VII MEETING OF THE LACEA / IADB / WB RESEARCH NETWORK ON

INEQUALITY AND POVERTY

San Jose, Costa Rica


November 3, 2004

The seventh meeting of the LACEA/IDB/WB Network on


Inequality and Poverty (NIP) will be held in Costa Rica, at
the Universidad de Costa Rica, on November 3rd, 2004, back
to back with the LACEA Ninth Annual Meeting also to be held
in San Jose, November 4-6, 2004.

The NIP is an initiative that aims to advance the state of


knowledge and expertise regarding the causes and
consequences of poverty, inequality, and social exclusion,
as well as the whole range of policies, institutions, and
social structures that influence their dynamics, as well as
the impact of public action.

TOPICS:

Contributions are invited on the macroeconomic,


microeconomic and institutional aspects of poverty and
inequality, particularly related to Latin America and the
Caribbean. This year, the organizers encourage submission
of papers on:

- Evaluation of Programs and Policies

- Methodological Studies

PROGRAM DETAILS:

The meeting program will include a keynote address, and


seven papers selected on the basis of academic merit, each
with a formal discussant. Submitted papers will be reviewed
by a program committee, which includes members of the
Executive Committee of the Network. Abstracts should be
sent by August 6th, 2004, final papers should be sent by

August 20th, 2004. Authors chosen to present papers will be


notified through email on September 22nd, 2004. Strict
compliance with these deadlines is required.

Three Postdoctoral Fellow Positions Available

The International Food Policy Research Institute (IFPRI)


seeks three qualified Postdoctoral Fellows to join its new
ISNAR Division. The positions are two-year, fixed-term
appointments, based at the ISNAR Divisional headquarters in
Addis Ababa, Ethiopia. Each available position is detailed

JOB DESCRIPTIONS:

POSTDOCTORAL FELLOW - "Agricultural Innovation Systems"


(REF: #04-134)

Institutional change in agricultural innovation systems


will be one of the three thematic areas of the new ISNAR
Division. The other two are science policy and the
organization and management of agricultural research. All
three research programs will be global in scope. The aim of
the institutional change in agricultural innovation systems
program is to foster creative institutional changes that
better link public agricultural R & D institutions to the
private sector, farmers' and civil society organizations,
educational institutions and extension services so as to
improve their responsiveness to their clients, partners and
stakeholders. This should lead to improved innovation
systems with consequent benefits to the poor and the
environment. The major responsibilities of the incumbent
will include development of conceptual and analytical
frameworks, primary and secondary data collection, analysis
and modeling, and report writing. Networking with R & D
managers in the public and private sectors, universities,
and researchers will also be part of the work. Extensive
international travel is required.

POSTDOCTORAL FELLOW - "Agricultural Science Policy"


(REF: #04-135)

Science policy will be one of the three thematic areas of


the new ISNAR Division. The other two are institutional
change in agricultural innovation systems and the
organization and management of agricultural research. All
three programs will be global in scope. The science policy
research will address goals and instruments of science
policy related to agriculture and the food system in the
context of the realities of low-income countries. The aim
of the science policy program is to provide knowledge and
advice built upon quality research that better informs
agricultural science policy formulation. This shall enhance
the performance of R & D institutions and the returns to
investments in them, with consequent benefits to the poor
and the environment. The major responsibilities of the
incumbent will include development of conceptual and
analytical frameworks, primary and secondary data
collection, analysis and modeling, and report writing.
Networking with national policymakers and researchers will
also be part of the work. Extensive international travel
is required.

The program on organization and management of research will


be one of the three thematic areas of the new ISNAR
Division. The other two are institutional change in
agricultural innovation systems and science policy. All
three programs will be global in scope. The program
"Organization and Management of Research" has a particular
focus on Sub-Saharan Africa. The aim of the organization
of agricultural research program is to provide knowledge
and advice built upon quality research that contributes to
improved performance of public agricultural research and
development organizations and their responsiveness to their
clients, partners and stakeholders. The major
responsibilities of the incumbent will include development
of conceptual and analytical frameworks, primary and
secondary data collection, analysis and modeling, and
report writing. Networking with national R & D managers and
researchers will also be part of the work. Extensive
international travel is required, especially in Africa.

division has a global reach and is housed on a research
campus in Addis Ababa, Ethiopia.
