Solar Plant General Procedure

For MNRE:-
EPC will ready the Drawings and required Bill of Material and approach to MNRE.
For submitting the Application for BOM online, all the Project Developers/ Agencies
shall follow “Guidelines for online submission of Total Bill of Material & Application”
available on MNRE‟s website. The URL address for online registration is
http://164.100.194.45/ccms for obtaining Login ID & Password. submit the hard
copy thereof in duplicate, after duly signed in ink, and also certified by the
empanelled Chartered Engineer, direct to the MNRE along with the copy of purchase
order of the item for which exemption certificate is sought.
After submission on online hardcopy and all below documents will submitting to
MNRE throe NEDCAP for verifying the Qty with reference to Plant capacity and
Drawings. The State Nodal Agency shall forward the above documents application
and Total Bill of Material to MNRE after verification.
CCDC, EDEC or both, as the case may be, shall be issued by MNRE for each Purchase
Order. The proposal for CCDC/EDEC, along with copy of Purchase Order, will be
submitted to MNRE through empanelled Chartered Engineer who shall certify the
quantity.

Stages/steps to be completed for obtaining the certificates under the simplified

procedure.

Stage 1:-

1. Submission of Application & ‘Total Bill of Material’ to SNA, after duly certified by the
Chartered Engineer; and then SNA shall forward it to MNRE, at least one month
prior to seeking CCDC/EDEC
2. Scrutiny and acceptance of the Application & ‘Total Bill of Material’ by the
designated officer in MNRE Or Return to SNA in case of inconsistency found out
after above scrutiny
3. Convey acceptance or return, as the case may be, of the Application & ‘Total Bill of
Material’ to the Project Developer with copy to SNA.

Stage 2:-

1. Submission of (in case of EDEC),or (in case of CCDC) or both (in case of applying for
issue of both EDEC & CCDC) after duly filled in, Part-A i.e. Project Authority’s
certificate, along with Purchase Order or Orders and specifications of Equipments
duly certified by the Chartered Engineer; to MNRE for issue of CCDC/EDEC.

2. Issue of EDEC or CCDC addressed to the concerned Asstt./Dy.Commissioner of
Central Excise or Customs, as the case may be, for availing of duty benefit.

Power Injected Point:-

 Initially we check the Plant nearest substation power transmission
feasibility.
 Application will be submitted to consent DISCOM/APTRANSCO along with
applications chares.
 To get the initially feasibility report from Power sector within 25 days to
connect the power evocation point.
 With reference to Plant capacity and we getting feasibility we will submit the
Bank guaranty i.e Per MW/200000/- to Power sector.
 Now we can apply the Power evacuation cost estimation request on Trunkey
basis to consent Department. In that application will forward to field to
provide the detailed cost estimation. The field officers we arrange the
estimation to higher officers /Commercial departments. the commercial dept
will issue the cost estimation. In that estimation will men shined, Secure
deposited and Development charges.
 Above amounts will paid in DD in favor of have given to the Estimation copy.
 Based on the estimation and our requirement we will finalize the Contractor.
 Site in- charge will coordinate the Power sector officers (Divisional Engineers
i.e DE/Operation, DE/M&P,DE/MRT) to conform the Bay extension location.
After conforming the location we submit the Single line Drawing, GA Drawing
both line and Power injected points to get approval from SE or Higher
officers.
 Before dispatching material our engineer will inspected the material
 Now we can excavate the Line and Switchyard with the supervising of Local
Assent Divisional Engineer.
 In mean time we apply and get the approval of ABT meter, Breaker, power
transformers make and Specifications.
 After completing the work We can ask the work completion report from
Consent Departments.
 Divisional Engineers will come and inspected the Punch point if anything is
missing.
 After finishing the Punch point they will provide the work completion report.
 After completion of Plant and Bay we approach to SAO for HT Service
Number. this number will communicate the plant service number (Billing
both import and export)

 Now we can apply the Synchronization permission to Chef managing Director
, that file will circulate the all Directors to get opinion and they will provide
the Synchronization permission and depute required the team. They will test
the metering point and charge the plant and release the Synchronization
report.

Long Term Open Access:-

1. Application form for Grant of Long – term Open Access (Intra state) with the below
list of enclosures to be submitted at APTRANSCO, Planning Division, Hyderabad.
a. Copy of the application submitted to the DISCOM
(APCPDCL/APSPDCL/APEPCPDCL/APNPDCL) for Grant of connectivity for
Solar Power project.
b. Copy of the feasibility report received from DISCOM.
c. Application form in the form of Demand Draft for Rs.10,000/- in favour of
FA&CC(R&A) APTRANSCO.
d. CEIG approval.
e. Generator (Entry) & Consumer (Exit) point ABT meters test reports and also
the EBC compatibility test reports. (Note: Main, Check and Standby ABT
meters are mandatory at consumer (Exit) point.
f. Power Purchase Agreement (Generator & Consumer) on Rs.100/- Non
Judicial stamp paper.
g. Latest HT meter Bill copy of consumer
2. APTRANSCO, Planning will scrutinize the application form and will send the letters
to the concerned DISCOM at Generator and Consumer for providing the Open Access
Technical Feasibility.
3. After receiving the Open Access Technical Feasibility from the concerned DISCOM
(Generator & Consumer), APTRANSCO, planning will internally get the approval
from ED-Planning and will give the approval for Open Access with the details of the
charges to be paid.
4. The details of payment of open access charges and LC amount are as follows:
a. Security Deposit of two months Wheeling charges @Rs. /KVA/Month to
DISCOM (These charges will vary from DISCOM TO DISCOM)
b. Security Deposit of two months SLDC Op. charges @ Rs.2209.34/MW/Month
to APTRANSCO
c. LC amount for 10 days energy charges @ Rs.7.25/kwh to DISCOM ( These
charges will vary from DISCOM to DISCOM).
d. Consumer has to pay the cross subsidy surcharge and additional surcharge to
DISCOM as per the Tariff Order & Regulations issued by APERC from time to
time as per the bills raised by the DISCOM.

CEIG Approval:-
EPC will Submit the initially Plant layout, SLD, Distribution network, Power evocation line ,
power injected point (GI drawing ) and Earthling Drawings, to get the initially approval.

After completion of plant excavation EPC apply the finial CEIG approval. in the time CEIG
will visit the site to check the plant and power injected point. If any punch points find out
EPC will rectified and get the final approval.

Plant Synchronization Required Documents:-

 Work completion report from DISCOM/APTRANSCO (TL&SS,MRT)
 HT Service Number and test certificate.
 Metering point approval at Bay
 All test reports
 CEIG approval
 Meter and CTs ,PTs calibrations reports.
