The Role of Public Administration in the Era of Globalization: A Reflective Essay

As provided by Section 1, Article XI of the 1987 Constitution of the Republic of the

Philippines otherwise known as the Accountability of Public Officers, “Public office is a

public trust. Public officers and employees must at all times be accountable to the people,

serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism

and justice, and lead modest lives. (De Leon & De Leon, 2014)” Given the provision, a

certain public officer—as what the Constitution would like to call an individual that is

invested with a power of the government to be exercised by him for the betterment of the

country and the public. Public administration comes in many definitions, one of which is

that it is a dynamic organ of the government which keeps on responding to the

requirements of the times (Leveriza, 1990). As what we can perceive in the decades that

has bygone, upon opening our history books about politics and the government, public

administration has rapidly progressed over the yesteryears; the fact that it has progressed

over the years, it is expected, therefore, that the betterment of a specific country, whether

developing country or industrialized, the continuity of the government rests not on the

cradle of the government but on how the public officers will handle every phenomenon

notwithstanding the passage of time and events or even the perpetually-changing attitudes

of the voting public. In the era of globalization, what will be the role of public

administration? Knowing that it has promptly gained ground despite all the happenings.

Globalization, as we all know, has also flourished through the years. Disclosed in a

reliable online source, in the late 18 th century, globalization accelerated in the time due to

the advances of the transportation and the technological advancements of communication;

on the one hand, according to the World Health Organization (WHO), “the increased

interconnectedness and interdependence of peoples and countries. It is generally

understood to include two inter-related elements: the opening of international borders to

increasingly fast flows of goods, services, finance, people and ideas; and the changes in

institutions and policies at national and international levels that facilitate or promote such

flows.” With full regard to the statement released by the WHO and the idea that I have in

mind, globalization per se should always be accompanied by proper public administration;

by that, what I mean is, since the goal of globalization is to provide organizations a superior

competitive position with lower operating costs, to gain greater numbers of products,

services, and consumers. Therefore, one country or government should, at all times,

provide its constituents—especially those who are on the economic sector of the society—

with utmost respect and its full support; considering that the when the economy grows, the

society, as a whole, goes with it.

Along with the help of other country’s traders, merchants, business individuals,

tech-maniacs or computer-savvy, media men, politicians, ecologists, sociologists, etc. the

flow of information will not stop to one place, hence it will spread all throughout. Take for

example the political globalization, leaders of different nations have altered their laws and

built canons, ordinances, regulations, rules, and statutes in such way that at the end of the

day, all of the members of such organization are benefited, i.e., NATO or North American

Treaty Organization which is organized to contain the Russian Aggression, to such a degree

that when one member-nation of the NATO is attacked, all the others will supposedly

reinforce in their defense. As you can see in the given example, all member-states of NATO

are given the same benefit as to what other nation-states have received, thus giving the

credit to globalization. So, together with proper administration of the public officers in the

nation-state, globalization will thrive, in which as a result, will enrich the dwellers from the

lowest state of living to the highest.

To conclude, globalization is the process of widening the system from the smallest

form of information up to the widest—from the regions of a certain country up to its whole

nation and lastly to the world. With the partnership of globalization and proper public

administration, the country will be benefited. If the private institutions or organizations

will be enjoined together with the public institutions, there will be a better future for a

developing country like the Philippines.
