1. INTRODUCTION
This Design Basis Report is to be read in conjunction with the cross discipline drawings, and
forms a statement for all design intent, codes and standards, references and functional
requirements for the project.
The primary objective of this Design Basis Report (DBR) is to illustrate and explain to its
reviewing audience (primarily End-Users and the Royal Commission) the primary factors,
elements, conditions, and/or assumptions considered in developing the facility systems and
components, and to provide a fundamental foundation for the detailed multi-engineering design
in “Government Building Phase II” that will serve as a guideline for the Development of Design
and Engineering work in achieving the utmost, optimum and excellent architectural and
engineering design solution.

Background and Brief Description of the Project


This engineering design work is being carried out as part of a consulting Framework
Agreement (“T-Contract”) entitled:
Contract No. 610-T17: Design and Engineering Services for Public Facilities.
Concluded between the Royal Commission for Jubail and Yanbu, and the ACE Jubail
Association (comprising the partners AbdulRahman Al-Naim Consultant Engineers with
Bernard Ingenieure ZT GmbH and Obermeyer Planen und Beraten GmbH). The
Agreement was signed on 18th January 2008, covering an application of the services to
an open-ended number of Tasks. The agreement is of the framework type, and is
complemented by a Task Release for each specific Task to be undertaken.
Components of Contract No. 610-T17:
The Royal Commission is proposing to provide three additional service facilities
in Jubail Industrial City, following are the description of each facility to be
developed:

A. Jubail Governor’s Office Building :


This is a Two Storey Building, approximately 5,500 sq.m. total floor area, which will be
located adjacent to Tareeg Ts1, Tareeg Ts2 and Tareeg Abu Ali.

B. Dawa Office Building :


This is a Two Storey Building, approximately 2,600 sq.m. total floor area to be
located in Al Kuds.

C. Patrol Police Office Building :


This is a Single Storey Building with approximately 1,000sq.m. total floor area. This
building will be situated in a vacant lot adjacent to Al- Sinnah’ Avenue.

Scope of Work
The Scope of Work for this Task is to complete a Detailed Engineering
Design and Prepare an RFP Package for “Government Building Phase II“ as per the
Contract 610-T17 requirements, including site facilities, infrastructure, landscaping,
hardscaping, fit for purpose building design site canopies, both fixed and portable
building, furniture layout and supply and all items and elements incidental or
otherwise to such a development.
Design Requirements
The AE shall give due consideration to good Engineering Design practice in accordance
with RC Engineering Manual, RC Guideline Specifications, Jubail Management
Procedures, Marafiq and SEC standards and the Saudi Telecom Company Standards
and Requirements.
The building shall be designed with robust roofs, walls, framing and finishes which shall
maximize form, function, economy, constructability, ease and speed, availability of
materials and labor, thermal insulation, sound attenuation, fire resistance and energy
efficiency.
The floor plans and site layout shall maximize area utilization, material and building
elements are to be selected such that they enable and facilitate rapid construction (e.g.
use of precast concrete and other prefabricated systems and components for structural
applications) but must also be readily available in Eastern Province or be easily sourced
from other regions in the Kingdom of Saudi Arabia. Windows shall be selected to be of
low emission, tinted or dark double –glass, and air tight construction with weather strips
and gasket to conserve energy.
The buildings and the site where applicable shall be provided with Power, Lighting,
Telecommunication, LAN, HVAC, Plumbing, Fire Detection, Fire Suppression, Building
Management System, Handicapped Accessibility and Special Architectural features, all
as required for development of this Use, Occupancy, Form and function.

2. WORK BREAKDOWN PLAN


Delivering Quality Engineering Detailed Design and an RFP package in a timely manner as
per the Royal Commission Standard, is one of the challenges to the AE Consultant. Below
are the design process and milestones that will help to enable in achieving these goals:

Data Gathering and Coordination


Upon release of the task, AE will commence in conducting interface and data
gathering activities, research, investigate, compile, review and validate data, as built
drawings for buildings and existing site utilities, site topographic survey
information, design guidelines, specifications, related studies, reports, contract
packages and liaise and coordinate with all RC departments and end users who have
concern with the project.

Identification of Critical Activities


AE will prepare a schedule for the performance of this work and update the
schedule on a regular basis as agreed with RC. The schedule will convey task
progress, plan and actual, and identity the status of activities critical for successful
and timely completion of the task deliverables.
Concept and Detailed Design and Preparation of Bid Package / RFP
and IFC Packages
AE will provide conceptual designs according to their study from data gathered, site
visits inputs from RC departments, end user and as per the conceptual design work
shops. Upon approval, AE will proceed with the detailed engineering design based on
sound and established engineering principles in accordance with RC specifications,
guidelines, requirements, parameters, design criteria and all national and international
standards. Also, AE will prepare construction schedule for site and building stages, bid
package / RFP and IFC packages.
Value Engineering
AE will participate in the RC value engineering workshop at 10% design completion
stage, to consider potential “ brainstorming” alternative ideas. Considerations will
include, but not limited to, constructability and construction technology, suitability,
functionality, impact on system design and specifications, manpower requirements, material
availability, safety and reliability, operation & maintenance requirements, and initial and life
cycle cost.

Technical Reviews
In determining compliance of AE to RC standards, requirements, parameter, guidelines,
design criteria and all national and international standards, there is a need for technical
reviews at pre determined intervals. These reviews shall be held at the 10% conceptual and
preliminary design phase, 30% develop design phase, 90% detail design phase and
100% finalized detail design phase before submittal of IFC package.

3. DESIGN CRITERIA
Royal commission is seeking Economically Prudent, but high quality design and
development throughout the project. The AE contractor shall perform all necessary
analysis and selection of construction requirements & methods, fixtures, equipment and
materials to meet this primary design objective. The AE consultant shall establish
performance, function, quality and aesthetic appearance measures acceptable to the owner
throughout the design development. In order to achieve an ‘’excellent design” the Royal
Commission provides the following Design Parameters:
Public Safety and Protection of Property
The facilities design shall include provisions for public safety and property protection with
all means and measure for fire protection and emergency evacuation in accordance with
the requirements of the SBC 2006, IBC 2009, International Fire Code (IFC 2009) and
applicable requirements of National Fire Protection Code (NFPA).

Water Conservation
The facilities design shall include measures to conserve the potable and irrigation
water consumption as per the applicable Royal Commission guidelines. All proposed
water conservation systems must be justified with a life cycle cost analysis to
demonstrate the water cost savings offset the additional cost for the system. The
life cycle cost shall be based on a 20 year life and should include all operating
and maintenance cost and any replacement cost. No annual escalation should be
included water in the operating and maintenance costs.
Energy Conservation
The facilities design all include energy conservation measures such as shading,
insulation minimizing air conditioning loads, energy recovery, lightning control, utilization
of natural lighting and solar energy. All proposed energy conservation systems must
be justified with life cycle cost analysis to demonstrate the energy cost saving offset of
the additional cost for the system. The life cycle cost shall be based on a 20 year life
and should include all operating and maintenance cost and any replacement cost. No
annual escalation should be included in the energy operating and maintenance cost.
Maintainability
The overall design and the selection of fixtures, equipment, and materials shall
provide for easy and low maintenance requirements, easy access, standardization
of fixtures, equipment, and materials to achieve minimum spare parts and maximum
flexibility to replace. Design shall ensure that all equipment is accessible for
operation and maintenance and that those considerations for maintenance, repair
and replacement have been addressed.
Acoustics Control
Incorporate into the design of the structural, mechanical, electrical and architectural
systems measures to control and reduce noise and vibration levels in accordance with
the applicable and pertinent codes, standards and recommendation from the owner. The
facilities design shall include provision for sound and vibration isolation, as required
between adjacent areas, including the selection of sound attenuation and absorption
materials and components, where required.
Standardized Equipment
Included in the contract is a provision for incorporation of certain equipment which is
standard throughout Jubail Industrial City. Standard specification for these items will be
provided by the owner. Also included is the requirement to follow the precedence of
certain established methods, schemes, practices and philosophies as called for in
the specifications or shown on the task order drawings.
Corrosion Protection & Control
The facilities, services and utilities design shall incorporate into its civil, architectural
structural, electrical and mechanical components and systems measures necessary
for corrosion protection and control. This may include the use of non-metallic
components, ground water drainage, impressed current and sacrificial anodes, cathode
protection and corrosion-resistant materials and alloys.

Interior Design
The AE shall provide interior design of the facilities as appropriate for RC approval.
Codes and Standard
The facilities shall comply with applicable RC codes and standards, other third parties
related agencies standards, national and international codes and standards.
Culture and Tradition
The Architectural character and floor layout of the facility shall be based on the Islamic
culture and tradition.

4. SCOPE OF FACILITIES
4.1 Architectural Systems
4.1.1 Building Description

A. Jubail Governor’s Office Building


This project is proposed as a Two Storey Building, approximately 5,500 sq.m.
total floor area. This building will house the Governor of Jubail Industrial City
to fulfil his functions designated to him including an administrative office and
different offices for his staff that supports him in performing his duties and
responsibilities.

B. Dawa Office Building


This project consists of a Two Storey Building, approximately 2,600 sq.m. total
floor area. This office building will have an administrative function, recreational
and educational centre in order to provide spiritual education and rehabilitation
of muslims and will call non-muslim to embrace Islam through worship and
behaviour.

C. Patrol Police Office Building


The project a Single Storey Building with approximately 1,000sq.m. total floor
area. This office building is intended for the use of the Patrol Police officer.

4.1.2.3 Architectural Design Concept


A. Jubail Governor’s Office Building
“Living now in the present is because of the past” the architect is inspired of
the Post Modern Architecture blending of modern and a touch of Islamic
architectural style of the gulf, in order for the people to appreciate and will not
forget the history and significant of the past, even they are now living in the
present. The Facility is intended for the Governor which is one of the
respected and powerful men in the country. It is composed of a massive
structure with a huge dome and column that signify power to carry the
responsibility and protect the welfare of the community, and an element of
groove straight lines denotes the character of the true leader leading towards
the straight path of good governance. The building is not specifically same
character with the building around it but it blends with the environment and
nature.

B. Dawa Office Building


“Dawa” an Arabic term for calling, the facility is intended to rehabilitate,
educate and call muslim and non muslim to embrace Islam. The architect is
inspired to apply the Contemporary Modern Architecture which is suitable to
convey the message to the people what is the building intend for, the
architectural characteristic of the building is simple and plain (denotes that one
should come and be humble to embrace Islam), recessed and projected
elements in elevation with a variation of hue, black and white (to leave the
dark past and start to live a new life); mirrored floor plans, with a centred
courtyard (reflect and put Islam in the centre of one’s new life).

Ground Bearing Floor Slabs


The proposed floor is made of 100 mm thk. reinforced concrete slab with
50mm cement screed rest on well compacted sub grade with structural fill. A
provision of polyethylene sheet vapor barrier (200 micron) with joining tape
shall be provided for moisture protection and water proofing membrane (2mm
thk. UPVC) in wet areas for protection against water condensation and
moisture from underneath.

Upper Floor Slabs


The upper floor are made of 150mm thk. reinforced concrete slab with 50 mm
thk. cement screed provision for water proving membrane (2 mm thk. UPVC)
in wet areas for protection against water condensation.

B. Dawa Office Building

m².K/W).
 Polyethylene sheet vapor barriers (200 micron) with joining tape.

4.1.3.3 Roofing System


A. General
Roofing membranes shall be designed to with stand intense sunlight, strong
wind, sand abrasion, sweating and rapid temperature change, following are
the roofing type to be used for all buildings:

The inverted roofing system layers are composed of the following:


 Loose laid stones/loose laid tiles (300 x 300 x 20 mm thk.) for pathway.
 Filter cloth (separation layer).
 Polyethylene XPS thermal insulation 150 mm thk.
(R value=30h.ft² ºF/Btu (5.28m² K/W).
 Polyethylene sheet (200 micron) vapor barrier.
 Water proofing membrane (2 mm thick upvc).
 50 mm-30 mm (varies) cement foam concrete sloped to drain.

Particular attention shall be given to the design of flashing caulking and


expansion joint cover so that they are continuous and remain weather tight
under all conditions.

4.1.3.4 Doors
All doors must comply with the following as required:
 All swing doors should be located to clear passing pedestrian traffic
without interference and arc of the door swing should exceed 90 degrees
to allow the full width of the door opening to be unobstructed.
 All glass doors and sidelights should be clearly identified to prevent the
possibility of people walking directly into them accidentally and a
provision of safety glazing to reduce accident due to broken glass.
 All doors hinge jambs should be at least 6 inches (150 mm) from a wall
perpendicular to a building face.
 All frames shall be fixed into prepared openings within the external walls
and shall ensure void free, solid, water proof joints caulked with
approved paintable mastic sealant.
 All fire rated door assemblies shall comply with (UL) requirements and
shall be tested, listed and labeled in accordance with ASTM.
Requirement by a supplier/ agency recognized by and acceptable to the
Saudi Arabian authorities.
 All fire rated doors shall be provided with door closers with the smoke in
tumescent seals to head and both sides. Closer shall be specified to
operate for individual door size/weight and for the particular internal and
external air pressure. Fire rated doors with one hour fire resistant walls
shall be provided with minimum 45 min. fire resistant rating.
 Generally all doors sets shall be:
Personnel access: 900 mm/850 mm wide x 2100 mm high (door leaf
size). Equipment access: 180 0mm/2000 mm wide x 2100 mm/3000 mm
high (door leaf size) subject to equipment size. Warehouse doors: 2500
mm /3000 mm wide x 3000/3000 mm high.
 Each type of hardware set shall be provided with color, finish, texture
and material as required by the Royal Commission and shall be obtained
from a standard range of a single manufacturer. Hardware for fire rated
doors sets shall comply with all IBC and RC requirements. Only
hardware which has been tested for the types and sizes of doors which
complies with requirement for the labeling /testing shall be provided.
Hardware for exit door operation shall comply with swing and opening
force requirement of the relevant RC codes and standards.
 A two levels grand master key system shall be utilized. All locks shall be
separated by change key and master keys. Finalization and confirmation
of keying and lock arrangements shall be approved by the Royal
Commission.

4.2 STRUCTURAL SYSTEMS

4.2.1 INTRODUCTION

This design basis report lists the general design criteria that will be used in the
calculations for the design of structural items involved in this task. This design criterion
complies with all relevant Royal Commission codes and standards, latest editions of
engineering and industry codes and Saudi Arabian government codes.
The function and occupancy of the different buildings is divided into three major
categories,
(A) Jubail Governor’s Office. (B) Dawa office. (C) Patrol Police Office.
Each of the buildings is well described in the Architectural section of this DBR.

4.2.2 STRUCTURAL SYSTEM

4.2.2.1 Sub-Structure
For all of buildings mentioned above; Soil bearing pressure and other
subsurface information for use in foundation design shall be in accordance with
the recommendations of the geotechnical investigation report. However due to
unavailability of the geotechnical report at this current design stage, the
foundation is designed for assumed bearing capacity of 100 KN/m2. The
proposed foundation system is as follows:
 For most of the building area the foundation system is spread footings,
but at some locations combined footings are proposed to avoid
overlapping OR any closely spaced isolated footings. For more details
refer to the structural drawings.
 The assumed minimum foundation embedment depth is 1.375 m below
the bottom of slab on grade.
 Reinforced concrete grade beams are applied at the building perimeter in
order to carry the exterior composite CMU walls. Interior grade beams will
only be provided where it is deemed necessary to increase the strength of
the structure. Interior CMU walls shall be supported by the thickened slab
on grade.
 Reinforced concrete slabs-on-grade is applied. The slabs-on-grade are
non-structural and mildly reinforced with welded wire fabric.
 The atmosphere, soil, and water conditions in Jubail Town are severely
corrosive. The construction of foundations and superstructures include
competent corrosion mitigation measures to achieve long-term durability.
At this design stage, Coal tar epoxy coating will be applied to all the
structural concrete elements below finished grade.

4.2.2.2 Civil-Structural works


For any of the Structural works outside the main building (likewise manholes,
foundation of the electrical poles, retaining walls, etc), concept is presented in our civil
drawings.

4.2.2.3 Super-Structure
At this current design stage various framing systems of the buildings are proposed
and recommended for the review and approval. The proposals are intended to finalize
the best possible framing system.

A. Jubail Governor’s Office:


The following two options are presented for the structural system of the ground +
one storey building.

Option 1: Hollow Core Slabs having a thickness in the range of 150 mm to 250
mm are proposed to be supported by reinforced concrete beam-column frames
having span bays at intervals in the range of 6.0 m to 12.0 m; however a long
span reinforced concrete dome is proposed above roof level.

Option 2: Reinforced concrete solid beam-slab frame supported on columns


is proposed in this option, the building floor forms simple two way and one way
panels. One way solid joist frame is proposed to achieve longer spans of 12.0 m
length, in the areas such as the meeting room.

Option 3: Considering the occupancy and architectural features of the building a


Steel framing system is not feasible for this type of building.

Recommendation: Hollow core slab system (Option1) is recommended here,


considering the large slab spans with lesser dead weight and time saving in
construction.

B. Dawa Office:
Following two options are presented for the structural system of this ground +
one storey building.

Option 1: Hollow core slabs having a thickness in the range of 150 mm to 250
mm are proposed to be supported by reinforced concrete beam-column frames
having span bays at intervals in the range of 6.0 m to 12.0 m, However a long
span reinforced concrete dome is proposed above roof level.

As the building is a site adaptation from (027-T20, Task No. 1, Contract 611-
C27), therefore a similar framing system of reinforced concrete flat plat is
being adapted in this task.

4.2.11 Corrosion Control
A. The atmosphere, soil, and water conditions in Jubail Royal Commission Engineering
Industrial City are severely corroded. The design and Manual,
construction of foundations, structures, piping, and Design Criteria, Corrosion
equipment shall include competent corrosion Control, Chapter 12
mitigation measures to achieve long-term durability.
Contractors are obligated to adopt all Royal
Commission-issued corrosion related documents.

strength bolts and nuts, and washers for joints,
anchor rods, nuts, and plate washers, and steel parts
and accessories attached to or embedded in
concrete:
1. Steel shall be cleaned in accordance with SSPC-
SP8, “Pickling.”
D. Field touch-up: Primer and galvanize coating at all field
weld areas and abraded areas and all interior and
exterior high-strength bolts, nuts, and washers shall be
cleaned and coated as follows:
1. Steel cleaned as per SSPC-SP3 – Power tool
cleaning or as recommended by paint manufacturer.
2. Steel shall receive one shop coat of a two-
component polyamide cured epoxy primer
containing zinc phosphate corrosion-inhibiting
pigment applied as per the manufacturer's
instruction to produce a dry film thickness of 50
microns (2 mils).
E. Structural concrete in contact with soil, within 1 m of
finished grade, or exposed to weather:
1. Comply with Royal Commission Guideline
Specification Section 03310, Table 1C, and Type
C35 as a minimum.
2. Reinforcing steel shall comply with Royal
Commission Guideline Specification Section 03205,
Fusion-bonded Epoxy-coated Reinforcing (FBECR).
F. Structural concrete formed against soil, including, but
not limited to, slabs, footings, walls, and grade beams,
shall be cast on a 50 mm minimum thick blinding slab
complying with Royal Commission Guideline
Specification Section 03310, Table 1C, Type C20. The
top surface of the blinding slab shall be waterproofed
and the waterproofing protected prior to commencing
any work on the structural concrete.
1. Blinding slabs under slabs-on-grade shall be cast
on a 200 micron minimum thick polyethylene vapor
retarder with overlapped and waterproofed-taped
joints.

G. Structural concrete in contact with soil and located


more than 1 m above the highest groundwater table
shall be protected by coating with coal tar epoxy for all
concrete surfaces to comply with RC Guideline
Specification Sections 07100 and 07110.
H. Exterior, above-grade structural concrete surfaces
shall be coated to comply with Royal Commission
Guideline Specification Section 09660 and as follows:
1. Primer (two-component, solvent-free, amine-cured
epoxy sealing primer, which shall be thinned on-site
as per the manufacturer’s recommendation and
requirements); and
2. Intermediate and top coats (two-component,
solvent-free, amine-cured coal tar epoxy, each coat
200 microns minimum thick with the total coating to
result in a dry-film thickness (DFT) of 400 microns
minimum.
4.2.12 ENVIRONMENTAL IMPACTS
4.2.12.1 Energy Efficiency
Buildings shall be designed and constructed in accordance with the International Energy
Conservation Code 2009. For more details refer to the mechanical and architectural clauses
in part "A" of this design basis report (DBR).
4.2.12.2 Building thermal envelope insulation
The insulation shall be installed with applicable thickness for the areas covered and shall be
of R-value in accordance with the code. For more details refer to the mechanical and
architectural clauses in part "A" of this design basis report (DBR).
4.2.12.3 Moisture Control
The mandatory requirement for moisture control in the buildings shall be in accordance with
IECC 2009. Vapor retarder along with the insulation shall be installed wherever applicable.
Joints and seams shall be sealed with caulking materials or closed with gasketing systems.

4.2.13 SAFETY
4.2.13.1 Existing Safety Issues
All designs and project execution activities shall comply with the local safety standards
applicable to this project.
4.2.13.2 Safety Improvement Solutions
Orientation seminars for all workers and equipment screening (of the Contractor) shall be
initiated prior to commencement of work. Daily ‘Tool Box’ meetings regarding work safety
shall be held to update the personnel on the importance of safety issues.

4.2.14 DESIGN DEVELOPMENT APPROACH & STAGES


4.2.14.1 10% Design Conceptual Stage
This Design Basis Report consist of concepts and philosophy of designs for structural
discipline review, conceptual architectural plans and elevations for RC review and
approval prior to development of 30% design stage.
4.2.14.2 30% Design Development Stage
Sufficient information with drawings and preliminary calculations shall be submitted to
demonstrate the adequacy of an integrated foundation and superstructure (walls, floor
slabs, beams, columns, as appropriate) system. The submittal shall consist of:
 Information on subsurface soils conditions, as established in the soil investigation
report (refer to RC issued Geotechnical Investigation Report).
 Preliminary design criteria indicating preliminary structural scope, applicable codes
& standards, material specifications, loadings, load combinations, and other
parameters to be used in the design calculations for the building (see Structural
Design Criteria).
 Preliminary calculations for the basic structural framing system, with representative
calculations for foundation design (see Structural Design Calculation).
 Drawings showing the framing system to be used, the foundation system proposed
and alternatives considered, and the selected construction materials. These shall be
sufficiently complete to define major structural dimension, spacing of columns,
direction of spans, and configuration of foundation.
 Typical structural details for foundations and major structural components (walls,
floor slabs, columns, beams, as appropriate).
 Typical structural details of selected important connections (wall-to-wall, wall-to-
floor, beam-to-wall, beam-to-floor, beam-to-column, as appropriate).
 Typical details of other features. Drawings and descriptions shall be completed with
sufficient detail to illustrate the A/E’s concept relative to the availability of
manufacturing capability and construction practices.
 List of all the RC Guideline Specifications which will be used without any changes.
 Complete text of any proposed revision for a RC Guideline Specification. Approval
for such revision shall have been obtained based on explanation submitted with the
30% Design Development Documents.
 Complete texts of other Sections of Specifications written by A/E not covered by the
above (if there are any).
 Index of structural drawings showing complete list of drawings including those
anticipated for Final Submittal.
4.2.14.3 90% Design Development Stage
 Incorporation of all comments made at 30% Design Development Documents
submittal and will proceed with the Detailed Engineering and Design work to
progress the Design to a 90%.
 List of all the RC Guideline Specifications which will be used without any changes.
 Complete text of any proposed revision for a RC Guideline Specification. Approval
for such revision shall have been obtained based on explanation submitted with the
90% Design Development Documents.

load of a net area of 2.05m² (from the standard) is 800 kg for elevator type A
the rated load of a net area of 1.76m² (from the standard) is 700 kg. for
elevator type B

DAWA OFFICE:
ASME A17.1 Section 2.16.1.1 Minimum Load Permitted states that the
rated load in kg (lb) for passenger elevators shall be based on the inside net
platform area, and shall not be less than shown by Table 2.16.1.1. (See
attached sheet, page 1). Therefore as per table Table 2.16.1.1, the rated
load of a net area of 1.76m² (from the standard) is 700 kg for elevator type B.

 General: All elevators shall comply with Section 407 of ANSI A117.1 known
as Accessible and Usable Buildings and Facilities.

Section 407.4.1 Car Dimensions states that inside dimensions of elevator


cars shall comply with Table 407.4.1 which is further explained graphically by
Figure 407.4.1 (see attached files, pages 2-3). The figure presents five (5)
drawings of different inside dimensions and configurations of the elevator for
more flexibility of the users. Drawing “D” or the third drawing is the most
suitable for the project. It has a net inside area of 2.32 m².

Systems Operational Philosophy & Controls Description:


A- General.
A typical fire suppression water sprinkler system as installed in many buildings
includes an array of individual fire sprinklers which are supplied with water through a
main conduit and various branch conduits.
B- Operation.
The individual fire sprinklers are generally provided with a fusable link that melts when
the ambient temperature reaches a predetermined level indicative of a fire.
The melting of the member opens the fire sprinkler to spray water in order to
suppress the fire.
Water damage is minimized: The individual fire sprinklers are provided with a
fusable link to be melt so that the spray of water will hopefully be limited to the
region of the building where the fire is present. In this way, the extent of water
damage may be minimized.
B-1 alarm.
Such fire suppression systems also oftentimes have one or more alarms that
detects the flow of water through the main conduit and to indicate that a fire has
started. The alarm typically triggers an audible signal to warn occupants of the
building that a fire has started and may also send an appropriate signal directly to
fire department.
B-1-1 minimum water flow required to trigger alarm.
A flow of water, even from a single sprinkler is sufficient to move the member and trigger
the alarm. Oftentimes, such water flow indicator alarms are electrically connected to an
audible alarm single generator as well as to light panels to indicate the area in which the
fire has occurred.
B-2 The community water supply system.
Fire suppression systems which include water sprinklers are oftentimes in fluid
communication with the community water supply system or with whatever source of
potable water is available in the vicinity. The water within the fire suppression system
itself, however, can remain within the piping for a considerable period of time and is
considered to be stagnant water.

B-3 The fire department.
In addition, a pump provided by the fire department will be connected to an inlet in
communication with the fire suppression system in order to provide additional water

This is a single storey building, approximately 1000 sq.m. ground floor
located at Jubail Industrial City near the “Anas Bin Malik Jam’a Masjid at Al-
Huwaylat”.
The “General Office Building for the Patrol Police Offices” shall be a site
adaptation of the “Ministry of Interior Building under Contract 611-C27

4.5.3 BUILDINGS SYSTEMS REQUIREMENTS


The design of both drainage and water supply system will be in accordance with 2009
Edition International Plumbing Code (IPC), 2007 Edition ASHRAE Application
Handbook for hot water demand and Royal Commission Plumbing Design Criteria.

4.5.4 OTHER SYSTEMS REQUIREMENTS


The building will be provided with adequate drainage and vent system for sanitary
waste as well as storm water from the roof and adequate cold and hot water supply.
Drainage and water supply system will be connected at the available site drainage and
water supply system networks. A Water storage tank with booster a pumps system will
be provided if in the event the discharge pressure of the available potable water supply
line network at site not enough to satisfy system demand are. Otherwise direct
connection could be done if flow and pressure are adequate enough to satisfy the
system requirements. P.R.V will be provided if pressure at connection point with the
available potable water supply line network at site exceeds 500 kpa.
Potable water line service connections to each building, which is connected to the
available potable water supply line network at site, will be provided with a water meter
in which the location is shown on civil water supply system network drawing.
The Plumbing System will be designed to provide the desired water supply system
demand requirements and adequate sanitary drainage and vent system in all toilets,
pantries, water supply and drainage in mechanical areas and in buildings with ablution
areas as well as adequate drainage of storm water from the roof of the buildings.

4.5.5 DESIGN DEVELOPMENT APPROACH & STEPS


The following conceptual plumbing system configurations and descriptions are
developed and submitted as part of the 10% design development documents and for
this purpose the Architectural Option-1 for the Government Building, Phase ll has been
used.
A. Jubail Governor Office Building:
The building will be provided with sanitary drainage and vent system, water supply
system in all public and private toilets, pantry and janitor’s rooms at ground and first
floor of the building. Centralized Solar Water Heating system with Electric Water
heater storage back-up with heating elements will be provided as a means of
supplying hot water demand of the building. Water hammer arrestors will be provided
at desired locations on both cold and hot water supply lines. Drains will be provided at
roof of the building to collect storm water via horizontal drains connected to vertical
leaders with splash blocks and discharged to walkways or in open areas.
Drainage lines will be provided with indirect waste line to collect condensate drains
from the mechanical air conditioning units.

4.5.6 PLUMBING SYSTEMS DESCRIPTION

4.5.6.1 Systems Overall Description;


The work to be performed under this task is to complete a detailed engineering
design and prepare a full RFP package for Contract 611-C26 of Government
Building, Phase ll in Jubail Industrial City as per Contract 610-T17 requirements.

In compliance with LEED Conservation measures the following Plumbing


Equipments will be used:
 Use low water consumption flush systems (flush valve for w.w.c, ).
 Use low flow wash lavatories faucets and shower heads .
 Use of Electric Water Heater of standard KW rating
 Use of Solar Water Heating System with Hot Water Storage and Electric Heating
element.

Cold water system


 Cold water supply pipe service connection will be directly connected to the
nearest available potable water supply line network at site.
 Cold water supply will be provided for all the fixtures in public toilets, private
toilets, ablution areas, mechanical areas and in pantry rooms.
 A potable water line service connection connected to the available potable water
supply line network at site will be provided with water meter in which the location
is shown on the Civil drawings.
 A Water storage tank with booster pumps system will be provided if in the event
the discharge and pressure of the available potable water supply line network at
site is not enough to satisfy system demand. Otherwise direct connection will be
done if flow and pressure are adequate to satisfy the system requirements.
 Cold water supply pipes will be in uPVC Schedule 80 and hot water supply will
be in cPVC, Schedule 80, according to SASO 14 and 15 or other approved.
Water supply lines running in space used as return air plenums will be in copper
pipe, type K.
 The system incorporates water hammer arrestors.
 Water hammer arrestors will be provided at desired location on both cold & hot
water lines to absorb eventual shock, preventing damage to pipe, especially on
pipe joints.
 P.R.V will be provided if pressure at connection point with the available potable
water supply line network exceeds 500 kpa.
 Design of potable water system will be in accordance with 2009 IPC, Chapter 13
Appendix E, Table E103.3 (2) & 103.3(3) pages 130-131.
Hot water system
 Hot water will be provided for lavatories, pantry sink ablution faucets and service
sinks using individual electric water heaters for the Patrol Police Office Building.
A Centralized Solar Water Heating System with Hot Water storage back-up with
electric heating element will be provided for both Jubail Governors Office and
Dawa Office Building.
 Hot water supply will be in cPVC, Schedule 80, according to SASO 14 and 15 or
other approved. Hot water supply lines running in space used as return air
plenums will be in copper pipe, type K.
 Insulations will be provide for both cold and hot water supply lines running above
ceilings, shafts and exposed areas. Insulations on pipes embedded in concrete
or in masonry is not required.
 Hot water demand and heater design will be in accordance with 2007 ASHRAE
Application Handbook , Table 10, Page 49.19
Sanitary Drainage and Vent System
 The sanitary drainage is designed as a one pipe system, where waste and soil
drainage are discharged in a common pipe. Vents will be an individual venting
system connected to fixtures with P-traps. All secondary vents will be terminated
through the roof.
 Soil, waste and vent pipes including all fittings will be in uPVC, Schedule 40.
 All pipes penetrations in wall and slabs will be provided with pipe sleeves filled
with sealant.

 Where wall cleanouts are necessary, they will be in a stainless steel body
adaptable to the pipe with stainless steel cover plates and a vandal-proof centre
screw secured to the cleanout plug.

adjustable scripted secured stainless steel top, closure plug, and spigot outlet.
 Drains will be adjustable, with a cast iron body and flashing collar, with protector
top and with a polished bronze strainer head secured with a vandal-proof square
hold grate.
 Design of sanitary drainage system will be in accordance with 2009 IPC Chapter
7, Table 709.1 & 710.1(2), Pages 63-64,
 Design of vent system will be in accordance with 2009 IPC, Chapter 9, Table
916.1, Page 75.
 AHU, PACU and FCU will be provided with condensate drain and draining will be
with indirect waste funnel connected to a pipe routed to nearest toilet .

Storm Drainage System


 The Building roof will be provided with roof drains including overflow drains to
collect storm water via horizontal pipes connected to vertical leaders. A splash
block will be provided in all discharge points of vertical leaders. Storm drains will
have free discharge to open areas or walkways.
 Roof drains will be in cast iron body, combined flashing collar and cast iron
dome, with a deep sump body.
 Design of the storm drainage system will be in accordance with 2009 IPC,
Chapter 11, Table 1106.2, Page 90.
 The roof shall be designed for the maximum possible depth of water that will
pond thereon as determined by the relative levels of the roof deck and overflow
weirs, scuppers, edges or serviceable drains in combination with the deflected
structural elements.
 Scuppers shall be provided where the roof perimeter construction extends above
the roof in such a manner that water will be entrapped if the primary drains allow
build-up for any reason.

4.5.7 DESIGN CRITERIA


The following are the Design Criteria for Plumbing system:
 Sanitary Drainage system in accordance with RC Design Criteria:
Diameter 100 mm and above (slope) =1%
Diameter 100 mm and below (slope) =2%
Vent pipe minimum diameter = 50 mm

Maximum flow velocity in pipe = 1.5 m/sec.

4.6 HVAC System


4.6.1 Buildings Functions Requirements:
 The building shall be provided with Heating, Ventilation and Air conditioning
system in accordance with the ASHRAE Standards, ASHRAE Handbook and
Royal Commission HVAC Design Criteria.
 HVAC System shall be designed to provide the desired indoor and
environmental condition for efficient operation of building facilities. Each
space shall be provided with heating and cooling facility with temperature
control. Where required, rooms shall be provided with supply air with around
5% positive pressurization to eliminate the effect of infiltration into the
building.
 The toilets and pantries shall be provided with heating and cooling system.
The toilets and pantries shall be provided with 100% exhaust with negative
pressurization in order to avoid ex-filtration and odor spreading to other
rooms.

4.6.2 Other Systems Requirements:


 Use of energy efficient air conditioning units with high EER not less than 10.5.
 Use of high efficiency electric motors in all motorized HVAC equipment.
 Use of comprehensive PLC/DDC energy management system for the control
of all HVAC systems.
 Use of variable frequency drives (VFD) to allow fans to operate at reduced
speed depending on a load.
 The air distribution system shall be a galvanized, metal ductwork system. The
system shall be sized using equal friction method and in accordance with
Royal Commission guide lines. To minimize pressure drop, long radius
elbows shall be used.

4.6.3 Design Development Approach & Steps


For Construction and Expansion of Service Facilities Buildings the following
conceptual HVAC system configurations and descriptions are developed and
submitted as part of the 10% design development documents and for this purpose
Architectural Option-1 for Construction and Expansion of Service Facilities Buildings
has been used.
A. Jubail Governor Office Building The following two (2) options are proposed
for the HVAC system for Jubail Governor Office Building.
Option-1: Roof Top Packaged Units
The building shall be provided with (3) roof top packaged air
conditioning units located on the roof. The HVAC system is to
provide conditioned air to satisfy the return air temperature set point
all year round on each zone. Heating will be activated to satisfy
zone set points during winter. In all cases the outdoor air entering
the building shall be controlled based on the design outdoor air flow.
The exhaust system serving these zones shall be roof mounted up-
blast exhaust fans.

Option-2: DX Central Ducted Split Units


The building shall be provided with (3) Central ducted split units.
The building zones shall be served with VAV (variable air volume)
system. The HVAC system is to provide conditioned air to satisfy
the return air temperature set point all year round on each zone.
Heating will be activated to satisfy zone set points during winter. In
all cases the outdoor air entering the building shall be controlled
based on the design outdoor air flow. The exhaust system serving
these zones shall be roof mounted up-blast exhaust fans.

B. Dawa Office Building The following two (2) options are proposed for the
HVAC system for the Dawa Office Building.
Option-1: Roof Top Packaged Units

4.7 Electrical System


4.7.1 Scope of Work
The scope of work shall include a complete detailed engineering design and prepare
action of a full RFP package for site utilities infrastructure.
Detailed engineering design shall include medium voltage (MV) power distribution
system network interface, new substations consisting of pad distribution transformer,
RMU, interface low voltage (LV) distribution panel and metering system, exterior
lighting system and all other necessary requirements to provide power supply for the
proposed Operation and Maintenance Department Building as complete functioning
facilities.
The drawing numbering system shall be in accordance with RC procedure JMP-
0120202 and G/L-G 1004 Revision F and Engineer manual.
The drawings and documents mentioned below shall be supplied for each subsystem,
package unit, for detailed system parts and for equipment, where applicable:

4.7.2 DESIGN CRITERIA
4.7.2.1 LV Power Distribution System
Nominal voltage system to the facility shall be 400/230V, 3Ph, 4W, 60Hz, with
provision to accommodate special requirements, as necessary.

Electrical load estimation shall be carried out as per SEC standards criteria for
demand factor requirements to estimate circuit breaker ratings and unit
substation capacity.

4.7.2.2 Wires and Cables


For all internal wiring circuits controlled from panel boards, generally XLPE
insulated or THHN single core copper conductor, 90°C maximum operating
temperature, heat moisture, flame and oil resistant, rated 600/1000 Volt shall
be used. The wires shall be laid in EMT or PVC conduit. Sizing of cable shall
include 20% spare capacity. Cable ampacity, electrical characteristics, and
insulating thickness shall conform to the National Electric Code (NEC).
Minimum required cross section:
 Power circuits 4 mm²
 Lighting, control and measuring circuits 4 mm²
 Auxiliary power circuits 4 mm²
The control, signal and alarm circuits must be wired separately and protected
by individual MCB’s within the various cabinets.
All wires and cables shall have copper conductors. Cable shall be
manufactured in accordance with IPCEA standards.
Ground cables shall be soft drawn, tinned bare copper for direct buried and
PVC insulated where installed exposed or in conduit/raceways. Minimum size
shall be 4mm².
Cable color coding shall be used consistently throughout the electrical system
installation.

4.7.2.3 Conduit
Conduit shall be run concealed, unless in mechanical rooms or in remodeling
projects involving existing wall construction that does not allow for recessed
conduit and boxes
Conduits shall be independently supported; conduits shall not be supported
from ductwork. Vertical feeder conduits and bus duct shall be independently
supported at each floor level

Electrical metallic tubing (EMT) shall be installed in ceiling plenums or built –up
walls, minimum size shall be 20mm diameter. EMT shall comply with the NEC
requirements.
Rigid steel galvanized conduits shall be used in exposed locations and where
embedded in concrete, minimum size shall be 20 mm diameter. Where in
contact with soil, it shall be PVC coated and minimum size shall be 20 mm.
Conduits used for underground main cable runs shall be PVC, extra strength,
type “DB” when direct buried and type “EB” when concrete encased. These
shall be 160 mm or 110 mm diameter as required.
Flexible, metal oil-tight conduits shall be used for connection of necessary
lighting fixtures, motors and equipment subject to vibration. Minimum conduit
size shall be 12 mm diameter.
Floor outlets cable/wiring, where required, shall be run in cable duct.
Outlet junction boxes and other conduit fittings shall be in accordance with
NEC, UL and other applicable codes and standards.

4.7.2.4 Cable Trays


Cables and cable trays are part of the cable management system. Cable tray
cables are quality products and have withstood the rigors of severe
environments. They are protected by either a metal or plastic armour jacket
over individual conductor insulations. They can be rated for outdoors, indoors,
corrosive areas, hazardous locations, high electrical noise and vibration areas.
They should be U.L. listed and generally marked as cable tray rated. They are
tested for flammability and other mechanical and temperature tests that allow
them to be U.L. listed.
All cable trays shall be selected as per NEMA VE-1 standard requirement.
They shall be provided in accessible area and maintainable locations such as
under acoustic tile suspended ceilings, as required by the design. Cable trays
will not be provided in plenum areas. They will be sized in accordance with
NEC Article 392 (Cable Trays) and shall consider the required bending radius
of the largest cable on the cable tray.
The types of wiring methods permitted in cable trays are listed in NEC Section
318-3 along with the corresponding NEC article that describes the conductions
of use for that particular type of cable. Cables should be applied according to
the environment they are located, for instance, hazardous areas, plenums,
outdoor (sunlight rated), indoor, corrosive areas, etc.

4.7.2.5 Panelboards
For all panel boards, all pertinent information including the voltage, amperage,
and minimum system (i.e. individual component) short circuit rating shall be
specified.
Interrupting capacity of circuit breakers in switchgear or panel boards shall be
suitable for the power system feeding them.
Describe selection, sizing and installation criteria as per National and All
panel/switch boards shall be factory assembled. “Dead front” type compatible
with the available fault level.

Main distribution panel/switch boards (MDP) shall be rated at 400/230 Volts, 3-


Phase, 4 wire and shall have ground bus and plug in type thermal magnetic trip
circuit breakers. Circuit breaker installed outdoor shall be ambient
compensated to 50°C.
Surface mounted Panel/Switch boards shall be used in industrial zones.
Enclosures for Panel/Switch boards installed indoor shall be general-purpose
type equivalent to NEMA 1, and those installed outdoor shall be dust-tight and
water tight equivalent to NEMA 4X.
Panel/switchboard shall have at least 20% of their circuit breakers spare for
future use.
Circuit breakers rated 100 ampere and above shall be adjustable trip with built-
in ground fault protection.
Panel/switch boards shall be effectively grounded and labeled with designated
identification name and number with circuit directory indicating circuit numbers
and connected loads.
The cubicles and panel/switchboards for the power supply system shall be
installed in the rooms with sufficient space for cable connection, operation and
maintenance.
All cubicles and panel/ switchboards shall be erected on base frames which are
either embedded in the concrete floor/screed or incorporated in the double floor
construction. If not specified otherwise the horizontal tolerance of the frames
shall not exceed +/-1.5 mm over a length of 5 m.

4.7.2.6 General Purpose Receptacle


General-purpose Receptacle outlets will be provided as required and shall be
limited to eight per branch circuit. The general purpose receptacle shall be 13
Amp 250 volts flat pins as per SASO standard. The general-purpose
receptacles are in addition to the dedicated outlets for specific equipment such
as computers, office equipment and others.
Circuit loading shall be estimated on the basis of 180 VA for each outlet, unless
specific conditions necessitate other loading.
All socket outlets in wet areas, outside areas and kitchen shall be protected
with earth leakage circuit breakers ELCB or RCD. The sockets in the outside
shall also be weather-proof.
Location of receptacles shall be coordinated with the equipment and furniture
arrangements.
Special power receptacles for three phase 400 Volts or single phase 230 Volts
shall be provided wherever required.

4.7.2.7 Power supply to HVAC Equipment


The electrical services design shall include the electrical requirements for all
HVAC equipment and controls. Protective devices and cable sizes for HVAC
equipment shall be sized in accordance with NEC, Article 440.

HVAC sub-circuit and control wiring shall be in accordance and coordination


with Mechanical Discipline. The whole of the electrical services for HVAC
equipment shall be in accordance with NFPA 70 (NEC Code) and other
relevant NFPA Codes.

4.7.3 LIGHTING
4.7.3.1 Interior Lighting System
Complete interior lighting systems consisting of conduit installation, wiring,
selection of lighting fixtures and switches will be provided. Illumination levels for
interior lighting shall be in accordance with the IES handbook recommendation.
Lighting fixtures shall consist of fluorescent lamp, metal discharge lamps and
compact fluorescent lamps are to be used.
Lighting fixtures will generally be distributed on the ceilings in a regularly
repeated separated arrangement. Lighting fixtures with high intensity discharge
lamps shall be used in high ceiling areas.
All lighting fixtures provided for T5 (14 Watts and 28 Watts) shall operate at
230 volts. High power factor ballasts and electronic ballasts shall be used to
correct power factor to minimum 0.95. All lighting fixtures shall be a standard
product from an established manufacturer. Lighting fixture types and lamps
shall be selected according to the RC guideline.
The illumination levels will comply with illuminating engineering society
handbook (IES) as well as RC Engineering Manual recommended average
values.

4.7.3.2 Emergency and Exit Lighting


Emergency lighting shall be in accordance with NFPA 101 and NFPA 70
specifications to light primary escape routes during lighting failure.

Emergency lighting with built-in solid state charger and battery pack capable of
90 minutes of operation shall be provided in each building and inside the
mechanical and electrical rooms maintaining minimum illumination level.

Exit doors shall be provided with exit lights. Hallways, corridors, and egress
shall be provided with exit lights with the word “EXIT” and its Arabic equivalent
clearly visible.

Emergency and exit lighting fixtures with battery packs units shall be provided
at selected locations as per RC guideline requirements. The number and
locations of emergency and exit lighting fixtures shall be based on calculations
in accordance with the Illuminating Engineering Society of North America
handbook (IESNA) recommendations and the functional requirement. These
lights shall be ceiling or wall-mounted. Exit lights shall be provided with or
without directional arrows as required.

4.7.4 GROUNDING
System Grounding
The grounding shall be designed based on RC Design Criteria and Guideline
Specifications and as per the latest edition of the National Electrical Code. A
separate grounding conductor shall be provided in all lighting, power circuits,
cable tray, and telecommunication equipment.
A grounding system shall be provided for all buildings. The entire facility shall
be securely connected with minimum practicable resistance to the common
ground grid.
The maximum resistance to ground from connection point to any facility will not
exceed 5 ohms.
Equipment grounding conductor shall run in raceways. The equipment
grounding conductors shall have green or green with yellow stripes color
insulation.

4.7.5 FIRE ALARM AND DETECTION SYSTEM


The building will be provided with a fire alarm system in accordance with NFPA
70, NFPA 72, NFPA 101, BS 5839, IBC and SBC.

Fire detectors should be selected based on the burning characteristics of the


materials present and the nature of location they will be used to protect.

Some detection systems may be provided in excess of code to protect special


hazards or critical equipment. In these cases, the typical operating
characteristics of each detector must be compared to the proposed application.
The quantity of fuel, ignition sources, size of the room, value of the contents,
costs of the detectors and ambient conditions (temperature, humidity,
corrosion, HVAC, etc.) must all be considered. Automatic detection systems will
be designed and installed as required by codes, after establishing the building
and occupancy type in accordance with NFPA 101.

After the detector type has been selected, the detectors can be located within
the space. The manufacturer’s data and Underwriters Laboratories listed
spacing can be used as a starting point. The nominal rated spacing was
developed using a smooth ceiling 5 m high and should be adjusted for other
conditions. NFPA 72E specifies requirements for locating detectors on ceilings
with joists beams and other obstructions.
Each building for which a fire alarm system is to be provided shall have an
independent system. Fire alarm system shall be comprised of the following:
 An addressable microprocessor-based fire alarm control panel.
 A microprocessor-based repeater fire alarm panel.
 A custom-made graphic annunciator panel for the building (since it has
more than 3 zones).
 Conventional or intelligent and addressable detectors, manual stations,
bells, horns and strobes.

The system shall be electrically supervised against short, ground and open
wiring faults in the detection circuit, alarm circuit, alarm and trouble relay coils,
and extinguishing system release circuit (if any).
The system shall be capable of being expanded at any time and shall have no
limitations as to the number of heat detectors or manual stations per zone. The
system shall be capable of having ionization, thermal, photo-electric and flame
detecting devices connected across the same set of wires. Also the system
shall contain duct smoke detectors, flow switches, and tamper switches. The
system will be interfaced with the HVAC system and fire-fighting system.
The alarm and trouble condition for each building shall also be relayed, through
a set of controls to the main fire alarm annunciator panel where provided, and
to the central fire station.
The system design shall ensure that an alarm signal from any manual station
(fire condition) overrides a trouble signal (fault condition).
The system shall be interfaced thru modem communication between each
monitored building and the remote fire station department via LAN / WAN
network system.

4.7.6 LIGHTNING PROTECTION SYSTEM


The completed lightning protection system shall comply with the latest issue of the
following standards and form a part of this specification.

Design criteria for buildings lightning protection systems shall to conform to the Rolling
Sphere and Design Basic Methods of NFPA 780 code.
Air terminal shall be located within 600 mm of roof edges and outside corners of
protected areas. Air terminal bases shall be securely fastened to the structure in
accordance with the specified standard including the use of an adhesive that is
compatible with the surface which it is to be used on or stainless steel fasteners.
Each down conductor shall be terminated at a grounding electrode dedicated to the
lightning protection system. The down conductors shall be attached permanently to the
grounding electrode system by bolting, brazing, welding or high-compression connector
listed for the purpose, and clamps suitable for direct burial. Bonding of the direct buried
ground cable to ground counterpoise shall be accomplished by exothermic welding
system.

4.7.7 DESIGN CALCULATIONS


All the design calculations and parameters for sizing and capacity of selected electrical
equipment/materials have been taken into consideration, the design calculations
generated are based on the given below computer based software programs.

4.7.8 ENVIRONMENT AND SAFETY

Unless otherwise specified, the equipment/material for the electrical power supply
system shall be designed and constructed for operating at their standard ratings for
continuous operation against a salt laden climate, sand and sand storms and a severely
corrosive environmental coastal area.
4.7.8.1 Indoor conditions
For indoor rooms, general air conditioning or ventilation will be provided. The
temperatures in the various rooms depend on the room classification for air
conditioning and ventilation. In case of failure in the air conditioning or ventilation
system, the power supply equipment shall be suitable for continuous full load
operation.

4.7.9 SEC-EOA COORDINATION AND APPROVAL

The design will be based on the latest RC specification, RC Engineering Manual


requirements, RC Standard Drawings, latest National Electrical Code, Contract
specifications, and Saudi Electricity Company (SEC) standards.
Electrical design development work for the power interface is being carried out with the
necessary consultations with SEC. After incorporating all SEC comments based on
30%, 90% and 100% submittals, final IFC drawings shall be submitted to SEC for
stamping and these shall be submitted to RC along with IFC submission.

4.8 Telecommunication System


4.8.1 Introduction
The design criteria for telecommunication systems for the proposed buildings under this
contract (as listed below), is based on latest RC specification, RC Engineering Manual
requirements, latest National Electrical Code (NEC), contract specifications and Saudi
Telecommunication Company (STC) standards.
4.8.2 Scope of telecom work
The telecom work shall include the following systems:
 Telephone System
 Data system
 Network based video surveillance CCTV System
 IP-clock system
 Community Antenna Television (CATV) System
 Public Address (PA) System
 Audio/Visual system
 IP-Based Door Access Control System
 Codes and standards
4.8.3 Telephone System
For all buildings under this contract:
New proposed outdoor telephone cable 0.63 mm² conductors, non-armoured
polyethylene jelly filled cable, shall be installed inside proposed PEC duct of 110 mm
outside diameter to connect proposed MDF at main telecom room of each building. The
indoor telephone cable for standard telephone sets shall be a 3 pair CAT 3 UTP cables.
An intermediate distribution frame (IDF) with terminal bock will be provided in the
telecom room of each building for distribution purposes. Telephone outlets shall be
provided in general offices, work stations, and any other areas requiring telephone
service.
The telephone system cabling will be adjoined in the cable tray through PVC conduits on
embedded installations and EMT conduits on concealed installations up to the MDF or
IDF. Cable trays will be provided for all the horizontal CAT 3 UTP cabling. Plenum-rated
cables are to be used when installed in cable trays.
A complete telephone network and wiring layouts (including all accessories) are required
to have a complete working system that will be ready to provide telephone service in the
premises.
4.8.4 Data System
For all buildings under this contract:
A new data system will be provided for all proposed buildings under this contract by
adding new data terminal cabinets, Ethernet (Edge) switches, WLAN Access Point to
covering all proposed buildings as per their plan to provide a complete data system
solution as per the end user requirements.
The proposed buildings under this contract shall be connected to the RC MAN-PHASE II
data network through outdoor fiber optic cable single mode and shall be terminated at
the proposed fiber patch panels at the building telecom room.

The proposed data network shall provide a complete functional LAN and WLAN system
including but not limited to Data cabinets, Ethernet switches, Fiber/UTP patch panels
and all other data equipments.
The data network system shall consist of data outlets with RJ-45 modular jacks and face
plates. These outlets shall be connected to UTP patch panels through CAT 6, 4-pair
UTP cables, and with a maximum horizontal run of 90 meters. LAN cabling shall be
adjoined with the cable tray through PVC conduits on embedded installations or EMT
conduits on concealed installations up to the UTP patch panels.
Cable trays shall be provided for all the horizontal CAT6 UTP cabling and also for the
fiber optic cables inside each building.
4.8.5 Wireless local area network (WLAN)
For all buildings under this contract:
Wireless LAN communications are based on the use of radio signals to exchange
information through an association between a wireless LAN card and a nearby access
point.
The buildings under this project will have wireless access network connectivity by
proposing many wireless access points to be distributed strategically inside the
proposed building to cover all areas and halls as shown in the design drawing.
Wireless LAN design will fulfil the following main criteria:
 Minimal interference
 Maximum security for data transfer
 Provision of wireless access points inside the building
 Support of the IEEE 802.11n and IEEE 802.11g wireless standard as a minimum
for all WLAN hardware including access points.
 Support of the 128-bit Wired Equivalency Protocol (WEP) by the wireless access
points.
Restricting access to the network must be available so that only authorized people can
use it; unauthorized users will be prevented from reading confidential data appearing on
the network.
4.8.6 Network-based video surveillance CCTV System
For buildings under this contract:
The design covered under this section will include a complete IP-based video
surveillance system using IP-cameras, data switch with Power over Ethernet (PoE)
capability, computer workstation with video management software and enough storage
and screens for monitoring.
For outdoor applications, fixed dome IP-cameras shall be located in appropriate places
to give the field of view covering the required sector. The IP-camera shall be capable of
network video function. The camera's movement is easily controlled via a computer
connected to the network. The system shall use Motion JPEG or MPEG-4 type of
compression for the digital video.
Fixed dome IP-cameras can be fixed to only look at one specific view or it can be
movable using panning, tilting and zooming (i.e., moving left and right, up and down,

zoom-in/zoom-out). Its location will be in corridors in one direction with its specific
coverage area according to its specifications. The cameras coverage is between 10
meters to 20 meters.
IP-cameras are distributed in proper locations inside and outside the building to cover all
entrances and exits of the proposed building as shown in the design drawings.
A network video recorder shall be installed inside the main data cabinet in the telecom
room at the proposed RC Administration Building.
CCTV workstations with monitoring screens and CCTV management software shall be
installed at proper locations inside each building or any other proper location as per end
user requirements.
4.8.7 IP clock System
For all buildings under this contract:
A wired centralized IP-master clock system will be provided for all proposed buildings.
The clocks will be distributed strategically at several locations within the building. The
clock will be IP (12” POE analogue clock) and all IP-clocks will be selected according to
functional requirements.
Once clock is connected to the network and power is applied, an assented IP address
assigned to it, each clock will search the local area network for time servers. The correct
time will display within a few minutes of obtaining a time server clock.
An RJ-45 Ethernet jack will be available at the back of each clock for connecting to the
Ethernet network cable. CAT-6 cabling shall provide power and data to each IP-clock
based on the Power over Ethernet (PoE) feature in the Ethernet switch.
4.8.8 CATV / Satellite System:
For Jubail Governor’s Office building only
The area location of the proposed Jubail Governor’s Office building is approximately 7
KM from the RC CATV head-end, and there is no existing CATV network to serve the
proposed building. “NO CATV system is provided”

This contract shall provide Satellite TV network for this building only by providing
dishes, LNB, multi-switch, coaxial cables, etc. Also SAT TV outlets shall be provided for
the selected rooms only, such as waiting area, offices, or wherever TV outlet is necessary
based upon end user recommendations.

For Patrol Police Office & AL-DAWA Office Building only:

Television box (TVB) will be installed at proposed buildings inside the telecom room with
amplifier and required equipment and accessories. TV outlets will be provided in
selected rooms only, such as waiting area, or wherever TV outlet is necessary. RG-6
coaxial cable will be installed from TV outlets to the TVB inside electrical metallic tubing
(EMT).

The CATV will be designed to achieve the following performance characteristics:


Minimum signal level at each outlet: -3 dBmV
Maximum signal level at each outlet: +14 dBmV
The TV outlets shall be flush mounted jacks with covers that automatically provide a 75
ohm termination on the cable when a plug is not inserted into the jack. Splitters or tap-off
shall be used at each branching point in the cable. Any output of a splitter not used at a
branch point shall be terminated in a 75 ohm resistor.
4.8.9 Public Address System
For all buildings under this contract:
A complete public address system shall be provided in common areas for clear
announcements during public addressing, paging, prayer calls and one way
communication during emergency, background music where required, the system will be
manual and automatic public broadcast, the public address system will have different
types of inputs with different type of priority. The public address rack contains power
amplifiers, mixer/pre amplifier, zone selector and the power control unit. The public
address rack shall be located in the admin building inside main telecom room. The
system shall contain following components:
 Ceiling mounted speakers
 Low power speaker will be used to provide uniform sound distribution at low
volume levels.
 For maximum coverage corridor speakers will be spaced at a maximum of twice
the ceiling height apart.
 Speakers located in individual rooms will be provided with separate volume
controls.
 The ceiling speakers shall be with a built-in matching transformer with taps of
(1w,2w,4w,6w) watt.
The body of speaker construction must be suitable for the environmental and site
applications.
Mounting locations of the loudspeakers shall be chosen to attain the most uniform sound
pressure level (SPL) distribution to any given listening position as possible, with
minimum variations caused by some unavoidable factors, such as conflict with the
arrangement of lighting fixtures, ceiling tiles, or irregular shape of the area.
All ceiling speakers shall have a 6 watts maximum power rating. Speakers shall have a
built-in matching transformer. Matching transformers for ceiling speakers must have taps
of 1W, 2W, 4W and 6W.
A Dynamic microphone desk stands with led indicator and control base at control room
will be included.
Power amplifier for power amplification shall be solid state.
A Digital audio source will be provided.
Auxiliary inputs, monitor panel and selector switch, voice inputs.
It is recommended that public address system rack to be interfaced with fire alarm
system to play pre-recorded fire alarm emergency message in case of fire.

Cabling for the public address system will be 2x2.5 mm2 shielded cables routed from the
PA rack to the speakers in EMT conduits running above a false ceiling.
The PA system shall use 70 volts distribution system.

4.8.10 Audio/Visual system


For all buildings under this contract:
The proposed Audio-Visual System shall be installed in the buildings which have a
meeting rooms only (and shall consist of ceiling mounted network multimedia projector,
motorized projection screen with 200” diagonal length, computer workstation and audio-
video matrix switch with amplifiers and mixers. All of this equipment shall be installed in
the meeting room to provide a good quality service. Outlets for the MIC, AV, VGA/HDMI
and RJ-45 shall be provided as shown in the contract drawings. As stated in BICSI
Standard, for appropriate sound coverage, 60watt wall-mounted speakers (column
speakers) should be mounted 2.4 to 3.7 meters above the floor. As a general rule, one
speaker is required for every 56 m² of floor space.
4.8.11 IP-Based Door Access Control System
For all buildings under this contract:
An IP-Based Door access control system shall be provided in this contract as part of the
telecommunication system and it shall consist of:
Card reader with embedded door controller: The card reader has the ability to make
the decision to grant or deny access based on the users rights. The answer is immediate
with no communication needed with the server or controllers, avoiding possible network
problems or need to form an emergency master key. In case of network failure, access
is granted through Virtual Network technology without compromising security or the
user’s access rights. There is a dedicated CAT-6 data cable connecting the door
controller to the LAN network to be interfaced with the door access control management
software as shown in the design drawings.

1) The network door controller shall provide access control processing, host
functionality and power for a single door, including reader, lock, door status,
request-to-exit device, and auxiliary sounder.

2) The network door controller shall accept Wiegand output card readers and card
formats up to 128 bits in length.
3) The network door controller shall provide a complete, fully featured access control
hardware and firmware infrastructure for host-based access control software
application.

4) The network door controller shall communicate with hosted access control software
using TCP/IP protocol over Ethernet or Internet and shall have an RS-232 port for
Modem or connectivity to other systems.

5) The network door controller shall be capable of employing AES 256 with
symmetrical key encryption for all communications between the controller and
host(s) system(s).

6) The network door controller shall provide full distributed processing of all access
control functions. The unit shall provide fully functional off line operation when not
actively communicating with the host access control software application;
performing all access decisions and event logging. Upon connection with the host
access control software application, the network door controller or network
controller/reader shall upload all buffered off-line transactions (minimum of 5,000)
to the host software.

7) The network door controller shall incorporate a 32-bit 100 MHz RISC processor
running the Linux operating system. The unit shall include a Windows® DLL, and
the direct-communication OPIN® API for integration to host-based access control
applications.

8) The network door controller shall not be a proprietary product of the manufacturer
of the host access control software application, and must have the ability to migrate
to an alternative manufacturer’s host access control software application by remote
reconfiguration or firmware upgrade and without intervention from the original
controller manufacturer.

9) The network door controller shall provide diagnostics and configuration operations
through connection to a local laptop computer.

10) The network door controller shall provide on-board Flash memory to allow program
updates to be downloaded directly via the network. The network door controller or
network controller/reader shall provide the following minimum memory:

 8 MB on-board Flash memory


 32 MB SDRAM
 256k SRAM

7. DESIGN ANALYSIS
Site Investigation
A. Jubail Governor’s Office Building Site
It is a vacant lot and there is no existing facility to be demolished, the lot is uneven
there is existing trees and bushes that is favourable to be a landscaping aspect of
the site and there is an existing access road and easement road with parking that
is potentially the access to entrance the building. The site has existing utilities like
transformer, high voltage electrical manhole, telecom manhole that can be a tie in
point of access to the building. Generally, the whole site is surrounded by a fence
that serves as a protective measure for all buildings situated in the site.

B. Dawa Office Building Site


There is an existing “STC Telecom Tower” on the site whose lease has been
expired. This is an issue between the R.C and Saudi Telecom (STC). AE
recommends that this must be subjected for relocation for this is a hindrance for
the design and construction of the Facility. There is an existing access road that
will serve as an entry point to the site. The site has existing utilities like transformer
and high voltage electrical manhole that can be a tie in point of access to the
building.

C. Patrol Police Office Building Site


It is a vacant lot and there is no existing facility to be demolished, the lot is uneven
there is existing trees and bushes and there is an existing access road that is
subjected for expansion and it is potentially the access to entrance the building.
The site has existing electrical utilities (medium voltage) that can be a tie in point of
access to the building. Generally, the whole site is not surrounded by a fence.

Energy Conservation
A. General (Applicable for all buildings)
The Proposed Building is potentially oriented to minimize the afternoon heat of the
sun and acquire the natural wind flow, the building is designed with shades and
louvers; and for the building envelope; Double –glazed low-e (medium solar gain)
argon gas fill on powder coated aluminum frame (U-VALUE=0.33 Btu/h. ft². ºF) for
the windows, 350mm thick wall with R value of 13h.ft.². ºF /Btu (2.288 m².K/W); and
Inverted Roofing system with R value of 30h.ft.². ºF /Btu (5.28 m².K/W); that serves
as a protection and heat penetration in order to prevent the potential heat gain of the
building from the harsh environment outside that lessen the requirements for Air

conditioning system. The building is also design with enough window opening, and
skylight to provide penetration of natural light to help reduce the consumption of
electricity in terms of lighting.

Water Conservation
A. General (Applicable to all buildings)
The Jubail Governor’s Office consisting of ground and first floor are provided with
several toilets. Cold and hot water supply system will be provided in each toilet to
supply water demand for all fixtures. In compliance with Water Conservation
measures, low flow water consumption flush valve will be used in all water closets,
low flow faucets for lavatories, low flow faucet for pantry sink and low flow shower
heads for showers. For other building except Police Patrol Office building, Instead of
using individual electric water heater as a source of hot water and due to several
number of fixtures that will require hot water, application of Centralized Solar water
heating system with electric water heater storage back-up with heating elements will
be suited as a measure of conserving energy to supply the hot water demand of the
building. In Police Patrol Office building due to a few numbers of fixtures that will
require hot water application of individual water heater system is suited to provide the
hot water demand of the building. Standard electric water heater with the minimum
KW rating will be used as a measure of energy conservation.

Noise Reduction
A. General ( Applicable to all buildings)
The layout of the proposed building is designed as per segregation of different areas
according to its function to minimize the disturbance of the noisy areas from the offices,
in the noisy areas the wall is designed as per the Royal Commission sound isolation
criteria for the separation of each space. With the help of landscaping designed trees
that serves as the buffer Zone we are enabled to minimize the noise coming from the
vehicles in the adjacent road near the site.

Environmental Parameters
A. Jubail Governor’s Office Building Site
There is an existing main road at the east part of the site, and it might cause some
air and noise pollution to the facility. AE recommends putting more trees that will
serves as a noise barrier and air filter to lessen the air and noise pollution.

B. Dawa Office Building Site


There is an existing access road at the southern part of the site and will serve as the
main entry, and main road on its north part and it might cause some air and noise
pollution to the facility. AE recommends that the building will be located in the center
of the site and putting more trees that will serves as a noise barrier and air filter to
lessen the air and noise pollution. AE recommends providing a fence around the site
for protective measures

C. Patrol Police Office Building Site


There is an existing access road at the west part of the site, and it might cause some
air and noise pollution to the facility. AE recommends that the building will be located
in the east part away from the main road and putting more trees that will serves as a
noise barrier and air filter to lessen the air and noise pollution. AE recommends
providing a fence around the site for protective measures.

Lighting Requirements
All lighting fixtures shall consist of t5 (14 watts and 28 watts) fluorescent lamps with high
power factor electronic ballasts and with compact fluorescent lamps.
Lighting fixture types and lamps shall be selected according to the rc guideline.
The illumination levels will comply with illuminating engineering society handbook (ies) as
well as rc engineering manual recommended average values.

Power System Analysis


The incoming electrical power supply shall be supplied from the sec electrical network at
13.8KV, 3-phase, 60hz. Sec shall approve the exact location of the proposed substations or
existing substations. All 13.8KV and low voltage electrical equipment, transformer, main
switchboard, panel boards, interface and connections, metering including connection fees
shall be in accordance with the sec requirements and procedures.
This contract consist of following buildings, which shall be fed from different transformers.
300-KVA transformer shall supply to Petrol Police Building.
1000-KVA transformer shall supply to Dawa Office Building.
1500-KVA transformer shall supply to Jubail’s Govern Office Building.

Accessibility Provisions
A. General ( Applicable to all buildings)
The Proposed Site and Building is a handicapped friendly environment, it provides
accessibility from the parking with a curb ramp and a stair ramp into a building. The
Corridor width is way enough to provide a circulation space for a wheelchair. In terms
of change of floor levels, the building is equipped with elevator with enough area to
provide space for wheelchair for the persons with disability and stretcher in case of

emergency; and an area of refuge is provided in case of fire. The building is designed
also to provide enough number of toilets for disabled as per the International Building
Code Requirement.
Security Provisions
A. General (Applicable to all Buildings)
Typically the Facility is designed to secure and protect the end user; it is a
requirement to provide a boundary fence and a security guard house or security
room that will serves as the facility for the security personels. The building is also
equipped of CCTV Camera that monitors the activities in the facility. The building
keying system is as per the Royal Commission and Standard.
