s2022 HRMPSB Resolution No 2
WHEREAS, on March 3, 2022, the OP-PMS opened the call for the filling up of 62
vacant positions with the deadline for submission of applications on March 17, 2022;
WHEREAS, the HRMPSB received applications from 258 applicants, which were
processed pursuant to the Civil Service Commission (CSC) Omnibus Rules on
Appointment and Other Human Resource Action (ORAOHRA), CSC Qualification
Standards (QS), OP-PMS Competency and Merit-Based Promotion and Selection Plan
(CM-BPSP), and the Guidelines for Screening Applicants for the 2022 MPS Process
Cycle 2. The summary of the results of the screening process is as follows:
WHEREAS, based on the results of the Skills Test, Focus Group Discussion, and
Panel Interview, 26 applicants were qualified to be deliberated upon by the HRMPSB,
having met the 75% passing score of the Final Scores and the Panel Interview;
WHEREAS, pursuant to Article VII, Section 8.2 of the OP-PMS CM-BPSP and the
Screening Guidelines of the 2022 MPS Process Cycle 2, the HRMPSB deliberated on the
results of the screening hurdles on March 22, 2022, taking into account certain indicators
shown by the candidates that exhibited the OP-PMS Core Competencies, and the 8-point
Institutional Agenda, as evidenced by their demonstrated performance, validation of
feedback from superiors and peers, coaching forms, critical incidents, Psycho-emotional
Assessment results, character reference feedback, and review and analysis of
attendance, including punctuality and incurred tardiness, when necessary;

Out of the 258 applicants, 212 applicants were unable to fully comply with the Qualification Standards and/or submit the necessary
documents. Thus, only 46 applicants were qualified to take the Qualifying Examination (QE).

Out of the 46 applicants due to take the QE, two (2) applicants withdrew their application on the day of the QE.

Out of the 44 applicants due to take the Skills Test (ST), four (4) applicants withdrew their application on the day of the ST.

WHEREAS, pursuant to Article V, Section 11 of the OP-PMS CM-BPSP and
aligned with the CSC’s deep and wide selection policy for recruitment and promotion, an
applicant or employee may be recruited/promoted to a higher or lower position than that
applied for, provided that he or she possesses the required qualifications for the position;
WHEREAS, pursuant to Article VIII of the OP-PMS CM-BPSP, within 15 days from
the announcement/posting of an appointment, a qualified next-in-rank employee may file
a protest against an appointment made in favor of another who does not possess the
minimum qualification requirements. However, pending the resolution of said protest, an
appointment, though contested, shall take effect immediately upon its issuance and shall
only be ineffective once the protest is finally resolved. In which case, the appointee shall
be reverted to his/her former position and salary, if applicable; and
WHEREAS, after careful consideration of their fitness for PMS and the position/s
they applied for, 14 candidates were found qualified for appointment to plantilla vacant
positions, as follows:

Submit to the Acting PMS Head the names of the aforementioned candidates
pursuant to Article VII, Section 9 of the OP-PMS CM-BPSP;
Recommend for filling up in the next promotion and selection process the other
vacant positions without any qualified candidates; and
Make accessible to the candidates the results of their Qualifying Examinations, Skills
Tests, Focus Group Discussions, and Panel Interviews.
