Preface

During my transition process, I have been frustrated navigating through multiple sources of
information (which often conflict). This document is my attempt to consolidate information and
make retirement information easier to access. I will continue to update this document as I
discover information and learn lessons through the remainder of my transition.

I have focused on collecting information pertinent to an Active-Duty Senior Naval Officer


preparing to retire and seek a career in the private and public business sector in New England;
however, I have included additional information that I discovered during my transition (e.g., VA
resources to support starting your own business).

Section 1: Timeline
EVENTS KEYED TO YOUR RETIREMENT DATE

>12 Months Prior


 Submit Retirement Request via NSIPS (MY THOUGHT: Even if you are approaching
high-year tenure, submit your request and don’t wait for NPC to initiate the paperwork)
 Attend Initial Pre-Separation Counseling
 Register for/attend TAP
 Do a self-assessment on your medical history and ensure any issues are in your medical
record – having it documented in your record is essential (See Enclosure (1) for
additional information)

6-12 Months Prior


 If executing a post-retirement move, schedule Household Goods Transportation
Counseling: N/A
 Research life insurance options
MY THOUGHT: Don’t wait until you start the process to document your health to
support your VA claim. That information will be disclosable to your potential insurance
company – and your rates will likely be higher) – Let that come with job offer
 Submit DD Form 2870 to the facility that maintains your medical record to obtain a copy
of your medical record. DoD Instruction 6040.45 reiterates that the DoD Health Record is
property of the U.S. Government, not the beneficiary. The patient has the right to a copy
of the information. The medical facility may provide a CD and/or link to an electronic
copy via the DoD Safe website.
MY EXPERIENCE: I was able to transfer the electronic copy to my work address via
OneDrive, then print the files for review. The email with the link to the medical record
cannot be sent to a DoD email address.

6 Months Prior
 Schedule Separation History and Physical Examination (SHPE); this exam will be
conducted between 90 and 180 days prior to your retirement date or start of terminal
leave (See Appendix 9)
 Schedule exit dental exam (this should occur within 90 days of retirement)

4-6 Months Prior


 Determine if you will take terminal leave or sell back your leave balance
 Provide Separation Leave Paper to PSD/TSC
 Eligible for Syracuse University programs

3 Months Prior
 Complete TAP Capstone event (this may be completed earlier)
 Complete VA Healthcare Registration
 Obtain a Veteran’s Preference Letter from eBenefits
 Complete dental cleaning (DD FORM 214 BLK 17 needs to be filled out to indicate if
dental visit was performed within 90 days)
 Schedule and conduct eye appointment/prescription (if applicable)
 Closeout Government travel card
 Verify you have setup password login for the following accounts (you might be accessing
with a CAC now:
 myPAY
 dsLogin
 Milconnect
 Commence applying for jobs (many employees prefer to talk to job candidates who can
start within 90 days)
 Finalize HHG move (if applicable)
 Use NPPSC 1800/1, NPPSC Fleet Reserve/Retirement Checklist to assist in your
preparations

30 Days Prior
 Download NPC files
 Make ID card appointment
 Obtain final CD of all Dental and Medical Records
 Eligibility starts to sign up for eye and/or dental coverage with BENEFEDS
 Medical conducts an administrative review and validation of the qualifying Separation
History and Physical Exam

2 Weeks Prior
 If using a VSO, contact the VSO to develop plan for completing VA claim

Last Day
 Sign and take receipt of DD FORM 214 MEMBER-1 and MEMBER-4 copies.
RECOMMENDATION: Highlight the original with yellow highlighter; make certified
copies (NFCU can do this)
 Turn-in CAC and obtain U.S. DoD/Uniform Services Sponsor Identification and
Privilege Card

Post Retirement
 Signup for Tricare via website, phone (East 1.800.444.5445, West 1.844.866.9378), or
Mail. (You have 90 days to enroll after our retirement date for no break in coverage; must

be done within 12 months or you need to wait until open season, or a Qualifying Life
Event occurs).
 SGLI and FGLI coverage will continue for 120 days
 Download final copies of LESs from MyPay (Final W-2 will not be available until the
following January)
 Verify DEERS enrollment status
 Begin to prepare your disability claim with your local VSO
 Register with the VA Burial Pre-need program
 Apply for Veteran ID Card, Veteran’s Health Identification Card, or print Proof of
Insurance

always required – consult with your JAG to determine if necessary.

Matches you up with a corporate mentor based on your intended career path. Program lasts one
year and requires monthly communication with your mentor. Discussion topics are driven by the
service member. ACP also provides several resources (e.g., elevator pitch recommendations).

Personnel are eligible to participate for up to 6 months prior to retirement with command

The SkillBridge program provides an opportunity for Service members to gain valuable civilian
work experience through specific industry training, apprenticeships, or internships during the last
180 days of service. Refer to the DoD SkillBridge website for additional details on the program:

How to Find an Opportunity

You will inevitably do a google search and find this page. If you are trying to find a
SkillBridge opportunity, this is not a spot for one stop shopping. Although there are over
1600 approved programs on this page, it does not include all opportunities and locations.
The best use for this page is to find companies you are interested in along with a POC
email address. Email the company POC and start a conversation about potential
opportunities.

NOTE: I started here and was very disappointed to find limited opportunities in Rhode
Island. I eventually found and was selected for a SkillBridge opportunity at Raytheon
Missile Defense in Portsmouth RI – don’t be discouraged, there are many opportunities
not listed here.

Section 4: Separation History and Physical


Examination (SHPE)
[DEVELOPMENT OF THIS SECTION IN PROGRESS – I WILL ADD TO THIS SECTION

Requirement
This must be performed between 90 and 180 days prior to your retirement date or start of
terminal leave.

Preparation
I was directed to complete the applicable portions of the following forms prior to arriving for
my appointment:
 Locally prepared form in which I acknowledged that I read the Manual of the Medical
Department, NAVMED P-117, Article 15-20 and 15-21
 NPPSC 1900/1, NPPSC Separations Questionnaire
 DD Form 2697, Report of Medical Assessment
 DD Form 2807-1, Report of Medical History
 DD Form 2808, Report of Medical Examination

Key References
DoD Instruction 6040.46
 Directs all active-duty members to complete the SHPE prior to retirement/separation
from active duty and record exam on DD Form 2808. Provides timeline requirements.

NAVMED P-117 Article 15-20 (Separation from Active Duty) and Article 15-21
(Retirement from Active Duty
 Separation examinations and evaluations shall be performed within 180 days of last
active-duty day
 DoD-performed physical exam may be accepted if performed 90 days and 12 months
prior to scheduled separation; however, a medical assessment must be completed no more
than 30 days prior to separation from active duty.
 The following minimum must be completed as part of the separation evaluation:
 DD Form 2807-12, reviewed by examiner
 Physical examination documented on DD Form 28081
 Determination by the examiner if the Service member is physically qualified for
separation1
 All Service members over the age of 35 at their effective date of separation shall be
offered screening for Hepatitis C antibodies; NAVMED 6230/1 must be completed if
requested

 A mental health assessment completed within 180 days of separation


 The completed DD Form 2807-1, DD From 2808, and the results of the Hepatitis C
(if done) and mental health assessment will be uploaded into the member’s electronic
medical record

Section 5: Veteran’s Affairs Disability Claim


Types of VA Claims:
Benefits Delivery at Discharge (BDD)
 File 90-180 days before retirement.
 VA health exam during active duty; expedited decision as soon as 30 days or less
after discharge.
 Not eligible for support from a Veteran Service Officer.

Fully Developed Claims (FDC)


 Submit evidence along with your claim
 Expedited processing compared to Standard Claim
 Able to work with Veteran Service Officer

Standard Claim
 Evidence not required to submit
 Significantly increased processing time

MY OPINION: Don’t submit your VA claim prior to retirement…if you do, then if you need to
appeal you need to use a JAG. If you wait until you are retired, you can be represented by a
National Service Officer (they are able to appeal and generally are much more proficient at the
process). You have 1 year from your retirement date to submit your claim – any benefits would
be backdated to your retirement date.

Major Steps to File Your Fully Developed Claim


 Honestly answer the medical history questions on DD Form 2807-1, Report of Medical
History
 Submit DD Form 2870 to obtain a copy of your medical records
 Gather any supporting medical evidence
– DD-214 MEMBER-4
– Medical Records
 Cross-check your DD Form 2807-1 against your medical record
 Update your DD Form 2807-1 with medical issues found in your record that you might
have missed (e.g., Asbestos exposure)
 If you have medical issues that aren’t documented, make an appointment with your
medical provider.
 Draft Disability Application 21-526 EZ
 Appoint VSO representative if desired (Complete Form 21-22 power of attorney)
 Provide supporting medical evidence (exit physical/medical record)
 Complete verification of dependents
 Conduct C&P exam at VA hospital (in addition to your separation physical)
 Receive the rating decision

MY OPINION: Non-starter – we don’t have experience submitting a VA claim, so why
not leverage the expertise of a VSO. I’m not even including the link – if you want to
pursue this method, best of luck.

Work With a Private Organization


It is unlawful for any person or organization to charge a fee to assist in preparation of a
VA claim unless the VA has made its initial decision on the claim. Many of these
organizations claim, “No Fee Until We Win”.

MY OPINION: Use the experts at a VSO of your choice and don’t waste your time and
money.

Appealing VA Claim Decision


Appellate Rights – you can go before a court/board to defend your claims. If you submit
your claim on active duty, you could get JAG assistance. If you submit once retired, you
can get support from a Veteran’s Service Organization (if they assisted in preparing the
submission).

Contains the information needed to verify military service for benefits, retirement, employment,
and membership in veterans’ organizations.

How Do I Avoid Errors in the DD 214?


Accurately complete NPPSC 1900/1 (Primary source of data for the DD 214)

Review the DD 214 prior to signing. The supporting personnel office will coordinate arranging
the member to review and sign the form. If the member is “unavailable”, the supporting
personnel office can annotate the DD 214 “member not available for signature” and forward
respective copies. Make sure your personnel office has your contact info!

Corrections to the DD 214


A DD 215 must be completed, and a corrected DD 214 will be issued

Validation of Awards
All your awards (especially unit awards) will likely not be in your records. If you don’t take
action all the awards you earned will not appear on your DD 214.

Missing Awards – Is it Worth My Time?


NCIS is unlikely to raid your home and bust you for having a shadow box that doesn’t match the
awards on your DD 214.

MY OPINION: Spend some time documenting your awards, but it isn’t worth the time and effort
to try to track down your 7th Sea Service Ribbon – this applies to any award that isn’t associated
with benefits.

Based on my research (there are probably more benefits and medals that matter) the following
includes the benefits associated with various awards. The Medal of Honor and Purple Heart
benefits are no listed; if you have either of those then you likely know the benefits.

Section 8: Survivor Benefits Plan


Purpose
Provide continuation of income to your spouse and/or children (until 18 or 22 if enrolled in
college)

Basics
 Upon death, your spouse/children will receive 55% of the base amount of coverage you
selected.
 Select the base amount of coverage from $300 up to your full retirement pay.
 The coverage will increase per the COLA rate.
 SBP premium is taken out pre-tax (not taxable).
 SBP income is taxable.
 You will have an opportunity to disenroll between your 2nd and 3rd retirement date
anniversary.

Cost
 Cost for coverage of spouse is the lesser of a) 6.5% of base amount or b) 2.5% of the first
$725 plus 10% of the remainder.
 Cost for spouse continues until you have paid into SBP for 30 years and you have turned
70.
 SBP payments will cease if your spouse passes before you do.
 If you elect coverage for child/children, the premium will be charged based on age of
youngest child.
 Cost for spouse and children will be a combination of the two criteria above. You will
stop paying when the youngest child turns 18 (22 if enrolled in school).
 If you don’t decide, you will automatically have full coverage for your dependent spouse
and children. Regardless of what your command states, the DoD instruction permits you
to make changes up to the day you retire - spouse must concur (notary needed) if you
elect not to take 100% coverage.

Change/Discontinue Coverage
Public Law 105-85t, Section 641 provides a one-year opportunity after the second anniversary of
commencement of retired pay to discontinue participation in SBP. Additionally, you may be able
to withdraw from SBP due to qualifying VA disability.

MY OPINION: I figured I could beat SBP with insurance, annuity, or some other financial
product – I couldn’t make it work. Do your own math, but ensure you consider that the SBP
payment is taken before taxes, COLA adjustments, and the fact that our government underwrites
this program. I decided this is a pretty good deal. Once I came to grips with this, the challenge
was to decide how much of my basic pay to cover.

Household Goods (HHG) Storage
Non-Temporary Storage for a period of 1-year is authorized. An extension may be authorized if a
Service member is undergoing hospitalization or medical treatment.

The Joint Travel Regulations (revised 1 July 2022) Section 0518B provides additional
information.

Household Goods (HHG) Transportation


HHG must be turned over for transportation within 3-years following termination of active duty.
Further extensions may be granted on an annual basis. Storage of HHG is available for up to 1-
year.

Leave

Permissive Temporary Duty (PTDY)


Authorization for Job/House Hunting. Members stationed in CONUS may receive up to 20
days of leave if retiring (OCONUS may receive up to 30 days). PTDY may be combined
with chargeable leave and/or terminal leave. You will need to return to your command
following completion of PTDY leave.

Separation Leave (aka, Terminal Leave)


Leave which expires on the day of separation from the Navy. Active duty members are not
required to return to their command. All pre-separation counseling and administrative
processing must be completed prior to departure for leave. If you are a military officer
engaged in off-duty employment while on terminal leave you are prohibited by 18 U.S.C.
§205 and 18 U.S.C. §203 (criminal statutes) from representing a non-Federal employer or
any other third party back to the Government. Note: This restriction does not apply to
enlisted service members.

Presidential Letter of Appreciation


If you have 30 years of total active military service, you are eligible to request a Letter of
Appreciation signed by the Commander in Chief. Submit the following information to
pers_835_retirements@navy.mil:

 Post-retirement home mailing address
 It may take up to six months to receive this letter.

Retirement Flag
Per 10 USC 8261, upon release from active duty or retirement to the Fleet Reserve, the Secretary
of the Navy shall present a U.S. flag to the member. The flag shall be provided at no cost to the
recipient.

Retirement Orders
The effective retirement date is normally the first day of the month. For voluntary retirements,
orders will be released approximately 6 months prior to the actual retirement date.

Retirement Pay
Military pay is deposited on the first day of the month.

Thrift Savings Plan (TSP)


You can choose to keep what you have, roll it to a civilian plan, or something in between – to
keep TSP going, you need to maintain a $200 minimum.

Travel
A Service member and dependent are authorized travel to a new home (aka Home of Selection
(HOS)) from the last permanent duty station within 3-years of the Service member’s termination
from active duty unless additional time is authorized. An extension may be granted for up to 6-
years if the Service member has a certified and on-going medical condition.

Veteran’s Life Insurance Options

Service-Disabled Veterans Life Insurance (S-DVI)


Veterans released from active duty after April 25, 1951, and didn’t receive a dishonorable
discharge, and were rated for a service-connected disability (0% or greater) and are in good
health except for any service-connected condition are eligible. This program will be
discontinued for further enrollment after 31 December 2022 (replaced by VALife).

Veteran’s Affairs Life Insurance (VALife)


All Veterans who are 80 and under, with a VA disability rating of 0 to 100 percent are
eligible – there is no time limit to apply. Whole life guaranteed acceptance for coverage up to
$40K. Coverage takes effect two years after enrollment as long as premiums are paid during
those first two-years. Premium is dependent on age and amount of coverage desired. This
program is replacing S-DVI effective 1 January 2023.

Veteran’s Group Life Insurance (VGLI)


For people who are hard to insure – this is an expensive option if you are healthy and choose
to take this. SGLI will expire 120 days after separation. (PRO TIP: Shop for life insurance at
age 39; typically, rates rise more significantly as you enter your 40s)
