ACTIONS DONE BEFORE THE LEGALLY BINDING REFERENDUM :

1. Government officials will hold awareness campaigns in Puerto Rico to educate their
citizens. This will happen through seminars that talk about the pros and cons of
statehood, ensuring they are well-informed before deciding the future of their territory.
2. A legally binding referendum will be made by the UN, to ensure that the survey results
aren’t manipulated in any way and the Congress will have to abide by the results of the
survey.
a. This referendum will decide the political status of Puerto Rico
b. This referendum will be in both of Puerto Rico’s national languages,Spanish and
English, to ensure that each and every citizen understands what it is trying to be
conveyed
c. The three options in the referendum will be: for statehood, independence/free
association or remain as they are
d. All citizens must complete the referendum, strict measures will be take otherwise

PART A : IF STATEHOOD IS ACHIEVED :

1. Compensation for the other voters:


- A group of officers would be sent to avoid hate crimes against the government.
- A former US state leader will work as an advisor for the elected representative of
the Puerto Ricans so that Puerto Rico can adjust to US regulations.
- Federal Income Tax will be introduced at a low percentage but later increased to
introduce Puerto Ricans to the new taxing system
- Investments in healthcare, infrastructure, and education will be made by the US
- Some schools in the state will remain Spanish with English as a mandatory
foreign language

2. Encourage peaceful advocacy and nonviolent means of expressing dissent.


Ensure that all voices are represented in the decision-making process by involving
individuals from diverse backgrounds, including those who oppose statehood.
Listen attentively to the concerns raised by those opposing statehood

a. Seek to understand their specific apprehensions and work towards finding


common ground or alternative solutions that address their concerns while
respecting the aspirations of those in favor of statehood.
b. Representatives will be sent to the island to understand their standpoints and they
will empathize with the residents to make further improvements if need be
3. To reduce PR debt of 7.4 billion USD, nations will be encouraged to treat Puerto Rico as a
host nation to deploy factories and other outlets to gain access to a whole new market
thus increasing job opportunities for citizens.
4. A former US state leader will work as an advisor for the elected representative of the
Puerto Ricans so that Puerto Rico can become a better place.

PART B : IF STATEHOOD IS NOT ACHIEVED (NONE OF THE ABOVE)

1. A selected group of officials will be appointed in Puerto Rico to ensure that any or all hate
crimes, crimes are prevented and taken care of accordingly.
2. Increase in job opportunities so the territory can become more economically stable and
be able to pay off the debt, reducing the percentage of its Gross domestic product (GDC)
from 70% to something lower so that the territory can economically advance.

PART C: IMPLEMENTATIONS REGARDLESS OF RESULTS

1. Since Puerto Ricans are US citizens and should be treated as such, they should receive
equal rights to D-SNAP, medicare and medicaid.
2. They will also receive more funding for better infrastructure as they are considered as
CLASS-D infrastructure

Puerto Ricans will be assured that the following would be taken care of:
a. No discrimination
b. Culture and heritage will remain conserved
c. The main languages of the state will remain the same (Spanish and English)
d. Since Puerto Ricans are US citizens, they will be treated as such and not as
second-class US citizens
2.Increase in job opportunities so the territory can become more economically stable and be
able to pay off the debt, reducing the percentage of its Gross domestic product (GDC) from 70%
to something lower so that the territory can economically advance.
