RESOLUTION NO. 01
Series of 2018

THE SANGGNIANG KABATAAN COUNCIL OF BARANGAY TAPON NORTE, HEREBY ADOPTS THE
FOLLOWING INTERNAL RULES AND PROCEDURE TO ENSURE THE EFFICIENT AND EFFECTIVE
GOVERNANCE OF THE ORGANIZATION.

ARTICLE I – OBJECTIVES AND PURPOSES

Sec on 1. The Sangguniang Kabataan (SK) Council of Barangay Tapon Norte aims to promote the welfare
and development of the youth in the community.
Sec on 2. The purpose of the internal rules and procedure is to provide guidance and standardize the
governance, management, and opera on of the SK Council.

ARTICLE II – MEMBERSHIP
Sec on 1. Membership in the SK Council is open to all qualified youth residents of Barangay Tapon Norte
who are between 18 to 24 years old.
Sec on 2. Elec on of the SK Officials shall be conducted in accordance with the procedures and
requirements set by the Commission on Elec ons.
Sec on 3. Members of the SK Council shall observe ethical standards and conduct themselves with dignity,
honor, and integrity.

ARTICLE III – MEETINGS AND DECISION-MAKING

Sec on 1. The SK Council shall hold its regular mee ngs every second Sunday of the month at 2 O’clock
in the a ernoon.
Sec on 2. A special mee ng may be called by the SK Chairperson or by a majority of the members upon
wri en request.
Sec on 3. A quorum of at least two-thirds of the members of the SK Council is required for the conduct of
official business.

ARTICLE IV - BUDGET AND FINANCES

Sec on 1. The SK Council shall manage its finances in accordance with the relevant laws and regula ons
governing the SK organiza on.
Sec on 2. The SK Council shall prepare an annual budget and submit it for review and approval by the
Barangay Council.
Sec on 3. All SK Council expenses shall be supported by proper documenta on and shall be subject to
audit.

ARTICLE V - PROGRAMS AND PROJECTS

Sec on 1. The SK Council shall ini ate and implement programs and projects that are responsive to the
needs and interests of the youth in Barangay Tapon Norte.
Sec on 2. The SK Council shall coordinate with other youth organiza ons and community groups to
achieve common goals and objec ves.
Sec on 3. The SK Council shall provide regular updates and progress reports on ongoing programs and
projects.

ARTICLE VI - CONDUCT AND DISCIPLINE

Sec on 1. The SK Council members shall maintain decorum and respect during mee ngs and ac vi es.
Sec on 2. The SK Council shall enforce appropriate sanc ons and disciplinary measures against members
who violate the organiza on's code of ethics and internal rules and procedures.
Sec on 3. Complaints against SK Council members shall be filed with the SK Chairperson or the SK
Secretary in wri ng and shall be subject to an inves ga on.

ARTICLE VII - AMENDMENTS AND REVIEW

Sec on 1. These Internal Rules and Procedure may be amended by a two-thirds vote of the SK Council
members.
Sec on 2. These Internal Rules and Procedure shall be reviewed annually and may be updated as needed.
