: Grade 10

Job Purpose:
Responsible for initiation and facilitation of community developmental programmes and promotion of public
participation to ensure improved service delivery, coordination of ward-based programmes and activities as well
as research.
Key Responsibility Areas:
•Determining the needs of communities and communicate these needs to the relevant government structures.
•Initiating and facilitating systems of information dissemination between communities, civil society structures
and government.
•Participate and facilitating the implementation and monitoring of grants in Aid, community Gardens, Soup
kitchen, Youth and Gender, Community Based Planning, Community Based Structures, Vulnerable Groups,
Masakhane and Traditional Leadership.
•Compiling reports and documents pertaining to action taken and outcomes.

Job Purpose:

Key Responsibility Areas:
•Provides input into plans and co-ordinates in conjunction with the Fire Safety Manager, the activities of the
Fire Safety Section and functionality especially with respect to service delivery.
•Directs and controls outcomes associated with utilization, productivity, and performance of personnel within
the Department.
•Planning and conducting inspections and investigations of industrial, commercial, or other occupied premises
and/or public facilities to determine compliance to NBRSA and Fire Bylaw.
•Consult and examine with the intent to optimize the design of buildings in respect of fire and life safety.
•Consult and examine with the intent to optimize the design of dangerous goods installations in respect of fire
and life safety.
•Disseminates operational and functional information on the short-term objectives and current applications and
constraints.
•Executes actions to address administrative and reporting requirements associated with the key performance and
result indicators of the functionality.
Essential Requirements:
•Higher Certificate in Fire Technology of the South African Emergency Services Institute.
•Valid motor vehicle driver’s license (Code B).
•3 years relevant experience.
•Computer Literacy.
Preferred Requirements:
•Diploma in Fire Technology of the South African Emergency Services Institute.
•4 Years relevant experience.
Special Conditions:
1. Must satisfy unit competency assessment for appointment to the position of Fire Safety Officer. 2. The
