PROFESSIONAL EXPERIENCE RECORD

Mar 2022 – Present: RESOURCES DEVELOPMENT CONSULTANTS (PVT) LIMITED (RDC) (SRI LANKA)
• Bridge Engineer, National Expert, in Asian Development Bank (ADB) funded Kandy Suburban Railway Project in Sri
Lanka, responsible for structural assessment of existing bridges, steel and concrete, and conceptual, preliminary and
detailed design of the proposed railway bridges and viaducts in the feasibility study and the detailed design stages.
• Regularized and adopted scientific approach to structural inspections and assessment of existing bridges, and
introduced design and construction strategies. Established a frame of reference based on international examples for
decision making and thus expedited decision making process in the project. This adopted system approach to decisions
making created a common platform for approaching the problems rather than individuals’ opinions.
• Enhanced the knowledge about human, social, environmental, cultural and contextual factors to be considered in a
bridge design and construction methods.
• Currently leading the detail design phase of the project which comprises both concrete and steel structures.

Nov 2021 – Mar 2022: SINOHYDRO CORPORATION LIMITED (SRI LANKA)


• Structural Engineer, in Basnagoda Reservoir Project in Sri Lanka, effectively streamlined construction activities and
established effective coordination among working teams by reforming construction management strategies after
comprehensive design review of the concrete and earth dams, and study of the geotechnical processes covered in the
BS 8004: Code of Practice for Foundations and rock blasting techniques. And thus, significantly reduced the man and
machine hours that were underutilized in earth excavation, dewatering and rock blasting. Applied general and human
resources management principles. Moreover, got established sufficient number of control levels, lines and points such
that site progress could be perceived visually.
• After comprehensively researched dam foundation grouting techniques and dam instrumentation, prepared work plan
and technical specifications for site construction and procurements. Completed swiftly the long delayed constant
demand of the employer for hydrological and hydraulics analyses, structural design, detailing and checking and method
statements for road bridges, culverts and other structures. And design, checking and specifying of 6 km rural road.
Thus impressed the employer, and obtained employer’s approval straightforwardly to facilitate construction activities.
Mentored other junior technical staff, and made and maintained a healthy professional personal relationship.
• Since this was a Lump Sum contract, contractor made a significant saving from my simple and economical design and
detailing of steel-concrete composite integrated bridges complying BS 5400, culverts and retaining walls, and optimized
design of road profile and pavement.
• Overall, played a significant role as a leader, designer, mentor, specifier and optimizer in the project.

Feb 2020 – May 2021: MG CONSULTANTS (PVT) LIMITED (SRI LANKA)


• Structural Engineer (Roads), in Asian Development Bank (ADB) funded Second Integrated Road Investment Program,
consulting services for project implementation including construction supervision, contract management and other
implementation activities for the northern province (Sri Lanka), administered the design and detailing of a wide range of
reinforced concrete road structures complying BS 5400 and Overseas Road Note 9 : bridges, culverts, canals,
causeways and retaining walls in 3 districts: Jaffna, Killinochchi and Mullaitivu. This included 10 contract packages. And
managed large volume of the workload of 10 contracts, and led 10 design teams with different backgrounds, giving
guidance and support. Educated team members and established a strong communication line and coordination and
appreciated the theories of organizational behaviour.
• Successfully but gradually unfolded technical and contractual fallacies and convinced employer and contractors to
make post-tender standardization of structures to make neat, efficient, simple structures. And thus, rectified faults and
reformed structural drawings. And consequently, achieved a significant economy (more than 50% saving) and easy
construction in comparison with corresponding tender drawings. Succeeded as a popular mentor for contractors.
• Gained good experience in devising strategies for handling management fallacies, and uncertain and unfamiliar
situations. And gained comprehensive project management experience in the design management and administration.
Faced many uncertain and complicated situations and resolved, and fixed several contractual and technical disputes.
Finally succeeded as a leader and adjudicator (covert) in the disputes in the design, detailing and construction of
structures. Eventually made sure that right concepts for sustainability incorporated in the construction.

Sep 2018 – Jan 2020: GREEN TECH CONSULTANTS (PVT) LIMITED (SRI LANAKA)
• Construction Engineer (Highway & Service Structures), in Southern Expressway extension project, section – I, 30
km, from Matara to Beliatta, in Sri Lanka - consultancy services for design review and construction supervision of civil
works, played a leading role in devising construction strategies. And reviewed and rectified construction process,
construction issues, methodology of repairs, safety arrangements and false-work design for major highway structures:
viaducts, bridges, box underpasses, culverts, retaining walls, service buildings and toll facilities.
• Gained confidence in handling the repairs, stocking and testing of precast post-tensioned beams.
• Investigated and revealed the secrets behind the many construction issues, and made number of crucial decisions with
strong supportive references, especially when others had hesitation to come forward to the scene. As a result,
construction went smoothly without delays and it resulted in project completion as scheduled.
• Practiced and enjoyed critical thinking, quick learning ability, critically appraising approach and effective decision
making. Moreover, gained qualification and confident of making on-the-spot decisions. Appreciated project
management principles. Eventually emerged reliable person and key decision maker in my purview.

Aug 2017 – Aug 2018: OCYANA CONSULTANTS (PVT) LIMITED (SRI LANAKA)
• Structural Engineer (Highway & Services), in Southern Expressway extension project, section – I, 30 km, from
Matara to Beliatta, in Sri Lanka - consultancy services for design review and construction supervision of civil works,

succeeded in the comprehensive design review of long viaducts, with concrete precast post-tensioned beams and in-
situ deck, river bridges, overpass bridges, box underpass and culverts, retaining walls, service buildings, toll facilities
and road furniture. Guided contractor’s design teams and led the design works.
• Satisfactorily managed the large volume of design works and demonstrated sound structural knowledge and
comprehensive project management and strategy devising skills in managing and administering the design works. Thus,
played a vital role in avoiding design delays and contractual consequences.
• Appreciated the use of simplified analysis and design methods in critical appraisal and efficient decision making.

• Irrigation Engineer, lived as an extrovert, people person, worked as a social worker, practiced the engineering,
economics and social science, and played a key role in devising strategies, planning, designing, implementation and
monitoring and reporting departmental works in compliance with the department and government guidelines.
• Gained proficiency in commercial aspects (procurement methods), technical aspects (investigation, design, detailing
and inspection), general management and public administration, and succeeded in the role of a procurement specialist.
• Gained expertise in investigation, design, detailing and construction of hydraulic (irrigation) structures, and irrigation
surveying and field measurement works and water management. Became familiarize with relevant international code of
practices. Achieved as a hydraulic engineer.

construction of elevated water tank and office buildings. Accomplished as a coordinator, planner, and implementer.
• Liaised with the employer (National Water Supply & Drainage Board) and other government bodies to maintain the
materials supplies uninterrupted. Regularly contacted high level bureaucrats and established a communication line for
the betterment of the project. Succeeded as a logistics officer.
