1.0 GENERAL

1.1 This specification covers the requirements for excavation, for fill and embankment
construction, and for grading work required to achieve a dense, stable and adequately
drained site ready for subsequent plant construction. Also covered is the requirements for
clearing and grubbing work, material stockpiling and road base installation.

1.2 In case of conflict, the following order of precedence shall apply:

1.3 Deviations from this standard must be approved in writing by Purchaser prior to
implementation.

1.4 Should this standard prove unable to cover a given situation, the additional information
required shall be developed and incorporated into this standard, subject to prior approval
by Purchaser.

1.5 Compliance by Contractor with requirements of this standard shall not relieve Contractor
of his responsibility to provide site preparation, subgrades and road base construction
work that is suitable for their intended purpose.

2.0 SCOPE

2.1 The work shall include, but not be limited to, the following:

2.1.1 The removal and proper disposal of vegetation and other objects resting on or
protruding through the surface of areas to be cleared with the exception of such
items that are designated to remain.

2.1.2 The removal of topsoil from jobsite areas designated on the plans, and for
stockpiling topsoil for later use.

2.1.3 The excavation and the fill and embankment construction required to achieve the
site finished grades indicated on the plans.

2.1.4 The removal, replacement, and disposal of unsuitable and surplus excavated
materials.

2.1.5 The furnishing of borrow, when a sufficient quantity of satisfactory fill material is
not available from on-site sources.

2.1.6 The control of surface runoff and groundwater as necessary for the safe and
efficient execution of the work; and

4.0 SUBMITTALS

4.1 A testing and inspection agency will be retained to perform field and laboratory testing
and soil evaluations to verify compliance of the work with the requirements of this
specification and to ensure the achievement of the intents and purposes of the work. The
following shall be submitted to the Purchaser.

4.1.1 Inspection records and reports

4.2 Refer to Table I for a listing of required submittals.

5.0 SITE CONDITIONS

5.1 Existing site geotechnical conditions have been investigated by the geotechnical
consultant. The report containing the findings, conclusions, and recommendations
resulting from this investigation is by this reference made a part of these specifications.
A copy of the report is included in the contract documents.

5.2 The information contained in the report shall not be construed as a guarantee of the depth,
extent, or character of materials actually present.

6.0 SOIL MATERIALS

6.1 Topsoil

Natural, friable, fertile, fine, loamy soil containing no less than 1.5 percent organic
materials when tested per AASHTO T 194, and generally representative of agriculturally
productive soil. Topsoil shall be free from subsoil and objectionable material.

6.2 Satisfactory Fill Material

6.2.1 Sandy clay or silty clay material with a plasticity index of between 10 and 20 and
a liquid limit of 30 or less. Such material shall be free of debris, organic matter or
any particles larger than two inches in any dimension.

6.2.2 The existing upper highly plastic clays are not satisfactory fill material.
Stabilization of this material for use as fill is not permitted.

6.2.3 Flowable fill is allowed for backfill only with Total Inspection approval.

6.3 Borrow

Borrow materials shall meet the requirements specified herein for satisfactory fill
material.

7.0 PREPARATION WORK

7.1 Preliminary Site Examination

Prior to excavating, thoroughly examine the proposed areas to be excavated to identify


the locations of features indicated on the drawings. Notify Engineer of any obstructions
encountered that will prevent accomplishment of the work as indicated on the drawings.

7.2 Construction Layout

Unless otherwise stipulated elsewhere in the contract documents, the work covered by
this specification includes the performance of all calculations, and the setting of all marks
and stakes necessary to ensure that the work conforms to the required lines, grades, and
dimensions. Relate such layout to the coordinate grid system, elevation datum, and
related survey control monuments and bench marks identified on the drawings or
elsewhere in the contract documents.

7.3 Pavement Removal

Where excavations must be made in areas of existing paving that is to remain, remove the
pavement using neat, straight, and square or parallel saw cuts, no less than one foot
outside of the line of intersection between the excavation sidewall and the pavement
subgrade surface. In the case of portland cement concrete pavement, the line of removal
may be the nearest existing pavement joint outside of the one foot limit. Cut and
carefully bend out of the way of the excavation any steel reinforcement exposed by the
pavement removal. Position the steel reinforcement cuts so that a sufficient amount of it
projects into the removed area to allow for a lap splice with the new replacement
reinforcement required for restoration of the pavement.

7.4 Erosion and Siltation Control

Prior to commencement of any earthwork operations, install all measures required by


applicable guidelines, codes or regulations for the control of erosion from the site and to
prevent siltation of adjacent areas.

7.5 Excavation Safety

Before the start of excavation, plan for and assemble materials and equipment required to
stabilize excavation sidewalls as necessary to ensure the safety of personnel working in
the excavation, and to protect existing facilities and structures in the vicinity of the work
from damage. The systems, methods, and techniques used shall meet or exceed all

applicable requirements of the OSHA Construction Industry Standards, and all other
local, state, and federal codes and regulations.

8.0 PROTECTION OF SITE

8.1 Existing Facilities to Remain

8.1.1 Take protective measures to prevent damage to existing facilities and vegetation
located within the work area that are designated to remain.

8.1.2 Locate and protect benchmarks, baseline monuments, property corners, and other
temporary or permanent survey markers in the vicinity of the work from
destruction or disturbance. Accurately restore at the earliest practical date any
markers destroyed or disturbed. Within the area to be cleared, properly relocate
survey markers that interfere with the work, or witness the markers and then
restore them after completing the work. Perform survey marker relocation or
restoration work under the direct supervision of a registered land surveyor.

8.2 Slope Stabilization

8.2.1 Stabilize the sides of excavations as necessary to prevent slope failure or any
other earth movement that might injure personnel, or damage existing buildings,
structures, or other facilities in the vicinity of the work. The stabilization method
employed shall comply with pertinent requirements of the OSHA Construction
Industry Standards, and other applicable federal, state, and local codes and
regulations.

8.2.2 Remove sheeting, bracing, and shoring systems employed for slope stabilization
as the progress of the work eliminates their need, unless they are permitted or
required to remain by other provisions of these specifications or the other contract
documents. Carefully remove such systems in order to prevent subsidence or
other soil movement that might damage existing or newly constructed structures
or other facilities.

8.3 Existing or Complete Utilities

8.3.1 Use care in moving machinery and equipment over existing or newly installed
pipes and utilities during construction so as not to damage completed work.
Power-driven equipment shall not be used to excavate any closer than two feet
from an existing utility or structure.

8.3.2 For work immediately adjacent to, or for excavation exposing an existing utility
or other structure, use manual or light equipment excavating techniques. Start

manual or light equipment excavation before reaching the obstruction, and


continue until the obstruction is uncovered, or until clearance for the new pipe or
utility is ensured.

8.3.3 Support uncovered pipes and other existing work affected by the excavation until
they are properly supported by backfill.

8.3.4 Report immediately to Construction Manager any damage to utility lines or other
subsurface facilities.

8.4 Protection and Repair of Surface

Protect newly backfilled and graded areas from damage due to traffic, erosion, or
settlement. Repair and re-establish damaged or eroded slopes and finished grades,
restoring them to their required finished condition. Protect existing streams, ditches, and
other storm water facilities from silt accumulation and erosion.

9.0 CONTROL OF WATER

9.1 General

Prevent or control water flow into excavations, or water accumulation in excavations, to


ensure that the bottoms and sides of excavations remain firm and stable throughout
construction operations.

9.2 Surface Waters

9.2.1 Plan and conduct excavation operations so as to minimize the obstruction of


established storm water drainage in the vicinity of the work. Provide diversion
ditches, dikes, and other suitable measures to control and direct runoff around and
away from the excavation. Protect the sides of excavations from erosion and
sloughing caused by storm water runoff.

9.2.2 Promptly remove storm water accumulations in excavations. The systems and
equipment for controlling surface water shall be of sufficient capacity to prevent
significant disruption of the construction schedule or damage to existing facilities
in the vicinity of the work.

9.3 Groundwater

9.3.1 When the bottom of the excavation must be carried to an elevation below the
groundwater piezometric surface, or to such proximity to the piezometric surface
that the excavation bottom will become soft due to its being saturated by
groundwater, take measures to lower the piezometric surface sufficiently to
maintain the stability of the excavation bottom.

9.3.2 Design the groundwater control system using accepted proPARESsional methods
of design and engineering consistent with the best modern practice. The system

shall include trenches and sumps with pumps, well points, and such other
equipment, appurtenances, and related earthwork necessary to achieve the
groundwater control needs of the work. Carefully design and operate the system
to avoid damage to existing structures and other facilities in the vicinity of the
work.

9.4 Disposal of Removed Water

Convey water removed by the water control systems to an existing storm water drainage
facility that has sufficient capacity to accommodate the flow rates involved without
damage. Secure permits or other approvals required from authorities having jurisdiction
for such storm water discharge.

9.5 System Removal

After completing construction operations needing water control, remove materials,


equipment, and other facilities used for that purpose, and clean up and restore affected
areas as required.

10.0 CLEARING AND GRUBBING

10.1 Clearing

Remove trees, brush, rubbish, and other vegetation and debris resting on or protruding
through the surface of areas designated to be cleared and grubbed. In areas to be cleared
only, cut off flush with or below the surface any vegetation that is protruding through the
ground surface. Demolition of concrete piling, foundations, paving and other concrete
work is limited to those specific items listed in the contract.

10.2 Grubbing

In areas designated to be grubbed, remove the stumps and roots larger than two inches in
diameter to a depth of no less than three feet below the original ground surface. Removal
shall extend at least 10 feet beyond planned building lines and pavement edges unless
otherwise noted.

10.3 Smoothing of Ground Surface

After clearing and grubbing work has been completed, eliminate stump holes,
depressions, ridges, and other irregular surface features by grading and backfilling to
achieve a surface suitable for subsequent construction operations. Shape the resulting
surface for positive drainage of surface runoff. Backfill as necessary by filling holes and
depressions with suitable material obtained within the work area and by compacting to a
density equal to or greater than that of the surrounding undisturbed soil. Areas to be
excavated immediately after clearing and grubbing is complete need not be smoothed.

10.4 Disposal

Remove from the project site and dispose of debris resulting from clearing or from
clearing and grubbing operations. Burning will not be permitted. Obtain written
permission when disposing of cleared and grubbed items onto private property. File a
copy of this permit with the Construction Manager.

11.0 TOPSOIL STRIPPING

11.1 Stripping

Strip topsoil from areas where it is to be excavated separately from other excavated
materials. Remove materials only to such depth that it meets the definition of topsoil.
Clearing and grubbing work shall be performed prior to the initiation of topsoil removal
operations.

11.2 Stockpiling

Place the removed topsoil in stockpiles designated for that purpose. Stockpiles shall be
neatly shaped and free draining, with side sloped at four horizontal to one vertical or
flatter with all other surfaces sloped at approximately two percent. Conserve acceptable
topsoil from the site in sufficient quantity to cover areas requiring planting. Protect
topsoil stockpiles from contamination during the progression of work until the materials
have been used in finish operations.

12.0 BULK EXCAVATION

12.1 Excavation

Remove soil and other materials as necessary to achieve the finished grades, subgrade, or
other limits of excavation indicated. Utilize satisfactory fill materials resulting from
excavation work in the construction of fills and embankments, and for the replacement of
removed unsatisfactory materials.

12.2 Stockpiling

12.2.1 Place excavated materials that are surplus to the quantity needed for construction
of required fills and embankments or for replacement of unsuitable soils, in
stockpiles designated for that purpose.

12.2.2 Soil materials temporarily stockpiled adjacent to the excavation shall be placed in
an orderly manner at a distance from the banks of the excavation sufficient to
avoid overloading the bank.

12.2.3 Protect stockpiles containing satisfactory backfill material from contamination


with unsatisfactory material or other material that may adversely affect the quality
of the material and render it unfit for use. Arrange stockpiles so as not to obstruct
drainage or other construction operations in the vicinity of excavation.

12.3 Disposal

Dispose of excavated materials that are unsuitable for use as fill or backfill, or that are
surplus to stockpile requirements in a safe and proper manner off the project site in the
area designated for that purpose.

12.4 Surface Compaction

After the excavation to the required finish grade is completed, re-compact materials that
are to remain but have been loosened or otherwise disturbed by the excavation
operations. Compact to a firm, stable condition, and to a density equal to or greater than
the surrounding undisturbed material.

13.0 PROOF-ROLLING

13.1 Proof-rolling involves the application of test loads over the surface of a designated area to
locate and permit the timely correction of deficiencies in subsurface soils that are likely
to adversely affect the performance of an overlying pavement or structure.

13.2 Proof-roll designated areas using a 15 ton (minimum gross weight), pneumatic-tired
roller. Cover the designated areas with a minimum of two passes using the roller. Where
the width of the area to be proof-rolled is more than 25 percent of the length of the area,
make the second pass of the roller in a direction perpendicular to that of the first pass.
Proof-rolling operations shall be supervised by the Construction Manager or the
designated representative. Correct deficiencies detected by proof-rolling in accordance
with the instructions from the Engineer.

14.0 FILL AND EMBANKMENTS

14.1 Foundation Soils

14.1.1 Before placing the first layer of fill materials, scarify the surface of areas on
which fill is to be placed to a depth of no less than six inches, and then compact to
no less than 95 percent of standard proctor density (ASTM D 698). If an area of
soft or yielding subgrade is detected during the performance of work prescribed
by this specification, report this condition immediately to the Engineer for
determination of appropriate corrective action.

14.1.2 Where the existing ground surface on which the fill or embankment is to be
constructed has a slope steeper than one vertical to eight horizontal, bench the
surface so that each lift can be placed and compacted horizontally. Benching
shall be of sufficient width to permit the safe and effective operation of placing
and compacting equipment. Begin each horizontal cut at the intersection of the
original ground surface and the vertical sides of the previous cut below. Re-
compact material cut out for benching in conjunction with the compaction of the
new fill material.

14.2 Placement

14.2.1 Construct fills and embankments by placing and compacting satisfactory fill
materials in successive, uniform, horizontal lifts of not greater than eight inches
loose thickness. Compact each lift to the specified density before placing
materials for the overlying lift.

14.2.2 Where the required finished grade has a slope steeper than one vertical to eight
horizontal, overbuild the slope line by compacting full layers horizontally and
then trim back to finished grade after compaction work is complete.

14.3 Compaction

Thoroughly compact materials placed in fills and embankments to a uniform density of


no less than 95 percent of standard proctor density (ASTM D 698) for the cohesive soils.

14.4 Moisture Control

14.4.1 Compact fill material at a moisture content within plus or minus two percent of
optimum.

14.4.2 When water must be added, distribute it uniformly over the surface of the layer,
and thoroughly incorporate it into the soil by manipulation to achieve a uniform
distribution of moisture throughout the material. When the moisture content is
excessive, defer compaction until the material has dried to a suitable moisture
content. Natural drying may be accelerated by manipulation to increase the rate
of evaporation, or by blending in a dry material. If drying is accomplished by
blending in a dry material, take care not to exceed the specified maximum layer
thickness for compaction. Remove any excess material from the layer before
compaction.

14.5 Testing

14.5.1 A minimum of one moisture/density test shall be made for each fill location and
each 5000 square feet of each lift placed. All field density determinations shall be
made in accordance with approved methods.

14.5.2 Additionally, Atterberg limits and percent finer than No. 200 sieve should be
performed randomly to insure uniformity of the installed material.

15.0 FINISH GRADING

15.1 General Grading

Trim and finish-grade the surface of areas involved in work covered by this specification
to within plus or minus 0.10 feet of the required grade. The resulting surface shall be
reasonably smooth and free of ruts, ridges, depressions, and other significant

irregularities. Leave areas designated to be grassed in a condition suitable for subsequent


topsoiling, and seeding or sodding operations.

15.2 Ditches, Swales and Channels

Construct new and modified ditches, swales, and channels to conform with the lines,
grades, and cross sections indicated on the plans or otherwise required by the contract
documents. Do not overexcavate or create ponding points. Backfill to grade any
excessive excavation using either satisfactory materials thoroughly compacted to the
density required for fills and embankments or place stone or cobble to form an erosion
resistant ditch lining.

16.0 ROADS

16.1 Subgrade

16.1.1 The upper six inches of prepared subgrade shall be scarified and shaped out of the
finished fill embankment or excavated area to comply with the roadway cross
section shown on the drawings. The scarified soil shall then be compacted to no
less than 95 percent of modified proctor density (ASTM D 1557).

16.1.2 Place additional compacted fill layers in six inch maximum lifts as needed to
build the subgrade up to the elevation required to begin placement of the specified
base course.

16.1.3 A minimum of one moisture/density test shall be made for each 1000 square feet
of each compacted subgrade layer. All field density determinations shall be made
in accordance with approved methods.

16.1.4 The finished surface of the subgrade layer shall be smooth and even, and shall
follow the true profile and elevations shown on the drawings. Finish elevations
for the subgrade surface shall be within plus or minus 0.05 feet of the elevations
given.

16.2 Base Course

16.2.1 The base course material shall be uniformly graded crushed aggregate base
material conforming to the standard given in the Texas State Department of
Highways and Public Transportation, 1993 Standard Specifications for

percent maximum laboratory density based on AASHTO T 180, Method D. The


total thickness of base course required shall be in accordance with the drawings.

16.2.3 A minimum of one moisture/density test shall be made for each 1000 square feet
of each lift placed. All field density determinations shall be made in accordance
with approved methods.

16.2.4 The finished surface of the base course layer shall be smooth and even, and shall
follow the true profile and elevations shown on the drawings. Finish elevations
for the subgrade surface shall be within plus or minus 0.05 feet of the elevations
given.

17.0 UNPAVED WALKWAYS AND PERSONNEL ACCESS AREAS

17.1 The base course and finished course for areas where walkways, personnel access, or
ground cover is specified, shall consist of a crushed limestone flexible base material. The
material shall conform to Texas State Department of Highways and Public
Transportation, Standard Specifications for Construction of Highways, Streets and
Bridges, Item 247 Flexible Base for Type A, grade 2 Material, with maximum of 1"
aggregate size.

17.2 The material shall be placed with a total thickness to be no less than 6". The total
thickness required shall be in accordance with the drawings. The material shall be
compacted to a uniform density of at least 95 percent maximum laboratory density based
on AASHTO T-180, Method D.

17.3 The finished grade of the surface shall be within plus or minus 0.10 feet of the required
grade. The resulting surface shall be reasonably smooth and free of ruts, ridges,
depressions, loose aggregate over 1" in diameter, and other significant irregularities.
