1. SCOPE
This procedure covers the painting requirements for external surface of carbon steel part for
“MANYAR SMELTER PROJECT”

2. CODE & STANDARD


The applicable standards shall be in accordance with MS-DD-3000-MEC-SPE-0801_General
Specification for Painting, Rev. E.

3. EXECUTION OF WORKS
3.1. Paints
The paints according to the paint systems shown in Attachment 1 – Painting Table shall be
selected from market with suitable properties, such as the following:
3.1.1. The properties of paint :
(a) Adhesive strength (f) Overcoat ability
(b) Color stability (g) Recoat ability
(c) Storage stability (a) (h) Pot life
(d) Weather resistance (i) Paint application interval
(e) Heat resistance (j) Working stability
In principle, paints for the primer, intermediate coat and finish coat of any systems that
are to be painted at the same place shall be selected from a single paint material
manufacturer.
If each paint coat is applied at a different painting workplace (e.g. primer-shop, finish
coat-field), the paints shall be compatible between previous and successive coat.
Compatibility patch test demonstration must be done to verify a proper adhesion
strength with successive coat material manufacturer prior to the production painting
work.
3.1.2. The paint listed in Attachment 1 – Painting Table shall have the following
characteristics:
(a) Organic Zinc
Two-component polyamide-cured (or amine adduct-cured) type epoxy based
primer. The zinc dust content is a minimum 80 % by weight in dry film and provides
high anti-corrosive stability. Continuous heat resistant temperature range is minus
46 °C to plus 120 °C.
(b) Inorganic Zinc
Two-component high build type moisture curing ethyl (or alkyl) zinc silicate paint. The
zinc dust content is a minimum 80 % by weight in dry film, and provides high anti-
corrosive stability. Continuous heat resistant temperature range is minus 46 °C to plus
400 °C. Combination of Inorganic Zinc + Silicone is up to plus 540 °C. A MEK solvent

rub test per ASTM 4752 shall be conducted to verify the cure of inorganic zinc coatings
prior to over coating.
(c) Epoxy HB / Epoxy Intermediate Coat for Polyurethane Top Coat
Two-component polyamide-cured (or amine adduct-cured) type epoxy resin paint.
Generally, it has good resistance to chemicals and exhibits good durability,
compared to the epoxy ester type. Continuous heat resistant temperature range
is minus 46 °C to plus 120 °C.
(d) Silicone Aluminum
One-component aluminum pigmented silicone resin-based paint. Continuous
heat resistant temperature range is up to plus 540 °C. The silicone aluminum paint
shall be ambient air temperature cured, i.e. No forced heating is required for
curing. If the silicone aluminum paint to be used on austenitic stainless steels shall
not contain free chlorides after curing, although trace amounts in the raw materials
may be acceptable. Such paint shall not also contain metallic zinc / lead, because
of the possibility of inducing liquid metal embrittlement.
(e) Polyurethane
Two-component aliphatic polyurethane topcoat paint which has excellent gloss
and color retention. Continuous heat resistant temperature range is minus 46 °C
to plus 120 °C (Discoloration may become from 90 °C).
(f) Silicone Acrylic
One-component aluminium pigmented acrylic modified silicone resin based paint.
Continuous heat resistant temperature range is up to plus 260 °C. Full curing can be
achieved by long term exposure at ambient temperature.
3.1.3. Acceptable Paint Manufacturers and Products
Acceptable Paint Manufacturers and Products are listed in Table 1. Other Paint
Manufacturers and Products may be used with Contractor’s Review and Approval. All
paint materials shall not contain lead or asbestos.
3.1.4. All paint materials applied to any one surface or piece of equipment shall be products
of a single Coating Manufacturer
All materials used including cleaning agents, solvents, curing agents, thinners,
primers, and any other coating materials shall be clearly labelled to ensure traceability.
Each container or package shall have a clearly marked identification label attached to
it at all times complete with the following information:
(a) Manufacturer and Brand (c) Batch Number,
(b) Product identity code (d) Hazardous Chemical ID

3.1.5. Paint Container
All paint materials including paint, curing agent, thinner, etc. shall be shipped and stored
in air-tight containers as per the paint material manufacturer’s recommendations.
All paint material containers shall have labels clearly showing the paint material
manufacturer's name, product serial number, product name, manufacturing date, net
weight, color, SDS (Safety Data Sheet) includes indication of hazards, special instructions
and precautions for storage and handling.
A copy of all relevant SDS shall be kept in all paints stores and site offices for reference.
3.2. Surface Preparation
3.2.1. Surface preparation shall be as follows:
1) Treatment of surface imperfections: All crevices, corners, and edges of shaped
steel, joints of steel plates, especially around the bolt heads shall be treated in
accordance with ISO 8501-3, Grade P2 and 2mm edge rounding prior to blast
cleaning.
2) The grade of surface preparation for each paint system shall be in accordance
with Attachment 1 – Painting Table.
3) The details of the surface preparation shall be in accordance with the following
SSPC specifications:

- SP 1 = Solvent cleaning,

- SP 2 = Hand tool cleaning,

- SP 3 = Power tool cleaning,

- SP 6 = Commercial blast cleaning,

- SP 7 = Brush-off blast cleaning,

- SP 10 = Near-white blast cleaning,

- SP 11 = Power tool cleaning to bare metal,

- SP 16 = Brush-off Blast Cleaning of Coated and Uncoated Galvanized Steel,


Stainless Steel and Non-Ferrous Metals.

Note: SSPC SP1 surface preparation shall include a visual check for oil/grease
contamination, either visually or using a back light for more critical areas. SSPC SP
1 shall be used for all cases where oil/grease contamination is noted.

3.2.2. Before abrasive blasting, suitable masking protection such as by wrapping or taping
shall be provided to prevent blasting for the following parts:
(a) Bearings, (g) Nameplates and Tags

(b) Fire system sprinkler heads (h) Screws

3.2.3. Compressed air cleanliness test shall be done to ASTM D4285 on a daily basis.
3.2.4. Abrasives for blast cleaning shall be in accordance with SSPC AB standards and
selected to provide a proper surface profile as per paint material manufacturer’s
recommendation. Test for oil contamination to ASTM D7393 and for salt
contamination to ASTM D4940 if recycled abrasive is used. Limits of salt is according
to SSPC AB standards. Silica sand shall not be used.
3.2.5. Visual check for all surfaces and dust, spot check according to ISO 8502-3, maximum
quantity and size rating 2.
3.2.6. Any oil, grease, water and dirt shall be removed by proven method prior to surface
preparation. Surfaces shall be cleaned free from dust and abrasive particles before
priming. Keep cleaned surfaces free from contamination such as dirt, dust, grease,
weld slag and any foreign material.
3.2.7. The surfaces shall not be blasted when the surface temperature is less than 3 °C
above the dew point, when relative humidity is greater than 85 %, or when there is a
possibility that the blasted surface will be subject to wetting.
3.2.8. All clean surfaces shall be primed within 4 hours as their cleaning and before rust
bloom occurs, the surface preparation work for the surface shall be repeated, prior
to the paint application.
3.2.9. When it is impractical or difficult to use the specified method of surface preparation, another
method of surface preparation may be used if it achieves similar surface cleanliness and
surface roughness. If SSPC grade “SP 10” is specified, SSPC grade “SP 11” may be
used occasionally for field-assembled facilities. If SSPC grade “SP 3” is specified, SSPC
grade “SP 2” may be used for a limited small area or narrow section of substrate.
3.2.10. Cleaning and surface preparation manner that the adjacent wet paint surfaces are not
marred by the cleaning operation.
3.2.11. Galvanized steel surfaces where to be painted or color coding is required shall be
prepared in accordance with SSPC SP16. Hand or power tool may be used instead of
brush-off blasting in order to achieve a minimum anchor profile of 19 microns.

3.3. Paint Application General


A pre-job alignment meeting shall be held with the paint applicators to discuss quality
requirements and inspector authority.

General requirements and precautions for paint application shall be as follows:
1) The paint application manner shall be in accordance with Attachment 1 – Painting Table and
the paint material manufacturer’s instructions.
2) In principle, paint shall be applied after the completion of the related installation work of
equipment, piping, electrical equipment, instruments, etc. except the surfaces which cannot
be painted after installation. Paint application shall be started, interrupted, and completed at
a proper time taking into consideration the schedule for the related work so that it never has
a detrimental effect on the overall schedule or the schedule for related work.
3) Provisions shall be made to prevent the sticking of paint on nameplates, couplings, shafts,
other mechanically finished surfaces (valve stems, bearings, etc.), vent openings, equipment
designation markings, instruments dials, level gauge glasses, name tags, adjacent painted
surfaces, or the inner surfaces. Any paint spots or streaks which may have formed shall be
removed immediately.
4) Shop-applied primer surfaces shall be cleaned by proven method if they have been severely
contaminated with chlorides, such as due to being immersed in or splashed by seawater
during transportation and storage.
5) Provisions shall be made to protect workmen from toxic hazards and to prevent fires and
explosions.
6) After completion of the work, all paint cans, cloths, blasting abrasives, equipment, etc., shall
be removed from the work site.
7) Paints containing metallic zinc pigment shall never be over-sprayed, dry-sprayed or dropped
on stainless steel pressure retaining components to prevent liquid metal embrittlement.
Any such contamination shall be prevented and completely removed immediately by the
applicator’s expense.
8) Before primer spray application, irregular surfaces such as sharp edges, welds, corners,
convexities, bolts holes, etc. shall be confirmed treated in accordance with ISO 8501-3, Grade
P2 and all sharp edges shall be processed to achieve at least 2mm radius, and stripe coated
by brush to ensure of uniform minimum film thickness. To minimize the interval between abrasive
blasting and primer application, the stripe coat may be carried out in intermediate coat instead of
primer. All welds on internal surfaces of tanks shall be stripe coated (10mm either side of
the weld) prior to applying the remainder of the protective coating. The parts to be welded at field
after shop painting shall not be painted minimum 50mm from the edge to be welded.
9) Generally, all hydro testing of pressure equipment shall be completed prior to the application
of protective coatings. However, all welded joints consisting of piping components which is
designed in accordance with ASME B31.3 can be cleaned, prepared, primed and coated
(intermediate and topcoats) prior to pressure testing, unless a Sensitive Leak Test as defined in

ASME BPV Code Section V Article 10 is required. The release for painting shall only be approved
after all heat treatment and non-destructive testing has been completed and approved.
10) Paint Qualification Test (PQT)
Manufacture shall submit 4 (four) sample plate abrasive blasted to the degree specified and
coated as per coating system specified (System 1-S & 1-SF, System 2-S & 2-SF, System 3-S &
3-SF and System HDG + Additional Coating). The sample plate shall be tested on degree of
cleaning surface, surface profile, Salt Test, DFT and Adhesion Test for Company approval.

Note:
Painting samples shall be made for each painting system, using the same method and same
color as for the actual painting except for the painting interval.
Primer shall also be applied as the minimum for reverse face of the plate to prevent
premature rusting.
11) Paint application methods shall be by one of, or a combination of, the followings:
- Brush
- Spray (air spray or airless spray)
- Other method, are to be approved by the Contractor

3.4. Paint Application
3.4.1. Application Methods
The paint application methods shall be as follows:
(1) Generally, spray gun shall be used for all painting applications, except if otherwise
approved. Use of paint brushes shall be limited to stripe coating and touch up. Use
of roller shall be limited to small areas of flat surfaces.
(2) The selection of application methods shall be in accordance with Attachment 1 –
Painting Table.
3.4.2. Thickness of Paint Film
The thickness of the paint film shall be as follows:
(1) The paint shall be applied evenly to produce a smooth coating of the required uniform
thickness. Extra care shall be taken when applying paint to the edges of plates,
corners, welded parts, and crevices in order to obtain the required thickness.
(2) High build paint, such as epoxy resin paint, shall be applied evenly to obtain the
required dry film thickness by either decreasing the thinning amount or increasing the
number of coats, unless the required thickness cannot be obtained in a normal way.
(3) Dry film thickness shall be measured in accordance with SSPC-PA2, Level 2.
Minimum dry film thickness of each paint system shall be in accordance with
Attachment 1 – Painting Table. If the specified dry film thickness has not been met,
additional coat(s) shall be applied until the specified dry film thickness is attained. The
maximum dry film thickness shall be in accordance with the paint manufacture's
recommendations.
(4) The wet film thickness shall be in accordance with the paint manufacturer's paint
instructions.
3.4.3. Climatic Conditions for Paint Application
Paint applicators must be able to demonstrate adequate control of environmental
conditions, including temperature and humidity, if required.
The climatic conditions for painting work shall meet the following requirements:
(1) Ambient Temperature
Painting work shall be suspended when the air temperature at the workplace
exceeds the limit specified in the paint material manufacturer’s instructions.
(2) Substrate Surface Temperature
The surface temperature of the substrate shall not be less than 3°C above the dew
point. The substrate temperature should be below 43°C or Paint material
manufacturer’s instruction.

(3) Relative Humidity
Painting work shall be suspended when relative air humidity at the workplace exceeds
the limit specified in the paint material manufacturer’s instructions. In principle,
painting work shall not be performed when the relative humidity exceeds 85%.
Especially, ethyl (or alkyl) zinc silicate paint shall be applied when the relative humidity
is between 50 % and 90 %.
(4) Other Conditions
(a) Painting work shall be suspended during strong wind to avoid depositing dust
and other contaminants on the wet paint film or interfering with spray painting.
(b) If bad weather is imminent, outdoor painting work shall be suspended.
(c) If it rains either during or just after paint application, the paint film already applied
shall be completely removed and the substrate re-prepared and repainted.
3.4.4. Repair (Touch-Up) and Painting of Field Welded Components
Repair (touch-up) and the painting of field welded components shall be in accordance with
Attachment 1 – Painting Table.
For steel surface that has shop primer only, after erection and/or installation, but
before top-coating, the previously primed coating films shall be examined for damage and
for contaminations. All oil and grease contaminations shall first be removed in
accordance with SSPC-SP 1. All loose dirt, chalk, and soluble salts or other
contaminants shall be removed by high-pressure water wash or other Contractor
approved techniques.
Unprimed and damaged areas shall be power tool cleaned in accordance with SSPC- SP
11 (e.g. MBX Bristle Blaster) to produce required anchor profile, and recoated prior to
application of succeeding finish coat(s).
Field repair method for the external surface of HDG shall be in accordance with
Annex-A2 (Repair Using Paints Containing Zinc Dust) in ASTM A780. External
surface repair coating total dry film thickness shall be greater than the original hot dip
galvanizing coating thickness.
Damaged paint films and any interruptions to the application of paint shall be repaired, and
made good in accordance with this Specification.
Items with excessive damage caused by insufficient care shall have the entire coating
removed and be recoated in accordance with this Specification.
3.4.5. Handling of Painted Article
To avoid damage when handling painted equipment, piping, electrical equipment,
instruments and structural steels the following special precautions shall be taken:
(1) Painted surfaces shall not be handled until the paint is completely cured and dried hard.

(2) Painted surfaces shall be protected against shocks and blows.
(3) Painted surfaces that are to be hoisted with a sling, chains, belt, etc. shall be
covered by a rubber sheet, plastic sheet, or similarly effective protection.
During transport and storage, finish coated shall be protected by a soft material such
as cloth, carpet or rubber sheeting on areas of contact (e.g., wooden supports
and holding down chains or slings).
(4) The painted article shall be properly supported to avoid it sagging and cracking or
wrinkling the paint film.
(5) The painted article shall not be exposed to temperature exceeding the Painting
Design Temperature.
(6) The painted article shall not be laid directly on the ground.

4. INSPECTION AND TESTING


The inspection items, methods, extent, frequency, acceptance criteria and inspection record form
shall comply with Attachment 2 – Painting Inspection Record Sheet and Attachment 3 – Painting
Inspection Record Sheet Film Thickness.
Painting inspectors shall be individually certified by an approved organization (NACE, FROSIO, SSPC
or equivalent) or capable person who is approved by the Contractor.
