Observation on the development of the field HRD of Bangladesh both positive and negative

The concept of human resources development emphasizes the integration of human capital and human needs aspects of human resources in
development. The various components of development -- health, education, environment, employment, manpower development, and science and
technology -- are not new. What is new is their combination in a unified approach to development policy making and planning that focuses on the role of
human beings as both a critical input to, and the ultimate beneficiaries of, the development process.

Now I am portray of my observation on the development of the field HRD of Bangladesh both positive and negative.

Positive Observation

HRD awareness establishment: Currently Bangladesh is considered as a developing country. HRD awareness is being created and growing day by
day in Bangladesh as a characteristic of a developing country. This is a positive thing for HR development. For example, it can be said that in various
government and private institutions, HR management as well as training programs for the development of human resources are being taken.
Stakeholders in every sector of the country recognize that proper human resource development is essential for sound human resource management.

Use and support of HRD within government: Use of HRD by Govt. can be witnessed. Almost every ministry and department of the government has its
own training center. After recruitment in these centers, basic training and various necessary training programs are conducted before and after promotion
as per the need at different stages of career. Also, the government trains the country's unskilled human resources through various technical institutions
so that they can be established as skilled workers abroad, self-employed and entrepreneurs in the country. For example, Youth Development Training
Center, SEIP, Aspire to innovate (a2i) PROJECT, govt. owned bank training institute etc.

Corporate/non govt. sector use of HRD: Currently we see that various domestic private companies, MNC's, organizations are transforming their
human resources into advanced, efficient and smart human resources through various training programs. They are conducting training activities by
creating HRD department in their organization and hiring internal or outside trainers. Also they are turning employees into modern human resources by
applying HRD training delivery method. Many MNC and FDI based industry organizations provide training to their employees abroad.

Establishment of HR consultancy firm: Over the past several years, we have witnessed the establishment of several HR consultancy service firms in
Bangladesh. These firms design various need based training programs and provide training service them to various organizations. These firms have
their own trainers; they conduct training activities by following course modules, sharing experiences, providing materials etc.

Easy availability of training materials: Nowadays it is much easier to get training material than before. Because HRD awareness and its practice are
increasing day by day, the demand for tanning materials has been created. Due to these reasons training material is being prepared. Domestic and
foreign organizations, institutes, research institutes, research projects, universities, corporate training institutes or corporate universities are constantly
researching HRD and creating training materials. This is published in various publications from which we can collect necessary training material.

Training in online platform: At present, training activities are conducted through various online platforms. Here training is provided through one way
communication or two way communication systems. The trainer connects with his audience through video conferencing. Also training activities are
conducted through recorded audio video. Due to the possibility of taking online training, a person can take training on his own initiative for his personal
development and organizations can train more people using online medium at low cost and it is possible to connect any trainer from home and abroad
very easily.

Work life balance program: Nowadays people's work life is affecting their personal life due to changing nature of work. A balanced work and personal
life requires a balance between the two. Keeping these things in mind, many training firms are offering various courses on work life balance which is like
a kind of counseling. Work life based counseling is needed to improve people's mental well-being, peace, understanding etc. in the current lifestyle.
Various institutes and trainers offer various training sessions and counseling sessions regarding these things.

Negative observation

Not use of proper material and resources and fault in need analysis: In many cases in our country, proper training material and trainer are not used
in training. Due to which, even if the training is done, it does not have any beneficial effect. Also, there is a lack of proper verification of those who are
being given training whether they really need that training, what subject they need training for.

HRD use for only Marketing Purpose: Many government and private organizations in our country conduct training programs for publicity or promotion.
Such a training program becomes an annual picnic or fun event. Also, many organizations conduct training programs on informal occasions only
because there is a training rule in their organizational policy.

Reluctance to fund: Many organizations are reluctant to allocate any funds for training. They rightly expect organizational efficiency but do not want to
undertake training programs for it.

Only interest in HRM not HRD: Many organizations in our country are still more interested in managing human resources, they do not understand that
proper HR management needs to develop human resources. Effective and efficient HR management is never possible with underdeveloped human
resources.

Not evaluating the impact of training: There are many institutions in our country who are conducting training programs constantly but they do not
review the results of those training programs. Through this it is not understood whether the effectiveness of training and proper development is taking
place. If the results of the training are not verified and adjusted, its impact on the development of the organization is not in the phase.

Wasting time and resources: There are many we noticed some organization conduct training program but they don't use their resources efficiently.
They wasted funds, materials, and time etc for running training program. Without proper way to use of resource the training program will consider to
wasting time and resources.
