SUBJECT WATER MANAGEMENT AND CONSERVATION MEASURES

In line with Bulletin No. 002 "El Nino and the Status of Metro Manila's Water Supply" issued by
the Water Resources Management Office and Memorandum Circular No. 22 "Mandating Al1
National Government Agencies and Instrumentalities to Strictly Implement Water Conservation
Measures" issued by the Office of the President on June 7,2023, all water utilfu operators/water
service providers are enjoined to:

Prepare and update, or adopt and implement action plans designed and aimed to mitigate the
expected impact and adverse efiFects of the El Niflo phenomenon; which shall include, uunong
others:

1. Reduction of nori-revenue water (NR!$ or systems loss [b.g. prompt repair of leakages;
check illegal connections and prosecute violators);
2. Adoption of water conservation measures (reduce, re-use, recycle);
3. Maintain and report accurate data, i.e. a.) daily or monthly volume produced per deepwell
or diversion point, b) average monthly consumption, c) monthly NRW, d) static and
drawdown level of water sources;
4. Timely submission of all reports required under the regulation and operation guidelines;
5. Intensified and sustained information dissemination to all stakeholders, including but not
limited to planned and rurplanned water intemrptions;
6. Coordination with properiappropriate government agencies, offices, and private or non-
governmental organizations

Further, all water utility operators/water service providers are also required to submit the most
recent data on the following key performance indicators:

l. Water Availability (hours) per zone 5. Operating Ratio

2. Non-Revenue Water 6. Service Coverage
3. Consumption (liters per capita per day) 7. Water Pressure
4. Ave. Consumption/Conn./lvlonth (m3) 8. % with Potability tests
