PROJECT BRIEF

Lagoon Development – Napsan Esplendor

I. Location

The proposed lagoon development is part of the 160 Has. Napsan Esplendor Project located on
Barangay Napsan, Municipaltiy of Puerto Princesa Province of Palawan with an approximate
area of 49,176 square meters (4.9 hectares).

The Lagoon is surrounded by the following proposed development:


a. North: Sea View Linear Park and Lagoon Villas
b. East: Walk-up Apartments
c. South: Visitor Center, Detention Ponds
d. West: STF/STP, Leaching Field and Weir
e. Lagoon Development: Island Chapel and Bridge

II. Project Concept

The lagoon can serve several purposes such as water supply, flood control, ecological and
aesthetics. It is situated in the lowest area of the site, providing added amenity to the residential
clusters around it and serves as a catchment during the rainy season. A church will rise from an
island at the center and will give the zone a certain rustic charm.

The proposed lagoon development configurations (AECOM):

a. Area: 3.72 has (4.9 has current design by Environs)


b. Maximum Water Level: + 1.70 m (MSL)
c. Bottom Level: - 1.30 m (MSL)
d. Total Depth: 3.0 m
e. Minimum Water Depth: 1.0 m
f. Minimum Water Level: -0.30 m (MSL)
g. Effective depth: 2.0 m
Natural streams will be collected and conveyed to the lagoon development. The lagoon will be
regulated by a weir during heavy storm events to prevent bank overflow. The natural stream
upstream of the lagoon should be designed with softscape banks. During flood conditions, the
stream can convey runoff to the lagoon whereas during the dry season, the streams can still
serve as a landscape feature to provide aesthetic, environmental and ecological values.

The flora and fauna along the river should also be maintained and enhanced for ecological and
aesthetic purposes. There would be a linking of the lagoon and seawater on northwest side of
the development to connect the lagoon with the sea bringing in additional aesthetic, economic
and ecological value to the development.

Stormwater generated from upstreams will be stored in the lagoon to be used as a main water
source for the development. The excess flow will still be released downstream to maintain
environmental flow and to prevent overbank flow in the lagoon. Stormwater will also be collected
through rainwater harvesting at the lagoon. The collected rainwater can be used for irrigation,
car washing and street cleansing. This practice will also help to reduce surface runoff discharge
into the drainage system.

Stabilization strategies along the perimeter of the proposed lagoon and the river banks are
essential to prevent soil erosion and at the same time, treat pollution, provide wildlife habitat and
promote attractive and natural surroundings.

III. Project Elements

The Lagoon area of the development encompasses the hillside facing the lagoon and the small
island in the middle of the lake separating the mainland to the beachfront. The public domain of
these areas consists of the Island Church and promenade walks.

The Promenade will serve as a connection to the different residential lots and amenities in the
peripheries of the lake. They will be composed of boardwalks, bridge and evacuation routes for
the different land uses.
