the Grant of Health Emergency Allowance to Public and Private

RATIONALE

Republic Act (RA) No. 11712 otherwise known as the Public Health Emergency Benefits
and Allowances for Health Care Workers Act provides for the grant of the Health
Emergency Allowance (HEA) to
eligible health care workers (HCWs) and non-HCWs,

regardless of employment status, who are involved in COVID-19 response all health
facilities, including military hospitals, government-owned and controlled corporations
in
(GOCCs), state university hospitals, and private-licensed health facilities, for every
month of service during the state of a public health emergency of national scale. The
HEA
replaces the One COVID-19 Allowance (OCA) in view of the implementation of
the said Act.

Moreover, Special Provision No. 14 under RA No. 11936 or the 2023 General
Appropriations Act (GAA) appropriated funds for the grant of HEA which may
used to pay arrears reckoning 2020 in accordance with applicable laws.

In line with this, the guideline for the sub-allotment of funds is hereby issued to cover the
payment of HEA
to eligible public and private HCWs and non-HCWs.

Il. OBJECTIVE

This Order aims to provide the guidelines on the release, utilization and reportings of
funds sub-allotted for the provision of HEA to eligible public and private HCWs and
non-HCWs involved in COVID-19 response.

I. SCOPE AND COVERAGE

This guideline shall apply to selected CHDs, DOH Hospitals and DATRCs the for
payment of HEA covering the period from July 1, 2021 to December 31, 2021 and
January 1, 2022 to December 2022. 31,
IV. GENERAL GUIDELINES

The Administrative Service (AS) shall sub-aliot funds to selected CHDs, DOH Hospitals
and DATRCs amounting to One Hundred Fourteen Million One Hundred Fifty-Four
Thousand Seven Hundred Twenty-Four and 65/100 (P114,154,724.65) chargeable ‘
against the following:

SPECIFIC GUIDELINES

. The Director IV/Medical Center Chief/Chief of Hospital concerned shall be responsible


for the approval of expenditures, utilization, and monitoring of sub-allotted funds based
on the approved HEA Form generated through the Health Emergency Allowance
Processing System (HEAPS) and the expenditures shall not exceed the amount provided;

Submit to the Management Services Team (MST) the consolidated and final report on the
number ofpublic and private HCWs and non-HCWs provided with HEA within seven (7)
working days after the downloading of funds to the accounts of the concerned personnel
through the HEAPS. The said report must be certified by the head ofthe facility;

Submit the Fund Utilization Report of the allocated funds to be reported in the monthly
Statement of Allotment, Obligations, Balances and Disbursements on or before the 10"
day of the following month to the FMS. The amount for the eligible HCWs and
non-HCWs entitled to HEA shall be utilized based on the approved HEA Form for the
month.

Fund must be utilized on or before December 31, 2023; and

The utilization/disbursement covered by this guideline shall be subject to the usual


government budgeting, accounting and auditing rules and regulations.

VI. EFFECTIVITY

This Order shall take effect immediately.
