1. INTRODUCTION
The purpose of this Method Statement is to describe the methodology and the related works
involved in the construction of the access road at gate 2 for the Nghi Son Refinery and
Petrochemical Complex project.
The asphalt access roads at gate 1 and gate 3 locations are 12m-wide x 30m-long and 15m-wide x
18m-long respectively. A system of three 20m-long D600 (H30) concrete pipes for drainage and
one 20m-long D600 (H30) for cable shall go underneath the road. The concrete pipes shall be laid
on theirs supports that lie on a 300mm thick sand bedding layer. Filling and compaction activities
shall be carried out until the design level of the bottom of the base course layers are reached. Filling
material shall be in compliance with Specification 3550-8310-SP-0009: Earthwork Specification.

3. EQUIPMENT
The following equipment shall be mobilized for the execution of access road
+ Pumping (2pc)
+ Related special equipment for asphalt work (which shall be provided by the supplier)
+ Water tank
General survey and record of existing levels of the area shall be carried out by establishing proper
grid system.
Layout & marking will be marked using surveying equipment having valid calibration certificate.
The initial survey work indicate that the area where the work is going to be executed has already
reached the design elevation, therefore no excavation work shall be needed. However, some
clearing and grubbing work for the area is required in order to remove the grass layer at the top and

a little muddy soil layer at the ground. The grubbed material then shall be disposed in an approved
area.
Clearing work shall be carried out by an excavator with the assistant of surveyor to ensure the
design elevation as well as the gradient of the pipes.
The muddy soil layer shall be removed until approx. 200mm depth from existing ground and then
replaced by the 200mm bedding sand layer.
The preliminary compaction for base shall be carried out before the carrying out of the sand bedding
layer.
The 200mm-thick sand bedding layer shall be achieved by placing and uniform compaction of the
approved sand material.
The filled material shall be transported to the site and be unloaded directly from the Road 513 side
(the removal of the temporary fence for access is the scope of other contractor).
Temporary access line for easy construction shall also be constructed using filling material.
Placing of sand shall be carried out by truck with the assist of an excavator for spreading out the
material evenly over the area. Compaction then shall be carried out by roller compactor.
The compacted fill shall achieve dry density of 90% of the maximum dry density at optimum
moisture content as determined in the standard proctor laboratory tests.
During compaction, the moisture contact of fill material shall be maintained the optimum moisture
content. If required, water shall be added to the fill material in order to maintain the necessary
moisture contact.
Each piece of pipe and its support shall be examined prior to the installation.
Lorry crane shall be used to unload and place the concrete pipes and supports on the sand bedding.

Fixing and aligning of the pipe segments then shall be carried out under the checking of surveyor to
ensure the correct position.
Once testing has been conducted and the acceptance is granted, backfilling then shall be carried
out. Sand filling material shall comply with the requirements stated in Earthwork specification
(3550-8310-SP-0009).
Before commencing the backfilling work, unsuitable materials which may accidently fall into the
trench during the pipe laying process shall be removed.
Filling from the bottom of trenches and to a height of 400mm above the top of the pipes shall be of
sand material, well compacted, watered if necessary. Sand fill material around the area around the
pipe shall be carefully placed and packed. The general body of filling shall be placed in layers of
200 mm and thoroughly compacted to a 95% maximum optimum dry density.
Fill materials shall generally be placed in layers, and uniformly compacted. Only when inspection
and approval of the QC Engineer is granted, the work for the next layer shall be carried out. Loose
thickness of each layer shall not be greater than 250 mm in order to have the thickness after
compaction approx. 300mm.
The compacted soil fill shall also be required to achieve a dry density of 95% of the maximum dry
density at optimum moisture content as determined in the standard proctor laboratory tests; and the
required water content shall also need to be maintained during the filling and compaction.
4.7. Dewatering
The Site-ditches shall be provided in order to maintain the dry condition of the construction area. All
site-water shall be conducted into the collection pits and pumped out.
Placing of sandbag shall be carried out simultaneously with the compaction of each layer. The
purpose of sandbag protection is to ensure the filled and compacted material is well placed and
movement is minimized. The height of the sandbag protection layer shall always be higher than the

The full work procedure of asphalt road can be referred to the attachment.
Safety training should be conducted to all personnel assigned at site prior to commencement
of the work.
The work involves some transportation and unloading material on the side of Road 513. And
to ensure safety, the following actions shall be carried out. Barricades and sign boards shall
be provided when vehicles stop on the road side for unloading. In addition, competent signal
person shall always be assigned to assist operators.
Competent signal person shall always be assigned to assist equipment operators to ensure the
safety of nearby personnel.
Barricade and sign boards shall also be provided along the area boundary to avoid
unauthorized and unnecessary enter/egress.
Appropriate measures to be applied for controlling air pollution shall be: i) watering when
required, ii) vehicle transporting fill material shall have cover.
Daily checking of equipment prior to start of work and regular checking of equipment before
using shall always be carried out to ensure no contamination could occur due to oil leakage.
