Carbon Intensity Indicator (CII)

 Ships are rated on a scale of A to E based on annual operational energy efficiency (CII)

 CII will be applied to all ships**) of 5,000 GT and above engaged in international voyage

2. Application to CII Ship Types

 Bulk carriers
 Gas carriers
 Tankers
 Container ships
 General cargo ships
 Refrigerated cargo carriers
 Combination carriers
 LNG carriers
 Vehicle carriers
 Ro-Ro cargo vessels
 Ro-Ro passenger vessels
 Cruise ships.

3. Factors that affect the CII

The CII is based directly on the fuel consumption, which is influenced by how a specific ship
is operated in combination with its technical efficiency and fuel.

Its value will be affected by the

 Type of fuel used
 The efficiency of the vessel
 Operational parameters such as
o vessel speed
o cargo transported
o weather conditions
o The general condition of the vessel (e.g. biofouling).

4. Rules For Calculation Of CII

A) The Rules for the Calculation of CII is taken from the ANNEX 7 RESOLUTION
MEPC.333(76) (adopted on 17 June 2021) 2021 GUIDELINES ON OPERATIONAL CARBON
INTENSITY INDICATORS AND THE CALCULATION METHODS (CII GUIDELINES, G1).

1. The attained annual operation (CII) is calculated by the rule-based formula.

2. Parameters considered
 Mass of CO2 emissions
 fuel oil type
 Total mass (in grams) of consumed fuel oil
 Fuel oil mass to CO2 mass conversion factor
 Ship Capacity
 Distance travelled in a given calendar

3. Required CII is calculated using CII reference lines for each category of ships by
multiplying reduction factor stipulated for each year.
4. Comparing the attained CII with the required CII, ships are rated as A to E, based on
the gap between the attained CII and the required CII

5. Measures to Control the CII

 By optimizing operations such as speed reductions, optimal routing etc.

 Ensuring vessels are in a good condition
 Continuous monitoring the CII through the Emissions Insight Service.

What is the difference between the EEXI and the CII?

The EEXI is a one-time certification equivalent to the EEDI (Energy Efficiency

Design Index) phase 2 or 3 concerning design parameters of the vessels. The CII is an
operational indicator and will be assessed annually from 2023 with yearly stricter
emission limits. The EEXI and CII are applicable to the same ship types.

The difference is that CII ratings will apply to ships 5,000 GT and above regardless of
propulsion type.
