AN ORDINANCE PROVIDING AN EXPRESS LANE FOR DISABLED PERSONS
IN COM MERCIAL AND OTHER ESTABLISHM ENTSW ITHIN
TH E CITY OF SANTIAGO
W HEREAS,plzrsuanttoArticleXV,Section4 ofthe Constitutionaitistheduty ofthe
family totakecareofitselderlymemberswhilethestatemaydesignprogramsofsocialsecurity
forthem.Inadditiontothis,ArticleM Il,Section 11providesthat'ethereshalll)epriorityforthe
needsoftheundermivileged,sick,elderly,disabled,womenandchildren.'';
W HEREAS, the Sangguniang Bayaw Sangguniang Panlungsod and Sangguniang
Panlalawigaa aremandated bytheLocalGovernmentCodeof1991to provideforthecareof
thedisabledpersons,paupers,theagetlsthesick,persoasofunsotmdmind,abandonedml

W HEREAS,thecity,initsutmostbest,adheresilzprovidingmeasurestoenslzrethatthe
isabled personsw111lx welltakencaredofand givesfullsupporttotheimprovementoftheir
wellbeingconsideringthattheyareintegralpartofthePhilippinesociety;
NOW THEREFORE,lx itordainedbytheSangguniangPanlungsodofSantiagoCityin
sessiondulyassem bled,that:
Section 1.Title.Thetitleofthisordinanceshalll1ettExpressLaneforDisabled Persons

Section2.PrescribedActs.A11commercialand otherestablishmentswithintheCity of
Santiagohwingatleastfour(4)cashrejisters/tellerwindows/cotmtersshallprioritizedisabl
ed
personsinalltheirtransactiorssbyprovidmgan expresslaneexclusively forthem.Providedthat,
when thereisno disabled person who isgohlg to usethe said expresslanesothershoppersand
buyersmay also usethe same.Provided furtherthat,ifitisimpossibleto providean exclusive
express lane as in the case of commercial establisbments with less tlmn 4 cash
register/counter/tellerwindowssanoticeshallbepos-ted inthosewindowsthatpriority sballbe
giventodisabledpersonsintheline.
Section3.DefinitionofTerms.Thetermsasusedinthisordinanceshallbedefmedas
follows:
a) Commercial Establishments- shall mean shopphlg malls; supennarkets;grocez.

Section 4.Penalties.Any commercialand other establisbment found violating any
provisionofthisordinanceshallbepenalizedasfolbws;

days.

thisordinance,afmeofFiveThollKandPesos(P5,000.00)shalllx imposeduponthe
saidcommercialestablishment.
Section 5.Repealing Clause.Any order,ordinance,rul
e and regulation orpartthereof
inconsistentwiththisordinnnceareherebyrepealedormodifiedaccordingly.
Section 6.Eyectivit
y Clause.TbisordinanceshaltakeeflkctFixeen (15)daysalter
completion ofitspublication.Letcopiesofthisordinnnce befurnishedto a11persons,agencies
andcommercial/otherestablishmentsconcernedforthekinformationandguidance.
