PARTICULAT SPECIFICATIONS

1. GENERAL
1.1 The work under this contract shall be carried out in accordance with Schedule ‗A‘, particular
specifications, drawings, general specifications and other provision in the MES standard Schedule
of rates Part-I (2009) and Part-II (2020).

1.2 The term General specifications referred to in para 1.1 herein before as well as referred in
IAFW-2249 (General conditions of contracts) shall mean the specifications contained in MES
Standard Schedule of Rates ISS and any other standard Engineering Books.

1.3 Particular specifications given herein after are brief and only to particularize amend and
emphasis the specifications given in MES Schedule which are not repeated herein after.

1.4 Specifications of materials and workmanship shall be all as described in MES Schedule except
where specifically mentioned otherwise in these documents. General rules preambles to various
sections/rates, special conditions method of measurement etc given in the MES Schedule shall
also apply to this contract unless otherwise mentioned in the tender documents.

1.5 The supply and installation of all electrical equipment and accessories shall strictly comply with
provisions contained in the latest edition Indian Electricity Act and Rules framed there under as
applicable except where regulation and rules are modified by these specifications and relevant code of
practice for internal electrification (IR-732) Para 19.2 of MES Schedule 2009 part I will be referred to for
general requirement.

1.6 Refer condition 25 of General condition of contract (IAFW-2249). All electrical works shall be carried
out by properly skilled and licensed electricians under the supervision of qualified electrical supervisors.
The contractor shall on demand by Engineer-in-Charge produce such evidence of qualifications of his
workmen and thereafter during the currency of contract. Record of licence of electrician and supervisor
shall be endorsed in works diary by Engineer-in- Charge in token of check made by him. The entire work
shall be high scales with best workmanship and to the entire satisfaction of Engineer-in-Charge.

1.7 All equipment and materials incorporated in this work shall be of standard make and shall strictly
comply with current appropriate Indian standard specifications.

1A. SAMPLES AND MATERIALS


1A.1 (a) All materials to be incorporated in this work shall be highest standard and unless
otherwise specified hereinafter, shall be ISI marked and in case materials which do not have IS
certification and ISI embossing shall strictly comply with the relevant BIS Code (British Standard for
which BIS Code does not exist). The makes/brands of the materials shall be as given in Appendix
‗A‘ hereinafter.

(b) Samples of the following shall be supplied by the Contractor to the GE for approval
within 30 days of the date of issue of work order :-
(i) All type of insulators, Transfomer, VCB, Lighting arrester, Air Break switch
(ii) All types of cable and conductors
(iii) Switches
(iv) Llight fittings
(v) All other types of fittings like MCB, MCCB meters, switches, RCCB/ELECBS etc.
(c)The materials and equipment to be supplied and installed under this Contract shall be of
indigenous make. In case tenderers offer any imported materials, they may do so out of his
existing stock. No assistance/foreign exchange shall be given by the department for
importing any components.

(c) The Contractor after obtaining written approval of samples by the GE shall obtain
materials and equipment from the approved firms or through their galvanized agents only. As
a proof that a particular material has been obtained from the firms or through their
authorized agents, the contractor shall produce such evidence to the satisfaction of GE when
asked for, with regard to quality and quantity. The materials shall be brought to the site with
maker's original packing with seal intact.

(d) Samples of materials/fittings are not however required in respect of major items of
equipment such as transformers, switch gears. LT/HT voltage stabilizers and panels,
provided that the approval of GE is obtained in respect of make and type and as specified
in the tender. The manufacturer's test certificate shall however be provided in respect of
transformer, cables, voltage stabilizer, LT panel, PCC poles and operating switch and
HT/LT lightning arrestor, HT/LT switchgear, HT MOCB, voltage and current transformers,
pin and disc insulators, cable boxes and HRC cartridge fuses.

(e) The particular specification given here-in-after are only to particulars amend or
emphasize the aforesaid specification in the MES Schedule rates 2009 Part-I which are not
repeated here. Incase of any variation between the two specifications mentioned here-in-
after shall take precedence over those given in the MES Schedule.

2. STANDARD OF QUALITY AND WORKMANSHIP


2.1 The supply of all electrical equipments and accessories shall be strictly comply with provisions
contained in the latest addition of Indian standards, if IS has not been issued they shall comply with
the current British Standards as applicable to above mentioned works, except where such
regulations and rules are modified by these particular specifications.

2.2 Unless specified otherwise here-in-after, the installation of all electrical equipments and
accessories shall strictly comply with provisions contained in the latest edition of the Indian
Electricity rules.

2.3 All Electrical work shall be carried out by properly skilled and licensed electricians under the
supervision of qualified electrical supervisors/Engineer. The contractor shall on demand by the
Engineer-in-Charge, produce such evidence of qualification of his workmen supervisors/Engineers,
either at commencement of work or at any time there, after during the currency of the contract.

2.4 The equipment specified in this contract is for important, installations where community of
services is very essential. The design and manufacture of the equipments and the materials used
therefore should be of the highest standard to ensure continuous and trouble free service.

3. CONDUITS AND CONDUIT FITTINGS:-


3.1 All conduits and conduit fittings and accessories shall be rigid PVC conduit medium grade
and shall be ISI marked.

3.2 Brass screws shall be used in all conduits wiring, conduit boxes and inspection covers.

3.3 All electrical fittings/accessories shall be mounted inside the conduit boxes, boards or directly
on the surface available when these are conduit entry metallic type as directed by the Engineer -in-
Charge.

3.4 Colour of insulation of cable shall be one throughout for all phases (line) conductors and
other neutral conductor, where insulated earth continuity conductor is specified the colour of
insulation shall be different from that of phase and neutral conductors and preferably green.

4. CONDUIT WIRING: Conduit wiring shall be carried out all as specified in MES Schedule
(Part-I) and IS-732.

5. TERMINATION OF WIRING POINTS: Wiring points for light for light/fans points and
light/power plugs (socket outlets) for mounting switches, sockets, regulators and other fittings etc
shall terminates in a recessed cast iron or sheet metal boxes fixed flush to the walls and covered
with 3 mm thick plastic laminated sheet non inflammable.

Each circuit shall have its separate neutral conductor originated from neutral bus bar. It shall be
ensured that in case of single-phase circuits the phase conductor is taken to the single pole
switches with single switches ‗OFF‘ position. There should be no live conductor at the outlet
controlled by the switch.

Power circuit and lighting circuits which have three pin piano type socket outlets shall have
separate earth wire for each circuit brought up to the earth terminals on the control boards from
where the circuit originates. All circuit arrangements shall be got approved from the Engineer-in-
Charge before fixing the control and fittings. All connection of wire/cable shall be lugs/bottle neck
only. Wiring shall be carried out as per colour code all as specified in MES Schedule.

6. ELECTRICALFITTINGS&FIXTURES:
7.1 Lamp holder shall be of brass with porcelain insulator standard size complied with IS-1258
provided with brass back plate with brass screws and shall be ISI marked. These shall be suitable
for fittings of pendant bracket or batten type fittings as indicated.

7.2 The terminal points for switches, socket outlets etc for all wiring shall terminate in re cessed
cast iron boxes fitted flush with wall surface and covered with 3 mm thick Hylam sheet fixed with
brass screws. The cost of the above arrangement is deemed to be included in rates for respective
items of point wiring.

7. MCB DISTRIBUTION BOARDS, MCBS AND RCCBS.


8.1 Distribution boards shall consist of miniature circuit breakers steel enclosure and isolators of
ratings as described in Schedule ‗A‘. Miniature circuit breakers shall be suitable for 250/240 volts
AC supply ISI marked and shall be one of the reputed makes given in Appendix ‗A‘.

8.2 Miniature circuit breakers shall be housed in factory made sheet steel enclosures and shall be
made of minimum 1.2 mm thick MS sheet totally enclosed type, having hinged gasket, doors and
locking arrangements, for protections. The sheet metal enclosures shall be vermin proof and
painted with two coats of synthetic stove enameled scratch resistant paint over a coat of primer.
These shall be of the same make as that of MCBs/RCCBs.

8.3 The MS door of the box shall be kept flush with the wall and fixed at a height of not less than
1.0 etre (bottom of box) from finished floor level.

8.4 Sunken type boxes shall be of sheet steel and shall conform to IS-5133 Part I. The boxes shall
be factory made duly painted with two coats of black bituminous paint both internally and externally
before fixing of the bolts. Cast iron boxes have welded, drilled and screwed earth dolly separately
for fixing the earth wire/leads.

8. MOULDED CASE CIRCUIT BREAKER (MCCB): All MCCB's shall be motor duty and
Current limiting type and comprise of quick make break switching mechanism, preferably double
break contact system, arc extinguishing device and the tripping unit shall be contained in a compact,
high strength, heat resistant, flame retardant, insulating moulded case with high withstand capability
against thermal and mechanical stresses. All MCCB's shall be capable of defined Variable overload
adjustment.

9. LIGHT FITTINGS.
Light fittings shall be all as described in Schedule ‗A‘. Light fittings shall be of any of the makes
specified in Appendix `D‘. All the luminous (lighting fixtures) as specified in Schedule ‗A‘ shall be
purchased directly from the manufacturers or the authorized dealers and brought to site duly
packed and sealed in their original packing cases. The relevant purchase documents and factory
gate passes for each lot shall be produced to GE/Engineer-in-Charge for their perusal and approval.

The cost of all accessories required for hanging/fixing light fittings including provision of
welding of hooks wherever necessary and connecting with flexible cable as applicable shall
deemed to be included in the lump sum/rates quoted for the fittings.The wiring used inside the
channel of tube light fittings shall be colour coat and neatly tacked to the channel and shall not
be less than 3/0.029 of copper conductor cable. Choke, if not otherwise specified, shall be
copper wound.Points of ceiling fans and socket points shall be connected to available ways in
the MCB distribution boards meant for lighting. 14 SWG GI wire shall run along with the
conduit as continuous earth wire and connected to all ceiling fans, sockets points and
regulators. The cost of same shall deem to be included in the unit rates for point wiring. All
MCBs/DBs enclosures shall be connected with 2.03 mm dia GI earth wire. Three phase
boards and enclosures shall be connected with two distinct earth connections. Sub bus bar
chambers shall be connected with two distinct earth lugs and nut/bolts.

10. SWITCHES,SOCKETOUTLETS,BUZZER/BELLPUSH. Switches, socket outlets,


Buzzer shall be flush/piano type white ivory finish and shall be of any of the makes
specified in Appendix `D‘. Switches shall be of ISI marked if no makes here. Multipurpose
socket outlets 5 Amps 5 pin sockets shall conform to relevant IS.

11. TEST AND TRIALS


The manufacturer's test certificate duly signed by the authorized testing authority of
The manufacturer, or the test certificates obtained from a approved government test house,
shall be accepted as an evidence of the equipment and cables, accessories conforming to
relevant IS. The test certificate should bear the statement that the items under test
confirming to the relevant IS (number to be quoted). The contractor shall carry out insulation
resistance test, the continuity test etc. The earth resistance of the earth electrode shall be
measured and the contractor shall submit a record of measurements so obtained. The
contractor shall submit in writing record sheet of all tests carried out at site.

The tenderer shall at his own expense provide all facilities, testing equipments
skilled/unskilled labour and supervisory staff and carry out the test as specified. The cost of
testing is deemed to be inclusive in the unit rates quoted by the tenderer against
respective items.
The following tests shall be carried out by the contractor at site. The results shall be
recorded and signed both by the GE and contractor with dates.

(i) Transformer and HT OCB- oil test in accordance with IS-335 latest edition.
(ii) Underground cables for insulation continuity and earth resistance test.
(iii) Full load test for transformers.
( iii) High voltage Test.

12. EARTHING

(a) Earthing shall be as described in relevant item of Schedule 'A' . The connections
of earth shall be done effectively with welding of galvanized iron bolt, nut and washer etc,
to ensure proper electrical contact. The complete installation shall be done in accordance
with the IE rules.
(b) The earthing shall generally conform to IS-3043 and shall be done as shown on
Electrical plate no 3 of Section 19 of SSR Part I.
(c) The earthing includes excavation and earth work, funnel with watering pipe, PCC
(1:3:6) pit with 300mm x 300mm x 40mm thick pre cast RCC cover (1:2:4) type B-1 reinforced
with 6 mm dia round bars 3 Nos. both ways if not otherwise specified in Schedule 'A' and
shall be provided with lifting hook made out of 6 mm dia.
(d) The marking of earth pit its location, distance and identification shall be done on the
wall of building by making raised plaster on outer face of wall 600mm x 450 mm x12mm at
300 mm height from plinth levels. The information's should be written when plaster is wet to
make the matter permanent.

(e) Test joint at each earth shall be provided near the earth chamber with making joint
by means of brass bolts, nuts and washers 4 Nos. Overlap of GI strip shall be with 3 mm
thick copper sheet of identical width and 300 mm long. No extra payment on this account
shall be made.
(f) The earth resistance of the whole system shall be as near as possible to zero but
shall not in any case exceed one OHM. The GE/Engineer-in-Charge will get one earth pit
completed and checked for resistance achieved. In case desired resistance is not achieved,
the matter shall be referred to the Accepting Officer.
(g) All test shall be carried out by the Contractor using his own instruments without any
extra payment. All test shall be recorded and signed by the contractor and Engineer-in-
Charge.
(h) HT line shall have independent earthing.
(j) Every fifth pole HT/LT shall be earthed

13. TESTS
The following tests shall be carried out to the entire satisfaction of the Engineer-in-Charge: -
(a) TESTING OF EARTH CONTINUITY: The earth continuity conductor including metal
conduits shall be tested for electric continuity and the electrical resistance of the same along
with the earthing lead but excluding any added resistance or earth leakage circuit breaker
measured from the connection with the earth electrode to any point in the earth continuity
conductor in the complete installation shall not exceed one ohm. The record sh eets be
signed by contractor and Engineer-in-Charge.

(b) TESTING POLARITY OF SWITCHES: In a two-wire installation, a test shall be


made to verify that all switches in every circuit have been fitted in the same conductor
throughout and such conductor shall be labeled or marked for connection to the phase
conductor.

(c) Any other functional test that the Engineer-in-Charge may specify before/after
commissioning:

Notes: -
(i) The functional tests shall be those which are practicable at site & do not involve
special testing apparatus. The decision of the GE as to whether those (functional) test are
practicable of site and do not involve use of special testing apparatus or otherwise shall
be final and binding the range of mugger to be used for insulation test shall be 500 volts.

(ii) All the expenses incurred on above tests including provision of testing apparatus
required to carryout above mentioned tests shall be borne by the contractor without any
extra cost to Government. If the results of tests are not found satisfactory the contractor shall
at his own expense rectify/ replace the defective equipments of any part thereof as directed
by the Engineer-in-Charge. The decision of the Accepting Officer shall be final, conclusive
and binding in this respect.

14. GI PIPES/FITTINGS
Mild steel water pipes galvanised shall be of medium grade and shall conform to IS-1239-79
(Part-I) and shall be distinguished by colour bands i.e. light grade with yellow, medium grade with
blue and heavy grade with red. The tubes shall have the ISI certification mark at standard length.

Mild steel galvanised iron fittings shall be as per IS-1239 (Part II). The fittings may be fixed as
specified in Schedule ‗A‘. Alternatively the pipe fittings shall be of galvanised malleable cast iron
conforming to IS-1878.

15. PAINTING
Unless otherwise specified all paints shall be quality not interior to that specified in Indian
Standard specification. Paints, etc shall be ready mixed. The colour and unit of paints unless
indicated shall be as approved by the GE.

Contractor shall inform the GE within four weeks of the acceptance of the tender. The name of
the company and brands of paints he will use in the work and submit samples thereof and obtain
prior written approval before their use in works.

The contractor shall when required by the GE the certificates from manufacturers on their
produce representative to establish that the brands of paint purchased by contractor from tem
satisfy the relevant Indian Standard or are superior to these specifications.

The contractor shall ensure that the paint used by him are of the same brand as got approved
by him from GE.
(a) Paint for both the coats shall be same approved brand.
(b) The entire quantity of paint/primer and other proprietary branded materials as and
when brought at site shall be entered in the MB giving reference of the
manufacturers/dealers etc for record purpose only under the heading ―NOT TO BE
ABSTRACTED‖.
(c) Make of Paint: Shalimar (Superlac) / Jenson & Nicholson (Brolac) / Berger (Luxol) /
Asian (Apcolite).

PAINTING TO STEEL ITEMS: Steel items shall be painted with two coats of enamel paint over
a coat of red oxide primer as specified in Schedule ‗A‘. The steel items shall be finished properly
as approved by the GE.

16. STEEL AND IRON WORK


Steel to be supplied by the contractor shall be of the following graded and quantity unless
otherwise specified elsewhere.

TYPE OF STEEL: Steel for various types of works shall be of the following quality/grade as
approved by the GE: -
(i) Reinforcement steel -TMT steel bars of grade Fe - 500 & Fe - 550 of IS - 786
(ii) Mild steel sections - Fe-410-W (Gde E-250) quality ‗A‘.
(iii) All other mild steel items - Fe-290 (Gde E-165).
(iv) Fabric reinforcement - Conforming to IS – 1566

STRUCTURAL STEEL :

(i) Definition of structural steel as given in clause 10.4 of MES Schedule Part-I shall be
applicable. Steel for general structural purpose shall be Grade Fe-410 WA ISI marked (IS-2062-
1999) for all type of steel structures including those subject to dynamic loading.

(ii) Ordinary quality steel Fe 310-0 or Fe 410-0 conforming to IS:1977-1975 shall be used for
steel doors, steel windows, grills, steel gates, railing, fencing posts etc.

STRUCTURAL STEEL: Structural steel of all sizes shall be procured directly from the main
producer SAIL/RINL/TISCO/ M/S Jai Balaji Industries Ltd, M/S Shyam Steel Industries Ltd/, M/S
SPS Steel Rolling Mills Ltd, M/S Steel Exchange India Ltd, M/S Jindal Steels and Power Ltd, M/S
SRMB Srijan Pvt Ltd/, M/S Concast Steel & Power Ltd, M/S Adunik Metaliks Ltd, M/S Shri Bajrangi
Power & Ispat Ltd, M/S JSW Steel Ltd, M/S Electrosteel steels Ltd, M/S Shyam Metalics & Energy

In case of non-availability of structural steel section of any size with main producers as mentioned
above (Non-availability certificate signed by authorised rep of each main producer) the same can be
procured from approved secondary producers) (as approved by E-in-c‘s Branch) who manufacture
structural steel out of ISI marked billets and are having BIS certification or ISI marked on their
products with price adjustment. The minus price adjustment shall be done @ 5% of accepted rates
i.e. SSR rate. In case any section is not being manufactured/rolled by the main producer, there shall
not be any price adjustment on account of procurement of this section from approved secondary
producer.

17. RENEWAL OF PARTS


The Accepting Officer reserves the right to order on the contractor to carry out repairs/
replacements of items which are in his opinion are required for effective functioning. The contractor
shall carry out the aforesaid renewal/repairs to the entire satisfaction of GE.
All spare parts components brought out by the contractor for replacement of the existing parts
shall be inspected and passed by the Engineer-in-Charge before incorporated in the work. Any part
fitted without getting approval by the Engineer-in-Charge unless replaced by an approved part
shall be rejected and shall not be paid.

18. PANEL BOARD


The bus bars for phases and neutral shall be identified with colour code, supported property
with adequate clearance.

Incoming and out going cable will be identified with arrow marks and the name of circuit on each
out let will be written in front and rear of panel board. Connection between bus bars and individual
switch unit of more than 63 Amps will be made with solid conductor. Bus bar and connection from
bus bar to incoming should be inaccessible when the door of switch are opened for renewal of
fuses etc.

All screws, bolts and nuts which secure current carrying parts to the panel will be of brass,
copper or similar rust proof materials. The base plate of cable chamber will be of large size to
accommodate all cable glands intended for outgoing cables.

The fixing of ammeter, voltmeter, indicating lamps will be in such a way so that these should not
come above the face of bus bar chamber.

There will be no any unused opening/holes in the panel board, if it, then these will be sealed by
non inflammable material.

The drawing of electrical panel be got approved by Engineer-in-Charge/GE before incorporation


in the work.

They will have a set of double hinged doors at the front. Similar doors shall be provided at the
back, if required and specified. The doors shall be fitted to provided the interior the maximum
protection from atmospheric conditions.

The doors shall be provided with suitable locking arrangements.

19. CABLES

(a) HT cables shall conform to IS 1554 (Part-1) of 1988 and laying shall generally be as
described in MES Schedule Part I 2009 and as directed at site.
(b) LT cables shall conform to IS 1554 (Part 2) of 1988 and laying shall be done as described
in MES Schedule Part I 2009 and as directed at site.
(c) XLPE cable shall conform to IS 7098 (Part-1) of 1988 & part-2 -1985 and laying shall
generally be as described in MES Schedule Part I 2009.
(d) Specification for paper insulated lead-sheathed cables for electric supply – refer IS-692-
1994.
(e) Cable shall be brought in standard drum length (normally of 500 RM single lengths). In
the normal situations straight through joints shall not be used. However, straight through joints
will be permitted at exceptional circumstances when the reason for the same is on account of
balance left from the cables originally brought for this particular work, such joint shall be epoxy
cable joints. Satisfactory IR tests for all underground cable shall be conducted after physical
completion. The test shall be recorded and signed by the Contractor and Engineer-in-Charge.:
The cable shall be laid as per Clause 19.73 to 19.95 of MES Schedule part I 2009.

20. CABLE PROTECTION

(a) Cable shall be protected in trenches by providing sand cushioning and cable
covers all as described in Schedule 'A' items.
(b) On poles/ walls, cable shall be protected by GI protection pipes all as specified in
items of Schedule 'A'.

21. CABLE END BOX Cable end box shall be epoxy cold resin filled type suitable for relay
voltage grade as described and jointed as per relevant IS/manufacturers instruction.

22. CABLE GLANDS Cable glands shall be of brass chromium plated of appropriate size as
per 1E rules.
23. ELECTRIC POLES
(a) Electric poles shall be of type and class as described in Schedule 'A', conforming to
relevant ISS and as specified in MES Schedule Part I. Poles shall be obtained from
approved manufacturers.
(b) A test certificate from the manufacturer of approved Govt test house shall be obtained
and forwarded to GE for record before deli ery of the poles at site.
(c) Erection of poles shall be carried out in accordance with IS:5613 Part I/Section 21985.
PCC in foundation for embedding the poles shall be as specified herein before and as shown
on drawings
(d) The poles shall be erected with due care in such a manner that they are truly in
vertical position as directed by Engineer-in-Charge. These shall be erected exactly in
straight line except where line changes direction. Proper erection equipment such as
derricks, cranes, shear legs etc shall be used by the contractor in erecting poles so that
they are not improperly strained or damaged during erection and are firmly stayed till the
foundation has properly set and secured.
(e) All the poles shall be numbered as directed by the Engineer-in-Charge with 3 inch
high letters and figures at a height of 8 feet from the ground level in white paint over black
paint base on the poles. The cost of painting and numbering shall be deemed to be
included in rates tendered in Schedule 'A'.
(f) The concrete foundation for poles/struts shall be PCC (1:3:6) using 40mm graded
stone aggregate (type C-2) and the plinth block shall be PCC (1:2:4) using 20mm graded
stone aggregate (type B-1). The plinth block shall be fair and smooth.

24. ANTI CLIMBING DEVICE Anti climbing device shall be provided all as described

in Sch 'A' and as described in Clause 19.72.1 of MES Sch. Part I.

25. PAINTING OF MS WORK All MS work shall be painted with one coat of red
oxide primer and two coat of aluminium paint, one coat out of the two coats of aluminium paint
shall be given at the time of handing over of works

26. LIGHTNING ARRESTER Lightning arrester shall be of type all as specified and
described in Schedule 'A' and as specified in MES Schedule Part I.

28 DANGER NOTICE PLATE/BOARD It shall be provided all as described in


Schedule 'A' and as specified in Clause 19.18 of MES Schedule Part I.

29 TESTING EQUIPMENT All test shall be carried out by the Contractor using his own
instruments without any extra payment. All tests shall be recorded and signed by th, Contractor
and Engineer-in-Charge.

TESTING OF CABLES Testing of cables shall be carried out as detailed in clauses


No.19.93 and 19.93.1 of SSR Part-I except that no HV test shall be made. The cable record
shall be maintained all as per clause 19.95 of SSR Part —I.

TESTING OF EARTHING The desirable earth resistance of the earth electrode shall not be
more than one ohm. The GE/Engineer-in-Charge will get one earth pit completed and check for
resistance achieved. In case the desired resistance is not achieved, the matter will be referred to
Accepting Officer.

30 CROSS ARMS, CLAMPS, ANGLE IRON FRAMES ETC


(a) All types of cross arms. clamps and angle iron frame required for over head electric lines,
pole, structures, fixing of gang operated switch, stay etc shall be conforming to shape design
as shown on the drawing or as ordered by the Engineer-in-Charge before fixing. The
maximum sizes of cross arms unless shown on drg will be channel ISMC 100 for HT poles
and angle iron 75mm x 38mm x 6mm or 75mm x 40mm x 6mm for LT poles made to shape
as shown on drgs.
(b) All types of cross arms clamps etc shall be de rusted and given two coats of aluminium
paint over a coat of red oxide primer

(c) While calculating the weight of steel that weight of nuts bolts and washers etc shall be
included for payment
(d) The steel used may be of commercial quality and the contractor need not produce copy
of the manufacturer's test certificate.
(e) MS round 6mm dia hook shall be made to shape for running earth wire/wires or suitable
clamps as shown on drawings will be provided.

30.1. The cross arms and clamps shall be painted with one coat of red oxide primer and one coat
of aluminium paint before fixing and one finishing coat of aluminium paint after fixing of the
arms to poles. The cost of any welding or fabrication of cross arms shall be deemed to be
included in the cost of cross arms.
31. HT PIN AND DISC INSULATORS
(a) HT pin insulator shall comply with the requirement of IS:731 and DISC insulators
shall comply with the requirement of 1S:3188 and both shall be suitable for 11 KV.
(b) HT insulators and fittings shall comply with the test and specifications as laid down in
IS-2486-1971 Part 1 and Part II of 1974, specifications for insulator, fitting for overhead
power lines of 3.3 KV and above, general requirements, and dimensional requirements.

32. INSULATOR AND INSULATOR FITTINGS


(a) LT insulators shall comply with requirements of IS 1445-1977. The pin insulators

shall be complete with GI pin, nuts and washers. Double side glazed porcelain insulators
shall only be used.

(b) Insulators and insulator fittings shall be all as specified in clause 19.6 on page 6 of
Section 19 of MES Schedule Part I.
33. 'D' IRON CLAMPS These shall be made of MS flat iron of size 50mm x 6mm and shall be
painted with one coat of red oxide paint and two coats of aluminium paint, They shall be of suitable
size to hold the shackle insulators, and they shall be complete with pole clamp with necessary bolts,
nuts, washers and insulator bolt holes.

34. ACSR CONDUCTORS


(a) Conductors shall be aluminium conductors steel reinforced (stranded) and shall
confirm to conform to IS:398 (Part II) of 1976.
(b) The SAG of overhead line will be calculated on the basis of the following data and
1S:5613 (Part I/Sec I) of 1970.
(i) Max-wind pressure - 15 lbs per Sq ft
(ii) Max-temperature - 60°C
(iii) Min temperature - 5°C
Before commencing the work on overhead lines, the contractor shall take the approval of
the Engineer-in-Charge and thereafter work shall be carried out according to the approved
layout.
(c) While stringing the conductors, it should be ensured that no kinking occurs. The
conductors shall be secured to the insulators by means of solid aluminium binding wire or
tape of the following size:-

The following accessories shall be used wherever required.


(a) Dead end Clamps - These shall be used to size of a piece of conductor or to hold it
without injury against full tension which may be applied to permit attachment to the insulators
in supporting structure.
(b) Connections/Sleeves - Parallel groove clamps designed for heavy duty service shall
be used to connect aluminium conductors to aluminium and shall be made of aluminium
alloy. Every care shall be taken to avoid use of improperly designed tools and it shal l be
ensured that special tools as specified by the manufacturer are used while installing twisted
sleeves and compression type splices. The use of substandard sleeves either too short or
made of under gauge materials shall not be permitted. It is of utmost importance that
these are installed exactly to the manufacturer's recommendation with tools specifically
recommended exact in size and type of device recommended for a particular type of
conductor. The splice/joint shall not be located (within 3 metres of a point of support and the
splice/joint shall be aligned/properly.

A good jointing compound shall be used on electrical connections to aluminium regardless of the
metal. This shall also be used on all joints provided in the overhead conductors. The jo inting
compound shall be liberally applied on the surface of the conductors. All jumpers and joints will be
insulated by application of DEENSET (Denson engineer) high insulation epoxy coating single layer
or minimum 0.50mm for LT line and two layers for HT line at no extra cost. Successive coats shall
be applied after intervals of 8 hours. The surface of applications should be thoroughly cleaned,
degreased, direct before brush application.

The minimum horizontal spacing of conductors on four wire cross arm shall be 45cms between
the inner conductors and 106 cms between the outer conductors. For the two wire cross arms
carrying more than four conductors, the design shall be as ordered by the Engineer -in-Charge
jumpers at shackling points shall be rectangular type symmetrical to the run of conductors.

Ground clearance and clearance from the building shall be as per current IE rules.

The fitting for steel cord and aluminium conductors shall conform the requirements of IS
2121-1962.
The weight of ACSR conductors drawn for OH lines will be determined by measuring horizontal
distance between centers of two adjacent poles. The unit rate quoted for ACSR conductor is
deemed to include cost of accessories such as binding wire, jointing materials, sleeves, allowance
for jumper connection and sag etc.

35. STAY ASSEMBLY AND STAY WIRES


(a) Stay shall be used at all angles and terminal poles. It shall consist of stay rod, stay
plate, turnbuckle thimble, stay grips stay wire, stay insulators and stay clamps. All iron
fittings of a stay shall be galvanized. The size of the stay plate shall not be less than 30cms
x 30cms x 6mm thick and that of the stay rod 20mm and 215 cm long and tensile strength
not less than 42 Kg/Sqm.
(b) The stay rod shall be embedded in cement concrete 1:3:6 using 20mm graded
aggregate to a depth as shown on drawing and top of concrete block shalt be well below the
ground level to prevent uprooting of the stay rod. A length of 45cms of the rod shall project
above ground level.

(c) The stay wire shall comply with ISI 1241-1979 as specified in SSR Part I
specifications.

(d) The stay wire shall be fixed to the stay rod at the bottom and top the stay clamp to
the pole by means of wall splices joints with a stay insulator and a turn buckle inserted in the
middle and near the top respectively. The stay shall be located near about the center of
gravity of the pull of the overhead conductors. The clamp shall be made out of 50mm x 6mm
MS flat iron and shall be fixed with 8mm dia bolts nuts and washers as per ELECTRICAL
PLATE No.1 of SSR Pt I.

(e) Stay rod thimble must be in correct alignment with stay wire thimbles and shall
conform to IS 2315-1978. Double stay shall be provided at all dead ends and at any other
places if required by the Engineer-in-Charge.

(f) Stay shall make large angle as possible with the pole, the minimum angle being 30°
or as directed by the Engineer-in-Charge.
(g) The length of stay wire shall be as required at site and directed by the Engineer -in-
Charge. But the length of stay wire from stay insulator shall not be less tha n 3 metres from
ground level.

36. AIR BREAK GANG OPERATED SWITCH OUT DOOR TYPE


(a) Gang operated Air Break switches shall be of 11 KV 200 amps 50 cycles, three pole
type 3 insulators per phase, triple pole rocking outdoor type, gang operated, air break
switches, suitable for vertical mountings complete with the following components : -
(i) Post insulators as per IS 2544 of 1973.
(ii) Channel bases for mounting post insulators.
(iii) Operating mechanism complete with 6 or 6.5 meters long operating rod,
operating handle with pad lock arrangements and duplicate keys.
(iv) Easy replacement type MS arcing horns with make first and break after
features.

(v) Multibuilt type contacts will be provided to grip incoming and outgoing
aluminium conductors.
(vi) Non-ferrous parts should be electro-plated and spare parts hot dip
galvanized.
37. FUSE MOUNTS
All currents carrying parts should be aluminium bronze gravity die casting with the exception
of bush contacts which should be made of extra hard phosphor bronze and the HD high
conducting copper tap bracket. The center support bracket should be made of galvanized
iron. The insulators shall be brown glazed porcelain, Connection to the fuse mount be made
at top and bottom by wiring washers.

38. FUSE CARRIER The carrier should consist of Bakelite tube of special quality suitable
for outdoor use and lined with gray fibre. Each end should have a ferrule. The bottom ferrule
should be fitted with a pivot pin with swings in the hook casting of the fuse mount. A flat
surface on the ferrule should make contact with the brush contact on the mounting. The top
ferrule shall carry the collapsible hats on which is another flat surface for making contact with
the top bush contact.

39. FUSE ELEMENT This should be made up of round flexible braid between which is
brazed fusing wire which in turn is covered with short acrylic resin tube. The fuse elements
should be suitable for different sizes of switch gears to be controlled.

40. The KVA rating of the air break switches should be 100 KVA at 11 KV.

41. TEST CERTIFICATE Manufacturer's test certificates shall be furnished by the


tenderer in respect of equipments as demanded by the department. If deemed necessary, initial
test may be conducted at the manufacturers work site in presence of the GE's representative.
All tests shall be carried out in accordance with relevant Indian Standards (or British Standards
where Indian Standards do not exist).

42. TAKING OVER OF EQUIPMENTS / INSTALLATIONS If the test


equipments/installations as described here in before do not show satisfactory results, the
contractor shall at his own expense rectify/replace the defective installations or any part thereof
as directed by the Garrison Engineer within one month. The decision of the GE shall be final
and binding in this regard. The installation shall be re-tested after rectification/replacement of
the defective components; the installation/equipments shall be finally taken over after the
Contractor has given satisfactory test as certified by the GE.

43. GUARANTEE AND MAINTENANCE: The entire work after satisfactory completion of all test
specified in the contract document and taking over, shall be deemed to be guaranteed by the
contractor for efficient performance twelve months from the certified date of completion of work. In
case of any fault arising during period, the contractor will do the rectification/replace the defective
parts, as the case may his own expense. The defects liability period referred to in condition 46 of
IAFW-2249 (General condition of contracts) for purpose of this contract shall b e deemed to be the
period cover the guarantee given by the contractor.

44. DEMOLITION/DISMANTLING:
45.1 Demolition/Dismantling shall be carried as specified in section 21 of SSR Part-I 2009. Proper
care shall be taken during demolition /dismantling. Any damage which occurs due to negligence of
contractor or his workman shall be made good by the contractor without any extra cost to the
government.

45. Contractor is requested to visit site or work before quoting his tender with regard to
condition of materials.

46. MAKES OF MATERIALS: The equipment and materials to be incorporated in this work shall
be one of the makes as mentioned in Appendix ‗A‘ attached.

47. EXCAVATION AND EARTHWORK:

47.1 The Contractor shall excavate to the specified depths only as indicated on the drawings and as
directed by the Engineer-in-Charge. Excavation made to depths more than their required levels shall be
made good by the contractor at his own expenses with approved earth by ramming, watering in 150mm
layers. No extra payment shall be made for extra depth excavated and filled by the Contractor. The
Contractor shall familiar himself with the site and the cost of shoring, strutting and dewatering required
shall be deemed included in the lump sum and no extra payment shall be made.

47 CONCRETE, BRICKS, AGGREGATE SAND ETC:


Concrete work shall be carried out all as specified here in before. For other general specifications such
as bricks, aggregates, sand etc refer relevant items in Schedule ‘A‘ and general specifications here in
before.
(a) Earthing shall be as described in relevant item of Schedule ‘A‘. The connections of earth
shall be done effectively with welding of galvanised iron bolt, nut and washer etc to ensure proper
electrical contact. The complete installation shall be done in accordance with IE rules.
(b) The earthing includes excavation and earth work, funnel with watering pipe, PCC (1:3:6)
pit with 300mmx300mmx40mm thick precast RCC cover(1:2:4) type B-1 reinforced with 6mm dia
round bars 3 Nos both ways if not otherwise specified in Schedule ‘A‘ and shall be provided with
lifting hook made out of 6mm dia.
(c) The marking of earth pit for its locations, distance and identification shall be done on the
wall of building by making raised plaster on outer face of wall 600mmx450mmx12mm at 300mm
height from plinth levels. The information should be written when plaster is wet to make the matter
permanent.
(d) Test joint at each earth shall be provided near the earth chamber.
(e) The desirable earth resistance of the earth electrode shall not be more than 1 Ohm. The
GE / Engineer–in-charge will get one earth pit completed and checked for resistance achieved. In
case desired resistance is not achieved, the matter shall be referred to the Accepting Officer.
(f) All tests shall be carried out by the contractor using his own instruments without any extra
payment. All tests shall be recorded and signed by the contractor and Engineer- in –charge.

50. CEMENT
50.1.1 General : -
Cement required for the entire work under the concrete shall be procured, supplied and
incorporated in the works by the contractor under his own arrangement. Cement shall be of
tested quality and shall comply with the requirements mentioned in the drawings, MES
Schedules, IS Specification as amended and particular specifications given hereafter.

33.1.2 Type of Cement for the subject work shall be Ordinary Portland Cement of Grade-43
(Forty Three) in accordance with IS-8112 of 1989 or Portland Pozzolana Cement (IS : 1489-
2009(Part-I). Mixing of OPC & PPC shall not be allowed in the work and only one type of cement
shall be used in a particular building.
50.1.2.1 While using the PPC, following requirements shall be met by the contractor: -
(a) PPC shall meet the strength criteria of 43 Grade OPC as laid down in IS 8112-1989.
(b) The minimum period before striking formwork given in clause 11.3.1 of IS : 456 of 2000
shall be suitably increased at site by the GE. The contractor shall not claim any thing extra on
this account.
(c) The contractor shall submit the following certificates from the manufacturer of the cement
for every batch of cement: -

(i) The quality of fly ash is strictly as per IS – 1489 (Part-I) – 2002.
(ii) Fly ash is inter-ground with clinker and not mixed with clinker.
(iii) Dry fly ash is transported in closed containers and stored in silos. Only
pneumatic pumping has been used.
(iv) The fly ash is received from thermal power plant using high temperature
combustion above 1000° C has only been used.

50.1.3 SOURCES OF PROCUREMENT


(a) Cement shall be procured by the contractor directly from any of the following main producers of
cement (for OPC & PPC) : -
(i) The Associated Cement Companies Ltd.
(ii) Grasim Industries Ltd
(iii) Ultra Tech Cement
(iv) The India Cement
(v) Dalmia Cement (Bharat) Ltd.
(vi) Andhra Cement
(vii) Century Cement
(viii) Saurashtra Cement
(ix) Binani Cement
(x) Madras Cement
(xi) Mangalam Cement
(xii) Birla Corpn. Ltd
(xiii) Orient Cement
(xiv) Lafarge Cement
(xv) Shree Cement
(xvi) JK Laxmi Cement
(xvii) Jaypee Rawa Cement
(xviii) Ambuja Cement Ltd
(b) In case the estimated total requirement of cement for the work is less than 1200 bags
cement can be procured from the authorised dealers/distributors of manufacturers of above firms.
However contractor shall submit test certificate for the batch issued by the manufacturer.
(c) The contractor shall furnish the particulars of the manufacturer of cement alongwith the
date of manufacture to the Garrison engineer for every lot of cement separately. The cement so
bought shall be fresh and in no case older than 90 days from the date of manufacture. The GE
shall verify the document in support of the purchases of cement. Before placing order of supply
of cement by the contractor, he shall obtain written approval from the GE regarding name of
manufacturer, quantity of cement etc. Cement shall be procured for minimum requirement of one
month and not exceeding the requirement of the same for more than two months at a time. The
cement shall be consumed in the work within three months after receipt. Cement shall conform to
the requirement of IS specification and each bag of cement shall bear relevant ISI mark.. The
weight of each consignment shall be verified by the GE and recorded. The content of cement
shall be checked at random to verify the actual weight of cement per bag. However, the content
of cement per bag shall be 50 Kg only subject to tolerance given in Clause 9.2.1.1 and Annexure
`B‘ of IS-8112 and clause 10.2.1.1 and Annexure `B‘ of IS – 1489 for OPC and PPC respectively.

50.1.4 TESTING OF CEMENT


(a) The contractor shall submit the manufacturer‘s test certificate in original alongwith
test sheets giving the results of each physical test as applicable in accordance with relevant IS
provision and the chemical composition of the cement or authenticated copy there of, duly signed
by the manufacturer with each consignment, as per the following IS provisions: -
(i) Method of sampling for hydraulic cement as per IS-3535-1986.
(ii) Method of physical test for hydraulic cements as per IS-4031.
(iii) Method of chemical analysis of hydraulic cement as per IS-4032-1985.
(b) The test certificate and test sheet shall be furnished with each batch of cement. The
Engineer-in-Charge shall record these details in cement acceptance register to be maintained by
him which will be signed by JE (Civil), Engineer-in-Charge, Garrison Engineer and the Contractor
as given in the format here-in-after for verification.
(c) The contractor shall however, organize setting time and a compressive strength test of
cement through designated laboratory on samples collected from the lot brought at site before
incorporation in work. The contractor will be allowed to use the cement only after satisfactory
compressive strength of seven days. To meet this requirement contractor is required to keep
minimum 10 days stock before any new lot is brought at site, which can be used, in the work. The
contractor shall be required to remove the cement not meeting the requirement from site within 24
hours. Seven days strength test will be relied upon to accept the lot of cement to commence the
work. 28 days compressive strength test will be the final criteria to accept/reject the lot.

(d) The random samples as per relevant IS shall be selected by GE before carrying out
testing. The record of such samples selected by the GE for testing shall be properly maintained in
the ‗Cement Testing Register‘ giving cross reference to relevant consignment of cement and
quantity received etc.
(e) Cost of transportation of samples to the approved laboratory/test house and all testing
charges including cost of sample shall be borne by the contractor.
(f) The contractor shall be required to set up adequate testing facilities at site to the entire
satisfaction of GE for conducting setting time test and compressive strength test as per IS codes
referred to hereinbefore for the samples collected from the lot brought at site. These tests be
carried out within 7 days of receipt of cement at site. The tests can alternatively be carried out at
the Zonal laboratory, or any other recognized laboratory so designated by GE.
(g) The GE shall carryout independent testing as per the tests mentioned in the ‗CEMENT
SUPPLY AND ACCEPTANCE REGISTER‘ (as per Annexure `C‘) of random samples of cement
drawn from various lots, if sample fails in 7 days compressive strength. The testing shall be
carried out through National Test House, SEMT wing of CME Pune, Regional Research
Laboratories, Government approved Laboratories, Zonal Laboratories/IIT Kanpur as per IS-3535-
1986, (Method of sampling hydraulic cement), IS-4031 (Method of physical test for hydraulic
cement) and IS-4032-1985 (Method of chemical analysis of hydraulic cement) referred to above.
The decision as to where the testing of cement is to be done shall be taken by GE. In case the
cement is not of requisite standard despite manufacturer‘s test certificate, the contractor shall
remove the total consignment from the site at his own cost after written rejection order of the
consignment by the GE. The cost of test shall be born by the contractor irrespective of the results
of testing.
(h) The Contractor shall submit original purchase vouchers for the total quantity of cement
supplied under each consignment to be incorporated in the work. All consignments received at
the work site shall be inspected by the GE along with the relevant documents to ensure the
requirements as mentioned hereinbefore, before acceptance the original purchase vouchers and
the test certificates shall be verified for subject contract and defaced by the Engineer-in-Charge
and kept on record in the officer of the GE duly authenticated and with cross reference to the
consignment/control number recorded in the ―Cement Acceptance Register‖. The Cement
Acceptance Register shall be signed by the JE (Civil), Engineer-in-Charge, GE and the
contractor. The contractor shall maintain schedule of supply of cement for each consignment.
(j) The Accepting officer may order a board of officers for random check of cement and
verification of connected documents during the currency of contract.
50.1.5 STORAGE/ACCOUNTING/PRESERVATION OF CEMENT
(a) Cement shall be stored in covered godown over dray platform at least 20 cm high in such
a manners as to prevent deterioration due to moisture of intrusion foreign matter. In case of store
room the stack should be at least 20 cm away from floors and 60 cm from walls. The stacking of
cement shall be done as specified in relevant IS. The storage accounting and preservation of
cement supplied by the contractor shall be done as per standard Engineering practice till the
same is incorporated in the work and the cost of the same shall be deemed to be included in the
unit rate/ amount quoted by the tenderer. The EIC shall inspect once a day to verify that cement
lying at site is stored, accounted, preserved and maintained as per the norms. The cement shall
be stored so as to differentiate each tested and untested consignment separately with distinct
identification. If the GE is not satisfied with the storage/preservation of cement, he may order for
any test (s) of cement as applicable for that consignment to ensure its conformity to the quality
mentioned in the manufacturer‘s test certificate. The contractor shall bear the cost of necessary
testing (s) in this regard and no claim whatsoever shall be entertained.
(b) Stacking of cement shall be done as per relevant IS and as under: -
(i) Each cement consignment shall be stacked separately and removal shall be
made on the basis of First in First out.
(ii) Adequate top cover will be provided.
(iii) Stacks in no case shall be higher than 12 bags. The maximum width of each
stack shall be 3.00 m. If the stack is more than 7 to 8 bags high, the bags shall be
arranged in header and stretcher fashion, i.e. alternatively lengthwise and crosswise so
as to pile together and avoid topping over.
(iv) Adequate space shall be kept between two stacks.
(c) Cement godown shall be provided with two locks on each door. The key of one lock at
each door shall remain with EIC or his representative and that of the other lock with the

contractor‘s authorized agent at site of works sot that cement is removed from the godown only
according to daily requirement with the knowledge of both the parties. During the period of
storage, if any cement bag(s) is found to be in damaged condition due to whatsoever reason, the
same shall be removed from the cement godown on written orders of the GE and suitable
replacement for the cement bag(s) so removed shall be made and no claim whatsoever shall be
admissible on his account.
(d) In case more than one type of cement is used in the work for different buildings i.e. Ordinary
Portland cement or Portland Pozzolana Cement, both type of cement shall be stored separately
as directed by the Engineer-in-Charge to avoid mixing of these type of cement. Separate record
shall be maintained including the location/items where these type of cement are used.
(e) Cement shall be removed from the store only according to daily requirement with the
knowledge of both the parties and the EIC and the contractor shall record daily consumption of
cement in cement consumption register, which shall be signed. Cement constants given in
Appendix `A‘ to E-in-C‘s branch letter No 19280/E8 dated 03 May 1976 shall from the basis of
consumption of cement for various items of works unless specifically indicated otherwise.
(f) In case the consumption of cement as per cement consumption register is found to be
more than the estimated quantity of cement due to whatsoever reason, the contractor shall not
have any claim whatsoever for such excess consumption of cement.
50.1.6 SCHEDULE OF SUPPLY
The contractor shall procure the cement timely as required in accordance with CPM chart agreed
between GE and the contractor. The contractor will forfeit his right to demand extension of time if
the supply of cement got delayed due to his failure in placing order in time to the manufacturer.
50.1.7 MEASUREMENT AND PAYMENT OF CEMENT
(a) The entire quantity of cement shall also be suitably recorded in the measurement Book
for record purpose as Not to be abstracted before incorporation in the work and shall be signed
by the Engineer-in- charge and the contractor.
(b) The payment shall only be allowed after production of original purchase vouchers,
certified copies of test certificates from manufacturer for each consignment and results of testing
carried out in laboratory on receipt of cement (7 days compressive test) are found satisfactory
after testing as at site as per condition 64 of IAFW-2249. Rate of cement given in SSR shall be
applicable for cement irrespective of type and grade of cement specified for use in the work.
51. CEMENT CONCRETE
51.1 Cement: Refer Para 4.3 of MES SSR 2009 Part-I.

51.2 Coarse and fine aggregate for cement concrete (PCC and RCC): Refer Paras 4.4.1 to 4.4.7, of
MES Schedule Part-I. Fine aggregate shall be sand obtained from the sources given here-in-
after.
51.3 Coarse and fine aggregate for lime concrete: Coarse aggregate shall be broken bricks as per
Paras 4.5, 4.5.1, 4.5.2 of MES Schedule Part-I. Fine aggregate shall be natural sand as for
cement concrete.
51.3.1 Coarse aggregate for plain and reinforced cement concrete shall be machine-crushed stone.
Grading of coarse aggregate unless otherwise specified shall be as follow: -
i) For all plain & reinforced cement concrete - 12.5 mm graded
of thickness upto 25 mm thickness.
ii) For all reinforced cement concrete over - 20 mm graded
25 mm thickness
iii) For plain cement concrete over 25 mm - 20mm graded
thick and under 75mm thick.
iv) -ditto- but 75 mm thickness and over - 40 mm graded
51.3.2 Grading of coarse aggregate for plain and reinforced concrete i.e. crushed stone aggregate shall
be as per Para 4.4.7 (1) of MES Schedule Part-I. Grading of broken brick aggregate for lime
concrete shall be as per Para 4.5.3 of MES Schedule Part –I.
51.3.3 Grading of fine aggregate (sand) shall be as per Para 4.4.7 (2) of MES Schedule Part-I for
grading Zone-III.

Note: Sand shall be obtained from ‗KALPI/BANDA and in no case Ganga sand shall be used in the work.

51.4 MIX OF CEMENT CONCRETE: Refer Paras 4.11.1, 4.11.2, 4.11.2.1 to 4.11.2.4 of MES Schedule
Part-I. Mix of cement concrete shall be as described in Sch ‗A‘.

51.5 Important requirement of reinforced cement concrete/plain cement concrete shall be as under:
(a) All the materials, workmanship, inspection and testing for cement concrete to be used for
concrete work shall be as per requirements in Section II of IS 456 of 2000.
(b) Testing of concrete cubes shall be got done by contractor either at site lab or from Government
Engineering College/National Test House/Regional Research Laboratory. The cost of all these
tests including material and labour consumed, to be carried periodically shall be borne by
Contractor. In case tests are carried out in Zonal laboratory of Chief Engineer Jabalpur Zone at
Jabalpur the Contractor shall pay the cost of these tests at the rates given here-in- after in
Appendix ‘B’.
(c) Requirements for Concrete M-5 (Nominal Mix)/ M-7.5 (Nominal Mix)/ M-10
(Nominal Mix)/ M-15 (Design Mix)/ M25 (Design Mix)/ M-30 (Design Mix) for all locations.
During execution, contractor shall get the design mix carried out at Govt. engineering
College/ National Test House/Regional Research laboratory as per IS: 456 – 2000, IS:
10262 & SP – 23 published by BIS and get the test report approved from GE in writing.
(d) Number of samples for testing of concrete shall be ascertained in accordance with clause
15 of IS: 456-2000. Nine test specimen (concrete cubes) shall be made from each
sample, out of which 3 cubes shall be tested for 7 days strength, 3 cubes shall be tested
for 28 days strength and 3 cubes shall be kept reserve and handed over to Engineer-in-
Charge at the time of completion of work. Engineer-in-Charge will keep the same till
completion of defect liability period. However, in case, day‘s work of concrete is up-to 5
cubic metre, only 6 cubes shall be cast from one sample. (Three for 7 days strength and
3 for 28 days strength). No additional concrete shall be cast to be kept reserve. Suitable
records for cubes tests shall also be maintained for all cubes.
(e) Samples from fresh concrete shall be taken as per IS: 1199 and cubes shall be made,
cured and tested at 28 days in accordance with IS: 516.
(f) The test results of the samples shall be average of the strength of three. The individual
variation should not be more than +/- 15% of the average. If more, the results of samples
shall be treated as invalid.
(g) Acceptance criteria for compressive strength
The acceptance criterion for the test results of concrete shall be in accordance with
clause 16.1 to 16.6 of IS: 456-2000, including the requirements of Table 11 of the IS: 456-
2000.
(h) Rate as given in MES Schedule Part II for Mix design cement concrete shall be applicable
for the Mix design cement concrete specified in the CA
51.6 FORM WORK
51.6.1 Formwork shall be of steel of adequate strength and no wooden component shall be used.
Deformed steel sheets shall not be permitted for use as form work. The contractor may be
allowed to use plywood formwork at locations were it is not possible to provide steel or formwork,
after approval of GE in writing.
51.6.2 Surfaces of concrete which are required to be plastered as indicated above after removal of form
work shall be roughened with wire brush and hacked out closely.
51.6.3 For the purpose or pricing the deviation involving form work (both omit and add) the rates given in
MES Schedule Part II for rough finished timber surfaces for concrete shall be applicable, no price
adjustment shall be made for fair finish to RCC surface using 5mm thick plaster in CM (1:3).
51.6.4 Design and detailing of form work shall be as pr IS: 14687.
51.6.5 All aspects of formwork shall be as per Clause 11 (11.1 to 11.3.3.) of IS: 456-2000.
51.7 MIXING: Mixing of concrete shall be done in a mechanical mixer only.

51.8 WORKABILITY : The workability of the concrete shall be checked frequently as per IS: 119-
1559(Methods of sampling an analysis of the concrete). Workability of concrete for various
locations shall be as per Clause 7.1 of IS 456-2000.
51.9 COMPACTION OF CONCRETE : Refer to Para 4.11.11 of MES Schedule Part-I Consolidation/
compaction of RCC Slabs/beams/columns/ retaining wall shall be done with approved
mechanical vibrates. In other locations compaction shall be achieved manually as directed by the
Engineer-in-Charge.
52.FINE AGGREGATE
52.1 Fine aggregate (sand) for concrete work shall conform to materials, specifications and grading
within the limits of grading zone I to III as specified in clauses 4.4.1 to 4.4.7 of MES schedule part-I,
2009.
52.2 Fine aggregate (sand) for plastering work shall conform to materials, specifications and grading
as specified in clause 14.5 of MES schedule part-I, 2009.
52.3 Fine aggregate (sand) for mortar, brick work, stone masonry and all other works shall conform to
materials, specifications and grading as specified in clauses 5.4.2 and 6.5 of MES schedule part-
I, 2009.
53. COARSE AGGREGATE
53.1 Coarse aggregate (stone aggregate) for all cement concrete works shall be of approved quality all
as specified in clauses 4.4.1 to 4.4.7 of MES schedule part-I, 2009. Mixture of two types of stone shall not
be permitted.
53.2 Coarse aggregate (stone aggregate) 20mm and below shall be machine crushed and above
20mm may be machine crushed/hand broken.
53.3 Grading of coarse aggregate, unless specified otherwise in specifications here in after in various
location/work, shall be as specified in MES schedule part-I, 2009.
54. CONCRETE WORK
54.1 Cement shall be ordinary Portland 43 grade.
54.2 Lime shall be conforming to the approved sample kept in GE‘s office and shall be obtained from
Katni / Satna/ Kalares.
54.3 Fine aggregate (sand) for concrete work shall confirm to materials specifications and grading
within the limits of grading zone I to III as specified in clause 4.4.1 to 4.4.6 and 4.4.7(2) of MES
Schedule Part I and shall conform to approved sample kept in the office of GE.
54.4 (a) Coarse aggregate (stone aggregate) for all cement concrete work i.e. PCC/RCC shall be
out of granite / basalt / trap stone of approved quality all as specified in clause 4.4.1 to 4.46 and
4.4.7 (1) of MES Schedule Part I. Mixture of two types of stone shall not be permitted.
(b) Coarse aggregate (stone aggregate) 20mm and below shall be machine crushed and
above 20mm may be hand broken.
(c) Grading of Coarse aggregate (stone aggregate) unless specified otherwise in the
specifications here-in-after in various location /work i.e. PCC/RCC shall be as specified in MES
Schedule Part I.
(d) Aggregate shall comply with the requirements of IS: 383. 20mm normal size crushed
stone aggregate shall be used for the work unless otherwise indicated. Size of aggregate shall
comply with the requirements of Clause 5.3.3, 5.3.3.1 and 5.3.4 of IS-456-2000.
54.5 NOMINAL MIX:
Wherever nominal mix concrete is specified, same shall be provided as per table 9 of IS-456-
2000. The periodicity of mix design and other tests on materials/mix shall be as decided by the
GE.
54.6 MIXING OF CONCRETE
Refer clause 4.11.5 of MES Schedule Part-I. All cement concrete, both plain and reinforced shall
be mixed in mechanical mixer of approved type. However, in exceptional cases involving small
quantity (i.e. the quantity of concrete required being less than one batch of mix), the contractor
may after prior written permission of the GE adopt hand mix.

54.7 QUALITY ASSURANCE MEASURES


54.7.1 Quality assurance measures including establishment and implementation of a quality assurance
plan shall be carried out in accordance with Clause 10.1 (10.1.1 to 10.1.2) of IS: 456-2000
54.7.2 Clause 17 (17.1 to 17.5) of IS: 456-2000 shall be followed with regard to testing and inspection of
structures.
54.8 BATCHING OF CONCRETE
(a) For nominal mix and design mix in proportioning the concrete mix the quantity of both
cement and aggregates shall be determined by weight by weigh batcher only. Water shall be
either measured by volume in calibrated tanks or weighed. All measuring equipment shall be
kept in a clean serviceable condition and their accuracy checked periodically. The accuracy of
measuring equipment shall be within _+2% of the quantity of cement being measured and+_3%
of the quantity aggregate and materials being measured.
(b) In case of nominal mix, if uniformity in the materials used for concrete mixing has been
established, the proportioning may be done, if so permitted by GE in writing by volumetric
batching, provided periodic checks are made on weight volume relationship of the materials.
(c) Also the provisions as in clause 4.11.3.2 to 4.11.3.5 of SSR Part I shall be followed.
(d) All aspects of batching shall be as per Clause 10.2 to 10.2.6 of IS: 456-2000.

(e) Allowance for bulking and determination of moisture content of aggregate shall be made
in accordance with IS: 2386(Part-III). It is important to maintain the water cement ratio constant to its
correct value.

54.9 FINISH TO CONCRETE SURFACES:


54.9.1 Refer paras 4.11.16.1, 4.11.16.2(b), (c), (d) and (e), 4.11.16.3 of MES Schedule Part I. Finish to
concrete surfaces shall be as specified in para 4.11.16.2 (b) of MES Schedule Part I and as
specified here-in-after to achieve fair and even surface and shall be provided by the Contractor
without extra cost to the Government.

54.9.2 Exposed surface of RCC columns, beams, lintels, bands etc which are continuous/contiguous
with plastered surfaces of walls shall be plastered and finished in the same specifications as for
adjoining wall surfaces.
54.9.3 Exposed surfaces of RCC chajjas, cantilevers and the like (Bottom and sides), soffits of RCC roof
slabs/floor slabs & projection and soffits and sides of beams, waist slab of stair, sides of isolated
columns, shelves, RCC Parapet, fins/fascias and the like and shall be plastered not less than
5mm thick with CM (1:3) and finished fair and even. all as specified in schedule of finishes/SSR
part-I without any extra cost to the Govt.

54.10 TRANSPORTING, PLACING & COMPACTION

54.10.1 After mixing concrete shall be transported to the formwork as early as possible. Concrete shall be
placed and compacted before initial setting of concrete. Care should be taken to avoid
displacement of reinforcement or movement of formwork.
54.10.2 The maximum permissible free fall for concrete shall be 1.5 Metre.
54.10.3 Concrete shall be compacted using appropriate mechanical vibrator. However needle vibrator
shall be used for beams, columns and footing. Surface/tray vibrator shall be used for slab.
Over/under vibration shall be avoided. Construction joint shall comply with IS: 11817 and IS: 456-
2000.

54.10 CURING
Curing of all concrete work shall be carried out all as specified in MES Schedule Part I and
Clause 13.5 of IS 456-2000. Period of curing shall be not less than continuous 10 days
consecutive days, In case or concrete where mineral admixture or blended cement are used
curing period shall be minimum 14 days.

55. CREDIT FOR DISMANTLED/ DEMOLISHED MATERIALS


55.1 The work ordered to be demolished/dismantled shall be done with due care to avoid any damage
to adjoining surfaces or equipments. Any damage caused due to negligence of workman shall be made
good by the contractor at his own coat.

55.2 Measurements of all works except hidden work shall be taken before commencement of
demolition/dismantling i.e. at the time of preparation of inventories.

55.3 The materials obtained from demolition/dismantling shall be stacked as per direction of the Engineer-
in-Charge for inspection by the AGE/GE for disposal as given below :-

(a) Materials to be taken by the contractor against CREDIT.


(b) Material to be deposited in the MES store Yard.
(c) Materials to be disposed off otherwise to be thrown away. The decision of the AGE/GE in this
regard shall be final and binding.

55.4 The demolition statement in respect of all demolished/dismantled items shall be prepared
irrespective of their disposal. The materials to be taken away by the contractor against credit shall be
booked in measurement book (IAFW-2261). The contractor shall be allowed to remove the materials from
site of work only after credit is recovered from running payment and after written permission of the
AGE/GE. The permission letters issued by the GE from time to time will describe the items, quantity,
credit rate and the total amount to be recovered from the contractor.
55.5 During demolition/dismantling every precaution should be taken by the contractor to prevent
damage to any of the structure and also the adjacent structure are to be left intact any damage caused to
the structures shall be made good by him and at his own expense.
55.6 The contractor shall be responsible for the safe custody of serviceable materials until handed
over to the MES representative/incorporated in the work.

56. PURCHASE VOUCHERS

56.1 The contractor shall submit his original purchase vouchers duly machine number and dated
in respect of the materials. The materials shall be purchased from the authorized agents/dealers
who are required to show on the cash memo/bill all the taxes etc and make and IS Number as
required. The purchase Vouchers shall be produced to the Engineer-in- Charge for verification of
materials/equipments before his permission to incorporate the same in the work is communicated
to the contractor. Two certified copies of the same shall be made by the Engineer-in-Charge for
reference and record. The original purchase vouchers shall be released to the contractor after
technical check of final bill.
