In 2013, Republic Act RA No. 10533 (K to 12 Law) was enacted into law.
The K-12 Law sought the expansion of basic education from ten (10) years to
thirteen (13) years, encompassing "at least one (1) year of kindergarten
education, six (6) years of elementary education, and six (6) years of secondary
education x x x. Secondary education includes four (4) years of junior high school
and two (2) years of senior high school education." One of its salient features is
the use of Mother Tounge as a primary medium of instruction from Kindergarten
to Grade 3.

6,327,952 individuals constituting at least twelve per centum (12%) of all
registered voters, with each legislative district represented by at least three per
centum (3%) of its registered voters. The Lambino Group also claimed that
COMELEC election registrars had verified the signatures of the 6.3 million
individuals.
