Work undertaken by Internet Jurisdiction Policy Network Forum to resolve the issue of

Jurisdiction

The Internet & Jurisdiction Policy Network bringss together relevant interest groups and dif-
ferent political structures to achieve cross-border cooperation. It aims to fill the gap in the In-
ternet governance system between the digital economy, human rights and network security.
Through global and regional meetings the secretariat promotes neutral dialogues with the aim
of building trust among different actors and helping them to develop operational solutions for
the coexistence of different laws on the cross-border Internet.
The Internet and Jurisdiction Secretariat annually reports progress to the Internet Governance
Forum (IGF) hosted by the United Nations. At IGF 2016, the Internet Policy and Jurisdiction
Network received for the first time the "Open Forum", a format traditionally used by contract
organizations. In June 2016, the OECD Digital Economy Ministerial Conference in Cancun,
Mexico, the background report on the economic and social benefits of Internet opening men-
tioned the multi-stakeholder process of the Internet and judicial policies. Internet Policy For-
mulation Principles in the 2011 Recommendations of the OECD Council Support the devel-
opment of voluntary codes of conduct through the Internet and Jurisdiction and other multi-
stakeholder processes. "In April 2018, the G7 Network Organization expressed support for
the ongoing work of the Internet and Judicial Policy Network. The organization was selected
as the first special session of the Paris Peace Forum in 2018. The UN Secretary-General’s re-
port on "Progress in the Implementation and Follow-up of the World Summit on the Informa-
tion Society" covers the work of the Internet and the Jurisdiction Policy Network and its first
and second global conferences in 2017 and 2019. In 2020, the report of the High-level Panel
on Digital Cooperation of the United Nations Secretary-General mentioned the Internet and
jurisdiction policy networks in the chapter on digital cooperation mechanisms. The Global In-
ternet Conference and Jurisdiction Policy Network is supported by six international organiza-
tions: Council of Europe, European Commission, ICANN, OECD, UN ECLAC, and UN-
ESCO. In 2018, the Secretariat and the international organization UNECLAC signed the first
formal memorandum of understanding.
Policies of Internet & Jurisdiction Policy Network
Internet & Jurisdiction Policy Network promote policy consistency and develop specific pol-
icy standards and operational solutions. More than 100 important stakeholders from five con-
tinents are multi-interested Member of the Stakeholder Contact Group. The results of the plan
include specifications, standards, and action mechanisms jointly developed by the partici-
pants.
• Responsibility and data processing plan: How can cross-border data flow and data protec-
tion be coordinated with criminal access requirements?
• Content Plan and Jurisdiction: Given the variety of local laws and regulations on the Inter-
net, how do we manage global content available?
• "Domain Names and Jurisdiction" Plan: How to maintain technical aspects when national
domain name system laws apply Neutrality of the Internet?
