Background.
Mr. Yeshi Tempa is a layman practitioner and referred as the lama in that locality. He migrated
to the current place at Shamdolay village, Tashiding Gewog under Dagana Dzongkhag from his
birth place Thuenpay village, Kurtoe Gewog under Lhuntse Dzongkhag in the year 2016(4 th of
6th Lunar Month).
He traveled here up on request of the previous lama of Shamdolay Chiwog under Tashiding
Gewog Mr. Lam, the current Bangter Lam to construct the Lhakhang left unconstructed at the
land donated/offered by the local resident Mr. Tashi Phuntsho for the construction of community
Lhakhang.
The initiation work for the construction of Lhakhang has been started only after his arrival in that
place. The construction of the Lhakhang has been started since 0ctober, 2020 through private
funding source. Lama has constructed the Lhakhang till the current stage with lending
donations. Before he migrated here, he has studied monastic education at Kalingpong at
Dzongsar Khentse’s Nyingma institute for 12 years and spent three years at retreat center at
Sikkim under Drodup Rinpochhe’s Nyingma institute.
Currently, Lama is the sole organizer for the Lhakhang construction and serving as the Lama of
that community benefiting the public of that locality immensely.
Vulnerability
The total land in the current Lhakhang construction site’s Thram with Thram No. is only
available for the Lhakhang construction and the construction of ancillary structures purposes in
the future. In the year 2008, when lama reached at that place for the 1 st time, lama had
constructed his resident nearby the proposed Lhakhang site and during the nationwide re-
alignment land boundary survey programme in 2012, it was found out that Lama’s resident has
been constructed on 10 decimal SRF land. As request the total land of 90 decimals initially
belonging to Mr. Tashi Phuntsho has been surveyed for the lama’s resident. However, later on
while consultation with the Dagana Dzongkhag Land record Office, it was found out that the 90
decimal lands reflected as the SRF land only. Since then, with guidance from Land record office
and Dasho Dzongrab (Kidu focal) for the Dagana Dzongkhag Administration had process for the
land Kidu application.
The risk is that incase if the government do not approve the land Kidu proposal of Lam Tempi
Nima and not grant the land Kidu, lama himself and his family will have to leave that place
thereby endangering the completion of the ongoing Lhakhang construction. Not only that, the
public of the community, Shamdolay Chiwog will not have Lama to help conduct daily rituals,
annual lochoes and crematoria rituals.

His Majesty is requested to grant land kidu to Mr. Yeshi Tempa for his resident construction at
Shamdolay village (near the construction of Lhakhang area) under Tashiding Gewog, Dagana
Dzongkhag. This is also requested for the cultivation purposes for the survival of his family.
