Information and Communication Technology
Information and Communication Technology ICT stands for "Information and Communication Technologies". ICT refers to
technologies that provide access to information through telecommunications. It is similar to Information Technology (IT), but focuses
primarily on communication technologies. This includes the Internet, wireless networks, cell phones, and other communication
mediums.
In the past few decades, information and communication technologies have provided society with a vast array of new
communication capabilities. For example, people can communicate in real-time with others in different countries using technologies
such as instant messaging, voice over IP (VoIP), and video-conferencing. Social networking websites like Facebook allow users from
all over the world to remain in contact and communicate on a regular basis.
Modern information and communication technologies have created a "global village," in which people can communicate with
others across the world as if they were living next door. For this reason, ICT is often studied in the context of how modern
communication technologies affect society
ICT in the Philippines Five years ago, the Philippines, through the Department of Trade and Industry, began its “Make IT
Philippines” campaign and packaged the country as “E-Services Hub of Asia.”
The Philippines is one of the most aggressive country players in targeting the outsourcing market in USA, Europe and
neighboring Asian countries. Its positive track record in back-office services was used in marketing the country – unleashing a best kept
secret.
In the mid-2000s, the information technology-business process outsourcing (IT-BPO) industry took the Philippine economy by
storm. Year on year, call centers posted tens of billions of dollars in revenue. As call centers and BPO offices improved their
infrastructure and expanded their reach, many Filipinos were able to land stable, thriving jobs and grow their careers.

Today, the Philippines have one of the most dominant call center industries in the world, leapfrogging its close competitor,
India. According to a roadmap laid out by the IT and Business Process Association of the Philippines (IT-BPAP), annual revenues for
the IT-Business Process Management industry could more than double from $9 billion in 2010 to $25 billion in 2016 equivalent to 10
percent share of the global market. Analysts also expect the industry to exceed the $48 billion-revenue mark by 2020.

According to OOKLA’s Speedtest Global Index, the Philippines’ fixed broadband internet speed average has improved this
2020.The speed has increased from 18.6 Megabits per second (Mbps) last January 2019 to 26.18 Mbps this 2020, a total of 40.75% in
one year. The mobile internet speed also showed a 9.92% increase from 14.61 Mbps to 16.06 Mbps in the same period. Despite the
improvement, the Philippines’ global rank for the fixed broadband internet speed moved two spots lower this year from 97 to 99, and 11
spots for the mobile rank at 111 from 100.

The current administration has put forward the recommendation of spending more than $2.2 billion to invest in a more robust
cloud computing and 5G infrastructure for the government, to promote convergence between artificial intelligence and 5G, to establish
high-speed internet connection in rural areas, to enhance Wi-Fi in public places and facilities, and to support remote learning and
working services and solutions. We are more than ever challenged by international competition. As globalization and the borderless
economy emerge, the battle for the foreign investment cake and outsourced projects are fierce.

Understanding the importance of ICT


The Internet
One of the major reasons business, home and other users purchase computer is for internet access. The Internet, also called
the Net, is a worldwide collection of networks that links millions of businesses, government agencies, educational institutions and
individuals. The internet is widely used research tool, providing society with access to global information and instant communication.
Today more than home, individual and business users around the world access to the variety service of the internet, some of
the internet services are chat rooms, e-mail, instant messaging and VoIP or Voice over Internet protocol. The World Wide Web or
simply the web is the most widely use internet service.
The World Wide Web (WWW), or Web, is the widely used internet service, it consist of worldwide collection of electronic
documents. Each electronic document on the web, called a Web page, can contain text, graphics, animation, audio and video.
Additionally, web pages usually have built-in connection to other documents. A web site is a collection of related web pages and
associated items, such as documents and pictures, stored on a web server. A web server is a computer that delivers requested web
pages to your computer. Some expert use the term Web 2.0 to refer to a website that provides a means for user to share personal
information such as social networking web sites, allow user to modify web site contents such as wikis, and have application software
built into the site for visitors to use.

The different Online Platforms of World Wide Web

I. Web 0.0 – Developing the Internet. The World Wide Web as we know it was invented in 1989 at CERN by Tim
Berners-Lee, a British scientist who re-imagined the user-side functionality of the early Internet.

II. Web 1.0– The shopping carts & static web, refers to the first stage in the World Wide Web, which was entirely made up
of the Web pages connected by hyperlinks. Static Web Page- is known as a flat page or stationary age in the sense that
the page is ‘’as is’’ and cannot be manipulated by the user. The content is also the same for all users that is referred to as
Web 1.0

III. Web 2.0 – The writing and participating web, is the evolution of Web 1.0 by adding dynamic pages. The user is able to
see a website differently than others.
Dynamic Web Page- allows users to interact with the page; instead of just reading the page, the user may be able to
comment or create user account. Allow sharing and collaboration opportunities to people and help them to express
themselves online.

Features of Web 2.0


1. Folksonomy- allows user to categorize and classify information using freely chosen keywords e.g. tagging by FB, Twitter, use
tags that start with the sign #, referred to as hashtag.
2. Rich User Experience – content is dynamic and is responsive to user’s input. For example, Google Provided Google Maps
3. User Participation- The owner of the website is not the only one who is able to put content. Others are able to place a content
of their own by means of comments, reviews and evaluation e.g. Lazada, Amazon.
4. Long Tail– services that are offered on demand rather than on a one-time purchase. This is synonymous to subscribing to a
data plan that charges you for the amount of time you spent in the internet. Example: Googe apps
5. Software as a services- users will be subscribe to a software only when needed rather than purchasing them e.g. Google
docs used to create and edit word processing and spread sheet.
6. Mass Participation– diverse information sharing through universal web access. Web 2.0’s content is based on people from
various cultures.

IV. Web 3.0 – The semantic executing web, this platform is all about Semantic web.
   Aims to have machines (or servers) understand the user’s preferences to be able to deliver web content.

When Tim Berners Lee develops the worldwide web 20 years ago, he envisioned a service that allows user to exchange
information seamlessly. The web has evolved through versions 1.0 and 2.0 and work is underway to develop 3.0 also known as the
Semantic Web. The next generation of the web is predicted to perform practically any imaginable task, according to some researchers.
For example, your computer will be able to scan a web page much as you do to look for specific information. If you need the location of
the nearest eye doctor and the time when your brother’s flight from Chicago actually will land, Web 3.0 will provide those facts and then
search your calendar to see if you can fit the doctor’s appointment in your schedule in time to pick up your brother at the airport. In
essence, the Web will become one huge searchable database, and automated agents of every type will retrieve the data we need to
live productive lives.

Five main features that can help us define Web 3.0:


*Semantic Web
The next evolution of the Web involves the Semantic Web. The semantic web improves web technologies in order to generate,
share and connect content through search and analysis based on the ability to understand the meaning of words, rather than on
keywords or numbers.

*Artificial Intelligence
Combining this capability with natural language processing, in Web 3.0, computers can understand information like humans in
order to provide faster and more relevant results. They become more intelligent to satisfy the needs of users.
*3D Graphics
The three dimensional design is being used extensively in websites and services in Web 3.0. Museum guides, computer
games, ecommerce, geospatial contexts, etc. are all examples that use 3D graphics.

Connectivity
With Web 3.0, information is more connected thanks to semantic metadata. As a result, the user experience evolves to
another level of connectivity that leverages all the available information.
Ubiquity
Content is accessible by multiple applications, every device is connected to the web, the services can be used everywhere.
V. Web 4.0 – Mobile Web
The next step is not really a new version, but is a alternate version of what we already have. Web needed to adapt to its
mobile surroundings. Web 4.0 connects all devices in the real and virtual world in real-time.
VI. Web 5.0 will be about the (emotional) interaction between humans and computers. The interaction will become a daily
habit for a lot of people based on neurotechnology. For the moment web is “emotionally” neutral, which means web does
not perceive the users feel and emotions. This will change with web 5.0 as emotional web.

Trends in ICT
1. Convergence
Technological convergence is the synergy of technology advancement to work in similar goal or task. For example, besides
using your personal computer to create a word documents, you can know use your smartphone. It can also used cloud technologies to
sync files from one device to another while using LTE technology which means you can access your file anytime, anywhere.
Convergence is using several technologies to accomplish task conveniently.
2. Social Media
An online social network, also called social networking websites, is a web site that encourages members in its online
community to share their interest, ideas, stories, photos, music and videos with other registered user.

There are six types of social media.


Social Networks. These are sites that allow you to connect with other people with the same interest or background. Once a user
creates his or her account, he or she can set up a profile, add people, create groups and share content. Examples are Facebook
and Google +
Bookmarking Sites. These are sites that allow you to store and manage links to various web sites and resources. Most of these
sites allow you to create a tag that allows you and others to easily search and share them. Examples are StumbleUpon and
Pinterest
Social News. These are sites that allow users to post their own news items or links to other news sources. The user can also
comment on the post and comments may also be ranked. They are also capable of voting on these new articles of the web sites.
Those who get the most amounts of votes are shown most prominently. Examples Reddit and Digg
Media Sharing. These are sites that allow you to upload and share media content like images, music and video. Most of these
sites have additional social features like liking, commenting, and having user profiles. Examples are Flicker, Youtube and
Instagram.
Microblogging. A microblog allows user to publish short messages, usually between 100 and 200 characters for others to read.
Twitter is a popular microblog.
Blogs and Forums. A blog, short for Weblog, is an informal web sites consisting of time-stamped articles, or post, in a diary or
journal format, usually listed in a reverse chronological order. The term blogosphere refers to the worldwide collection of blogs;
vlogosphere refers to the vlogs worldwide. Blogs reflects the interests, opinions and personalities of the author and sometimes
site visitors.
3. Mobile Technology
A mobile computer is a personal computer you can carry from place to place. Similarly a mobile device is a computing device
small enough to hold in your hand. With the popularity of smartphones and tablets has taken a major rise over the years. Several of
these devices are capable of using high-speed internet. Today the latest mobile device uses 4G networkings (LTE), which are currently
the fastest mobile networks. Also mobile devices use different operating system.
iOS – used in Apple devices such as the iPhone andiPad
Android – an open source operating system develop by Google. Being open source means several mobile phone companies use
these OS for free.
Blackberry OS – used for Blackberry devices
Windows Phone OS – a closed source proprietary operating system develop by Microsoft.
Symbian – the original smartphone OS; used by nokia devices
WebOS – originally used for smartphones; now used for smart TVs
Windows Mobile – develop by Microsoft for smartphones and pocket PCs

4. Assistive Media
Assistive media is a non-profit service designed to help people who have visual and reading impairments a database of audio
recordings is used to read to the user.
Example: Voice recognition, Text to speech, digital recorders etc.
What will be the content of your social media site?
For me, I was always thinking about being noisy to the point that they are shouting and spouting nonsense to each other and
how to properly separate our waste in school facilities and clean our comfort rooms.
Why did you choose that type of social media?
I choose this type of social media because as I walk and observe the corridor, I notice that some comfort rooms are not clean.
There are tissues everywhere, and some trash is not being thrown away properly. My social media will look like an information
or help center where I can educate my fellow students and some facilitators to observe and always clean the rooms and our
facilities.
Why did you choose that website?
I chose this type of social media because as I observe the campus I don't like random trash everywhere and just like being
messy so I decided to roll with this type of website. And I think it is one of the most effective strategies when dealing and one
of the most complex types of websites I can think of.

platforms.

1. What do you think is the role of social media in the Rodrigo Duterte campaign in the 2016 presidential election?
Media as a whole had a great impact during the election campaign of our president Rodrigo Duterte, they use it as a way to
tell the people their plans and goals when Duterte became the winner. They effectively use it to reach out places and to share
their plans in the future that’s why they one. I strongly believe that if someone is good at using technology and use it effectively
they can be the winner especially in the election. As long as you have the knowledge on how you could use the technology to
reach out those underlying and hard to go places you can be the winner. the role of social media during the election of Rodrigo
Duterte is that they project and broadcast all the plans, programs and ideas that Duterte has instilled in his mind. By this
method all people in the Philippines who are using social media can see his plans and have a chance to vote him for the
election.

2. How do you think the internet and social media help address social problems? Give a true to life example and explain your
answer.
Yes, social media can help address social issues today. Let’s take as an example what happens to the suicided student in
Iloilo, it is believed that the landlady/ principal says hurtful words to her triggering her instinct to kill herself in the process
resulting in her losing herself. By this using social media we can raise awareness to the people in the media not to commit
suicide and if they are on the verge of commiting it sometimes they just need someone to take to, that’s why we need to make
ourselves available to them to decrease the case of suiciding teens and to have a environment where all people is happy and
free.
3. How important is the ICT in Philippine society? Support your answer.
Here in the Philippines ICT is very important, it moves our economy and as of today where everything is fast-paced all
communication and transaction is online ICT is one that can help us with all our inquiries and questions. With just one click all
of our questions can be answered. We just need one small click to the web. Without ICT, the growth and development of our
country will be made slower and the worst case that can happen is that many people will complain about not having ICT and
slow internet speed. Another importance of ICT is it can help us in our Education system in the Philippines, by the use off ICT
many modes of teaching can happen and the learning can be made fun.

4. What can you recommend in order to develop and strengthen the ICT in the Philippines?
I suggest more facilities all over the country so that children can access it more and have a brief knowledge of the world of
ICT. by this one many children can develop their computer skills and have a preview of what the world of ICT is. Another
recommendation is to focus on learning the subject ICT. As the world evolves we also need to adapt to it so that many
Filipinos will not be lost when they are having a time using the computer coz some don’t even have a first hand experience nor
didn’t have a basic knowledge on what the subject ICT is so let’s focus on developing that subject.
5. With regards to ICT, what can you recommend to our school in order to improve the quality of education it offers?
Develop even more facilities that use ICT and one thing is have the student experience all the lessons they teach so that
students can learn it practically. And keep improving the subject ICT.
