BACKGROUND AND PROBLEMS ANALYSIS

A wide-spread drought has beset the Municipality of Butig, Lanao del Sur because of the
COVID-19 Pandemic. Farmers especially rice farmers have suffered through series of
failed crop harvests because of climate change. The drought has caused natural
watersheds, rivers and other sources of freshwater to run low, worse to dry up. These
resulted to devastating consequences to farming and livestock animals of our farmers.

Based on the consultation which the civii society, barangay officials and other
community leaders, the following are findings and suggestions reached the capacity of
the MAFAR project executive and participants as well as the needs of the participants
from the above certain findings, suggestions and agreement were reached.

- There is no enough livestock available within the communities. (cows &

carabaos).

- Access to livestock is limited because of lack of funds.

- There is a need to procure livestock outside the municipality to meet the

needs.

- The LCE agreed that MAO would work in collaboration with the barangay
officials in the implementation of the project.

It is in the view of this background that the Barangay Local Government of Brgy. Raya,
Butig in collaboration with local farmers' group and barangay officials would intervene
to alleviate the communities' dire needs. The project can serve as a means of
replacement of lost livestock for those farm families with no means to restock or
replenish their lot livestock. The project package will also include those indigent families
who have no livestock and other means of livelihood especially cows or cattles.
