SUBJECT: Guidelines for the Sub-allotment and Utilization of Funds to

Selected DOH Hospitals to Support their Operations

I. BACKGROUND

The Department of Health (DOH) through the Health

Facility Development Bureau
(HFDB) is
committed to ensure the quality of health services and to
to the operations of DOH hospitals. This will ensure the
provide funding support
continuity of operations and provision
of efficient and
responsive services to the Filipino people.

However, due to the limited Maintenance and Other Operating

Expenses (MOOE)
budget appropriations of several DOH hospitals for FY 2022, there is
a pressing need to
support the hospitals to maintain their operations. The financial assistance will
for the procurement of drugs and medicines, food and augment funds
electricity supplies, medical and
laboratory supplies, training expenses, and salary for job order employees.

Relative thereto, the HFDB will augment the MOOE

sustain the operations and to ensure that services are of selected DOH hospitals to

IL. OBJECTIVE AND COVERAGE

This Order aims to provide guidelines on the release,

utilization, and reporting of funds
to augment the operations of the selected DOH Hospitals.

TH. GENERAL GUIDELINES

The DOH-HEDB shall

sub-allot funds (Maintenance and Other Operating Expenses:
5029999099) to the selected DOH Hospitals amounting to THIRTY ONE
PESOS (Php 31,000,000.00) to

This sub-allotment shall be chargeable against the CY 2022

current funds of the
HFDB. The funds shall be used to augment the MOOE in
support for the operations and
maintenance of the aforementioned DOH Hospitals subject to usual
government budgeting,
accounting and auditing rules and rules and regulations.

IV. RESPONSIBILITIES OF THE RECEIVING AGENCY

A. The Chief of Hospital shall:

1. Ensure that the person-in-charge in managing the sub-allotted funds

and the
Budget/Accounting Division are properly informed of these guidelines.
2. Submit a Fund Utilization Report
(FUR) to the Financial and Management
Service, Department of Health, copy furnished the HEDB monthly, on or before
the 10" of the following month.
3. Ensure that these funds are obligated and disbursed
until December 31, 2022.
B. The Administrative Officer or Head of the HOPSS shall be
responsible for the
implementation and monitoring of the sub-allotted funds which shall be
approved by
the Chief of Hospital.

C. Fund utilization/disbursement covered

by these guidelines shall be subject
government budgeting, accounting, and auditing rules
to the usual
and regulations.
V. EFFECTIVITY

This Order shall take effect immediately.
