Doṅa Tiburcia Carpio Malvar Elementary School is classified as large schools in
Municipality of Sto. Tomas City The municipality is composed of the thirty (30) barangays, one
of this barangay is San Miguel which considered as one of the barangay in Sto. Tomas who has a
high population. According to the census, San Miguel has a population of 10, 087 and it ranked
sixth among barangays with high population within the municipality of Sto. Tomas. The
barangay hall of San Miguel has a length of 0.05 kilometers.
Furthermore, being a large school it can cater 1579 pupils and 39 teaching personnel
(1:25 teacher to pupil ratio) and 3 non - teaching personnel. Among the number of personnel 2
comes from Tanauan City proper, 1 from LIpa and the rest are residence of Sto. Tomas City. It
covers a total land area of 4920 sq.m and is located at San Miguel, City of Sto. Tomas Batangas.
The space is sufficient enough for the senior high school students. Aside from this place is
strategic because it is accessible. It is located along the highway, near the Camella Subdivision
and few minutes away from the public market of Sto. Tomas and St. Frances Cabrini hospital. It
is also few minutes away from the town hall and other establishments along Sto. Tomas.
Thus, school bomb threats disrupt schools and create significant anxiety in a school-
community, especially if they are reoccurring over a shorter period. School administrators, safety
officials, crisis teams and staff should be trained, and schools should have guidelines for handling
bomb threats and suspicious devices on campus. This situation is an example of human induced
hazard. In line with this, the proposed contingency plan was made.

The picture shows the map of barangay San Miguel where the school located. It can be gleaned that
the school is along the highway or main road.

To always make sure the safety of everyone in the school premises, the Schools Disaster Risk
Reduction Management Organization was formed. The organizational chart is illustrated below:

I. OBJECTIVES
This Contingency Plan covers Doṅa Tiburcia Carpio Malvar Elementary School, l, Sto.
Tomas North District, Division of Batangas. It focuses on Bomb Threat.
The general objectives of the contingency plan are as follows:
 To ensure the protection of lives and properties in the event of Bomb Threat in Sto.
Tomas Senior High School;
 To determine the immediate needs and the resources that will meet the needs in the event
of bomb threat;
 To establish coordination and linkages between and among the stakeholders of Sto.
Tomas Senior High School in the event of the bomb threat.

scenario:
A. Activation - following the permission of the Sto. Tomas City, Batangas Police
Department, this contingency plan will be activated and implemented based on the risk
status of Bomb Threats in Sto. Tomas Senior High School.

B. Deactivation – when the Sto. Tomas City, Batangas Police Department declares the
premises clear and safe, the incident commander, with the approval of the school head
will request the demobilization and deactivation of the CPs, and the return to the Normal
Alert Status.

C. Non – activation – The Contingency Plan will not be activated if the Sto. Tomas City,
Batangas Police Station provides adequate support and prepares a response that is suitable
for the requirements of the affected individuals in the school.

Proper coordination and communication are very vital in the implementation of the plan.

V. RESPONSE AND EARLY RECOVERY MEASURES OF THE SCHOOL

When a written threat is received, perform the following
actions:
 Remain calm
 Conduct a fire drill to safely evacuate pupils to the designated
safe area.
 Avoid handling it unnecessarily in order to preserve possible
fingerprint(s), handwriting or typewriting, paper, and postal
marks. These will prove essential in tracing the threat and
identifying the writer.
 While written messages are usually associated with generalized
threats and extortion attempts, a written warning of a specific
device may occasionally be received; it should never be ignored.
 Contact the Sto.Tomas City, Batangas Police Department
 Wait for further direction from Sto.Tomas City, Batangas Police
Department
 Do not spread rumors.
When a suspicious object or package is discovered, perform the
following actions:
 Remain calm.
 Conduct a fire drill to safely evacuate pupils to the designated
safe area.
 The finder must not disturb or move the suspected object.
 Clear all persons from the immediate vicinity.
 Call the Sto.Tomas City, Batangas Police Department.
 Retreat to a safe distance and warn others to avoid the area. Be
available to provide the whereabouts of the suspected object the
police.
 Wait for further direction from the police department.
 Do not spread rumors.

The member of the investigation team should coordinate with the Sto. Tomas
City, Batangas Police Department once reported.
VI. PREPAREDNESS MEASURES OF THE SCHOOL
School should prepare an emergency or contingency plan with logical and chronological
steps to handle these situations and properly disseminated and oriented to all concerns.
When a school receives a bomb threat, the primary concern must be always be the safety
of the pupils and personnel. It is required to have a bomb threat response policy to ensure the
maximum margin of safety.
In the event of a bomb threat and an evacuation is initiated, the exit routes and assembly
areas should be searched prior to vacating the premises. All pupils and personnel should not be
allowed to re-occupy the school premises and resume normal activities until a search has been
conducted.

                                           EFFECTIVITY

This contingency plan for Bomb Threat shall be effective upon publication. The plan shall
be considered a “working document “and be subjected to continuous review and enhancement by
the School Disaster Risk Reduction Committee based on latest scientific studies about human
induced hazard, risk assessment findings and innovations in DRRM policies and standards.
