Mat 4:8 

Again, the devil took Him up on an exceedingly high mountain, and showed Him all the
kingdoms of the world and their glory. 
Mat 4:9  And he said to Him, "All these things I will give You if You will fall down and worship
me." 
Mat 4:10  Then Jesus said to him, "Away with you, Satan! For it is written, 'YOU SHALL
WORSHIP THE LORD YOUR GOD, AND HIM ONLY YOU SHALL SERVE.'

How could Satan give Jesus the world if he didn’t rule it.

This is why John says do not love the world

1John 2:15  Do not love the world or the things in the world. If anyone loves the world, the love of
the Father is not in him. 
1John 2:16  For all that is in the world—the lust of the flesh, the lust of the eyes, and the pride of
life—is not of the Father but is of the world. 
1John 2:17  And the world is passing away, and the lust of it; but he who does the will of God
abides forever. 

Jesus praised his church for holding on to their faith while in Pergamos, especially since Pergamos
had a giant idol of Zeus sitting on a throne. Jesus said it was where Satan’s seat is. That Zeus idol is
Satan. It’s not uncharacteristic for Satan to do this, it was always his dream to “be like the most
high.” Why wouldn’t he set himself up as the highest gods in his mystery religions?
