6. EQUIPMENT SAFETY

6.1 Portable Communication Equipments

UHF/VHF/Radio portable communication equipments must be of an intrinsically safe type. Use of other type
portable communication equipment is prohibited.

All vessels should have enough quantity portable vhf/radio for safe mooring operation, safe cargo, and bunker
operation, etc. DSM vessels should have minimum 5 pcs portable VHF on board. This quantity might be increased
depends on Master decision.

Batteries must be changed only in safe space and not in areas where flammable gas may
be encountered.

Most of terminals are giving to vessel their own Portable UHF/VHF/Radio to maintain ship shore communication. In
this case, chief officer should check the equipment type if it is intrinsically safe or not. Dedicated radio channel
should be posted on the terminal radio.

To prevent any communication failure, during operation, all portable uhf/vhf/radio including terminal radio regularly
tested to ensure that radio batteries has sufficient charge.

6.2 Torches

Only torches that have been approved by a competent authority for use in flammable atmospheres are to be used

When a new sign on crew come on board, he/she should be reminded about this rule and if he/she has personal
non approved type flashlight, Chief Officer and or chief engineer should keep it under locked place to prevent
accidental usage.

Master should maintain enough quantity ex proof flashlight on board for deck and engine departments

Batteries must be changed only in safe space and not in areas where flammable gas may be encountered.

Vessels can determain which marks and symbols should be available on the flashlights from below two different
tables. However, it is enough if intrinsically safe mark available

6.3 Portable Lamps and Electrical Equipments

All portable electrical equipment including lamps should be approved by a competent authority and must be
carefully examined for possible defects before being used. Special care should be taken to ensure that the
insulation is undamaged and that cables are securely attached and will remain so while the equipment is in use.
Special care should also be taken to prevent mechanical damage to flexible cables (wandering leads).

6.3.1 Lamps and Other Electrical Equipment on Flexible Cables (Wandering leads)

The use of portable electrical equipment on wandering leads should be prohibited within cargo tanks and adjacent
spaces, or over the tank deck, unless throughout the period the equipment is in use:

• The compartment within which or over which the equipment and the lead are to be used is safe for hot, and

• The adjacent compartments are also safe for hot work, or have been purged of hydrocarbon to less than 2%
by volume and inerted, or are completely filled with ballast water, or any combination of these, and

• All tank openings to other compartments not safe for hot work or purged as previous point are closed and
remain so; or

• The equipment, including all wandering leads, is intrinsically safe; or

• The equipment is contained within an approved explosion-proof housing. Any flexible cables should be of a
type approved for extra hard usage, have an earth conductor, and be permanently attached to the
explosion-proof housing in an approved manner.

In addition there are certain types of equipment, which are approved for use over the tank deck only.
The foregoing does not apply to the proper use of flexible cables used with signal or navigation lights or with
approved types of telephones.

6.3.2 Air Driven Lamps

Air driven lamps of an approved type may be used in non-gas free atmospheres although, to avoid the
accumulation of static electricity at the appliance, the following precautions should be observed:

• The air supply should be fitted with a water trap; and

• The supply hose should be of a low electrical resistance.


Permanently installed units should be earthed.

6.4 UTI

UTI is; ullage, temperature and interface measurement apparatus.Minumum 2 pcs UTI shall be available on board.

UTI tapes must be bonded before being introduced into tanks. UTI tapes which have Quick couplings to connect
the unit to the vapour lock will possibly not require bonding wires. Manufacterer guidelines shall be reviewed for
safe operation.

Use of UTI is a critical operation when handling toxic / flammable cargoes; due to crew in charge may exposure to
the cargo vapour in the case of wrong use of equipment. When the cargo tanks in positive pressure, this risk will
increase.
In order to prevent exposure to the cargo vapour following steps to be followed;

Connection / Diconnection to Vapour Lock

1. Disconnect vapour valve cap


2. Connect the UTI to the Vapour lock

3. Connect to grounding cable, where applicable


4. Open the vapour lock valve
5. Make measurement with UTI
6. When measurement completed, heave up UTI tape completely
7. Close to vapour lock valve
8. Disconnected the grounding cable and disconnected UTI from vapour lock
9. Close the vapour lock cap.

ATTENTION
1. Never open vapour lock valve unless UTI properly connected to the vapour lock
2. Never disconnect the UTI unless vapour lock valve properly closed

After each use, be sure cleanliness of device and keep it in secure against bad weather affects.
Due to this equipments exposing to the cargo, never store inside the accommodation.

Vessels should ensure that UTI battery has enough power and spare battery available on board. Batteries must be
changed only in safe space and not in areas where flammable gas may be encountered.

Maintanance and calibrations shall be done as per manufacturer instruction. UTI shall be calibrated annually by
manufacturer shore service.

6.5 Close Sampling Device

There must be minimum 1 piece Close Sampling Device shall be available on board.

This device shall be used for cargoes, which IBC code column J indicated as R (restricted) and C (Close)

However it is strongly recommended to use for all cargo sampling.

To prevent any possible injury due to wrong usage;

1. Crew in charge of sampling operation should be familiar to the equipment and usage as per manufacturer
instruction
2. Sampling shall only be carried out under supervision an officer, who has an experience to use of system
3. Connection / disconnection procedure shall be followed as defined in the UTI section.

Cleanliness of the sampling device is so important that samples easily contaminated by old samples remanings.
Speacial attentions should be shown about the cleanliness.

After each use, be sure cleanliness of device and keep it in secure against bad weather affects.
Due to this equipments exposing to the cargo, never store inside the accommodation

6.6 Portable Fans

Portable fans or blowers should only be used if they are water, hydraulically, pneumatically. Their construction
materials should be such that no hazard of incendiary sparking arises if, for any reason, the impeller touches the
inside of the casing.

Fleet vessels have mostly air and water driven portable funs. P&A manuals has written procedure about using of
portable fans for cargo tanks.It is also written in P&A manual that minumun quantity and which capacity of
portable fans shall be available on board.

Portable fans should be placed in such positions, and the ventilation openings so arranged, that all parts of the
tank being ventilated are equally and effectively gas freed.

Portable fans should be so connected to the deck that an effective electrical bond exists between the fan and the
deck.
