Introduction

administration is a critical factor for the success of a developing country. In the context of Mozambique,
wher e challenges are significant, public administration plays an even more important role in promoting
socioeconomic progress and achieving a prosperous future for its citizens.” In this essay, we will explore
the concept of public administration, its primary objective, challenges faced, and its significance for
effective governance.

Development

Public administration involves the planning, organization, direction, and control of government
institutions and agencies, as stated by Omar (2006). Its primary goal is to promote the public interest
and ensure the delivery of essential services to the population. This includes areas such as financial
management, human resources, public policies, and project administration, which aim to improve the
efficiency and effectiveness of the public sector.

According to Canhanga (2009), one of the fundamental principles of public administration is


transparency. Public administrators should act in an open and responsible manner, ensuring
accountability to society. In Mozambique, where corruption is a persistent challenge, transparent public
administration plays a crucial role in rebuilding trust and combating financial mismanagement.

Furthermore, public administration in Mozambique faces challenges related to inadequate


infrastructure and social inequality. The lack of access to basic services such as roads, electricity, and
clean water negatively affects the quality of life of the population. Public administrators must address
these issues by planning and implementing policies aimed at improving infrastructure and reducing
social disparities.

digital tools can contribute to improving the efficiency of administrative processes and service delivery
to citizens.

Effective public administration in Mozambique also requires a holistic and integrated approach. This
entails cooperation among different government agencies, as well as partnerships with civil society, the
private sector, and international organizations. Collaboration and dialogue among these stakeholders
are crucial to addressing complex challenges and promoting sustainable development.

Ferrão (2016) highlights the importance of ethical principles and fundamental values such as integrity,
impartiality, and accountability in guiding public administration. According to the author, promoting an
organizational culture based on ethics and responsibility is essential to build a reliable and efficient
public administration.

To further strengthen the fight against corruption in Mozambique, it is necessary to enhance the

information, experiences, and best practices with other countries facing similar challenges.

Active involvement of civil society and citizens is essential in the fight against corruption. Civil society
organizations should be encouraged to monitor government activities, conduct awareness campaigns,
and advocate for transparency and accountability. Citizens should also be empowered and encouraged
to exercise their rights and responsibilities by reporting corrupt acts and actively participating in the
decision-making process.
