OFOUR CITY THROUGH A SOCIAL SERVICE PROGM M TO BE KNOW N AS THE
''PUNERARYA PytltA SA M ASA PROJECT'',APPROPRIATING FUNDS IN
RELATION THEREOF AND F()R OTHER PURPOSES.
W HEREAS,itisadeep-seated cultureand tradition ofallFilipinos,regardlessoftheir
statusand socialstanding,to givethehighestresped totheirdeparted loveonesby providing
them decentfuneralritesandinterment;
W HEREAS,thisaforementioned cultureofthe Filipinosisdeeply embedded in every
Filipinofamilyandhousehold,andthisincludesthelessfortunatesectorofoursociety;
W HEREAS,some of our econornically disadvantaged constimentsresortto begging
almsandsolicitingvoluntarydonationsjusttoavailofthecostlyfuneralandburialexpensesof
private funeralcompaniesin orderto show to a deceased family membertheirlastrespects
throughadecentfuneral;
W HEREAS,thisstark reality ishappeningwithin otlrmidstand itonly emphasizesthe
increasing gap between the rich and the poor sectors of our society. This reality further
aggravatesthedeep anguishbeingfeltbytheimpoverishedmembersofotlrconununityandonly
worsenstheirfeelingofhelplessnessalzdgravem isel'yinlosingamemberoftheirfamily;

WHEREAS,otlrCityGovernmentshouldalleviatethisplightofourpeoplebyproviding
the lessforttmatemembersofourcommtmity freefuneralservicesthrough the soclalservices
fundofourgovem ment.
NOW THEREFORE,be itordained by the Sangguniang Panlungsod of Santiago in
Sessiondulyassem bled,that:

 SECTIO N 2. Declaration of Policy. lt is hereby declared the policy of the City
GovernmentofSantiago,inconsonancewith itsmandatedpowersandsocialresponsibilitiesto
its populace.to extend and provide free funeral services to the bereaved families of its
constituents,particularlyto theneedy,thepaupersalldindigentresidentsofSantiago Citywhile
givingpremium to thebeliefthateverypersonandindividual,whetherrichorpoor,deservesa
decentfuneralalldintenuent.
SECTION 3.EstablishmentofFreeFtmeralSenrices.Pursuantto the aforementioned
policyitishereby established in otlrCity Governmentafreefuneralserdcesprogram forthe
underprivileged residents of Santiago City to be known as the eTIJNERARYA PARA SA
MASA Projecf'.
ltshallbeundertheOflke ofthe City M ayor,in coordination and withthetechnical
assistanceandsupportoftheCitySocialW elfarealldDevelopmentOftice(CSWDO)andthe
CityHea1th Oftice(CHO).
SECTION 4.SenricestoberenderedtmderthePuneratyaParaSaMasaProject.The
PuneraryaParaSaMasaProjectshallundertakethefollowingservices:
a.embalmmentofthedead;
b.provisionofcasket,lightingandotherequipments,
c.ftmeralandnecrologicalassistance;
d.interm entandbtlrialassistance;
e.transportationandotherrelatedandallied services.

orivatefuneralentitiesfortlle provision oftheaforestated servicestmdertermsandconditions
which arebothbeneticialtothecitvcovernmentandtothequalifiedrecipients.

SECTION 5.Qualitied RecipientsofFreeFuneralSenices.ThePtmerayaPara Sa

MasaProjectisespeciallyintendedfortheunderprivilegedresidentsofSantiagoClty,suchas
thepaupers,indigentsand thosebelongingtotlrbanpoorsectorofo!zrCity.Theveracity ofthe
factsregarding tlze socialand economic statusofthewould-berecipientsshallbe detenuined,
verified andcertifiedbytheCitySocialWelfareandDevelopment(CSWD)andtlleOfficeofthe
CityM ayorsthrutheExecutiveAssistantonUrbanPox.
SECTION 6.DesignatedPlaceofBurial.IntermentshallonlybeallowedattheSantiago
CityPublicCemetel'
yatBarangayCalaocanand Barangay San Joseasthedesignatedburialsite
forthePuneraryaParaSaMasaProject.However,insomeexceptionalcases,intennentmaybe
allowed outside thejurisdiction ofSantiago City,provided,thatalIexpensesforthe said
intermentshallbebornebythepartiesconcerned.
SECTION 7.Health lnspection Requirement.Upon theapprovaloftherequestforfree
funeralservices,theCityHealthOfticerorhisdulyauthorizedrepresentativeisherebymandated
to conductacomprehensivehealth inspection alld ilwestigation forthepurposeofdetenuining
thecauseofdeathofthedeceased hlordertopreventthepossibilityofanoutbreakofinfectious
diseases.
SECTION S.FuneralHouse forthe Punerarya Para Sa M asa. The City M ayor M ay
designateanappropriatesitefortheconstnzction ofaFuneralHouseforthe PuneraryaParaSa
MasaProject.A reasonableandappropriatebudgetshallbeallocatedforthispurpose.
Theuse ofthe FtmeralHouse shallbe freeofcharge to qualified applicantsunderthis
project.
SECTION 9. Casket Production. The City Government, through the Local Chief
Executive,shalldeterminethedesignandmodeofproductionofcasketsthatwillbeprovidedfor
freeunderthePuneraryaParaSaMasaProject.Forthispurpose,theCityGovernmentmayset

up casketproduction shop orshops in suitable sites orbarangays ofthe City where skilled
carpentersand craftsm en ofnon-governmentorganizations,cooperativesand othergroupswho
areresidentsofSantiagoCitym aywork andearnincome.
SECTION 10.Vehicles,EquipmentsandOtherFacilities.TheOfticeoftheCityM ayor
ishereby authorized to availand makeuseofany availableserviceable vehicles,equipments.
supplies,materialsand otherfacilitiesoftheCityGovernmentwhicharenecessaryto can'y out
theobjectivesofthisOrdinance.
SECTION 11.lmplementing Rulesand Guidelines.TheOffice ofthe City M ayor,in
coordination with the City SocialW elfare and Development Office (CSW DO), is hereby
authorizedunderthisOrdinancetoformulatespeciticimplementingrulesandguidelinesto cany
outtheobjectivesofthisOrdinance.
The Chairperson and m em bers of the Sangguniang Panlungsod Committee on Urban
Poor, shallbe m em bers of the Oversight Com rnittee for the full implem entation of this
Ordinanee.
SECTION 12. Budgetary Allocations. The Honorable Chief Executive is hereby
authorized to appropriate and include in the executive budgetthe necessary amountfor the
effectiveandsuccessfulimplementationoftheprovisionsofthisOrdinance.

The subsequentfunding requirementsofthe PuneraryaPara Sa Masa Projectshall

accordingly be incorporated in theannualbudgetpreparation ofthe City Govenzm entstarting
withtheAnnualBudgetfor2006andeveryyearthereafter.
A startingfund ofONE MILLION PESOS (P1,000,000.00)orasmuch necessary is
herebyappropriatedasinitialbudgetunderthe2006City Governmentbudgetfortherealization
ofthisOrdinance.
SECTION 13.OtherSottrcesofFunds.TheCity Governm ent,through tlze LocalChief
Executive,may enterintoaMemorandum ofAgreementwith any localornationalgovernment
or non-governmentoffices and agencies,private entities and corporations.foreign or local
naturalandjl
zridicalpersons,whoarewillingtocontribute,donate,pledgeorextendanygrants
andaid,eitherinkindorincash,forthesuccessfulimplementationofthisOrdinance.
Thesaidcontribution,donation,pledge,grantsandaidreceived shallbereflected, stated
andplacedinaseparateaccountunderthebudgetforsocialservicesofourCityGovernmentand
shallbeutilizedanddisbursedexclusivelyfortherealizationoftheprovisionsofthisOrdinance.
SECTIO N 14.EffectivityClause.ThisOrdinanceshalltakeefrectim mediatelyupon its
approval.
