MESSAGE OF THE NNC EXECUTIVE DIRECTOR

Thank you for joining the e-Learning Course on Local Nutrition


Program Management.

This is the first electronic learning course of the National Nutrition Council. Our aim is to
provide an alternative mode for learning and improving competencies of those who are
involved in nutrition program management (NPM) at the local level. These can include the
nutrition action officers, district/city/municipal nutrition program coordinators, members of
local nutrition committees, program implementors at the local level. The course is also open
to national and regional level program managers and implementors from government, and
nongovernment organizations who provide assistance to local government units and
communities. The members of the academe as well as students in nutrition courses are also
welcome to register.

This version of local NPM has been updated from the version developed in 2010.
The online course enables learners the opportunity to access the course on their preferred
schedule and go through the modules at their own pace without leaving their workstation.
The course offers a discussion board to allow participants to interact with each other,
allowing for maximized learning.

The course provides an advantage to participants and their organizations as disruption in


work is lessened compared to attending face-to-face trainings. Cost is also minimized as there
are no cost for travel, board and lodging and other incidental expenses. And the best thing is
that the course is absolutely free! Participants will just need to log-in and register. But what
if you have limited or don’t have an internet connection? No worries, an offline version has
been developed so that the course is inclusive. Professionals can also earn Continuing
Professional Education (CPE) units from the Professional Regulations Commission (PRC) upon
successful completion of the course.

We hope that many practitioners will register and complete the course. We aim to saturate
the country with technically capable nutrition program managers and implementors to
support nutrition improvement as we aim to end all forms of malnutrition in the Philippines.

COURSE DESCRIPTION
CONGRATULATIONS for enrolling in the eLearning course on Local Nutrition
Program Management (NPM) Course for Local Nutrition Workers!

Please read this course guide carefully and completely.

The Course will walk you through an exciting journey on how to manage your
nutrition program in your workstations.

The NPM course in general is designed to teach local nutrition workers,


members of the local nutrition committees, and other stakeholders on how to
effectively plan, implement, monitor, evaluate, and sustain nutrition programs,
in the context of the overall local governance and development system.

The Course consists of eight modules that cover various lessons to enhance your
knowledge and skills in the area of local NPM and strengthen your core values
as a nutrition worker.

However, you are advised not merely to read the modules but to interact and
learn with it. At the end of each lesson, self-assessment activities in the form of
quizzes, self-assessment questions, and exercises are included to assess what
you have learned.

This implies that you can only proceed to the next module if you have
satisfactorily passed what is being studied. Taking the quizzes will be unlimited
until after you get the correct answers. However, different questions will be
asked each time you have the retake. Results will demonstrate how well you
understood lessons and would prompt you what still need to be done. A post-
test or final examination shall be given that will enable you to integrate and
apply what you have learned in all modules.

COURSE GOALS
The Course aims to help you become a better manager of your nutrition
programs in your locality. Be reminded that this may entail certain cognitive,
attitudinal, and behavioral changes on your part.

Specifically, after the Course, you are expected to:

1. describe key concepts and principles on basic food and nutrition;


2. inculcate values and skills important for effective performance of a
nutrition worker;
3. discuss the function/role of NPM in local governance and development
system;
4. explain the steps in preparing a local nutrition action plan and its
importance to LGUs;
5. describe how to effectively implement a local nutrition action plan;
6. define monitoring and evaluation system of LNAP; and
7. identify ways on how to use results of M&E for re-planning for
sustainability.

COURSE OUTLINE
The Course is sequentially structured in a progressive manner. It means that the
inputs start from basic information to application, implementation, evaluation,
and re-planning for sustainability. It is composed of eight (8) modules containing
several lessons. The content of the modules was built from the NPM manual
developed by the National Nutrition Council (NNC).

COURSE REQUIREMENTS
For this course, you are required to study the course materials listed and go
through the course activities. For me to assess your learning outcomes, you are
expected to answer quizzes at the end of every lesson. You are also expected to
participate in discussion forums. As well, post-test will be administered.

Exercises. These are not graded but should form part of your learning as a
check and balance to gauge to what extent have you understood the material.
Submission of the exercises is required for completion of the Course.

Quizzes. You need to answer a short quiz after each lesson, which you can take
several times until after you get a perfect score. In so doing, you will learn in the
process based on self-assessment. Badges are earned for completed quizzes.

Discussion Forum (DF). You are expected to participate in the discussion


forum. Write your responses to the question and comment to at least five
postings of your classmates. The DF reflects how you think as a group. It also
mirrors the depth and breadth of the practice of nutrition workers across
regions and gives a picture of the general experience of learners in the field of
nutrition program management in the country.

Examination. Final examination will be administered electronically as soon as


you are ready on or before the two-months (8weeks) period ends.

The examination can be taken for UNLIMITED TIME if you have passed all
quizzes and have completed all class requirements. This implies that you can
take the examination anytime and not wait for the last day of classes to end.
However, if you fail the examination, you will not be issued a certificate of
completion. Passing mark is 80% of the final examination.

This also means that you can learn at your own pace and time. As an
independent learner, you have the prerogative to choose what, when, or how to
learn at any given time. While this is allowed, you may want to follow a more
systematic study guide.

Certificates. As soon as you have completed and passed the final examination, a
certificate will be automatically generated by the system if you are taking the
examination online.

For offline learners, certificates will be issued by NNC. In order to receive a copy
of the certificate, you must print and submit a copy of the following:

1. Progress report;
2. Evaluation form;
3. Profile sheet; and
4. Re-entry Plan.

Closing of Account

For online users, once you have completed the course, your account
automatically closes. This means that you can no longer access the portal and
cannot not join the discussion forum. This will serve as a gauge on the
number of those who have graduated even before the end of the course
schedule.

For offline users, the course is good for 3 months. Your start date is written in
the registration form and will serve as basis of NNC in rendering your
certificate. It is best to redo the course if you exceeded 3 months to ensure
fresher information.

THE NPM “CLASSROOM”

The Course has a workspace in the NNC website. To enter this workspace, you
should be enrolled in the course. Upon enrollment, you will receive an
enrollment key that would enable you to register your preferred username and
password, which will allow you to login in the course site. In case you do not
have your enrollment key yet, please email us at elearning@nnc.gov.ph or call

The course site is structured by modules and lessons that contains:

1. the online discussion boards;


2. soft copies of all documents that are being made available to you by the
Course;
3. instructions for accomplishing your assessments;
4. instructions for participating in online forums; and
5. names and profiles of your classmates and Faculty-In-Charge.

You are encouraged to visit the course site at least one hour a day for the
duration of the Course (8 weeks), interact with the class, and contribute your
ideas to the discussion threads uploaded by the Faculty-In-Charge and respond
to the ideas contributed by your classmates.

Before you start studying the modules, I just have some quick reminders for you!

Firstly, the responsibility for learning falls squarely upon your shoulders. In case
you succeed, the credit belongs to you exclusively. In case you fail, you have no
one to blame but yourself. However, this does not mean that learning should be
an individual activity.

You are fully encouraged to form support groups or online study groups among
yourselves, using Yahoo Messenger, Google Talk, Google Hangout, Skype, Face
time, or Facebook. Start communicating with your classmates to form these
workgroups.

Secondly, it means that you require specific qualities in order to succeed.


Paramount among these qualities is discipline, focus, and determination. You
should likewise possess an analytical or critical mind.

Lastly, the course is good for 3 months. You may study at your own pace. But
in case you exceeded 3 months, we suggest that you start again the course
for fresher information.

Exercises are to be completed for personal learning and not to be graded.


However, you are required to do those to determine if you can follow the
principles of proper nutrition management.

RESOURCE MATERIALS
Unlike the usual references, the Course Guide is a detailed description of what
competencies and outcomes are expected from you as the learner. These
competencies are categorically indicated in each outcome, which implies that
you should possess the knowledge and skills of what a nutrition worker should
be, and how it can hone to become a better you.

the eight (8) guide questions based on the data in your municipality.

OBJECTIVES

Based on the data in your LGU, develop an outcome and sub-outcome objective

Using the work plan that you developed in the previous exercise, develop the
budgetary requirements of your work plan. You will be led to links to guide you
in the development of your cost work plan.

Using the list of unfunded programs and projects in Exercise 4.6 identify

Using the objectives developed in previous lessons, develop the M and E plan

Using your completed exercises in Module 3 and in this Module, prepare the
draft LNAP of your respective LGU. You may access the draft LNAP for your LGU
and a sample of an approved will be provided to you.

MODULE 6. PHASE 3 OF NPM: MONITORING AND EVALUATION

EXPECTED OUTCOMES

After completing this module, you are expected to:

1. explain the link of monitoring and evaluation in the overall NPM cycle;
2. describe the monitoring and evaluation system implemented at
the national and local levels;
3. describe the updated Monitoring and Evaluation of Local Level
Plan Implementation Protocol (MELLPI Pro) tool in conducting
M&E; and
4. assess how monitoring and evaluation is conducted for the
different nutrition interventions and nutrition action plan.

After completing this module, you are expected to formulate a re-entry
plan using the principles, theories, and concepts learned. This will be
submitted to your organization. You should also have to submit the re-
entry plan in the submission bin for record purposes.

EXERCISE 8.1 YOUR RE-ENTRY AND SUSTAINABILITY PLAN

Write your re-entry and sustainability plan. Your re-entry and sustainability plan
is the synthesis of what you have learned. Follow the guidelines as presented in
module 4.
