CHAPTER 1

The Problem and its Background

Introduction

Supreme Student Government or SSG serves as a formal structure and highest governing

student body for student participation and involvement in decision-making catering to the

students, schools, and community, playing a role in elementary schools, secondary schools, and

universities. According to Kuh & Lund (2018), the allocation of tuition fees, the representation of

students before school administrators and authorities, the recognition of

professional/extracurricular associations and organizations, and the representation of on-campus

and off-campus students’ needs in which administrators’ expectations affect them are all

responsibilities stereotypically assigned to student government. Student government edges the

schools by providing students with a structure through which they will categorically express their

voices and opinions. A student council is an elected body of learners and student leaders whose

daily responsibility it is to advocate students’ interests in accordance with the council’s charter

according to Chemutai & Chumba (2018).

They act as the learners’ board, with each leader standing in for a group, like a class or an

organization. These student representatives raise issues that affect both their classrooms and the

general well-being of the students at their respective institutions. By creating student councils,

schools are moving toward a learner-centered leadership style that is ingrained in their democratic

governance. Effective democratic student participation in governing bodies can be advantageous

for both individual students and the broader school community as a management paradigm.
Senior High School – Humanities and Social Sciences

However, according to Damiani (2019), it should also be highlighted to help students appreciate

and exercise their rights, not merely as a model for school administration. Student governments at

public high schools in the Philippines are referred to as Supreme Student Government. (SSG). As

stated in Article III Section 2 of its Constitution and By-laws, the SSG shall support the

Department of Education’s mission to protect and advance every Filipino’s right to a quality,

equitable, culturally based, and comprehensive basic education where students learn in a child-

friendly, gender-sensitive, secure, and motivating environment. (DepEd Order 47, s. 2014).

As a result, the guiding principles stated in the mission statement will serve as the

foundation for all the organization’s projects, programs, and activities (PPA). Likewise, it should

correspond to the Department of Education’s key values, which are Maka-Diyos, Maka-tao,

Maka-kalikasan, and Makabansa. The Supreme Student Government (SSG) is the premier co-

curricular student group with the authority to run and carry out relevant initiatives, programs, and

activities in schools across the country. By offering the kids a variety of opportunities to develop

their leadership knowledge, abilities, and attitudes, it creates the foundation for excellent

government, volunteerism, unity, and cooperation. It teaches students how to be better citizens in

line with the ideals and tenets of democratic participation and responsible citizenship. More

importantly, it aids in the Department of Education’s (DepEd) achievement of its goals as stated

in the Basic Education Social Reform Agenda (BESRA), the Millennium Development Goals

(MDGs), and the Education for All (EFA) Goals.

To coordinate its programs, projects, and activities (PPAs), the SSG is required to carry

out the following every year in the school and community. To recognize their strengths and define

areas for development, academic institutions measure student happiness. To grasp the complexity

of that learning experience, it is not enough to know the degree to which students are satisfied, it
Senior High School – Humanities and Social Sciences

is important to understand the factors that contribute to student satisfaction. Establishing a

functional student council is among the services of any educational institution. Thus, it is

necessary that students’ satisfaction on the services being provided by the student council be

likewise measured to further improve the services that the school caters to its clientele.

Nevertheless, there are rare studies that tend to evaluate students’ satisfaction on the

services of their respective student councils. Solana Fresh Water Fishery School is among the big

secondary education schools in Solana Cagayan. It is composed of two departments, the junior

high school and senior high school. There is only one Supreme Student Government that

represents the students from the two departments. This research endeavors to determine the

students’ satisfaction on the services of the Supreme Student Government in Solana Fresh Water

Fishery School. The findings of this research study aim to determine the level of satisfaction of

the students at Solana Fresh Water Fishery School on the Supreme Student Government Services.

This study will determine the students’ satisfaction on the SSG services and to know if they are

well satisfied, satisfied or not satisfied with it. The objective of this research study might be a

basis on improving the SSG services among the students of Solana Fresh Water Fishery School.

Statement of the Problem

This research study aimed to determine the level of satisfaction of the students at Solana Fresh

Water Fishery School on the Supreme Student Government Services.

Specifically, it sought to answer the following specific questions:

1.) What is the level of satisfaction of the participants on the services of the SSG in terms of?

1.1 Values formation;

1.2 Promotion of students’ rights and welfare;

1.3 Promotion of a child-friendly environment;

1.4 Recognition and development of students’ skills and talents; and

1.5 Promotion of curricular excellence?

2.) What is the general satisfaction level of the participants on the Supreme Student Government

services?

3.) What are the problems encountered by the respondents in the SSG services?

4.) What alternatives could be proposed to address the problems?

Senior High School – Humanities and Social Sciences

Theoretical Framework

Students’ government members should be provided with teaching and practical

manuals on the organization of the student government activities, including regulations, concepts,

programs, and orders, and these should be available at the university, among other special

organizational and pedagogical conditions, in order to establish an effective system of student

governance at the university (Dorozhkina, Zaitseva, and Tatarskikh, 2019). Many adult supporters

viewed the student government as a continuation of the progressive pedagogical idea of learning

by doing, such as involving students in the city and federal governments, which take on political

and educational responsibilities. Opponents, however, countered that the mechanisms would

simply replicate the political system’s corruption (Wallach, 2018). By identifying pertinent

leadership development indicators and defining strategies for students to improve their leadership

skills, educators and program directors can help students become effective social change leaders

and actors (Stayhorn, 2018). They can also provide a working model for organizing student

government activities, including the structure and interaction strategy with university

administration; student government bodies should be representative of the student body. These

leadership skills can be built and developed as students continue their studies, which comes with

a great responsibility on the part of students. Students also need proper time management skills,

skills in leading the entire student and school community with a balanced academic and

extracurricular activities so that neither of the two would be lacked (Shertzer, Wall, Frandsen,

Guo, Whalen & Shelley, 2005).

Review of Related Literature and Studies

This chapter presents the review of related literature and studies of this study.

Leadership that is focused on empowering the interest of the student body and upholding

and adhering to the Mission Statement of the Department of Education (DepEd) is essential for

successful school programs and development. In order that the student leaders can fully serve

effectively in their duties and responsibilities as integral to the student government program, steps

must be taken toward their evaluation with the clear prospect for enhancement and growth. The

SSG is being tagged as the highest democratic representation of the student body so its ineffective

and unsatisfactory performance may eventually affect the interest of the student body.

The Department of Education enjoins all the schools to implement, One School, One

Supreme Student Government Policy to: lay the groundwork for unity and cooperation among

pupils and students by providing a venue for improving their leadership skills and abilities; seek

to train pupils and students to become a better member of society anchored on the ideals and
Senior High School – Humanities and Social Sciences

principles of participative democracy and good citizenship; and harness the pupils and student

government as partners in achieving quality education and academic excellence which can be

enhanced through planning, implementation, monitoring and evaluation, and student’s

representation: (Department of Education, 2016). Planning involves a series of steps that

determine how a goal can be attained or a set of related goals by the school in which effectiveness

of an organization depends directly on the effectiveness of its managers. Similarly, the SSG

officers take the organization into careful planning in the realization of the student matters,

affairs, and activities of the organization, determination of the organizational goals, development

of premises about the current environment, selection of the approach, initiation of the SSG with

activities to turn plans into actions, and evaluation of the outcomes.

The student representation structure aims to ensure that all students are represented. The

school is committed to improving the motivation of students to engage in learning, and to the

participation of students in processes that can improve their educational experience by expressing

out their opinions, suggestions, and grievances on topics of interest, such as student affairs, and

activities (Department of Education and Science, 2018. It is critical to the continuing aim of

improving the student experience since the views of students are heard at all school levels,

affecting school practice and strategic direction. SSG functions to serve as representative of the

students in voicing their opinion, suggestions, and grievances; to make recommendations to

school authorities regarding student matters, affairs, and activities; to act as coordinating council

of all co-curricular organizations in the school; to participate in the crafting and formulation of

the School Improvement Plan (SIP); and to recommend to the School Head the granting, renewal

or revocation of accreditation of campus student organizations (Department of Education, 2016).

Senior High School – Humanities and Social Sciences

Student government organization like the SSG aims to establish a representative body

that fosters leadership and promotes the well- being and excellence of learners for all. Barrientos

(2015) stated that SSG involves extent of leadership skills and functions of students in the

Philippine educational setting as mandated by DepEd all sought out the existing conditions as the

basis for leadership empowerment and development program for SSG generally different at the

same time because of the different settings and time frames. The Student Council is tasked to

develop school spirit and promote the general welfare of the students; to advise the

university/college President on student matters, affairs and activities of distinctly intercollegiate

concern; to adopt its own by-laws for its internal and general government; to coordinate student

activities; and to exercise such powers and perform such act of duties as the school authorities

may from time to time delegate to it. The Student Government deals with the organization and

regulation of student activities, academic curricula, and discipline at schools, colleges, and

universities by student bodies or councils. A group of officers, elected by students and consisting

of students and some faculty members, acts as a channel of communication between the

administrators of the institution, such as the school principal or the president and board of

governors of a college, and the students. It also takes part in the regulation of educational,

disciplinary, and extracurricular activities and listens to the grievances of students (Microsoft

Encarta, 2019)

This increased role for students was the result of the combined efforts of students, faculty,

and administrators. Crane (in Vaccaro & Covert, 2018) noted that responsibilities assumed by

students in various organizations, for example, clubs, literary societies, and athletics, in the late

nineteenth century had led to institutions delegating to students some direct responsibilities for

the governance of their own affairs.

According also to Harold Locaylocay Arribado, 2018. His study assessed the efficacy of

the Supreme Student Government (SSG) services of public secondary schools in Daanbantayan

District II for School Year 2018-2019. The specific queries focused on the extent of the efficacy

of the SSG, monitoring and evaluation, and student representation; the significant difference in

the extent of the efficacy of the SSG of each secondary school in Daanbantayan District II; the

problems encountered by the SSG in performing their duties and responsibilities; and the

leadership empowerment and developmental programs could be proposed to make the SSG

Services more effective. The study used the quantitative approach utilizing the descriptive-

comparative method and researcher self-made survey questionnaire and utilizing the weighted

mean and Analysis of Variance (ANOVA) in the treatment of data. The data revealed there was a

significant difference in terms of planning but not in the implementation, monitoring and

evaluation, and student. The existing problems encountered by the SSG challenge their efficacy in

performing their duties and responsibilities, which then would necessitate the implementation of

the herein proposed leadership empowerment and development program in the research locale.

The main thrust of the study of Delia V. Eisma, 2018 is to determine the extent of

implementation of the SSG services programs of the College and the University as a whole as

perceived by the students of the College of Arts and Sciences and the level of satisfaction of the

students on the implementation of these SSG officers’ services programs. The study includes the

following student services programs of DMMMSU: Student Welfare Services - These are basic

services and programs that promote and ensure students’ well-being. They include the following

services: Guidance and Counseling, Scholarship and Financial Assistance, Mutual Aid, Career
Senior High School – Humanities and Social Sciences

and Placement, Alumni Relations, Student Housing, Admission and Records, Medical and Dental,

Food and Library Services. Student Development Programs and Services -These are designed for

the exploration, enhancement, and development of the student’s full potential for personal

development, leadership, and social responsibility through various institutions and student–

initiated activities. They include the following services: Student Government and Council,

Student Organizations and Activities, Student Publication, Spiritual, Cultural, and Sports

Development. In general, the students rated the Cultural Development program as the highest

with a descriptive rating of “Very Highly Implemented” while all the other student services

programs are rated as “Highly Implemented”. The students are also highly satisfied in the

implementation of all these student welfare and student development programs and services.

According to Jeffrey A. Lucero, 2021. His study determined the students’ level of

satisfaction on the services of the Supreme Student Government in Congressional Integrated High

School. As per school records, there is a total of 4,214 students enrolled in Congressional

Integrated High School. Realizing that the population size is too big, Krejcie and Morgan formula

was used to extract a considerable number of samples who would participate in the study. Using

the formula, 353 students were determined to be the total sample size to participate in his study.

Having utilized descriptive research design through the survey method, the study was participated

by 353 randomly chosen students both from the junior high school and senior high school

departments of Congressional Integrated High School. Results reveal that the SSG performs

satisfactorily in terms of values formation, promotion of students’ rights and welfare, promotion

of child-friendly environment, and recognition and development of students’ skills and talents.

Nevertheless, it is very

unsatisfactory in terms of promoting academic excellence among the students. The study did not
Senior High School – Humanities and Social Sciences

dwell on the perception of the other school stakeholders on the services of the SSG. He

likewise did not determine the significant relationship of the participants’ profile to their

responses. The results of his study could serve as a basis in improving the services of the

Supreme Student Government among the students of Congressional Integrated High School.

Senior High School – Humanities and Social Sciences

The researchers used survey questionnaires to gather the needed information from the

respondents at Solana Fresh Water Fishery School.

Data Gathering Procedure

Permission from the Office of the Principal had been first secured before the actual administration

of the questionnaires among the participants. Upon approval by the school principal, arrangement

regarding the schedule of data gathering was made with the class advisers to prevent any

disruption of classes.

Before the administration of the questionnaire to the participants, their consent to participate in

the study was thought. It was ensured that they are sufficiently knowledgeable that their nature of

participation was voluntary and that all information that they would disclose was treated with

utmost confidentiality. As soon as the participants had given their consent to participate in the

study, the prepared survey questionnaires were administered for them to accomplish. Each

participant was given utmost 10 minutes to answer it. Upon answering, the participants’ responses

were then encoded and tallied in a prepared data sheet for data analysis.

Statistical Analysis

Descriptive statistics which is the weighted mean was used to describe the distribution of the

participants according to their responses. Furthermore, suitable kinds of tables and figures were

used to ensure clarity and intelligibility in the presentation of the findings.

Results and Discussion

The interpretation and analysis of the acquired data are presented in this chapter. It

displays all the survey responses from the respondents.

The information was gathered through survey with the non-officers` honor students

serving as our respondents, along with quantitative information. In order to know if the

respondents are well satisfied, satisfied, or not satisfied with the Supreme Student Government

services at Solana Fresh Water Fishery School. Specific survey questions/statements were asked

on the respondents.

In this study, the students` satisfaction on the Supreme Student Government services at

SFWFS was determined by gauging their level of satisfaction on the SSG`s performance towards

embodying its objectives as mandated by the Article III Section 6 of its Constitution and By-laws.

These objectives are methodically categorized into five domains: values information, promotion

of students` rights and welfare, promotion of a child-friendly environment, recognition and

development of students` skills and talents, and promotion of curricular excellence.

Table 1 presents the participants` satisfaction on the services of Supreme Student

Government in terms of values information. The results show that the statements that fall under

this domain are perceived to be satisfied with a mean of 1.79. This is an indication that the SSG

satisfactorily performs its mandate on instilling values among students at Solana Fresh Water

Fishery School. The SSG likewise ensures that its activities cling to the core values of the

Department of Education: Maka-Diyos, Makakalikasan, Maka-tao, at Maka-bansa.

Value is typical understood to refer to moral principles, broad worldviews, or sometimes

just personal interests, preferences, needs and dispositions. Despite the exiting concepts and

definition of the duties and function of the SSG as stipulated in Section 1-9, Article IX of the

Constitutions By-Laws of SSG, the uncertainly of proving that SSG will definitely show

leadership, empowerment, and development to the students themselves cannot be eluded.

A piece of legislation known as the Magna Carta of Students, the Students’ Rights and

Welfare (STRAW) Bill was first submitted nearly 15 years ago. A student movement on a specific

student agenda was revived and united as a result of the requirement for the institutionalization od

the Students’ Rights and Welfare into a national policy. According to Gutek (2019), some of the

services of the SSG officers provides instruction and education remediation in areas where

students are having a trouble such as personal issues, substance abuse and so on.

As seen in Table 2 that in terms of students` rights and welfare shows that of all the

statements under this domain are satisfactorily done by the SSG officers with a mean of 1.87

which describes as satisfied. One of the foci of SSG services is to ensure that none of the students

Just like the aforementioned results in table 3, the participants found out that SSG

performs well in terms of promoting child-friendly environment. This is corroborated by their

well satisfied evaluation or responses on the five statements under this domain. The function of

the SSG officers in maintaining a child-friendly environment is to provide technical assistance

where necessary just like in maintaining the cleanliness of the school premises which is the major

project of YES-O Club.

A child-friendly environment is exactly what the name implies. According to UNICEF, an

environment where teachers are kind and accommodating to children and their needs is created in

a child-friendly school, which sees education as a privilege for every child and monitor their

rights in the community encourages high-quality teaching and learning practices with specialized

instructions appropriate to each child`s stage of development, skills and learning preferences

Table 4 shows that in the first and second statement that fall under this domain is the only

statements got the mean of 1.73 and 1.69 which describes as satisfied. In here, students are able

to showcase their innate skills, which they could not fully exhibit in their classroom activities.

This also gives students the chance to boost their self-esteem and further hone and develop their

talents just like dancing, singing, painting, drawing and so on. This has been proven true by

MnCube and Naidoo (2014) who stated that any co-curricular activities that are proven to be

beneficial in building and strengthening academic achievement, even if the activities are not

obviously related to academic subjects.

As stated by Chai and Ibarrientos (2018), students who have mastered their skills and

talents can be trained more with the help of the school while the SSG officers helps in developing

their innate skills and talents. SSG officers must offers students the chance to share and promote

every skills or talents they have within the school premises or outside the school premises and

they should be the voice of every students’ body that can benefit the school and the community.

Supreme Student Government is a vital organization and its crucial role cannot be

ignored. It paved the way for student leaders and as active partners in school and the Department

of Education where productive and responsive leadership are practiced in equipping to become

productive and good Filipino citizens in the future. It is highly efficacious as an implementing

arm of the school and Department of Education for the programs, projects, and activities for

student welfare and development.

Satisfied

As shown in the table 5 which is the promotion of curricular excellence, the SSG is

remarked to be not satisfied in the first to fourth statements with a mean of 1.65 which describes

as not satisfied. Promoting curricular excellence refers to enabling the students to develop their

critical thinking, decision-making, and problem-solving skills so they can all significantly

contribute to the process of nation-building. A student leader as an individual and crucial

participant in the community ought to value their contributions to it and put what they have

learned to use translate their thoughts into deeds that aid the nation-building.

Young people of today are the pillars of this country by possessing the strength and

dynamism so that they will become an instrument in building a strong nation; by enhancing the

effectiveness of student leadership, we can help students to discern the challenges into positive

endeavors, such as school programs, projects, and activities for the students (Vargas, 2003).

Progressive factors play a vital role in a child`s learning and development, secondary

educators will also determine how they can contribute to the experiences and results from

satisfied as represented by the mean score of 1.88. The results indicate that according to the

students who participated in this study, the SSG officers performs well in fulfilling its functions

of fostering and safeguarding the interests of the students. Nevertheless, there were still some

aspects that has to improve in order to cater a better quality of services among students of Solana

Fresh Water Fishery School.

Senior High School – Humanities and Social Sciences

In general, the Supreme Student Government aims to influence and mold every student to

be vigilant and active citizens in their respective community and to the country as a whole-that

they will positively take part, and not to be passive in addressing problems and issues that

substantially affects their community and our country as a whole.

Strategy, Programs, Activities, Task, and Resources (SPATRES)

The Strategy, Programs, Activities, Task, and Resources (SPATRES) is a matrix that

is created to determine the program necessary for the strategies obtained from the matrices. It will

answer the questions: What are the problems encountered by the respondents on the Supreme

Student Government services? What alternatives could be proposed to address the problems?

SSG officers take the organization into careful planning in the realization of the student

matters, affairs, and activities of the organization, determination of the organizational goals,

development of premises about the current environment, selection of the approach, initiation of

the SSG with activities to turn plans into actions, and evaluation of the outcomes. The SSG is

being tagged as the highest democratic representation of the student body so its ineffective and

unsatisfactory performance may eventually affect the interest of the student body.

SSG functions to serve as representative of the students in voicing their opinion,

suggestions, and grievances; to make recommendations to school authorities regarding student

matters, affairs, and activities; to act as coordinating council of all co-curricular organizations in

the school.
