To our active Presiding Officer, Honorable Acting Vice Mayor Tanya

Roberta De Guzman, Members of the Sangguniang Bayan, dear guests,
and everyone who is with us today, a pleasant morning to all of you.
The Municipality of Bauang, La Union, is a Burley and native tobacco-
producing municipality. Pursuant to Republic Act Nos. 7171 and 8240,
as amended by Republic Act No. 10351, Virginia-type, Burley, and
native tobacco-producing municipalities are entitled to a share of the
incremental revenue from the collection of excise tax, which shall be
exclusively utilized for programs that promote economically viable
alternatives for Tobacco farmers. Our tobacco farmers are in dire need
of assistance in the form of priority projects that will greatly help in
improving the quality and quantity of their harvest of tobacco and
other produce as well as alleviating their communities from
impoverishment.
Since the province is receiving 50% of what should have been a full
share for us, that’s why we should deem it important to ask the
province to spend that share for the benefit of our farmers because
spending it on non-burley producing municipalities would be
detrimental to the burley producing municipalities such as our, and
would immensely affect the sustainability and production of burley in
our municipality.
Being one of the top 10 LGU recipients of the burley and native
tobacco excise tax fund collected in 2020 amounting to 44,166,807,
may I respectfully request a resolution to the Provincial Government
for the spending of the 50 percent share from our burley production
remitted to the Provincial Government for the benefit of the burley
farmers of the Municipality of Bauang. Thank you 😊

REQUESTING THE PROVINCIAL GOVERNMENT OF LA UNION (PGLU), THRU THE

HONORABLE GOVERNOR RAPHAELLE VERONICA “RAFY” ORTEGA-DAVID, TO CAUSE
THE SPENDING OF THE 50% PROVINCIAL SHARE FROM THE COLLECTION OF EXCISE
TAXES ON BURLEY TOBACCO UNDER REPUBLIC ACT NO. 8240 FOR THE BENEFIT OF
THE BURLEY TOBACCO FARMERS OF THE MUNICIPALITY OF BAUANG

WHEREAS, the Municipality of Bauang, La Union is a Burley and native tobacco

producing municipality;

WHEREAS, pursuant to Republic Act No. 8240 as amended by Republic Act No.
10351, Burley tobacco-producing municipalities are entitled to a share on the incremental
revenue from the collection of excise tax which shall be exclusively utilized for programs,
projects and activities that promote economically viable alternatives for tobacco farmers;

WHEREAS, our tobacco farmers are in need of assistance in the form of priority projects
which will greatly help in improving the quality and quantity of their harvest of tobacco and other
produce;

WHEREAS, it is deemed of utmost importance that we request the province to allocate

said share for the exclusive benefit of our farmers, considering that allocating such funds to non-
burley producing municipalities would have a prejudicial impact on burley producing
municipalities, including our own, and significantly disrupt the sustainability and production of
burley within our municipality.

NOW THEREFORE, on motion duly seconded,

THE SANGGUNIANG BAYAN OF BAUANG, LA UNION IN SESSION

RESOLVED, as it is hereby resolves, to request the Provincial Government of La

Union (PGLU), thru the Honorable Governor Raphaelle Veronica “Rafy” Ortega-David, to cause
the spending of the 50% Provincial share from the collection of excise taxes on Burley tobacco
under Republic Act No. 8240;
RESOLVED FURTHER, to extend the sincerest gratitude and appreciation of Municipal
Government of Bauang for the consideration that the Provincial Government of La Union shall
extend to this humble request.

RESOLVED FINALLY, to furnish copy of this Resolution the Office of Honorable

Governor Raphaelle Veronica “Rafy” Ortega-David for her consideration.
